Villarreal, This letter is a formal complaint regarding the two SES providers listed below: 1. The Association for the People and the Community (APC) Ms. Veronique Broussard and Mr. Joshua Scott P.O. Box 280251 Houston, TX 77228. 2. Elite Academic Solutions (Elite!) Ms. Veronique Broussard P.O. Box 280251 Houston, TX 77228. Complaint Number One: When searching for Veronique Broussard, contact to APC and Elite, on the search engine, Google, it was discovered that the first link the searcher is directed to is an adult site. The information typed in the search box was Veronique Broussard Houston Texas. The title for the first link displayed is Looking for Sex in Houston Harris Texas 77228 Tx? The Sheldon ISD Network Manager investigated the site and reported that it was an extremely inappropriate and pornographic adult internet site. This adult site lists the mailing address P. O. Box 280251, Houston TX 77228. The two SES providers, The Association for the People and the Community (APC) and Elite Academic Solutions (Elite!) share the exact same mailing address on their TEA Provider Applications as the adult site. Both of these providers contact information is listed below the inappropriate adult site generated from the Google search. The name of Veronique Broussard and the P. O. Box 280251 is common on all three sites. In a prior meeting on October 14, 2009, Ms. Broussard attended a meeting at King High School along with Mr. Joshua Scott of APC. They informed King High School Principal, Jim Twardowski, and King High School At-Risk Coordinator, Kathleen Harbin that both of them represented APC. Our district is very concerned about the apparent affiliation of these two SES providers and the adult sex site. SISD does not want our students to be placed in a dangerous situation. Principal, Jim Twardowski, phoned Ms. Broussard on November 5, 2009 requesting background clearance documentation for Ms. Broussard, Mr. Scott, and any ACP or Elite personnel who would be providing SES services on the King High School campus. This request was also submitted via email to Ms. Broussard (eliteacademicsolutions@gmail.com) and Mr. Scott (apc.inc@hotmail.com) on November 5, 2009. This request was submitted per the instructions of Ms. Gwen Davis

of the School Improvement Resource Center ( SIRC). No background clearance documentation for Ms. Broussard or Elite has been delivered, faxed, or emailed to King High School as of November 9, 2009. We did receive a fax from APC on the afternoon of November 9, 2009. Mr. Joshua T. Scott is the Notary on the form submitted by APC. A copy of this fax can be provided upon request. Mr. Joshua T. Scott is listed as the Executive Director of APC.

Complaint Number Two Code of Business Ethics for SES Providers Standards Specific to SES, Number 9: Providers will NOT use a district enrollment form that has the selected providers name pre-printed as part of the form. On September 8, 2009, Mr. Joshua Scott submitted filled out SES applications with APC as the first choice and only choice listed to C. E. King High School. The applications had the dates of 8-24 / 8-28-09 on them and they all had the following irregularities on them: 1. The district and campus name section all had similar handwriting. 2. The first choice and provider name that was written on the applications was APC and all in similar handwriting. 3. The sections with student information and parent signature/print name had different writing. Parents were called to verify they had filled out and completed the SES applications. Various parents commented: 1. Applications already had the providers name written on it and they couldnt remember the providers name. 2. Applications were distributed in the school parking lot and the student not the parent filled out the application. 3. Applications were filled out by the student at the students home. APC was invited to meet with Mr. Twardowski, Principal, and Ms. Harbin, At Risk Coordinator, on October 14, 2009 to discuss our concerns regarding the irregularities on the applications. Ms. Broussard and Mr. Scott both attended the meeting and stated that they both represented APC. Ms. Broussard referred to herself as Dr. Broussard. During the meeting, Mr. Scott confirmed that representatives working for APC had written APC for first choice and had written in the district and campus name on the applications in order to help the parents filling them out in the parking lot. Mr. Twardowski and Ms. Harbin referred Ms. Broussard and Mr. Scott to the Code of Ethics for SES Providers regarding using a district enrollment form that has the selected providers name pre-printed as part of the form.

Complaint Number Three APC has ignored the district policy for Community Relations and Visitors to School. This policy requires, All visitors to first report to the campus administration office to provide the visitors drivers license or another form of identification containing the persons photograph issued by a governmental entity. Parents confirmed that they were given the SES applications in our school parking lot as they waited to pick up their children. In the meeting on October 14, 2009 with APC, Mr. Twardowski requested that in the future any representatives and/or visitors from APC visiting the school or on school property must first sign-in with the campus front office. APC submitted new SES applications to C. E. King on October 22, 2009. There were 8 applications that all listed in order: First choice: APC Second choice: Elite Third choice: Blazing Brook There were 3 applications that all listed in order: First choice: APC Second choice: Elite Third choice: Target There were 2 applications that all listed in order: First choice: APC Second choice: A+ Third choice: Brilliance Academy When calling parents to verify that they had completed the applications, parents reported: 1. Some applications were handed out in the school parking lot on October 19, 2009. 2. Parents were shown, a piece of paper with the three provider names written down in order and they were told to write down the names in this order. APC came on to the campus property a second time without signing in as a visitor with the campus front office. Another parent reported that she didnt write any names down on the application and that The people handing out the applications must have filled out their names on the form after they left my house. It appears that APC had written in their provider information on the SES application forms a second time. Mr. Twardowski contacted Mr. Joshua Scott by phone on October 27, 2009 to inform Mr. Scott again, about the ongoing concerns with APC and that King High School would be reporting the concerns to Ms. Gwen Davis (SIRC). In conclusion, the above mentioned complaints regarding APC are a cause of great concern for us. Given Ms. Veronique Broussard is listed as a part of an adult website for

those who are looking for sex, and she is in a position of leadership with Elite Academic Solutions, we are concerned about the safety of our students. It is apparent that APC is affiliated with Elite. APC has failed to comply with SES protocols. Ms. Broussard and Mr. Scott have presented themselves as representatives for APC. Based on the concerns listed above, King High School and Sheldon ISD is requesting that APC and Elite not be allowed to provide SES services to our students. We request that the Texas Education Agency (TEA) investigate this matter further to determine if these two SES providers will remain on the state SES provider list. We also request that we be notified in writing of TEAs decision regarding this matter. Thank you in advance for your attention to these concerns. Jim Twardowski, Principal C.E.
