EFFECT AND APPLICATION OF LAWS The Civil Code took effect on August 30, 1950. EFFECTIVITY OF LAWS (Art. 2) General Rule: Laws take effect after 15 days following the completion of its publication in the Official Gazette or in a newspaper of general circulation (EO No. 200). The law shall take effect on the 16 th day because in counting the period, the first day is excluded and the last day included (Art. 13, NCC). No one shall be charged with notice of the statutes provision until publication is completed and the 15 day period has expired. Exception: Unless otherwise provided by the law (EO No. 200). The exception refers to the 15-day period only and not the requirement of publication. Publication is indispensable, absence of which will not render the law effective

1. Shorter/longer period than the 15day - such period as provided in the statute shall prevail.

2. Takes effect immediately - it shall take effect immediately after publication with the 15-day period being dispensed with
