pushes the graduate to abandon his chosen career and try to fit in whatever job is available. Only a few of the graduates could actually be absorbed in the world of work. At times, graduates are found incompetent in many areas to qualify as a functional and competent worker. The mismatch between education and jobs is one primary cause why graduates are found unfit in various fields of work. We are moving into the future where the country would be producing export quality technically skilled manpower whose capabilities had been predestined to be blue collar because of being deprived from pursuing academic courses that can mold them into competent managers. But the trend is paying good returns as more and more skilled workers are landing in offshore and overseas employment than those with academic degrees. This may be the reason why most of our graduates are lining up to take vocational courses that fit the

Four of my six girls are grown up. I like to believe. While young, I could make them wear dresses, matching socks and ribbons. Now, that habit is gone. They all assert that they have grown up. We chose the truth from bias and prejudice. We chose not to be biased and prejudiced. What of our poor coast guards who has to carry the burden of our show of candour? The recent mid-term election had been reported by Inquirer Mindanao on May 14 with 7 dead in Election Day violence in Mindanao and two of them were teachers. A day before the balloting, Abas Minsu, Maguindanao district school supervisor, was shot dead. He was the second board of election inspector to be killed in Maguindanao after the May 6 killing of Loreto Tajon, the head teacher of a public school in Sultan Mastura town. Does the honoraria worth the life of the teachers? It is not. But, by law teachers have to perform the duties of an election inspector. However, it is also the duty of the government under the law to compensate their sacrifices. Indeed, they have honoraria, but the delay is very frustrating for the teachers in need of the meager amount for services rendered. In this period of economic difficulties, even a small amount can relieve the agony of poverty. If it were coursed through the regional, provincial or municipal Comelec office, then there could have been no problem in releasing them to the BEIs, Would it not be better if the money for the honoraria of teachers serving as members of the BEIs be sent directly by money transfer through LBC or similar commercial offices? That is, if the teacher has no Land Bank ATM account. How come there were teachers who were in the list who did not serve the election, yet received the amount not intended for them? Are there many teachers who are dishonest that they have to receive the honoraria though having rendered no services? If the report is true, then, those teachers should be kicked out of the service for being dishonest. I disagree with the statement of Atty. Petalcorin that: xxx Those who did not serve but received the money will have to refund it, because we expect honest teachers to teach our children the moral values our educators in the past have thought us to be. Hence, they should be charged administratively for violation of the civil service rules. They are dishonest. Less than three years more to come, the presidential election will be held, the present problem of teachers not receiving on time their honoraria should be given attention to make this country great again. TACLOBAN CITY There was a plan to increase power rates in certain areas of the first and second districts, reason why the Committee on Energy chairperson of the Sanguniang Panlalawigan of Leyte, second district Board Member Anlie Apostol, has opposed to the granting of certification to the Don Orestes Romualdez Electric Cooperative (Dorelco) when they asked for it from provincial council. Upon perusing the documents, I saw that it was not only the receipt that they are asking from the Sanggunian before they could submit their document to the Energy Regulatory Commission but there was also a plan to increase electricity rate, Apostol explained. Their plan to increase power rate is not bad, but we must know first if they go into the process, if they do consultation or public hearing before they come up with this plan, Apostol added. The board member from the second district stressed that they will favor the electric cooperative on their request for the issuance of receipt however they must wait first for their decision after members of the Sanggunian after they conduct a public hearing. It was learned from Apostol that the electric cooperative did not conduct public hearing in relation to the power in-
crease which is why she asked for the presence of Dorelco officials and other government officials to be at the legislative building of Sanggunian Panlalawigan on June 25. Those who were in the beach like us ran for cover, there was commotion and some were crying because they dont know what to do, Alotaya narrated. And in a flick of a finger the tornado traversed towards the mountains between the municipalities of Matalom and Bato. It was gone in sec-

She said her husband who was resting under the trees, was able to take pictures of the buhawi and posted it in Facebook. Alotaya added right after the incident, we headed back to the mainland of Matalom which was only ten minutes away. Then it started to rain that lasted into the night. So far no damage nor injured has been reported to the Red Cross office.
