MANIFESTO OF UNITY AGAINST ANTI-STUDENT AND ANTI-COMMUNITY POLICIES IN THE DE LA SALLE ARANETA UNIVERSITY We, the students, faculty

members, employees, and other concerned members of the De La Salle Araneta University (DLSAU), stand against anti-student and anti-community policies of the DLSAU administration. We condemn in the strongest possible terms the current managements actions that inflict damage to the rights and welfare of the students and other sectors of the DLSAU community. We denounce the following: A. Violation of CHED and MORPHE Provisions on Examination Policy. For the past academic years, the DLSAU administration has failed to comply with certain memorandum orders of the Commission on Higher Education (CHED) and certain provisions of the Manual of Regulation for Higher Education (MORPHE 2008) as regards tuition and examinations. The DLSAU management has disregarded CHED Memorandum Order (CMO) No. 2 s2010, which prohibits schools and universities from implementing a No Permit, No Exam Policy. Thus, it is enraging that the university administration has ignored this via a simulated implementation of an Examination Policy in the university. More so, the current administration has violated Section 99 of Morphe 2008 which states that No higher education institution shall deny final examinations to a student who has outstanding financial or property obligations, including unpaid tuition and other school fees corresponding to the school term. Further obstructions of regulations can be seen in CMO 3 s2012 Guidelines in Tuition and Other Fees Increase, CMO 17 s2012 Guidelines on Educational Trips, CMO 15 s2012 On Class Suspensions, and the MORPHE 2008 among others. B. Absence of Proper Student Representation and Student Consultations. As the largest sector in the University, the DLSAU studentry has not been properly consulted regarding policies that directly affect us. An example of which is the sudden transfer of our Agriculture program to the Salikneta Farm without due consultation with the Supreme Student Council (SSC) and the students. Another is the recently-concluded multi-sectoral committee on tuition and other fees increase for Academic Year 2013-2014 as only one (1) representative from the students sector was permitted to air our sectors concern. Yet again, just this past month, an un-consulted reorganization of our organizational chart of the University and appointments for this academic year was implemented a clear management autocracy. For the past two years, the students sector have not been engaged by the administration in p rincipled dialogues where students can air issues and concerns and participate in coming up with collaborative solutions to the problems. Towards the end of last academic year, a student-administration dialogue did push through but only because the SSC and the students untiringly campaigned for it. Yet after which

there were no concrete solutions to student concerns like Miscellaneous Fees, the status of the Salikneta Farm, and others. C. Surprise Tuition and Other Fees Increase (TOFI). In the past two consecutive academic years that the University implemented the 10% tuition increase, there were no significant and formative changes in the University, physically and structurally. The past demands of the students through the SSC that agreed to such terms for quality Lasallian education were neglected in the course. Aggravating the problem of rising tuition rates is the appearance of miscellaneous fees, such as the ID Fee, Athletics Fee, Internet Fee, and others, that can be described as redundant, exorbitant, and dubiouswithout having explained and further justified the nature of each fee and the allocations of such. On the end note, there will be a 5% tuition increase for incoming freshmen and transferees without due and humane consultations and even after the SSC and students clamored against any and all forms of tuition and other fees increases. Worse is that, there are no clear explanation where the tuition increase shall be allocated. E. The Drained Academe. For the past three (3) years, the management has failed to address the chronic concerns in the academe; specifically in the academic loads of our faculty members: that each should teach in their field of expertise, under-qualifications of some faculty, and the scarcity of faculty members in majority of the colleges. Adding to the dilemma is the unexplained standard implementation of the Final Product. F. Indefinite Neglect the University in Turmoil. The University Management throughout had been very consistent with two things: to have double standards and to abstain from sectoral issues. A clear example is how the management was not able to bridge its differences with the Faculty Society and Employees Union , thus consigning both sectors to file cases against the University in the National Labor Relations Commission. This management was very apprehensive in discussing the Salikneta Farm or the De La Salle Agri-Vet Sciences Institute and its current standing if it will be an independent entity from the University in the future. Further, many cases were documented and reported to the management regarding the mistreatment in forms of student labor, corporal punishments, and verbal abuse inflicted to our costudents in the Farm since last school year, yet without resolve and even updates as it was taken up to the management. Our University needs an active leader that employs leadership in a collective and consultative form. As we have observed, De La Salle Araneta University was neglected and seemingly not our University Presidents top-most priority. This administration has produced misunderstanding and confusion among

community members in the process. What we can expect is that De La Salle Araneta University will again be facing darkness and an implausible future as we will be in a state of trial and error. As proactive, progressive, and pro-people Lasalyanetans, we call for each and everyone to partake in reforming the University for the Best Welfare of the majority by being one in the clamor for: (1) the resignation of our University President towards a new and better management; and (2) immediate actions and solutions to the anti-student and anti-community policies and actions stated above.
