Firstly, the roof is de- signed to direct rainwater and snow cover to naraqe uro aourd |e |a|e, ard |e | o use within the building. Secondly, the roof is lined with Prism Solar PV paneling as the main source of energy. These two elements are also used together as a design opportunity: the water is directed through transparent water containers within various parts of the building, the special PV panels have an irridescent quality that breaks up the sunlight into rainbow patterns, and the result is a series of features scattered through- out the building that play with the water and colored light for a magical effect. This design move is meant to take a positive spin on the heavy precipitation levels of the Syracuse climate, making the park enjoyable even in perceivably gloomy weather. The combination of the two contributes to a paad|qn |a || |e| dere a Ceer Cu|ue. The Program proposed to accomplish this is a Green Culture Community Center to serve as a vision for a public sanctuary within the projected future condi- tion. Situated on the South Boston waterfront, the project envisions a series of amphibious pavilions that rest .|||r a ecoruced .e|ard, ard oa a |e |de advances. Through a combination of eco-sustain- able and phenomenological design techniques, the project celebrates the new harmonious relationship between city and water.
