The results from the responses to the board meeting annual planning survey of topics have been calculated from the four replies received from directors. A priority list sorted by average score is attached, as is a "0 Draft" of next year's annual meeting plan. Cabinet members will integrate board priority responses into the format for presentation of a first draft with either the June 25 or July 2 regular meeting agenda (the board survey data has not yet been integrated into draft 0.2). The 2013 WSSDA Fall Conference is scheduled for November 21-24 at the Bellevue Hyatt Regency. Conference highlights include keynote speakers Dr. Robert Brooks, Dr. Ronald Ferguson, and Jon Kitna. Over 60 breakout sessions geared for both seasoned and new school board members and superintendents are being offered. Please let Debbie Vanderwilt know by August 1 if you would like to attend either conference so she may make the necessary arrangements. Board Agenda Items Architect Selection for Synthetic Turf Field at Jackson High School: At the June 25, 2013 board of directors meeting the board will be requested to approve the selection of the architect to perform design services for a synthetic turf field at Jackson High School. A letter summarizing the process and the recommendation from the selection committee is attached. Costs for design of the field and obtaining permits will be shared by the district and the city of Mill Creek under a December 2012 Letter of Understanding between the parties. Partial funding for construction of this project is anticipated to be provided by the city as well as a capital bond proposal by the district in February, 2014. Attachment: Architect Selection Recommendation Letter 20130610.pdf (62 KB) Working Agreement Between EPS and the YMCA of Snohomish County: At the June 25, 2013 board meeting, the board will be asked to approve a renewal of the Working Agreement between EPS and the YMCA of Snohomish County. This agreement is required for continuation of joint district and YMCA programs such as school-age childcare, summer/vacation day camps, Minority Achievers Programs (MAP), Hang Time programs, after school recreation activities, swimming pool use for special need students and the Everett High School and Cascade High School swim teams, and occasional evening childcare for district-sponsored school events. This agreement is required to be updated annually and will become effective September 1, 2013. A copy of the renewal agreement is attached. Attachment: YMCA Agreement 2013-14.pdf (2,077 KB) Surplus of Former Caretaker's Residence Adjacent to Everett Memorial Stadium: At the June 25, 2013 board meeting, the board will be requested to approve the surplus of the former Everett Memorial Stadium caretaker's residence located in the 3800 block of Rockefeller Avenue at the northwest corner of the stadium property. This building is believed to have been constructed in the 1960's and has not been used by the district in several years. The caretaker position was eliminated in the mid-1990's and after that the building was used for miscellaneous storage. The building is in very poor condition, and recent transient and criminal activities on the site have contributed to its deteriorating condition. The

district's Real Property Use Matrix identifies that this building should be demolished in the short- and mid-term and the property should be left undeveloped in the long-term. This summer, after approval of the surplus by the board, district staff plan to proceed with demolition of the residence. Final Acceptance for View Ridge Elementary School Modernization: Final Acceptance for the View Ridge Elementary School Modernization project will be presented for approval at the June 25, 2013 regular board meeting. The project architect has informed the district that Babbit Neuman Construction Company has met all of their obligations for final completion of the project. A letter from NAC Architecture notifying the district of Babbit Neuman Construction Companys completion of their contract and recommending final acceptance is attached. Attachment: View Ridge ES Modernization Final Acceptance 20130605.pdf (29 KB) Resource Conservation Manager Program Agreement with Snohomish County PUD: The attached three-year agreement with Snohomish County PUD for a Resource Conservation Manager (RCM) Program will be presented to the board for approval at the June 25, 2013 board meeting. Under the terms of this agreement, Snohomish County PUD will provide annual monetary incentives to the district for reducing use of electrical energy, as well as a one-time allowance of $7,500 for training and software to support the program. The district will be required to provide Snohomish County PUD an annual RCM report, facility action plans, and a conservation policy. Proposed revisions to Policy 2334, Substance Abuse Prevention Program, includes clarification that even with the passing of Initiative 502, "controlled substances" still includes marijuana (cannabis). Attachment: 3232 FR 20130625.pdf (20 KB) Policy 3246, Personal Electronic Devices: Proposed new Policy 3246, Personal Electronic Devices, has been reviewed by legal counsel, the Student Responsibilities and Rights Handbook administrative and parent review committees. The development of proposed new Policy 3246, Use of Personal Electronic Devices, is in response to students and the use of their personal electronic devices (PED's). An outcome of the annual review by administrators of the Student Responsibilities and Rights Handbook and student discipline data prompted a review of current school and classroom practices regarding electronic devices (cell phones, iPads, tablets, etc.). This proposed policy has benefited from input from high school administration, teachers, and students and reflects the changing nature and role of PED's and 1:1 devices in schools. At this time, procedures are currently under development. Several articles related to this topic are attached below, as is a Boston Consulting Group report that provides significant background on this topic. New Policy 6505, Video Surveillance on School District Grounds or Property: Proposed new Policy 6505, Video Surveillance on School District Grounds or Property, has been reviewed by legal counsel, the Student Responsibilities and Rights Handbook administrative review committee, parent review committee, employee association presidents, and superintendent's cabinet. The development of this policy is in response to the 2010 Capital Levy funding for installation of video surveillance cameras in the new Community Resource Center and throughout schools and work sites in the district. In developing this policy, the board's Administrative Protocol for the Installation and Use of Video Camera Surveillance Equipment on Everett School District Property was reviewed. Proposed new Policy 6505, Video Surveillance on School District Grounds or Property, is tentatively planned for first reading at the June 25, 2013 board meeting. Attachment: 6505 FR 20130625.pdf (10 KB) Attachment: 6505P IR 20130614.pdf (19 KB) Board Meeting Follow-Up Everett Coaches/Extracurricular Association Contract: The effective dates for the coaches/extracurricular association contract is September 1, 2011 through August 31, 2014. For the 2013-14 school year, an additional longevity step at year 18 was added to the salary schedule for each coaching or activity assignment that currently includes longevity steps. There are six longevity steps at years 1, 2, 3, 13, and 18. Human resources estimates that 34 stipends are affected by this change for a total projected cost to the district of $2,116.50 for the 2013-14 school year. Board-Superintendent Correspondence On June 11, the Seattle Times ran an article on the recent tragic drowning of a life skills student from Lake Stevens School District. The student attended Jackson High School from February 2008, until his transfer to Lake Stevens School District in August 2012. The article implied that pertinent records may not have been sent from Everett Public Schools to the Lake Stevens School District concerning his medical condition. All records requested were sent August 30, 2012 to the records department in Lake Stevens School District. Special services consulted with Risk Management to confirm that the district acted in accordance with the statutes concerning exchange of information between educational entities. Four items of correspondence are provided for directors' background: two miscellaneous items and two confirmation emails sent to board candidates who have informed the superintendent's office they do not, or do not currently, care to participate in the board orientation process. One of the candidates has already completed the orientation meeting. Staff report overall headcount decreased by 113 students from the May count. This is the second year districts have been required to report enrollment for June, and last year's decrease from May to June was 42 students. Annually, the total decrease of students from the first day of school was 285 (a loss of 1.54 percent), slightly better than last years annual decline of 319 (a loss of 1.72 percent). The elementaries lost a total of 19 students, middle schools lost 16, and high schools lost 270 students over the course of the year. Port Gardner and home hospital enrollment combined gained 20 over the course of the year. Attachment: June HC 2012-13.pdf (12 KB) Attachment: June FTE 2012-13.pdf (13 KB) Math Collection of Evidence (Strategic Target: 1.1.a) The graduating class of 2013 must pass at least one End-of-Course (EOC) math exam in algebra 1 or geometry to meet the graduation requirements. Students who have not passed an EOC exam must pass one of three Certificate of Academic Achievement (CAA) options, which include: GPA comparison with other senior students who have passed an exam, qualifying scores on Advanced Placement, SAT, ACT tests, or a Collection of Evidence (COE). The COE is available to seniors and is an evaluation of a set of work samples based on high school math standards which are prepared by the student with instructional support from a teacher. Senior Seminar Interviews (Strategic Target: 1.1.b) Over the last two weeks, students who are enrolled in second semester Senior Seminar at each of the high schools participated in mock job interviews with invited community members. The mock interviews are an important addition to the Culminating Exhibition (CE) this school year, as students gain real world life and career skills and develop foundations to navigate life after high school. Building Foundations That Last Finishes Second Year (Strategic Targets: 1.2.c, 5.3.a) A second year of Building Foundations That Last (BFTL) professional development with David Matteson wrapped up in May. Educators in each of the two cohorts participated in three demonstration days and three half-day Professional Learning Communities (PLCs). These focused on instructional and assessment strategies for early literacy, especially writing. Everett teachers learned together with community preschool partners from ECEAP, Head Start, YMCA, and Small World Montessori. At the final PLC, teachers reflected on the development of their instructional and assessment practices and the

resulting significant growth in their students writing. Next year professional development will include all remaining kindergarten and first grade teachers at the twelve participating schools and staff from at least six more community preschools. Technology Feedback for 2014 Capital Bond Planning (Strategic Targets: 2.3.c, 2.3.d) Input related to technology in the schools for the 2014 Capital Bond was gathered between February and May 2013 from 10 classrooms and impromptu library visits. Students were asked questions concerning their vision for technology in Everett Public Schools. District staff and community experts were also asked to describe future technologies that could benefit student learning. Students expressed a clear need for laptops or mobile devices, evidenced by a universal response from both middle and high school students. Laptop and mobile devices was a topic of heavy discussion by both students and staff. Engagement, organization, and individualized instruction were mentioned most often as the main benefits of all students having access to mobile devices. Principals were also very clear that technology must be in the hands of students when needed. The need for mobility was evident as principals described a future with a mix of laptops and desktop computers. The need for more desktops was mentioned in the lower grades with the need for mobile devices mentioned as critical. Attachment: Technology Feedback Results 20130614.pdf (46 KB) Learning Improvement Fridays (Strategic Target: 3.2.a) On Monday, June 10, principals, assistant principals, and Everett Education Association building representatives convened at Evergreen Middle School for a discussion about Learning Improvement Fridays. The purpose of the mixedgroup discussion was to examine what collegial practices are working effectively, and what practices need to be enhanced. A central theme underlying many of the discussions was the significant value of the learning improvement time and how it is viewed as a critical feature of effective professional learning efforts. School teams met for the later portion of the session and used guiding questions to discuss what is needed during the 2013-14 school year to promote the kind of collegiality that teachers at different career stages and content levels view as critical to their ongoing learning. School teams will use their response to enhance collegial practices during the 2013-14 school year. McKinney-Vento Support (Strategic Target: 4.2.a) The total number of homeless students qualifying for McKinney-Vento services during the 2012-13 school year is 1,023. This compares with 824 Kids in Transition (KIT) during 2011-12. Thirty-nine KIT students will graduate, versus 41 graduates last year. Nine of these students have been accepted to college, and have received over $35,000 in scholarships. Title I funding and a McKinney-Vento grant totaling $44,000 paid for the following support: shoes, clothes, meals, transportation, ASB cards, school supplies materials fees for classes such as visual arts rental instruments for band tuition, fees, and books for three Running Start students tutoring at the elementary level fees for fields trips and extra-curricular activities attendance at DECA convention and competitions uniforms and fees for three cheerleaders, one at each of our high schools uniforms for choirs and teams clearance of fines that would prevent graduation or participation in activities Public Records Request Updates Kristin Hall: A Cascade High School parent has submitted a public records request "for all of (the teacher's) classroom records pertaining to (her son), including but not limited to any documentation available which shows his score on the Unit Test 4 (including any retakes)." Student records maintained in a file for the student are typically not available under a public records request; however, they would be available to the parent/legal guardian of the student through his/her school. Building administration is working with Ms. Hall to fulfill her request. Michelle Pettersen: Work continues on gathering responsive records for any document that was used in making the decision to unassign a teacher at the elementary school level for 2013-14. Pacifica Law Group: Attorney Kevin Smith has requested copies of board resolutions 973, 996, and 997. In the opinion of Mr. Smith, these pertain to district levies. Staff expect to conclude the response to his request in the next week. Pfau Cochran Vertetis Amala: On May 31, 2013, Mr. Costello was informed that an installment of records regarding reports of sexual abuse was ready for his review or purchase. Thus far, the district has not received payment or a response from Mr. Costello. Work continues on the extensive redaction of victim names and student names (as authorized by Mr. Costello) for a number of case files. In the event that Mr. Costello is non-responsive after 30 days following notification of the installment being ready, his request will be deemed abandoned and the file closed. Rodman Reynolds: Mr. Reynolds has submitted two new requests. The first request is for copies of the May 31 and June 7 editions of the Friday Report and for a copy of the district's response to the management letter issued by the State

Auditor's Office. The second request is for a copy of the documents supporting a specific voucher paid to Perkins Coie law firm. Staff expect to complete the response to Mr. Reynolds' requests shortly. Schoolwires: Mr. Aaron Neff of Schoolwires, the company awarded the contract to provide a content management system, has requested copies of the submitted proposals and evaluation documents. As specified in the instructions to bidders, district staff will notify the competitors who submitted bids in the event they believe any of the documents they submitted for review in the bid process are confidential and proprietary. If they believe that is the case, they will be advised they can negotiate with Mr. Neff to reach an agreement to withhold documents, or they may present their case to the courts and seek injunctive relief.
