1. The particulars of the organisation, functions and duties


The Office of the Economic Adviser is an attached Office in the Department of Industrial Policy & Promotion, Ministry of Commerce & Industry. The Office was set up in 1937. This Office renders advice and assistance in the formulation of various policies which have an impact on the countrys industrial development and investment climate. It also renders advice on trade, fiscal, competition related issues having bearing on industrial performance. The Office also compiles and disseminates Wholesale Price Index (WPI) besides various economic and statistical data.

Organisation
The Office of the Economic Adviser is headed by a Senior Economic Adviser [in the rank of Additional Secretary to Government of India]. He is designated as the Head of the Department (HOD) and is assisted by Economic Advisers. There are two Additional Economic Advisers, one of them delegated with the powers of Head of the Office, one Director, and one Deputy Economic Adviser. These officials are assisted by Deputy Directors/ Assistant Directors, Economic Officers/Senior Statistical Investigators along with Section Officers. One of the Section Officers has been delegated with the power of Drawing and Disbursing Officer (DDO). There are a total of 75 staff working in the Office as on 31.03.2007. The Office has 6 functional divisions namely Wholesale Price Index (WPI) Division, Industrial Production Division (IPRD), Trade & Fiscal Policy Division (TFPD), Industrial Investment Division (IID), Economic Analysis and Price Monitoring (EAPM) Division and Research & Publication Division which are headed by Additional Economic Adviser(s)/ Deputy Economic Adviser(s). The Administrative

3 Branch consists of 5 Sections viz. Establishment (Admn. I), General Administration (Admn. II), Cash Section, Coordination & Parliament Section, and Library Section. Technical Director of the National Informatics Centre (NIC), attached to this Office, deals with matters pertaining to Information & Computer Technology (ICT) including uploading and updating of the information on the Office website, and providing other necessary support to the Office on computer related matters. The officers/staff working in the Office are drawn from various Central Services viz, Indian Economic Service (IES), Indian Statistical Service (ISS), Central Secretariat Service (CSS), Central Secretariat Stenographers Service (CSSS) and Central Secretariat Clerical Service (CSCS) etc. The Office has its own cadre of Junior Investigators and Economic Officers and Group- D Employees.

Organisational Structure
The Office is headed by a Senior Economic Adviser assisted by two Economic Advisers. The present organisational structure of the Office at the Economic Advisers level and below is given at Annexure-A. Functions
The main functions of the Office of the Economic Adviser include the following: (a) Policy oriented functions Provide various economic policy inputs to the Department of Industrial Policy & Promotion (DIPP) in areas such as: Appraisal of economic aspects and giving advice relating to formulation of Industrial Policy, Trade (PTA/FTA/RTA) and tax issues in so far as it relates to industry. Analysis and review of trends in industrial production and growth. Examination of WTO issues pertaining to market access for nonagricultural commodities (industrial tariffs). Labour issues which, inter-alia, include labour laws and labour market issues. Comments on various Acts relating to tax, industrial relations, companies, labour laws, essential commodities act, draft Cabinet Notes, etc. (b) Compilation and Release of Economic Statistics The Office of Economic Adviser compiles and brings out the following publications: Wholesale Price Index (WPI) Numbers for India, every week. Reviewing the trends in wholesale prices and release of weekly, monthly and annual indices of wholesale prices. Handbook of Industrial Policy and Statistics. Monthly report on production of six infrastructure industries viz. crude oil, petroleum refinery products, coal, electricity, cement and finished steel. The Monthly Economic Scenario. Select Key Indicators of Industrial Performance.

6 (c) Coordination functions The Office co-ordinates, for the Department of Industrial Policy & Promotion, work relating to preparation of Monthly Summary for the Cabinet, material for Pre-Budget Economic Survey, etc. Co-ordinates research work concerning Industrial Sector. The Office co-ordinates proposals for changes in fiscal policy regime relating to industrial goods and renders advice on matters pertaining to changes in the tariff structure and in the fiscal incentives for industry. (d) Schemes: The Office is implementing four schemes viz. (a) Research Studies, (b) Development of Business Service Price Index (BSPI), (c) Improvement of Wholesale Price Index (WPI), and (d) Information Technology. (i) Research Studies: Plan Scheme for conducting Research Studies in Industrial Development had been initiated in1989-90. Under this scheme, research projects are undertaken through the research institutions on behalf of the Department. The objective behind such studies is to undertake indept analysis and fill knowledge gaps on important issues with a view to encourage discussions and facilitate policy formulation on various topical issues. (ii) Development of Business Service Price Index (BSPI): This scheme aims at developing Price Indices for select items/sectors pertaining to business and services. The recommendation to develop such an index was made in 1999 by the Working Group set up to revise the Wholesale Price Index Number (base year 1981-82=100). The need to develop Service Prices Index was also reiterated by the National Statistical Commission. (iii) Improvement of Wholesale Price Index (WPI): The objectives of this scheme are to improve upon the existing WPI by way of: (i) switching over from WPI to Producer Price Index (PPI), (ii) development of service sector indices, and (iii) developing an integrated framework based on stage of processing. Improvement of WPI is envisaged to be achieved by focusing

7 on (iv) training to personnel, developing expertise and conducting surveys/studies/seminars, etc. Information Technology Scheme: This scheme was launched from the year 2004-05. The objective of this scheme is to impart training to employees, acquisition of hardware, software as well as development and maintenance of software etc. required for the performance of office work.

2. The Powers & Duties of its officers and employees


The administrative and financial powers and duties of various functionaries of Office of the Economic Adviser are as under:Senior Economic Adviser: Office of the Economic Adviser is headed by a Senior Economic Adviser (of the rank of Additional Secretary to the Government of India). He has been vested with all the powers of the Head of the Department (HOD). He is assisted by Economic Advisers/ Additional Economic Advisers/Director/Deputy Economic Adviser and other Officers and staff. Economic Advisers: Economic Adviser assists the Head of Department in day-to-day functions of the Office. They supervise and guide the Divisions assigned to them in all matters, administrative and technical. Additional Economic Adviser (Administration): Additional Economic Adviser (Administration) who has been declared as Head of Office under the Delegations of Financial Powers Rules (DFPRs), through the concerned Economic Adviser, assists the Senior Economic Adviser in discharging the administrative functions of the Office with the support of Section Officers. Additional Economic Advisers/Director/ Deputy Economic Adviser reports to Economic Adviser. They head their respective Sections/Division and assisted by Deputy Directors/ Assistant Directors/ Section Officers.

8 Deputy Directors and Assistant Directors:All functional divisions have Deputy Directors/ Assistant Directors who are assisted by Senior Statistical Investigators/ Economic Officers/ Section Officers and other supporting staff in discharging the various functions and duties and providing inputs as and when required.

3. The procedure followed in the decision-making process, including channels of supervisions & accountability
Being an attached Office of the Department of Industrial Policy and Promotion (DIPP), Office of the Economic Adviser follows all the Rules, Regulations and Instructions issued by the Government of India from time to time to carry out its administrative functions. The proposals/cases/issue being processed and dealt by concerned dealing hands/Economic officers in the respective sections/divisions are submitted to higher level i.e. Assistant Directors/ Section Officer. Assistant Directors or Section Officers then examine the proposals/cases/issues as per norms and guidelines for submission to the next higher level i.e. Deputy Economic Adviser or Deputy Director who then submits to the next higher level for consideration and approval, depending on the level of approval required and prescribed. Approvals are accorded by Senior EA, where clearances at the HOD level are required. Important matters are submitted to Secretary, Department of Industrial Policy and Promotion (DIPP) for approval. Financial matters are sent to Additional Secretary & Financial Adviser (AS&FA) of the Department of IPP for concurrence.

4. The norms set by it for the discharge of its functions


Regarding in-house administrative functions, the Office follows norms as laid down in various Rule Books including the Manual of Office Procedure of the Government of India.

5. The rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions
With regard to the carrying out of administrative functions as well as work handled by functional divisions of the office, the rule books/guidelines/instructions issued by the Government of India from time to time are kept in the respective Sections/Divisions for reference and applications in the respective cases. For record and guidance purpose a Manual on Compilation of Index Number of Wholesale Prices In India is available in the Office.

6. A Statement of the categories of documents that are held by the Office or under its control
The documents maintained by the Office, inter-alia, include all the relevant files/ document on: Personal files of officers/staff, Financial matters concerning Annual Plans/ Budgetary matters, Parliamentary matters, Confidential report of employees, Pay bill registers, Vigilance Manuals, Treasury Rules, Receipt & Payment Rules, TA/LTC, FR/SR GPF, Stock Register, Dead Stock Register, Excise Tariff Manual & Customs Tariff Manual and CD on X-M Statistics from DGCIS, Consolidated Bulletin of WPI, Manual on Compilation of Index Number of Wholesale Prices, etc

7. The particulars of any arrangements that exists for consultation with or representation by the members of public in relation to the formulation of its policy or implementation thereof
In view of the type and nature of the work done in the Office, there is no direct public dealing. The public can access the website of the Office (http://eaindustry.nic.in) for the requisite information pertaining to its organization and related details.

A Working Group for the revision of the current series of Wholesale Price Index numbers (1993-94=100) has been set up under the Chairmanship of Prof. Abhijit Sen, Member Planning Commission. Four Sub-groups of the Working Group on (i) Analytical Issue (ii) Agricultural commodities (iii) Manufactured Items, and (iv) Unorganised and Unregistered Industries have been constituted to assists the Working Group. The Reports of such Working Groups are made available to the public through a Press Release/web site at an appropriate time.

9. A directory of its officers and employees


The telephone directory containing official and residential telephones numbers and addresses of the employees is given at Annexure-B.

10. The monthly remuneration received by each of its officers and employees, including the system of compensation as provided in its regulations
The monthly remuneration given to the officers and employees differ from post to post. They are given annual increment on their basic pay in the respective pay scales. Besides the basic pay, other allowances as are applicable, are given to the government servants. The detail of the emoluments of officers and staff in this Office is given at Annexure-C.

11. The budget allocated to each of its agency, indicating the particulars of all plans, proposed expenditure and reports on disbursement made
The detail of the budget allocation for Office of the Economic Adviser for the financial year 2007-08 is given at Annexure-D.

The library in the Office of the Economic Adviser is solely for the purpose of reference by its officers/staff.

Office of Economic Adviser is an advisory body. It takes decisions relating to the internal administration of the Office and its employees and the discharge of its functions. The Office has no direct public dealing. However, the reports that it produces, eg. The weekly WPI, etc are posted on its website and hence are in the public domain.
