Discurso de Emb. Alicia Buerostro Massieu, Cnsul General de Mxico en Hong Kong
Ladies and gentlemen, It is my pleasure to be here today and take part in this seminar on the very unique moment that the Mexico-Hong Kong and Mexico-China relations are experiencing. I want to express my gratitude to the Hong Kong General Chamber of Commerce for its invaluable support. In particular, to my good friend Shirley Yuen, for making this occasion possible as well as to my friends Thomas Wong from CWCC and Ger mn Martnez, Chairman of the Hong Kong Chapter of the Mexican Chamber of Commerce, for their enthusiasm and support when we decided to organize this seminar. Thank you all very much for your presence here. For the past few months, Mexico has been showing itself along with its full potential to the world. On the domestic side, President Enrique Pea Nieto has been the engine behind a series of reforms to boost social and economic development, and which have called the interest of investors world-wide. So far, reforms have been passed on the education, labor and telecommunication sectors, and more are coming on the nance, scal and energy elds too. On the international side, we received the very rst visit of the second term of President Obama; we took part last week at the G-8 Summit in the United Kingdom, weve been extremely active in Latin America especially within the Pacic Alliance, but this trend holds truth above all, in Asia. 2013, the year of the snake has been the starting point. For the last six months we have been building up a new momentum in our relations. On the one hand, the visit of Mexicos President, Enrique Pea Nieto and his Delegation to Hong Kong and China, where he attended the Boao Forum for Asia, last April. In the same token, just some days ago our country hosted a State Visit for Chinese President, Xi Jinping. Within the diplomatic argot, we claim that a State Visit represents the climax in any bilateral relationship. Mexico was
delighted to host Chinas Head of State, his wife, and delegation for three days, occasion in which, besides strengthening our economic, political, and commercial ties, there was time for a visit to the iconic Chichen Itz, a worlds heritage site, and one of the new Seven Wonders of the World. C o i n c i d e n t a l l y, t h e v i s i t s o f Presidents Pea Nieto and Xi happened in the spring of 2013, the season of blossom and ourishing. I want to use this analogy to refer to the Sino-Mexican relations, currently experiencing their spring time, and looking forward to mutual development and opportunities, according to their potential and historic ties which have linked our peoples for centuries. So, last April, President, Enrique Pea Nieto became the rst Mexican Head of State in history to visit the Hong Kong Special Administrative Region, marking one of the most important moments in the bilateral relations between Mexico and this hub of development in Asia. During his meeting with Chief Executive CY Leung, both leaders agreed on the great potential for deepening the relationship. Hong Kong represents a big market for the i n t e r n at i o n a l i z at i o n o f M ex i c a n companies, with its large advantages in logistics, marketing and entry of luxury and value-added Mexican products. Since the private sector is essential in approaching Mexico and Hong Kong on the commercial, nancial and trade areas, President Pea Nieto met some of the most important Hong Kong nancial authorities and tycoons in order to share his economic development projects, and his interest in increasing Mexicos presence in China and Hong Kong. During his meeting with the business community, the President of Mexico was joined by his Foreign Affairs and Trade Ministers. President Pea Nieto stressed out Mexicos economic perspectives, which will become one of the most important economies in the years to come, and called upon all businessmen to invest in Mexico. We have already paved the way for this to happen. Last year we signed the DTAA with Hong Kong, we coorganized the very rst visit of Margaret Fong and Andrew Davis from the
HKTDC and Invest Hong Kong to Mexico. I traveled with Simon Galpin to Mexico City last February, we got a new trade commissioner at the Consulate who will be speaking in a few minutes, and for the rst time the Executive Director of the HKTDC, Fred Lam, will travel to Mexico next month. This trend has been followed by a growing number of trade Mexican missions, and I expect that the number will increase much more in the near future. Another interesting and common feature in our relations with China, have to do with the fact that both countries have just changed leaderships less than a year ago. This new framework offered the opportunity to both presidents of Mexico and China and their delegations to meet for the very rst time and discuss important subjects, such as the need to balance bilateral trade, and funding of infrastructure projects in Mexico in areas such as trains and energy. In addition, Mexicos State Oil Company PEMEX, signed two memoranda of understanding with China National Petroleum Company (CNPC), and with Xinxing Cathay International Group Co. Ltd., as part of a strategic and commercial collaboration in this important sector. The presence of President Pea Nieto in China less than six months after his inauguration reects the importance the Mexican government attaches to fostering and enhancing our relations with the thriving countries of Asia, particularly China. President Xi came to Mexico from 4 to 6 June on a State Visit. This occasion was the rst one of a Chinese Head of State to my country since 2005, and it marked the common vision of Mexico and China to start a fresh new chapter, both playing a growing importance regionally and globally, and upgrading our bilateral relations to the level of an Integral Bilateral Association, based on a frank and open political dialogue.Within the results of this very productive visit, I want to underline the signature of a Joint Declaration, which includes the main agreements reached at the political and economic level, as well as on the cultural, educational, scientic and technological development spheres.

The good news is that both governments know that we have an opportunity to reinforce our bilateral relationship and we are working hard to promote it. As Consul General Alicia Buenrostro mentioned, the presidential visits represent a historic moment for the bilateral relationship between Mexico, Hong Kong and China. If you allowed me, I would like to highlight the main results of these visits in the eld of economic development: Establish a High Level Group with prominent businessmen chosen by the relevant Ministerial instance, in order to promote and deepen the economic and trade relationship and identify new business opportunities in trade, investment and cooperation. Strengthening Bilateral High Level Working Group between the Ministry of Economy of Mexico and the Ministry of Commerce of China, as an active mechanism for dialogue on bilateral economic agenda. The leaders reiterated the importance of formal meetings annually. The opening of a unit from the Mexican Ministry of Economy specialized in economic affairs between Mexico China. This will be in the Embassy of Mexico in China, and we will have a representative in Hong Kong. Finish the process to meet sanitary measures that allow access to the Chinese market for beef and pork, and expressed interest in advancing the conclusion of similar procedures for other products. Ambassador Alicia, Hctor, German, Shirley, Victoria, amigos mios, gracias por la organizacin del seminario de hoy. Es un gran placer para mi estar aqu hablando con todos ustedes. Distinguished Guests, Ladies and Gentlemen, good afternoon. I am most delighted and honored to be here. I would like to thank my very good friends, Ambassador Alicia and Consul Hector, for giving us a unique insight into the booming relationship between Mexico, China and Hong Kong and the main sectors for business opportunities. I am also grateful to the Consulate General of Mexico, ProMexico and MexCham for inviting me to share a bit about how Hong Kong can play a role in fostering the friendship and cooperation between China and Mexico. The Hong Kong General Chamber of Commerce has provided us enormous support in organizing this event and I am especially thankful to Shirley Yuen, the CEO of the Chamber. Open economy, easy access to the Latin American markets, tax incentives and high labor productivity are just some of the lucrative opportunities Mexico offers to Chinese investors. Thanks to the sound institutional framework and stable economic foundations built up by generations of Mexicans over centuries, they were able to survive the storm the nancial crisis. The Mexican economy has shown strong signs of recovery and growth. The Mexican Government has worked very hard to upgrade the infrastructure, modernize the tax system and reform the labor laws. It is high time Chinese businessmen, like me, start looking into the Mexican market again. Mexican President Pea Nieto characterized the budding relationship as an integral strategic relationship that would strengthen the mutual commercial relationship. A snapshot of the statistics of bilateral trade would amaze us. The annual growth of Mexicos exports to China was nearly 40% in the past ve years, which were mainly driven by mineral ores, vehicles, electronic equipments, copper and fuels. Anyway, China is now Mexicos second largest trading partner. More importantly for us, Mexicos exports to Hong Kong are on the rise, at an annual rate of about 20%, in the few recent years. Hong Kong is now playing an important role in facilitating the mutual friendship between Mexico and China. I would like to share my thoughts based on the traditional Chinese wisdom: being opportune with favorable factors - right time, right place and right people () (siendo oportuno). Why would I say it is the right time for the Chinese and Mexicans to explore each others markets? Earlier this month, our Chinese President, Xi Jinping, visited Mexico City, meeting with the Mexican President, Enrique Pena Nieto, where agreements to develop ties were signed. The joint declaration and agreements cover cooperation in energy, new-industry trade, infrastructure construction, mining, trade, education, banking and entrepreneurial exchanges. According to the agreements, the Mexican Secretary of the Economy will form a special China unit to facilitate bilateral commercial cooperation. Mexico will host the 9th China, Latin America and the Caribbean Business Summit in 2015. A working team between Mexico and China is going to be established to develop a new-industry trade cooperation, unleashing new opportunities in certain underexplored industry sectors. Mexican pork will be allowed to enter Chinas gigantic market of more than 1 billion consumers and the Tequila Pact gives the Chinese access to one of Mexicos most emblematic distilled beverages. When talking about the China-Mexico relationship, Hong Kong cannot be ignored. I am sure we all remember the historical moment when the Mexican President Enrique Pena Nieto visited Hong Kong for two days in April in the rst leg of his Asian tour. He held a meeting with the Chief Executive, CY Leung, and met with local business leaders and investors. Do you know who was the one working behind this historic visit? It is Consul General Alicia, who had been working tirelessly (day and night for at least a month) making this to happen. She is an Ambassador truly to preach not the doctrines of ignoble ease but the doctrine of the strenuous life, the life of toil and effort for her country, Mexico. One year ago, Hong Kong and Mexico signed an agreement for the avoidance of double taxation and the prevention of income tax evasion. Tax paid in Hong Kong will be allowed as credit against tax payable in Mexico. Prots from international shipping transport earned by Hong Kong residents that arise in Mexico will no longer be taxed in Mexico under the agreement. The deal will denitely strengthen the investment, trafc and talent ows between Hong Kong and Mexico. A similar tax treaty was signed even earlier in 2005 between Mexico and the Peoples Republic of China. With the high-level visits, bilateral agreements and treaties, the present moment is the right time for Hong Kong businessmen to enter the Mexican market and for the Mexican businessmen to step into the Chinese market through Hong Kong. As I mentioned earlier, Hong Kong plays a strategic role in the Sino-Mexican relationship. Hong Kong is the right place and serves as a gateway to the Mainland Chinese market. Hong Kong offers easy access to Mainland Chinese business opportunities. The Pearl River Delta region is immediately to the north of Hong Kong and business people commute regularly and easily between the two. Shanghai and Beijing are no more than three hours ight away from our metropolis. Mexican businesses set up in Hong Kong can benet from the free ow of information, independent judiciary and the rule of law. There are no foreign ownership restrictions More than these, Hong Kong has a simple and low tax system. Prots tax is capped at 16.5% in Hong Kong and only prots generated in Hong Kong are subject to taxation. No offshore income, capital gains, dividends, estate or sales are taxed. CEPA, a China-Hong Kong free trade agreement,
allows Hong Kong companies, which might be established by Mexicans in future, preferential access to the Chinese market. All goods qualied as Hong Kong origin may be exported to China tariff free. Those involved in the service sectors also enjoy a greater market access and establish wholly foreign owned enterprises more easily through Hong Kong. Thats why, as I observe, more and more Mexican companies doing business in China set up ofces in Hong Kong and use Hong Kong as a springboard to Mainland China the worlds biggest market. Hong Kong is really the right place for the closer relationship between China and Mexico. The favorable factor that boosts the mutual friendship is the right people. The Consulate General of Mexico in Hong Kong, for over 47 years, together with the Embassy of Mexico in Beijing and the consulates in Shanghai and Guangzhou, have been very instrumental in bringing Mexico, Hong Kong and China closer to each other, offering necessary help to businesses in these places. Especially, my good friend, Consul General Alicia, is very active in Hong Kong, having many projects on hand to promote Mexico to Hong Kong businessmen. Her wit, grace, candor and unerring ability have certainly encouraged the best impulses of people who know her, including me. The strong team of ProMexico, having presence in Hong Kong, Shanghai and Beijing, is very supportive to Mexican businessmen who wish to do business in and with China through Hong Kong, as well as Chinese entrepreneurs hoping to expand in Mexico. MexCham also has done a lot in supporting and representing the interests of the Mexican business sector in trade and investment projects between Mexico, China and Hong Kong. Hong Kong is a maturing economy. Our city has a proud record of innovating and adapting. In a mere two decades, it transformed itself from a manufacturing powerhouse for textiles, electronics and toys into a world-class nancial centre, all the while using proximity to mainland China to its every advantage. Innovation and creativity will abound, although at a low level and not as much as homegrown as would be expected. To our advantage, we have a government that is largely handsoff when it comes to business, a sturdy legal framework, strong connections to international nancial markets and state-of-theart infrastructure. Our strengths are not cause to ignore problems. Nor is having pulled through regional and global economic crises cause to rest on our laurels. We have to always be searching for ways to shore up and build on our competitive advantages. Mexico is certainly one of the ways! With the three favorable factors, right place, right time and right people, I feel condent that the Sino-Mexican relations will continue to grow and present more business opportunities for Chinese and Mexican enterprises, including the Hong Kong businessmen. Mexicans and Chinese we are proud of our ancient heritage....and We have something else in common: we , both are commited to search harmony and prosperity to our nations. The search of harmony and prosperity inspired the recent visits of our presidents. Harmony and prosperity are esh and bones of the agreements that has been signed. This 2 values keeps alive some of the most important Chinese beliefs and a Chinese way of life. In Mexico, the eager ness of har mony and prosperity are behind all our aspirations. If you agree with me, we could really understand the importance of this moments. China and Mexico could match similar motivations and the empathy created for countless points in common starting with the search of harmony and prosperity. Despite the distance, one of the most important anities is our history. Beyond the history, we live the mistery of our numerous coincidences. Our ties are woven with the waves of the Pacic Ocean for at least 6 centuries. Sailing the ocean we traded in the old times silk coming from China and silver from Mexico. The culture of gastronomy and the pride of our old traditions stills present in both. Walking in the markets in Beijing or Hong Kong, I can evoke the notes of the incredibly similar devotion for trading. The same colors shine before our eyes in our popular markets.Trading and the way that we trade, makes part of our soul. Because this deep notion of vital need for trading, the ancient Mexicans used to grant the dignity of an ambassador to the merchants that were sent in commercial mission. In China something similar was a common practice for thousands of years.

The same happens could be applied to us in business. Complementarity is the approach of the inteligence to become global. MEXCHAM has a role to play in this eld. Located in Hong Kong, MEXCHAM is from November of last year, the rst chamber of commerce of Latin America in China, Our mission is to ease the growth of the exchange complementing the global vocation of the businessmen and the companies of both countries. In spite of his recent recognition, MEXCHAM is also celebrating 5 years of life on next February and is the result of big efforts of different persons and institutions. Thanks to it MEXCHAM is today a bridge to recognize what of every side can represent prosperity. China and its enormous internal market, its potential to expand its role as investor, and Mexico with its experience and resources of all kinds. We are working to gather companies and businessmen of one and another side in our membership, in order to promote the commercial capacity of our business. MEXCHAM has the goal to promote Hong Kong as an important ingredient in what is dened the Momentum. Hong Kong is one of the richest windows of opportunity for the
exchange between Mexico and China. The rule of Law, Its sophisticated internal market, the intense agenda of exhibitions and commercial fairs, its modern nancial structure of services, as well as its wide offer of enormous technological advances and organization, they do of Hong Kong a valuable asset for what it will to come. I will conclude with a reection that comes from the recent visit of the president Ji Xinping. In his speech to the Mexican Senate he express his vision of Mexico. Mexico -he said- is a fertile land of business and greatness. This vision returns to the Mexicans the opportunity to re-discover the great potential of our country. As Li Po says in his poem The Sanctuary of the Summit : I lift my hands...then I was able to touch the stars. Let's recreate this metaphor as the way to express the feeling of achievement that is reserved for all of us in this new era of trust, knowledge, friendship and partnership between China, Hong Kong and Mexico.
