TACLOBAN CITY- The reelected mayor of this city, Alfred Romualdez, submitted before the Commission on Elections (Comelec), his election expenses amounting to more than P200,000.
Romualdez, who won on his third bid as mayor under the Nacionalista Party, submitted his statement of election contributions and expenditures (SECE) last Friday, along with his wife, reelected Councilor Cristina Gonzales Romualdez. Based on the document he submitted, Romualdez submitted P276,599.22 expenses during the May 13 elections. PALO, Leyte The Mines and Geosciences Bureau (MGB) here in the region has tagged 440 hectares of land in Salcedo, Eastern Samar as the first Peoples Small-Scale Mining Areas in Eastern Visayas. The Provincial Mining Regulation Board(PMRB) has opened the five villages of Salcedo town this year for small -scale chromite mining activities categorized as minahan ng bayan. Under the Small Scale Mining Act of 1991, smallscale mining is defined as the mining activities which rely heavily on manual labor using simple implements and methods and do not use explosives or heavy mining equipment. The cooperative will sign an agreement with the government and other stakeholders to ensure that mined area will be rehabilitated, Operario said.

The PMRB, with clearance from DENR Secretary Ramon Paje, identified the land encompassing the remote areas of Barangays Caga-ot, Sta. Cruz, Carapdapan, Cantomoja, and Palanas as the minahan ng bayan. The area was previously covered in application for mineral production sharing agreement by the Yinshu Mining Corporation. Each cooperative will be allowed to mine a maximum of 20 hectares. Police nabs drug pushers preying on students in Ormoc, Tacloban


CAMP KANGEON, Palo, Leyte Heeding the call of the regions top cop to intensify the campaign in getting rid schools and its premises of drug pushers and users, an intensified anti-illegal drugs operations conducted last week resulted in the arrest of two street pushers suspected of peddling prohibited substance to students in the cities of Tacloban and Ormoc. Eastern Visayas tpolice director, PC/Supt. Elmer Ragadio Soria, identified the suspects as Christopher Nodalo alias Tupi, 25, single, jobless and resident of Brgy. Altavista, Ormoc City, and Perpeto Margallo alias Pets, 20, of Baezville 1, Brgy. 92, Apitong, Tacloban City. Soria said Nodalo and an unidentified companion were sighted at past midnight Wednesday on board a red Honda Wave 110 motorcycle with no plate number at the vicinity of Ormoc City Public Market allegedly waiting for their customer. Mobile patrol team from Police Station 1 of Ormoc City Police Office led by SPO1 Isias Parado patrolled the area and spotted the suspects near the Ormoc Superdome who sped away towards the direction of Brgy. Algeria upon seeing the approaching police patrol car. A brief chase ensued and upon reaching the Brgy. Algeria bridge, the suspects abandoned the motorcycle and ran towards Mabini Street. The police team, with the help of barangay tanods and some bystanders scoured the area for almost two hours and at past 3:00AM suspect, Nodalo was found hiding inside a makeshift comfort room in said village. TACLOBAN CITY- Tacloban City Police Office (TCPO) could accept complaints of bullying if the parents of victimized students wanted to file a case. The Tacloban City Police Office (TCPO) can accept complaints regarding with the issue on bullying.,said Bella Rentuaya, information officer of TCPO. Bullying is a verbal abuse so the Philippine National Police (PNP) wants to help in protecting the rights of hectares. The group was able to secure endorsement from the barangay council. Public warned to be vigilant vs. pickpockets, snatchers
TACLOBAN CITY- To lessen the numbers of victims of pick pocketing and snatching this upcoming fiesta here in Tacloban, the Tacloban City Police Office (TCPO) encourages the public to be vigilant every time they watch any activities relative to the fiesta celebration. In last years festival, TCPO Public Community Relation Officer Bella Rentuaya said that they receive numerous reports of pick pocketing and snatching in which most of these cases were situated in areas where there was an event or activities in relation with the fiesta celebration. She also said that those people who are involved in pick pocketing and snatching are just roaming around the city to find a victim. Some of these pickpockets and snatchers are just roaming around the city to find prospective victims especially those individuals who have jewelries and gadgets on them, Rentuaya said in an interview with Leyte Samar Daily Express. These people who are involved in these kinds of crime do not select their victims, there is no exemption in this kind of crime, everyone is a prospect as long as they have something which is valuable, Rentuaya added. In order to have a lesser number of victims of pick pocketing and snatching, Rentuaya said that the public must be vigilant because some of these criminals are just watching their belongings especially, money and jewelry. On the other hand, she also encouraged all parents who will bring with them their children to be more watchful because previously there were reports of children who have been lost. First educational mobile training program soon to roam the region


TACLOBAN CITY The Technical Education and Skills Development Authority (TESDA) announced its first registered mobile training program in the region. The educational mobile program, which will be implemented sometime this year by St. Therese Educational Foundation Inc. (STEFTI) once approved, is said to provide computer hardware service training for out-of-school youths located in rural areas in different areas in the region. Moreover, TVET unit head Salvadora Bosillo said that in order to qualify for implementation, a Certificate of Program Registration (COPR) must be issued from their office after satisfactory fulfilling the minimum requirements. A conference will be also held with the said institution anytime now to discuss the responsibilities and their duties as a mode of delivering the training. However, Bosillo said that as an institution that supervises Technical Vocational Educational Training (TVET) programs, they will constantly monitor if the organization and their project will continuously comply the minimum requirements after a year. The Leyte and Camotes branch managers and team members of Ramon Aboitiz Foundation Inc. (RAFI) Micro-finance underwent a synergy program in collaboration with RAFIs Kool Adventure Camp (KAC) Professional Development Programs last March 22-23 in Albuera, Leyte. The two-day training aimed to establish a supportive relationship and instill a mindset for continuous improvement in RAFI Micro-finance. The training provides the management of RAFI Micro-finance the opportunity to interact and connect with the different team members from Leyte and Camotes. The participants underwent a series of structured learning activities, all with different but connected thrusts. There were activities that challenged their communication skills, coordination, and teamwork. The series of activities conducted showed the leadership skills of the team members and we are positive that the output of these activities would greatly help the performance of the area if the participants would aptheir seats aside from being fined. Losers are also to be fined. The fine ranged from P1,000 up to P30,000, depending on the discretion of the Comelec. Earlier, the regional director of the Department of the Interior and Local Government (DILG), Pedro Noval, Jr., has also called on the winning candidates to comply the same document. Cornering irregularities

o the laymans mind, persons who hold the highest positions in certain agencies either by election or by appointment eventually become not just a rightful representative but the agency himself, as though the agency and the head are one and the same. There is a problem with this notion that needs to be corrected in the minds of people. Because when the highest ofcial commits irregularities, people tend to think the agency itself has become corrupt and does not anymore deserve public trust. How many government agencies have been branded as such that, at the mention of their names alone, hearers would grimace in disappointment, with their thumbs down? We must remember that it is one thing to have an agency attending to the peoples needs, and quite another to have someone lead that agency. Its head might bring that agency to where he wants it to be, and what he wants it to become, but the facts that ofcials come and go and never have a monopoly

of their positions suggest they, too, have no right to drag their ofces to anomalous situations and then claim later that its the agencys engagements and transactions. In cases of irregularities, one should bear in mind that these are personal deals which the agencies represented should not be dragged into. And if, in the process, such ofces would wallow in corruption, it is not the agencies that had gotten corrupt but the ones running them. In this case, then, it is very possible that a socalled corrupt agency can be cleansed by simply removing the ofcials and personnel who are causing various anomalies. For sure, its unfair on the part of an agency to be branded as corrupt when, in truth, it is merely dragged into this status by some irresponsible ofcials and staff. Its time we learned to respect government agencies by rst making distinctions between them and their responsible personnel.

Power-packed tanks
Reports on neighborhoods being razed by fire from tank explosions have become common nowadays. This must be the result of using those impaired tanks that owner-companies distribute. Once in a while, we hear of reports like this, not knowing that we could be the next victims of such fire incidents. We buy LPG tanks in good faith, yet we hardly realize we risk our lives in the process. Why these incidents? This is so since, for one, damaged LPG tanks are reportedly scattered throughout the country, still in use, still distributed by their ownercompanies to various consumers such as households, restaurants, hotels, offices, and other locations. This commonly happens in places that are crowded with people who are unaware that rotten and leaking gas tanks lurk in some corners. At any moment, after catching fire, these tanks could

blow up the place into pieces. The least that they can do, armed with flames, is to devour the place into ashes, sometimes inclusive of the victims therein. Such LPG tanks are still distributed despite the hazards they bring. They may look good for having been repainted, but inside out, they fare bad, from workmanship to quality of material. This should not be, given their hazardous albeit useful content. Extremely flammable, this gas ought to be sealed in a thick, metallic container or else it would explode into the air like a

bomb. Distributors must know about this. The distribution orders come from them. Their workers just obey. This gives us the idea that what they are after is not necessarily the welfare of consumers, but the monetary profits they can gain. Its like selling expired foodstuffsgone toxic and unfit for human consumption but can still generate income. Consumers should then buy only in authorized outlets. But, is the distribution of those worn out tanks exclusive only to unauthorized outlets? How would we

know in the first place that an outlet is authorized or not? What if the delivery of those tanks is done to both? We must examine the tank itself, so goes another caution. If it looks rotten outside, like when its paint is peeled off and has gotten rusty, dont buy it. Good advice. But this is looking only at the physical appearance, judging the book by its cover alone. Why, then, is an intact surface paint a guarantee that the steel tank is still tough enough? What if the insides of it are already falling apart? Its not the consumers job to be doing such detections. The owner companies have ways of knowing whether a tank is still durable or not. Thats the discrimination they must use, and then apply so that their products will come out in perfect quality, not impaired, not harmful, not in any way dangerous.

Retirement Nest Eggs, a Fantasy ?


may be close to being one upon retirement. And I am limited to starting with financial assets, and exibility is little indeed. The bottom line is that people at nearly all levels of the income distribution have undersaved. I am afraid social security is major concern, not only for fixed income earners, even for some of those close to the top. Isnt retirement a nightmare. While Joe was advised to retire after going AWOL, I silently informed him to weigh his limited options. Really, to expect millions is an illusion. Current yields are misleading when we consider the rates over the last decade or more. Working longer may improve our financial prospects, but how about our effectiveness, health, etc. This might not be the way we imagine our lives at seventy? But the numbers suggest that even if you are a millionaire, you might have to save.

The awed and the crackpot


There was this eightyear-old Indian boy who disliked school and failed every test or exam. He found all subjects difficult, and was belittled by his teachers and classmates. His internal world was rich with wonders that he was unable to convey to others, magical lands filled with colour and animated animals. He was an artist whose talent is unrecognized. He is Ishaan Nandkishore Awasthi, eccentric but a person whose life tells a lot of lesson about the realities of lfe. Ishaans father, Nandkishore Awasthi was a successful executive who expected his children to excel. His mother, housewife Maya Awasthi, was frustrated by her inability to educate her son. Ishaans elder brother, Yohaan, was an exemplary scholar and athlete, which Ishaan was frequently reminded of. After receiving a particularly poor academic report, Ishaans parents sent him to a boarding school. There he sank into a state of fear and depression, despite being befriended by Rajan, physically disabled yet one of the top students in his class. Ishaans situation changes when a new art teacher, Ram Shankar Nikumbh, joined the schools faculty. An instructor at the Tulips School for young children with developmental disabilities, Nikumbhs teaching style was markedly different from that of his strict predecessor, and he quickly observed that Ishaan was unhappy and contributed little to class activities. He reviewed Ishaans work and concluded that his academic shortcomings were indicative of the disease dyslexia. On his day off, Nikumbh visited Ishaans parents and asked if he could see more of their sons work. He was stunned by the sophistication of one of Ishaans paintings, and told his parents that Ishaan was a bright child who processed information differently from other children in his class, but Ishaans father was suspicious that the explanation was simply an excuse for his sons poor performance. Nikumbh demanded that the Ishaans father reads some Japanese text on a box and berated him when the latter could not, giving him a glimpse into Ishaans experience of school. Nikumbh described dyslexia to them and explained that it was not a sign of low intelligence. He told them he could provide extra tutoring that would help Ishaan, highlighting the boys artistic ability evident in his many paintings and other creative works. Lifestyle diseases triggered consciousness among people who were struck with the realization that health is a product of what they eat. People had somehow developed that sense of responsibility that skewed their food choices for what are nutritious than delicious. Indeed, food intake must go beyond passing the test of our taste buds as the tongue is often deceiving and the eyes bigger than what the stomach could take. We often break our dietary plans as we fell for see foods that are often dictated by what meets the eyes than stick to sea foods that is the better choice for good health. We too tend to give preference to processed foods that are full of preservatives but are tasty to satiate our salivating desire for canned and packed food products. Marking this years Environment Month which coincided with the celebration of World Environment brings people to a level of awareness regarding the

kind and amount of food they take. People are now discerning on the nutritional value than the mere price and taste that become insignificant insofar as its impact on the health and well-being of every person. We got indoctrinated in our basic education regarding food values but our appreciation had drastically changed over the years. Where before we look at rice as carbohydrates that gives energy, we now perceive the same food as source of glucose and all the illnesses it brings. We learned early in life that meat is a good source for protein but we now look at meat as full of cholesterol and all the harm it may bring to our body. Food preparation has now been another concern in this age as people got into a daily grind of hectic activities to earn a living. People are now into instant food that are packed and prepared by manufacturers. These food preparations are best for people on the go that have little or no

time to take regular meals. While we find convenience in these instant foods, there are so much unseen effects that could affect our health without our notice. These instant foods are packed in materials that are often non-biodegradable, causing harmful effects on our environment. People have that fondness for foods that are cooked in lard and other fatty ingredients. It seems a matter of personal mindset that people opt for tasty oily sweet food despite that the raw form is already good food that is fresh and best for our health. This is why people entertain the thought that the one eating the more expensive junk foods are a lot luckier that the person who eats fresh fruits or crops that are cheaper that what packed and instant foods can offer. One good example is our penchant for sweetened ripe banana cooked in oil as against a freshly picked ripe banana that is ready to eat. The cost of producing oil, sugar and fuel for cooking is disregarded for as long as it satiates the taste buds that is undiscerning in its bias for delicious over nutritious food. Preferring cooked food would take one to bear the cost of fuel, oil, sugar and everything that would make the already palatable fresh food. BARNABAS, Apostle
Originally named Joseph, Barnabas was a native of Cyprus. When he met the Apostles in Jerusalem, he was converted to the Faith. Clearly Barnabas smoothed the way for people to be able to get on with one another. There was a time when Paul and Barnabas fell out, but later they agreed to disagree. Barnabas spent the end of his life Cyprus. Often we will not be the best judges of our own situations. Sto. Nio Sped Center, Tacloban City, during the first meeting of its Homeroom PTA. An elderly Chinese woman had two large pots, each hung on the ends of a pole which she carried across her neck. One of the pot had a crack in it while the other pot was perfect and always delivered a full portion of water. At the end of the long walk from the steam to the house, the cracked pot arrived only half full. For a full two years, this went on daily, with the woman bringing home only one and a half pot of water. Of course the perfect pot was proud of its accomplishments but the poor cracked pot was ashamed of its own imperfections and miserable that it could only do half of what it had been made to do. After two years of what it perceived to be bitter failure, it spoke to the woman one day by the steam. I am ashamed of myself, because the crack in my side causes water to leak out all the way back to your house. The old woman smiled and said, Did you notice that there are owers on your side of the path, but not on the other pots side? Thats because I have always known your aw, so I planted ower seeds on your side of the path and every day while we walk back home, you water them. For two years I have been able to pick these beautiful owers to decorate the table. Without you being just the way you are, there would not be this beauty to grace the house. The moral lesson: Each of us has our own unique aw... But its the cracks and aws we each have that make our lives together so very interesting and rewarding. You just got to take each person for what they are and look for the good in them. To all my crackpot friends, have a great day and remember to smell the owers on your side of the path. TACLOBAN CITY One of the sectors pleased with the holding of the Day of Festivals on June 29 is the Department of Tourism (DOT). This is a big plus for tourism, said Tourism Director Karen Rosa Tiopes. The joint celebration of three of the big festivals in the region is a milestone for all of us. Each of these festivals is known for their very own identity. 185 boarding houses pass BFP-Tacloban fire safety inspection


TACLOBAN CITY Based on the records of the Bureau of Fire Protection (BFP), this city, there are already 185 boarding houses which secured the BFP fire safety inspection certificate in preparation to the upcoming influx of boarders from neighboring areas in the region now that classes at the college level had started this week. According to SFO1 Vicerio Gatela, chief of the BFPTacloban Licensing Unit, these boarding houses passed the R.A. 9514 or the so called Revised Fire Code of the Philippines of 2008, An act establishing a Comprehensive Fire Code of the Philippines, repealing Presidential Decree no. 1185 and for other purposes. This law mandates establishments to provide fire safety construction, protective and warning system that include secondary exits, fire alarm, emergency lights, fire exit, safe electrical installation and the like which guarantee a fire-free environment. The BFP also urged the public especially the students to check whether the boarding house they are living in is one of the 185 boarding houses which now have the fire safety inspection certificate. These boarding houses are mostly located near universities and colleges; at Quarry district, the downtown area, Paterno, Independencia and Juan Luna Streets and other areas in Brgy. San Jose. For those who are looking for a boarding house, choose those who have secured the fire safety inspection certificate from our office. This will indicate that the establishment has complied with the fire safety measures that our fire safety enforcers have advised to them, FO2 Janele Homeres, public information service head, said. The said certificate should be secured annually by establishments, and this further means that if a boarding house fails to obtain the fire safety inspection certificate from the BFP every year, which is one of the requirements in securing a business permit, their operation can be considered as illegal. We encourage those boarding house operators to apply for a business permit so that we can also conduct fire safety inspection in their establishment. We want to make certain of the safety of their boarders, but if they do not have a business permit, we really have no control to it because that would be too easy for them to claim that their house is residential, Homeres said. For complaints, the office encourages the public to submit their reports to the city hall or to their office for immediate disciplinary actions that includes closure of the establishment or others as mandated by law. The BFP, on the other hand, will still conduct its year-round inspection to all establishments in the city to determine if they complay the fire safety requirement.
