County open space tax drops by more than $5M

Sources for open space funding
are looking slim after the Assem-
bly failed to vote on a bill, as of
Thursday, June 27, that would
provide more funding to the
Green Acres program.
The Burlington County Free-
holders also reduced the county
open space tax by more than $5
million.
According to Burlington Coun-
ty spokeswoman Charlene Web-
ster, the freeholders reduced the
open space tax to help relieve a
burden caused by the decrease in
ratables, resulting in a general
revenue loss of $7.6 million.
She said the freeholders ana-
lyzed three areas to help ease the
burden for the taxpayers gener-
al operations, the library system
and open space programs.
Webster said the open space
tax is being reduced from 4 cents
per $100 of assessed value to 1.5
cents, or $5.3 million.
Although the significant de-
crease may pose a threat to some,
Webster said the county has $48
million available for open space
funding, approximately $20 mil-
lion more than in 2008.
This year it is not going to af-
fect things at all. We are still
doing all of the projects that we
have planned and all the pro-
grams we offer, she said, adding
three new projects are being
added to the plan.
The county is planning to fund
the Underground Railroad Muse-
um at Historic Smithville Park,
the conservation of the Mount
Holly Library as a museum and
aiding other organizations to
keep the Rancocas Nature Center
open.
She said municipalities could
apply for $250,000 per year grants
that can be applied to municipal
park improvements.
The county has $5 million per
year set aside for all Burlington
County municipalities.

Marlton Playground, which was
completed on Memorial Day.

According to Brown, the mu-
nicipalitys open space tax is
going to be applied to the new
softball/baseball complex and
was previously used for the turf
field on Tuckerton Road. Howev-
er, a majority of the money will
be applied to a $1 million-a-year
bond for the golf course for main-
tenance and upgrades.
Brown noted the tax rate will
remain at three cents and will
not be changing anytime in the
future.

Jeff Tittel, state chapter direc-
tor of the Sierra Club a national
environmental organization
which seeks to influence public
policy in both Washington and
the state capitals through public
education and grass-roots politi-
cal action said the state DEP
has approximately $100 million
in Green Acres funds until next
year.
After that the state, for the
first time since 1988, will be out of
money, he said.
Greens Acres is a state-run
funding program that was estab-
lished to help maintain, protect,
preserve and enhance the states
natural environments along with
its historic, scenic and recre-
ational resources for the publics
enjoyment, according to the
Green Acres website.
According to Tittel, there is
enough funding to continue cur-
rent projects for this year, with-
out adding new projects to the
list. A new project could be added
if a current project is dropped.
But there is some hesitation
coming out of the Legislature, he
said.
They are taking all of that
money out of existing revenues
and cutting other programs, Tit-
tel said, adding he foresees the
$17 billion, 30-year bill not mak-
ing it on the ballot in November.
He said at this point, Green
Acres needs a long-term stable
course of funding.
State DEP spokesman Larry
Hajna said the state is currently
looking into long-term funding
for the program, but could not re-
lease details.
We do have enough money in
the Green Acres program that we
can continue to work with. But
we clearly recognize that it needs
to be replenished, he said.
Hajna said a majority of the
focus is on Blue Acres pro-
grams, which were created under
Green Acres in 1995 for munici-
palities and counties to acquire
costal areas that have been dam-
aged by storms, are prone to
storm damage or areas acting as
a buffer zone that would help pro-
tect other areas.
He said after Hurricane Sandy
those projects became the main
focus.
Although there is no major
concern at this time, Tittel said
Green Acres funding is running
on vapors, and the funds need to
be replenished by 2014.
If we are not on the ballot by
next year, we are in serious trou-
ble, he said.

School is out and summer is
here, allowing time for families
and friends to visit and enjoy
local activities in Marlton.
Get your groove on all sum-
mer at the Promenade with the
10th annual Summer Concert Se-
ries.
We at The Promenade are
amazed with the longevity of our
summer concert series, reaching
its 10th year, said Laura Balga,
general manager and marketing
director, The Promenade at Sage-
more.
The overwhelming support
from the community is astound-
ing as well; many people make it
a weekly night affair for nine
weeks each summer.
The series began on July 3
with Hotlanta, an Allman Broth-
ers Tribute Band.
On July 10, Philadelphia Funk
Hustle will take the stage, and on
July 17, Mason Porter, an Ameri-
cana newgrass band, will dazzle
the audience in center court.
On July 24, Zydeco-a-go-go will
introduce audiences to their
bayou boogaloo sound, followed
by Full Blown Cherry on July 31.
The Blues Hawks will sing it out
on Aug. 7. Aug. 14 will feature
country singer and songwriter
Patty Bee, and jazz musician Ade-
lante will perform on Aug. 21.
The series will close on Aug. 28
with Marc Silver and the
Stonethrowers.
The audience of all ages truly
enjoys the live talent, and the
bands whole heartedly appreci-
ate the opportunity to play, much
of which is original music.
The feedback we get from
everyone is wonderful, Balga
said.

nament, recently welcomed 173
golfers to Little Mill Country Club
to raise funds and awareness for
Samaritans not-for-profit servic-
es. The tournament, sponsored by
The Richardson Family Dealer-
ships, raised more than $152,000 to
help Samaritan provide care for
community members coping with
aging, serious illness or grief and
to assist patients and their fami-
lies live each day to the fullest
with dignity, comfort and support.
We are so grateful for the out-
pouring of support for this years
tournament, said Maryann Boc-
colini, Samaritan president and
CEO.
This generosity allows Samar-
itan to care for uninsured patients
and offer programs such as Pallia-
tive Medical Partners, Transi-
tions, bereavement support and
the comfort of services such as
massage, music, pet and aroma
therapies.
The tournaments theme cen-
tered on getting loud about
Samaritan programs and servic-
es.
We encouraged golfers to wear
their most brightly colored shorts
to show their support. Each pair
of striped, polka-dotted or paisley-
printed shorts helped Samaritan
spread the message loud and
clear that our expanded family of
services is here to serve all who
need us, Samaritan Director of
Development Robin Todd said.
We are so grateful for the work
of our golf committee, chaired by

and Cliff Mancine of Mancine
Optical, Boccolini said.

and donors, 173 attendees and
more than 50 volunteers means

F
or once, New Jersey should get
some positive national atten-
tion. Last week, the state made
two major moves in a public higher ed-
ucation reorganization in an attempt
to put New Jersey colleges on the na-
tional map.
Rutgers University added two new
medical schools, immediately jumping
the school into the top 25 in the coun-
try for research funding. Gov. Christie
said it puts Rutgers on the path to
being one of Americas great research
institutions.
Rowan University also became a re-
search university through the reor-
ganization, giving New Jersey a solid
foothold of attractive public colleges
in the southern part of the state.
New Jersey is the 11th most popu-
lous state, with 8.8 million people, as of
July 1, 2012, despite being the fourth
smallest state in terms of size. Howev-
er, due to a lack of major public uni-
versities, many of the Garden States
college students were traveling to
neighboring states for higher educa-
tion.
Penn State University, Temple Uni-
versity, the University of Delaware,
the State University of New York, the
University of Maryland and the Uni-
versity of Connecticut are all popular
public school choices for New Jersey
students.
Over the last 10 years, Rutgers and
Rowan have made great strides in
keeping students in our home state,
and last weeks moves only further
that aim. We must continue to im-
prove our public universities, in addi-
tion to focusing on our local K-12 pub-
lic school districts.
If we keep our home-grown stu-
dents in state for public higher educa-
tion, then were all able to reap the re-
wards. If were able to go even further,
well be able to attract outside talent,
and become part of the list of dream
colleges for out-of-state students.
New Jersey is filled with promising
students and bright minds ready to be-
come world leaders.
Lets continue to foster that intelli-
gence, that drive and that desire right
here in New Jersey.

speakers at the next Guardian Hour of
Power Lunch Seminar to be held on

Brown and Whipple will present a "Title
101" seminar about the basics of title insur-
ance, including an introduction to
Guardian's new online HUD program.

tlement Agents, one of New Jerseys lead-
ing title agencies serving all of the states 21
counties, will begin at noon at Guardians
South Jersey headquarters at 1000 Lincoln

to be an incredibly user-friendly tool,
Brown said.
The program is expected to go live later
this summer and its currently available for
testing and demonstrations such as the

completes both sides of the document
buyer and seller information as it calcu-
lates the transactions taxes and payoff fig-
ures. Changes are easy to make and there
are simple functions that allow for the form
to be printed and emailed to clients and
other real estate professionals involved in
the deal.
Formal step-by-step training will be pro-
vided to agents interested in using the
Guardian online HUD system to streamline
and simplify their internal processes.
Our development and introduction of
this innovative online program is another

will be held on the second Wednesday of

21st annual Kiki Konstantinos
Scholarship Golf Tournament July 23
The 21st annual Kiki Konstan-
tinos Scholarship Golf Tourna-
ment is scheduled for Tuesday,
July 23 at the beautiful Little Mill
Country Club in Marlton.
Proceeds of the event fund
scholarships for outstanding
graduates of the Lenape Regional
High School District.
The Konstantinos Scholarship
Foundation was established in
1993 to honor former Lenape Re-
gional High School District Su-
perintendent, K. Kiki Konstanti-
nos, who served in this position
for more than 30 years.
Through this annual golf tour-
nament, the foundation raises
money to continue Kikis work of
fostering excellence in education
by awarding individual scholar-
ships to outstanding students for
higher education.
Twelve students per year are
awarded a $2,000 scholarship,
with a total of $361,000 being
awarded since the establishment
of the foundation.
The cost per player is $210,
which includes greens fee, cart,
lunch, prizes and an awards din-
ner.
Registration begins at 11:30
a.m. The golf portion of the event
begins at 1 p.m. with a shotgun
start. If youre not able to golf but
would like to be a part of this
very worthwhile day, there are a
wide range of sponsorships avail-
able.

County library presents
Looking at Lincoln exhibit
The Burlington County Li-
brary System is presenting the
Looking at Lincoln traveling
panel exhibition now on display
at the county library in Westamp-
ton.
Developed by the Gilder
Lehrman Institute of American
History, the exhibit explores the
Civil War and issues of slavery
from the standpoint of political
cartoons that originally appeared
in newspapers and were sold indi-
vidually as prints in shops, on
streets corners and by mail.
Vividly biting, the cartoons in-
vite us to look at events through
the eyes of people living in the
era.
As Americans continue to de-
bate the legacy of slavery, they
provide an historical point of ref-
erence for current events. High-
lights include cartoons relating to
the election of 1860, as well as a
California printing of the Eman-
cipation Proclamation signed by
Abraham Lincoln.
The Gilder Lehrman Institute
has been developing traveling
panel exhibitions for display at
schools, libraries and historic
sites since 1997. Composed of in-
terlocking panels with graphic re-
productions of rare documents,
images and interpretive text,
these exhibits circulate nation-
wide. The Looking at Lincoln
exhibit will remain on display at
the county library until July 17.
In addition, BCLS has aug-
mented the presentation in the li-
brarys exhibit room with art-
work focusing on the Civil War on
loan from the collection of Bruce
Sirak of Burlington Township.
The Burlington County Li-
brary is located at 5 Pioneer
Boulevard off Woodlane Road in
Westampton.

Residents among finalists
in county Logo Contest
Burlington County Freeholder
Director Joe Donnelly awarded
the winner of the county Logo
Contest recently with a certifi-
cate and a $250 gift card first
place prize sponsored by the
Moorestown Mall.
The winner, Emily Amey a
high school senior from Burling-
ton Township, joined Donnelly at
the boards first road show pub-
lic meeting in the Burlington
Township Municipal Building.
The finalists and semi-final-
ists of the logo contest were an-
nounced at a ceremony on June 7
hosted by the Moorestown Mall.
All of the logos were displayed
at the mall for the entire week-
end.
The finalists and semi-finalist
were starred in the display.
To participate in the logo con-
test, Burlington County high
school students were asked to
submit original designs for a new
county logo built upon the
tagline: South Jersey Starts
Here.
The talent, effort, and creativ-
ity that went into each submis-
sion was truly impressive, Don-
nelly said,
It was great to see that level of
engagement between young peo-
ple and their county govern-
ment.
Almost 200 hundred logo de-
signs were submitted to the con-
test from students all over
Burlington County. Logos were
judged for originality, creativity,
relevance to the county and con-
nection with the tagline.
The students chosen as semi-fi-
nalists in the contest were:
Aaron Stadler, Grade 12; Bryce
Kelly, Grade 12; Courtney Norton,
Grade 11; and Alex McKeen,
Grade 9, of Lenape, Alyssa
Gilboy, Grade 12; Danielle Farino,
Grade 12; Lexy Garaguso, Grade
9; Mario LaMorte, Grade 9; Victo-
ria Wanagosit, Grade 12; and
Byran Ingham, Grade 12, of
Cherokee and Eternity Riley,
Grade 10, of BCIT Westampton.
The students chosen as final-
ists in the contest, and awarded
$25 gift cards, were:
