NO. The FCC (fuderal Communications Commission) has adopted a new regulation under Pdrt 15, regarding the operation of radio frequency devices without an individual license. This new regulation was adopted on March 30, 1989 and released on April 18, 1989 (Gen. Docket No. 87-389).
