Dear Sir or Madam: This formal complaint is against the sate approved SES provider Tutors with Computers. Concern #1 September 16, 2010 a parent from Cigarroa Middle School informed an assistant principal of a group of students crowded around a man representing Tutors with Computers. When approached by the assistant principal, the man became hostile and rude. This caused a disturbance on school grounds and posed a safety issue during student dismissal. The above violates the Code of Business Ethics for SES Providers that states providers must commit to: 1. Conduct community outreach and student recruitment and to serve students fully consistent with the terms of their state-approved application and all state and local policies. 2. Conduct business honestly, openly, fairly, and with integrity. 3. Comply with applicable laws, statutes, regulations and ordinances. Concern #2 September 23, 2010 a parent from Martin High School informed an LISD employee that a representative from Tutors with Computers told a student to sign for her parent. This is in violation of TEA SES Guidance in which the parent is to select the approved provider. In addition, parents have stated that Tutors with Computers began recruitment prior to the dissemination of SES parent notification materials. Our district has submitted these concerns to Rita Ghazal via email. In doing so, Ms. Ghazal has forwarded our concerns to the provider. (See attachments) We expect for Tutors with Computers to act professionally and in accordance with the Code of Business Ethics for SES Providers. If these practices continue, our District is prepared to terminate services with Tutors with Computers. Ms. Ghazal, Below is a concern by one of our campus administrators. In addition, we have received calls from parents stating that representatives from tutors with computers are conducting a door to door recruitment late at night (9-10pm). Further, they are approaching our students by offering them candy as they distribute fliers. This practice is inappropriate and unethical. Your assistance/guidance is appreciated. Thank you.

I quickly went outside to address the situation, As I approached the gentlemen he became hostile and was very rude, he said, Do you want to talk to my supervisor? I replied Yes, bring him to the principals office he then walked away heading east on Palo Blanco St. The gentlemen did not return. On Thursday, September 23, 2010 two representatives from WonderSpace came to the testing office to submit enrollment forms. At this time, they mentioned a few concerns they had encountered when recruiting parents/students. Tutors with Computers was having students fill out the enrollment forms and sign for their parents. Providers began recruiting before the start date of August 23, 2010. They asked the parents to leave the date blank when filling out the enrollment form. They mentioned the providers Tutors with Computers and 1 to 1 Tutoring. They did have a few parents that had submitted an enrollment form for Tutors with Computers but now want to switch to WonderSpace. Attached to these enrollment forms were letters from the parents. I did inform them that from now on, the parent must personally come to our office to be able to change providers.
