Dear Mr. Green, I am the Regional Director of Confidence Music Group. In talking to several of my Teachers and Administrators from various ISD s throughout Texas, I have been informed that several unsavory practices have been initiated by Mr. Isaac Barnes, Director of Confidence Music Outreach. Mr. Barnes has solicited Teachers and Administrators, Security personnel and even Janitorial workers from Fort Worth ISD, Dallas ISD, Waco ISD and Austin ISD, to obtain students for our program. Mr. Barnes has paid school district employees personally to obtain students and to recruit and promote his program. He has employed teachers who have authority over a school site. He has hired school employed personnel for purposes other than instructional related services. He has preprinted the name of Confidence Music Group on the student enrollment forms, with ink. Mr. Barnes has also told teachers that they must call parents and have the parents come to the school and sign the SLP s. Student Lesson Plans. Mr. Barnes has even told me to convey to my sorority sisters who hold administrative positions with any school district that he would pay them $5,000.00 if they would obtain 500-600 students for his program. He has threatened my job if I did not convey that message. As a former High School Principal, and an Educator for over 29 years, I find Mr. Barnes s method of operating his business unethical. He promises the students MP3 Players for enrolling in his program, yet I have never seen a MP3 Player. I have heard him convince students who were already enrolled with another provider, to switch to his program. I have heard him tell coaches to sigh up their players, and to sign their

names for the student s parents as well. At Carter High School Dallas ISD, he told the Band Teacher to sign up students. At several Middle and High Schools, he tells the Teachers and Lead Teacher to sign up students from their regular Day classes. For what I know of The Code of Business Ethics for SES Providers, Mr. Barnes has indeed violated all of them. It is my belief that an audit or an investigation of Confidence Music Outreach be initiated soon. Mr. Barnes has abused Federal Funds for his own profit or purpose. Mr. Barnes s sole interest is clearly on the funds which he has abused from the No Child Left Behind Law, and possess no compassion for the children for which we serve.
