INTRODUCTION
TheGlocalAdvocacyLeadershipinAsia(GALA)Academyisajointinitiativebytwoleadingedge regionalcivilsocietynetworksworkinginthefieldofhumanrightsanddevelopmentinAsianamely, AsianForumforHumanRightsandDevelopment(FORUMASIA)andtheAsiaDevelopmentAlliance (ADA),withtheaimofstrengtheningadvocacycapacityofthemidlevelstaffinCSOsandthereby facilitatingsecondtierleadershipforstrategicglocal(globalandlocal)actionsonkeyhumanrights anddevelopmentissuesaswellasrelatedregionalandinternationalprocesses. TheGALAAcademyisalsopartofcontinuedendeavorsbyhumanrightsanddevelopmentCSOsinthe regiontomeaningfullyactivateintrinsiclinkagesbetweentheagendasofthetwocommunities,asa waytotakestockof20yearsofthe1993ViennaDeclarationandProgrammeofAction(VDPA)which affirmedthatallhumanrightsareuniversal,indivisible,interrelatedandinterdependent. TheGALAAcademybuildsontheexperiencesandlessonsfromavarietyofcapacitybuildingactivities thatFORUMASIAhasconductedforthelast20years,includingtheAnnualTrainingandStudySessions forAsianHumanRightsDefenders(ATSS),withtheviewtoempowerAsianCSOsanddefendersto developknowledgeandkeyskillsfortheirhumanrightsanddevelopmentwork.Furthermore,the GALAAcademyservesasoneoftheconcretefollowupstotheBangkokDeclarationandStatementon Post2015DevelopmentAgenda,whichwasadoptedattheADAs1stregionalmeetinginBangkokon31 January2February2013. The1stsessionoftheGALAAcademywillbeheldinBogor,nearJakarta,Indonesiafrom25to31 August2013,incollaborationwiththeInternationalNGOForumonIndonesianDevelopment(INFID)as alocalhost.ThevenuehasbeenchosenastheroleofAsianStatesindesigninginternationalhuman rightsanddevelopmentpolicieshassignificantlyemerged,asexemplifiedbyIndonesiawhichcochairs theUNSecretaryGeneralsHighLevelPanelonthePost2015DevelopmentAgendaaswellasthe GlobalPartnershipforEffectiveDevelopmentCooperation(GPEDC).

OBJECTIVES
ThegeneralobjectiveoftheGALAAcademyistoenhancecapacityandsharedunderstandingofthe nextgenerationofCSOleadersinAsia,whoshallplayacrucialandconstructiveroleinthenational, regionalandinternationaladvocacyonhumanrightsanddevelopment. Inparticular,attheendoftheweeklongtraining,participantsareexpectedtohaveattainedthe followingspecificlearningobjectives:1)necessaryknowledgeontheinternationalpolicyagendaand processesonhumanrightsanddevelopment;2)advancedstrategicandcriticalthinkingbylinking globaldiscoursesandlocalcontexts;and3)collaborationamongCSOsintheregionindeveloping crosssectoraladvocacyactionplansbasedoncollectiveanalysis. 1 of 4

LEARNINGMETHODOLOGY
TheGALAAcademywillbeconductedinaparticipatorymannerusingmethodssuchaspresentations, groupdiscussionsandexercises.Severalresourcepersonsfromdiversebackgrounds(NGOs, professionals,researchersandacademics,etc.)willbeinvitedtosessions,includingMs.VirginiaDandan, UNIndependentExpertonHumanRightsandInternationalSolidarity.Audiovisualmaterialswillalsobe usedtofacilitatecommunicationandinterculturallearning.

PARTICIPANTS
About40participantsareexpectedtoparticipateinthe1stsessionoftheGALAAcademy,including10 fromIndonesia.About10additionalparticipantsareexpectedtoattendthePolicyDialogueand StrategicPlanningSessionson3031August.Theselectioncriteriaofparticipantsinclude: FulltimemidorhighlevelstaffinanationalNGO/CSOinSouth,SoutheastandNortheastAsia; Minimum5yearsexperienceinthefieldofpolicyandadvocacyonhumanrightsor/and development; Commitmenttoworkinginthesameorganizationatleastuntiltheendof2015; Sufficientknowledgeandexperiencesonnational/regional/UNhumanrightsmechanisms and/orMDGs,Post2015DevelopmentAgenda Preferably,basicknowledgeandexperiencesaboutGPEDC,Rio+20,G20;and AbilitytocommunicateinEnglish(bothspokenandwritten).

EachNGO/CSOisencouragedtorecommendtwoapplicantsonemaleandonefemalecandidatein ordertoensuregenderbalanceamongparticipantsduringtheselectionprocess.

FINANCES
Theorganizerswilltakecareoffullorpartialexpensesofthosewhoareselectedand confirmedasparticipants,suchasinternationalairfare(economyclass),fullboardandlodging, localtransportationandcoursematerials. Alimitednumberofselffinancedparticipantsmaybeinvitedtoattendaswell.Selffinanced participantsneedtocovertheirinternationaltravelexpensesandpaytheparticipationfeeof USD1,000whichwillcoverboardandlodging,coursematerialsandotherrelatedexpenses.
