FOREWORD

0.1 This specification is issued under the fixed Serial No. TI; the final number indicates the year of original adoption as standard, or in the case of revision, the year of last revision. ADOPTED, 1931; REVISED, 1934, 1950, 1957, 1962, 1966. 0.2 The entire Indian Railways requirement of fishplates were met in past by steel producers. Due to their inability to meet the entire demand of Indian Railways, it was considered necessary to issue a specification for Carbon Steel Billets for Re-rolling into Fishplates by Re-rollers. As such, IRS Specification M 37-64 for Carbon Steel Billets for Re-rolling into Fishplates has been issued. Accordingly, this specification has been revised to include the reference of IRS M-37 and also the requirements of the corrigendum issued so far.

DIMENIONS 1. The dimensions of fishplates shall be in accordance with the drawings shown in Appendix A unless otherwise specified by the Purchaser. TEMPLATES 2. The Contractor shall prepare two sets of templates, internal and external, of approved metal for each section of fishplate ordered, and shall submit them to the purchaser or the Inspecting Officer and obtain his approval before the rolling of the fishplates is commenced. QUALITY OF AMTERIAL 3. The fishplates shall be rolled from billets conforming to IRS M-37 specification for Carbon Steel Billets for Re-rolling into Fishplates. In case the ingot producers manufacture the fishplates from the ingots, the same shall be of killed steel made by open hearth, Duplex, acid Bessemer or any other approved process having a maximum content of 0.06 percent sulpher and phosphorus each. Sufficient discard shall be made from each ingot to ensure freedom from pipe, harmful segregation and other defects. FREEDOM FROM DEFECTS 4. All fishplates shall be of uniform section through-out, straight and smooth on all bearing surfaces, sound and free from twist blisters, fiaws, fins, cracks and defects of every kind.

CHEMICAL ANALYSIS 5. The manufacturer/Re-roller shall supply a complete analysis of each cast of steel when required to do so by the Purchaser or the Inspecting Officer. Samples shall also be taken by the Inspecting Officer for analysis from finished fishplates and shall be subjected to complete analysis, if necessary at the expense of the Purchaser.

NUMBER OF TENSILE TESTS 6. One tensile test shall be made from each cast or part thereof, if the cast consists of 20 metric tones of fishplates or under and two tensile tests if the cast consists of more than 20 metric tones. If the test of any cast should fail, all the fishplates made from the case represented may be rejected, subject to the provisions of Clause 10.

TENSILE TEST 7. The tensile breaking strength and the elongation of steel shall be determined in accordance with IS:1608-1960 method of Tensile Testing of Steel Products other than sheet, strip, wire and tube on test pieces cut from any fishplate selected by the Purchaser or the Inspecting Officer in each cast or part thereof. The tensile breaking strength shall not be less than 57 kg per sq. mm nor more than 69 kg per sq mm with a minimum elongation of 18 percent on a gauge length of Lo=5.65 So where So is the cross-sectional area of the test piece. Should be tensile test piece break outside the middle half of its gauge length and the percentage elongation is less than specified, the test may be discarded at the manufacturers option and another test piece made from the same fishplate.

NUMBER OF BEND TESTS 8. One cold bend test shall be made from each cast or part thereof if the cast consists of 20 metric tones of fishplates or under, and two cold bend tests if the cast consists of more than 20 metric tones. If the test of any cast should fail, all the fishplates made from the cast represented may be rejected, subject to the provisions of Clause 10. BEND TEST 9. The finished fishplates when cold and, in the case of angle fishplates, with the flange sheared off at the angle, shall be capable of being bent between the bolt holes, without showing any signs of fracture on the outside, through 120o in such a manner that the internal radius of bend shall not exceed twice the thickness of the fishplates at the centre. The sheared surface of angle fishplates shall be machined or dressed to a smooth surface before bending.

RETESTS 10. Should any of the tests not comply with the requirements of this specifications, the following additional tests shall be carried out in the same manner in all respects as the mechanical tests hereinbefore required to be made in the first instance. Tensile Tests: Two additional tensile tests in the case of casts of 20 metric tones or under, and three additional tensile tests in the case of casts of more than 20 metric tones, may be made from other fishplates taken from the same cast from which the test piece was taken for the tensile test which failed, and should any of these not comply with the provision of Clause 7, all the fishplates made from the cast represented shall be rejected. Bend Tests: Two additional bend tests in the case of casts of 20 metric tones or under and three additional bend tests in the case of casts of more than 20 metric tones, may be made with other fishplates taken from the same cast from which the fishplate which failed, was taken and should any of these not comply with the provisions of Clause 9, al the fishplates made form the cast represented shall be rejected. INDEPENDETN TENSILE TESTS 11. The Inspecting Officer of the purchaser shall be at liberty to have independent tensile tests made and in the event of the tensile tests not conforming to or complying with the provisions of Clause 7, the fishplates shall be rejected provided always that before such rejection, the additional independent tensile tests mentioned in Clause 10 shall be made and the acceptance or rejection of the cast of fishplates shall depend upon the results of such independent tensile tests in the same manner and to the same. Extent as if the Contractor had made such tensile tests himself. The test pieces and pieces of fishplates for such independent tensile tests shall be selected, taken and cut in the same manner as before. Such independent tensile tests shall be carried out in accordance with the foregoing provision and at the cost of Purchaser by a metallurgist appointed by him. From such tests there shall be no appeal. FISHPLATES TO CONFORM TO TEMPLATES 12. East section fishplates shall be accurately rolled to its respective template. The Contractor shall prepare nipple gauges for each section of fishplates ordered for testing the accuracy of the fishing planes and bolt holes. The gauges shall be made of cast iron accurately planed to represent the fishing of the rail with which the fishplates are to be used and fitted with suitable steel studs for testing the accuracy of the bolt holes. All nipple gauges shall be approved by the Inspecting Officer prior to use. Every fishplate shall be placed on its respective nipple gauge and any fishplate which rails to fit the gauge may be rejected.

SAVING TO LENGTH 13. All fishplates shall be sawn within 1.5 mm above or below. The specified length and the ends shall be square. All burrs caused by the saw shall be removed. HOLES IN FISHPLATES 14. The bolt holes in the fishplates shall be either drilled or hot punched as specified by the Purchaser. If the holes are to be drilled, the fishplates shall be made perfectly straight along the lines of fishing, for the full length of the plate before drilling is commenced. If the holes are to be punched, the punching of all holes shall be done at one stroke of the machine before the fishplates have cooled to below a red heat from the rolling temperature and the fishplates shall then whilst still hot, be straightened by gradual pressure between blocks of full length of the fishplate.

TOLERANCES IN POSITION AND SIZE OF HOLES 15. The hole shall be clean and without burrs on either side. The diameter and the position of the holes shall be in accordance with those shown on the plan subject to the following tolerances:a) b) Diameter of the hole + 0.8 mm - 0.0 mm Position of the holes : the distance between the centre of any hole with respect to the centre of any of the remaining three holes shall not vary by more than +0.4mm from the exact dimension either horizontally or vertically.

Should the diameter of any of the holes exceed the specified dimension by more than 0.8 mm or should the position of any hole with respect to the position of other three holes vary from the specified dimension by more than 0.4 mm either horizontally or vertically, the fishplate or the fishplates in which such variations occur may be rejected. NOTICHES FOR DOG SPIKES OR COACH SCREWS 16. The notches for dog spikes or coach screws may be punched hot or cold. All burrs caused by the punching shall be removed. The accuracy of the notches shall be tested by nipple gauge hinged to the bolt nipple gauge in order that the fishplates may be gauged at one setting. PERMISSIBLE VARIATION IN WEIGHT 17. A variation of 2 percent above or below the nominal weight (after holding) will be allowed but the nominal weight will be paid for.

MARKING 18. Every fishplate shall be legibly marked with the Makers name, initials or mark, the year of manufacture, the cast number and such other marks as may be specified by the Purchaser or shown on the drawings. INSPECTION 19. The Inspecting Officer or the Purchaser shall have free access to Contractors works at all reasonable times. He shall be at liberty to inspect the manufacture at any sage and to reject any material or supplies that fail to conform to the terms of this Specification. The number of fishplates rolled in each shift, with the cast numbers, the date rolled and the shift shall be registered in a book and a true copy of the same shall be given to the Inspecting Officer each morning. Before the fishplates are submitted to the Inspecting officer for inspection, the Contractor shall have them examined and all fishplates which are defective shall be placed in a separate stack. After inspection every accepted fishplate shall be plainly stamped with the Inspecting Officers stamp at one end in the presence of Inspecting Officer. Rejected fishplates shall be identified as detailed in Clause 20. REJECTION 20. Any of the fishplates which fail to comply with the requirements of this specification may be rejected. All rejected fishplates shall be dipped in paint or otherwise marked for identification to the satisfaction of the Inspecting Officer. TESTING FACILITIES 21. The Contractor shall at his own expense, supply all templates and gauges, furnish and prepare samples of steel, sample fishplates and supply all labour and appliances for such testing as may be carried out in his own premises in accordance with this specification. BUNDLING 22. After the fishplates have been inspected and approved, they shall be dipped into hot boiled linseed oil IS:77-1950 or with any other approved rust preventive compound and when dry shall be tied up in bundles of four with steel wire not less than 5 mm in diameter, if they are required to be dispatched in less than full wagon load. If they are being dispatched in wagon load, the fishplates may not be bundled.
