Civil Engineerng English Teaching Medium general presentation


The Civil Engineering education in the frame of Timisoara Politechnics already had a long and impressive tradition in technical education at the beginning of the years 1990, when the idea appeared to initiate foreign language teaching. Considering the extensive use of the English language at international level and especially in higher education, science and research, the decision of founding an English Teaching Medium in Civil Engineering has come in a natural way. The general opening of the country in those years, with continuously growing cooperation between Romanian universities and similar institutions from European countries as well as worldwide countries, also played a positive role in this decision. Thus, in 1991, following the approval from the Romanian Ministry of Education, the Civil Engineering English Teaching Medium was founded, initiated by prof. Marin Ivan, head of the CMMC Department, starting the academic year 1991/1992 with a number of 20 students. The approved education cycle was following the existing system in the country in the engineering field, i.e. 5 years cycle. In order to be admitted and study in this medium, the candidates had to pass an English language test, in addition to the regular testing procedure, or to submit relevant documents to prove their English skill (via an English proficiency test as Toefl, Cambridge or equivalent). From the very beginning, a modern curricula was adopted, looking at the civil engineering education systems in several European universities with a long tradition and experience (i.e. The Universities of Edinburgh, Manchester , Nottingham and Sheffield in U.K., The University of Liege in Belgium, E.N.S. Cachan and INSA-Rennes in France, The University Federico II of Naples in Italy, Technical University of Athens in Greece, etc.). The development and improvement of this modern curricula, considerably different from the one taught in the regular Romanian Medium, (and also consistently improved) was enabled by the extensive academic and educational links offered in three TEMPUS European Programs starting in 1992 till 1999, and coordinated by prof. Dan Dubina (i.e. TEMPUS JEP 2747, JEP 04502 , JEP 01129). By the large number of 1 to 3 months mobilities offered both to students and teaching staff in famous European universities, these Programs have created the necessary flow of knowledge, modern documentation, educational management and scientific rigor required by to-days academic medium. A direct result of such mobilities, in case of the involved teaching staff, was a series of improved syllabus, lecture notes, or application examples for students, produced abroad during the subsequent period of stay, in co-operation with the foreign colleagues. Last but not least, the implementation of the EUROCODES (code package promoted by the European Union in the field of construction) in Romanian civil engineering education and in the field of construction in general has begun in Timisoara, as a pioneer, long before other academic centers in the country. Acting without any interruption, as an elite educational division of the Civil Engineering Faculty and Politehnica International, The English Teaching Medium has produced ever since a number of cca. 15 graduates per academic year. Up to now, over 300 English speaking graduates have been supplied to the Romanian and European construction market companies, consultancy and design offices as well as subsequent commercial activity. Starting with the year 2006, when Romania has joined as a full member the European Union, a number of changes took place also at the level of the Civil Engineering English Teaching Medium in Timisoara. As in other European countries, the Bologna scheme in the educational field was adopted, meaning that the licence degree of studies has switched to a four years cycle instead of the previous five years. This has lead to profound changes in curricula structure, going to 7,5 semesters (14 weeks each) of actual teaching time plus last 0,5 semester (7 weeks) devoted to the diploma work.

The present curricula of the Civil Engineering English Teaching Medium actually corresponds to an educational system based on transferable credits, according to present international practice.

Competences and knowledge acquired


Professional competency: A1) Recognizing of typical structures and structural elements, specific to graduated study programme A2) Design of structural elements in civil engineering, specific to graduated study programme; A3) Technologic and economic design for the erection, operation and maintenance works in civil engineering, specific to graduated study programme A4) Management and leadership of the erection, operation and maintenance process in civil engineering A5) Complying to quality and sustainability requirements, specific to civil engineering constructions Transversal competency: B1) Application of efficient and responsible work strategy (implying punctuality, seriously and personal responsibility) based on the principles, rules and values of professional ethics; B2) Application of efficient team work techniques on miscellaneous hierarchical tiers; B3) Documentation in Romanian and foreign language, in view of professional and personal development, via continuous learning and efficient adaptation to the new technical specifications.

Career opportunities
The civil engineers are indispensable specialists of modern society. The activity within the educational and training programme is focussed on providing a high standard qualification for all attending students. Regardless of the general economic situation, the Civil Engineering English Teaching Medium graduates have a reserved and well defined place on the construction market, either in the erection of new buildings, or in

repairing and bringing to service some existing constructions, or by compleeting the existing knowledge in standards, technical guides and codes by self involving in national or international research programmes. Both private medium companies (in the construction field or other fields) or state companies (state institutions, mair halls, local councils, administration and control units, etc) represent career opportunities for present and future graduates of The Civil Engineering English Teaching Medium. The acquired English technical vocabulary in Civil Engineering and improved communication capabilities, actually provide enhanced opportunities to the English Medium graduates to obtain jobs and to work in the frame of multi-national companies, either in Romania, in Europe or worldwide. In a continuously changing and globalizing world, this represents a very strong reason to choose The Civil Engineering English Teaching Medium as an educational solution.
