mulching is much less weeding. If you have never mulched before, go to Cornells web site and read up on this important subject, http://www.gardening.cornell.edu/factsheets/mulch/ mulchland.html While we have seen some rain in the past few days, I am concerned about the rest of the summer, and since I use a private well, I have put aside the sprinkler in favor of deeply hand watering the rows -remember, plants need 1 of rain per week. If you have soaker hoses that you can lay right next to your plant roots, use them. To be sure I dont run my well dry, even with direct watering of each plant; I have decided to install rain barrels that will collect the rainwater from my 800 square foot roof which will provide the water needed for my garden. The roof - to barrel - to garden, supply an extra inch of water. All precipitation problems aside, it has been a glorious spring, well appreciated after the old fashioned winter. To help retain moisture during our too dry periods we should apply mulch in our garden beds. If you had mulch on your beds from last year, it helped retain the winter snow melt, however with our weird weather during April and May there was a shortfall of rain and it was barely enough to wet the mulch let alone the soil beneath it. Remember that last year we were short 5+ of rain throughout the season and so far this year we are 3 down. The good news is that we have been experiencing some nice soaking rains in June and a layer of mulch will help keep the water in the soil longer for your plants to use. If you havent mulched yet, it isnt too late and an added bonus to

Do you look over your shoulder? The part of the world where I live had some marvelous, beautiful, amazingly warm weather last month. Im talking about temperatures of 70 degrees and higher common for day after day. Spring arrived early. My daffodils popped up and bloomed virtually overnight. My rose bushes started growing new leaves. The maple trees turned red with buds. The Bradford pears stood up and saluted all of us with their gorgeous white flowers. What a great gift - to stir from the sleepy, dull winter early! I remarked about the beautiful weather everywhere I went. The response I received back was pretty common: Yea, the weather is beautiful, but dont enjoy it too much or else youll get used to it. And we might have another cold spell. Now I understand what they meant, but listen: the only moment in time we have is right now. Yesterdays gone. Tomorrows not here. Avoid looking over your shoulder in either direction. Listen to life and make a positive life, not just a living, in a negative world today.

DOLLAR STRETCHER TIPS - RARELY USED BATTERIES Portable radios are a godsend when power outages occur. The trick is to keep the batteries and the battery compartment from developing the acid salts that form a white crusty surface. Ideally, we take the batteries out periodically to check them, but with busy lives, we often neglect to do this. When I found one of my small radios had developed this white corrosive crusting in the battery compartment, it looked like I would not be able to use the radio again. I poured white vinegar into a small bowl, and after removing the corroded batteries, I cleaned the compartment and the contacts using a cotton swab dipped in white vinegar. It took a couple cotton swabs to get all the corrosion off (be sure to put the white vinegar in a small cup or bowl, so you dont contaminate the rest of the vinegar). All of the corrosion came off, and a rag dried everything. After putting new batteries in, the radio is working again. -Terri in Fort Lee

Licenses also can be purchased over the counter at all Game Commission region offices and the Harrisburg headquarters, as well as through more than 600 in-state and out-of-state issuing agents. A list of issuing agents is available at the Game Commissions website, www.pgc.state.pa.us The 2013-14 hunting and furtaker licenses are effective July 1, when the licenses that now are valid expire. The new licenses are valid through June 30, 2014. The launch of license sales for the upcoming seasons also serves as a reminder for Pennsylvania hunters who hold senior lifetime hunting or furtaker licenses, or combinations of those licenses. While those hunters need not pay a license or transaction fee, they must pick up new licenses and harvest tags. Licenses purchased through PALS are subject to a 70-cent transaction fee for each license or permit, and that fee is paid directly to the Nashville-based company that runs PALS. Through PALS, hunters can purchase not only their general hunting and furtaker licenses, but add-on licenses needed for archery or muzzleloader hunting, specialty licenses to hunt bears or set out after second spring gobbler, permits to hunt and trap bobcats and fishers, and more. In short, what can be purchased from an issuing agent, can be purchased online. Hunters also can use PALS to apply for the elk-license drawing or purchase Deer Management Assistance Program permits.
Many specialty licenses or permits have application or purchase deadlines, or launch dates for sales. Fast approaching is the launch date for the sale of antlerless deer licenses. Applications for antlerless deer licenses must be sent by mail using official pink envelopes available from issuing agents or Game Commission offices. County treasurers statewide on July 8 will begin accepting antlerless license applications from Pennsylvania residents. Nonresidents can apply starting July 29. Beginning Aug. 5, treasurers will begin selling the remaining unsold licenses for any wildlife-management unit for which licenses remain available. A second round of unsold license sales will begin Aug. 19. Except in Wildlife Management Units (WMUs) 2B, 5C and 5D, hunters may only apply for one license during each application period. In those WMUs, hunters may apply for an unlimited number of licenses, however, the longstanding tradition of limiting applications to three per envelope remains in place for all applicants. Over-the-counter antlerless license sales in WMUs 2B, 5C and 5D begin Aug. 26. Meanwhile, the deadline to apply for a 2013 elk license is Aug. 25. Those wishing to hunt bears during the early seasons must purchase licenses by Nov. 22, with bear licenses going back on sale from Nov. 28 to Dec. 1. The deadline to purchase a bobcat or fisher permit is Dec. 20. And those wishing to purchase a second spring gobbler license must do so by May 2, 2014. Harvest permits through the Deer Management Assistance Program (DMAP) will be available for sale beginning June 10, but hunters should be advised that permits for some properties might not become available until after that date. DMAP permits will be available once landowner applications are approved and landowners are notified by the Game Commission. If permits for a particular DMAP unit have not gone on sale, hunters can continue to check back until sales begin. Hunters purchasing their licenses early also might not be able immediately to get a copy of the 2013-14 Pennsylvania Hunting & Trapping Digest regulations booklet. Some issuing agents wont receive the booklets until late June. A complete version of the publication is posted on the agencys website. An agreement with Beacon Light Behavioral Health Systems for the 2013-14 school year. McKean County Tax Claim Bureau to sell a mobile home in the Cyclone MH Park to James and Ronda Duffy for $50. It is currently in the County Repository. A resolution to use $142,797 of the Districts Designated PSERS Fund Balance for the 2013-14 General Fund Budget. This will help fund the employer retirement rate increase, which is scheduled to go up 37% for next year. To adopt the Smethport Area School District General Fund Budget for the 2013-14 fiscal year in the amount of $14,604,594. Allowing Administration to complete the necessary budget transfers for the 2012-13 fiscal year as needed. Setting cafeteria meal prices for the 2013-14 school year as follows: Elementary Paid Lunch - $1.50 (currently $1.40) High School Paid Lunch - $1.60 (currently $1.50) The Cafeteria Budget for the 2013-14 fiscal year in the amount of $560,737. A new 3-year Superintendent Contract for Mr. Charles M. Leasure to cover July 1, 2013 - June 30, 2016. The central office salaries for the 2013-14 fiscal year. Authorizing Administration to process a July bill list and to pay the bills that come due between scheduled summer board meetings with subsequent board approval in August. A Differentiated Supervision Procedure for Teachers. Administration permission to hire a half-time Enrichment Teacher with subsequent Board approval in August. Allowing Administration to appoint personnel required for the beginning of the school year pending Board approval. To adopt a resolution implementing the Homestead/Farmstead Exclusion for 2013. (A tax savings of $186.81). The Real Estate Tax rate at the current rate of 15.85 mills for the Smethport Area School District for the 2013-14 fiscal year. (No increase). Resolutions on 2013-14 Per Capita Taxes, Wage Tax and Real Estate Transfer Tax (all with no increases). Appointing Amber McAdoo as a Special Education Teacher for extended school year services this summer at the Homebound Hourly Rate. INFORMATION ITEMS: Graduation was May 31, 2013.
