Mandatory Occurrence Report A mandatory report shall be made in occurrence of any incident that involves an aircraft with respect

to any defect or malfunctioning of an aircraft, or its parts or equipment, any facilities on ground used or intended to be used, failure of which may endanger the aircraft, its occupant or any other person. The report shall be the responsible of the following: 1. The operator or the commander of a Malaysian-registered aircraft 2. The person who carries on the business of manufacturing, repairing or overhauling any aircraft, its equipment or parts. 3. A licensed aircraft maintenance engineer or a company approval holder. 4. The licensee of a licensed aerodrome. The report shall be made within 48 hours in writing to the DGCA on any occurrence of which he knows of, or within 96 hours on the information of which not in his possession or control. The report shall contain information and description as specified in MCAR 1996, Schedule 13th.

Flying under special condition A, B & C An aircraft may fly without a valid c of a, provided the flight is limited to within Malaysia aerospace, for specific purposes and with specific conditions. These special flying conditions are defined in the MCAR 1996 second schedule. Aircraft flying under A and B conditions shall not carry any person or cargo beside the flight crew, except the following: 1. Operators employee who are required to carry out system check during the flight 2. Manufacturers employee who are required to carry out parts, engine and systems testing during the flight. 3. A person who is approved by the DGCA to be onboard for the purpose to produce the test reports. 4. And any other person who are involved in the technical evaluation of aircraft and its operation. Condition A Flying under condition A are only restricted for the purpose of to: 1. Qualify for the issue, renewal or validation of c of a. 2. To carry out functional test following an approved modification of which not possible to be made on ground. 3. To proceed to or from any place which a maintenance job to be or has been carried out for the purpose of renewal or validation of the c of a. 4. To proceed to or from a place where the furnishing or painting of an aircraft to be carried out. Prior to the commencement of flight under this condition, a certificate of fitness for flight (CFF) has to be issued. This is to certify that the aircraft and its engines are fit for the flight. This certificate shall be issued in two copies, one copy carried on aircraft and another elsewhere. Its validity shall not exceed 7 days. CFF shall be issued by the following: 1. A licensed aircraft maintenance engineer with appropriate type rating. 2. A company approval holder 3. An approved person by the authority

Condition B Flying under condition B is only restricted for the purposes of to: 1. Experimenting with or testing an aircraft, its engine or its equipment 2. To enable the aircraft to qualify for the issuance of a c of a, or for the approval of a modification made. 3. To proceed to or from a place where experiment, approval, test, inspection or weighing of an aircraft to take place for mentioned above purposes. Condition C To fly under this condition, the operator shall be the registered owner of the aircraft and also shall be the person who holds an aircraft dealer certificate issued under the MCAR. The purposes of this flight shall be for the following: 1. For testing and demonstrating the aircraft capability with the intention to sell it. 2. To proceed to or from a place where the aircraft to be tested, repaired, demonstrated, overhauled or modified. 3. To deliver the aircraft to a person who has agreed to buy, sell or lease it. 4. To proceed to or from a place for storage.
