DESCRIPTION OF T H E SAHEL AND BACKGROUND OF THE "IMPROVED COOKING-STOVES" REGIONAL PROJECT

The t e r m " S a h e l " " d e s i g n a t e s t h a t p a r t o f A f r i c a s o u t h o f t h e S a h a r a w h i c h comprises t h e f o l l o w i n g e i g h t c o u n t r i e s : C a p e V e r d e , S e n e g a l , G a m b i a , Mauritania, M a l i , U p p e r V o l t a , N i g e r a n d Chad. I t c o v e r s a n a r e a o f some 5 million square metres w i t h a population o f 3 0 m i l l i o n inhabitants, t h e average l i f e e x p e c t a n c y b e i n g 4 2 y e a r s , a n d t h e p e r c a p i t a GNP, $ US 1 3 0 t o 4 5 0 . The S a h e l c o m p r i s e s t h r e e c l i m a t i c z o n e s , r u n n i n g f r o m n o r t h t o s o u t h . The f i r s t i s t h e s e m i - d e s e r t S a h e l i a n z o n e i n t h e i m m e d i a t e v i c i n i t y o f t h e S a h a r a , a n d t h e a n n u a l r a i n f a l l h e r e i s l e s s t h a n 2 0 0 mm a y e a r . T h e countryside c o n s i s t s m a i n l y o f sand dunes, e r g s , c a c t u s a n d a f e w palm groves in o a s e s . T h i s z o n e i s i n h a b i t e d b y nomads. The s e c o n d i s t h e S u d a n o - S a h e l i e n z o n e , w h e r e a n n u a l r a i n f a l l i s 2 0 0 t o 400 mm a n d t h e v e g e t a t i o n c o n s i s t s m a i n l y o f s a v a n n a h , c a c t u s a n d , d u r i n g t h e three t o f o u r months o f t h e r a i n l y season, t a l l g r a s s . T h e p r i n c i p a l g a i n f u l a c t i v i t y o f t h e population i s grazing and a g r i c u l t u r e . The t h i r d , t h e S u d a n i a n z o n e , i s t h e l e a s t d r y ; a n n u a l r a i n f a l l i s between 4 0 0 a n d 6 0 0 m m , a n d t h e r a i n y s e a s o n e x t e n d s f r o m J u n e t o O c t o b e r . The s e d e n t a r y p o p u l a t i o n i s e n g a g e d i n t h e c u l t i v a t i o n o f c e r e a l s ( s o r g h u m , millet, maize) and i n grazing. R a i n , o n w h i c h t h e l i f e o f t h e S a h e l d e p e n d s , i s somewhat i r r e g u l a r , T h e entire region has been seriously a f f e c t e d b y t h e drought c y c l e i n t h e years 1969-1973.

The a n n u a l p e r c a p i t a c o n s u m p t i o n o f f i r e w o o d i s e s t i m a t e d a t t w o c u b i c metres. T h i s d e m a n d c a n b e s a t i s f i e d o n l y t h r o u g h e n v i r o n m e n t a l r e h a b i l i t a t i o n - t h a t i s based o n a c o - o r d i n a t e d b o d y o f measures s u c h a s t r e e growing o n a f a m i l y o r c o m m u n i t y b a s i s o r b y i n d u s t r i a l e n t e r p r i s e s ; r e s e a r c h and d e v e l o p m e n t o f a l t e r n a t i v e e n e r g y s o u r c e s ; a n d t h e e f f i c i e n t u s e o f f u e l through t h e i n t r o d u c t i o n o f b e t t e r p e r f o r m i n g c o o k i n g equipment. This l a s t - m e n t i o n e d s o l u t i o n h a s b e e n t h e b a s i s f o r t h e d e c i s i o n b y t h e c o u n t r i e s t h a t a r e members o f C I L S S t o i m p l e m e n t t h e r e g i o n a l p r o j e c t f o r t h e improvement o f w o o d - b u r n i n g c o o k i n g - s t o v e s i n t h e S a h e l . Project f e a s i b i l i t y studies were c a r r i e d o u t i n 1979, a n d implementation o f t h e p r o j e c t began i n 1 9 8 0 . B y n o w, t h e e n t i r e p o p u l a t i o n o f t h e S a h e l h a s been m a d e a w a r e o f t h e c o n t r i b u t i o n t h a t i m p r o v e d c o o k i n g - s t o v e s c a n m a k e i n the e f f o r t s t o combat d e s e r t i f i c a t i o n . T h e p o l i t i c a l w i l l t o promote t h e u s e of improved cooking-stoves a s a n i n s t r u m e n t o f development has been e v i d e n t both n a t i o n a l l y a n d i n t e r n a t i o n a l l y - i n t h e o f f i c i a l s t a t e m e n t s t h a t h a v e been m a d e a n d i n t h e human a n d f i n a n c i a l r e s o u r c e s c o m m i t t e d t o t h e r e s e a r c h on t h e s e s t o v e s a n d t o t h e w i d e s p r e a d d i f f u s i o n o f i n f o r m a t i o n c o n c e r n i n g them. W i t h a v i e w t o d e r i v i n g t h e maximum b e n e f i t f r o m t h e s a c r i f i c e s made b y the member c o u n t r i e s o f C I L S S a n d t h e t e c h n i c a l a n d f i n a n c i a l a s s i s t a n c e p r o v i d e d b y t h e i n t e r n a t i o n a l c o m m u n i t y, C I L S S i s l a y i n g s p e c i a l s t r e s s o n training r e l a t i n g t o t h e design, construction and evaluation o f t h e improved cooking-stoves. I n o r d e r t o a c h i e v e maximum d e v e l o p m e n t o f t h e s u b r e g i o n ' s m a n p o w e r resources, t h e " I m p r o v e d C o o k i n g - S t o v e s " r e g i o n a l p r o j e c t e m b o d i e s t h e following principles% U t i l i z a t i o n and development o f t h e p e o p l e ' s s k i l l s and c r e a t i v i t y ; P a r t i c i p a t i o n o f t h e people i n t h e d e s i g n , b u i l d i n g and e f f i c i e n t use o f the improved cooking-stoves;

I . N A T U R E OF TRAINING NEEDS As t h e i n t r o d u c t i o n o f i m p r o v e d c o o k i n g - s t o v e s i n t o t h e u r b a n a n d r u r a l communities o f t h e S a h e l e n t a i l s a n u m b e r o f p r o b l e m s , t h e t r a i n i n g t o b e provided m u s t b e k e y e d t p t h e s o l u t i o n o f t h o s e p r o b l e m s . T h e s e t r a i n i n g requirements a r e o f t w o k i n d s . 1 . 1 T R A I N I N G REQUIRED FOR CONTACTING PEOPLE AND CONVINCING THEM O F THE NEED FOR USING IMPROVED COOKING-STOVES This r e l a t e s t o h o w p e o p l e s h o u l d b e approached a n d m a d e a w a r e , b y discussing t h e m a t t e r w i t h t h e m , o f p r o b l e m s a f f e c t i n g t h e i r l i v i n g - c o n d i t i o n s . I n t h e m a t t e r o f concern t o us h e r e , t h e discussion should c e n t r e on t h e d i f f i c u l t i e s a f f e c t i n g f i r e w o o d s u p p l i e s , t h e c a u s e s a n d c o n s e q u e n c e s of deforestation and d e s e r t i f i c a t i o n , a n d t h e search f o r ways o f h a l t i n g and combating t h e p r o c e s s o f d e s e r t i f i c a t i o n . I I . W H O SHOULD B E TRAINED? In v i e w o f t h e i n t e g r a t e d approach adopted f o r t h e improved cooking-stove a c t i v i t i e s a s p a r t o f e x i s t i n g development o p e r a t i o n s , i t h a s b e e n e a s y t o identify t h e s t r u c t u r a l a n d s t a f f c r i t e r i a f o r meeting t h e aforementioned requirements and acoomplishing t h e r e l e v a n t t a s k s . 2 . 1 S O C I A L DEVELOPMENT STAFF? Development e f f o r t s , b o t h r u r a l a n d u r b a n , o v e r t h e p a s t t h i r t y y e a r s o r so h a v e p r o v i d e d a b a s i s f o r t r a i n i n g a c a t e g o r y o f s t a f f w h o s e t i t l e s d i f f e r from c o u n t r y t o c o u n t r y , b u t w h o s e d u t i e s a n d e x p e r i e n c e a n d w h o s e m o t i v a t i o n f o r t h e i n t r o d u c t i o n o f i n n o v a t i o n s a r e t h e same a l m o s t e v e r y w h e r e . T h e s t a f f i n q u e s t i o n i n c l u d e c o m m u n i t y l e a d e r s c o n c e r n e d w i t h human b e t t e r m e n t o r r u r a l development, s o c i a l w o r k e r s , r u r a l community l e a d e r s , l i t e r a c y i n s t r u c t o r s , both m a l e a n d f e m a l e , a n d , o f c o u r s e , t h e h e a l t h w o r k e r s a n d t h e t e a c h e r s who are o f t e n t h e o n l y professional s t a f f t o be found i n remote r u r a l a r e a s . Because t h e u s e r s o f t h e i m p r o v e d c o o k i n g - s t o v e s a r e a l m o s t a l l w o m e n , primary a t t e n t i o n s h o u l d b e g i v e n t o f e m a l e r po l e feo rm i nbi t e i a lr cs ontacts and f o l l o w - u p . sets a fn f s i bm a m o n g t h e 2t. 2 RESEARCH AND TECHNICAL STAFF s a f WORKERS f Wi t h r e g a r d t o t h e d e s i g n i n g - a n d b u i l d i n g o f t h e v a r i o u s t y p e s o f improved c o o k i n g - s t o v e s , a s s i s t a n c e h a s b e e n s o u g h t i n t h e S a h e l f r o m professional s t a f f who, although t r a i n e d i n o t h e r f i e l d s , have t h e s c i e n t i f i c and t e c h n i c a l b a c k g r o u n d n e c e s s a r y f o r a s s i m i l a t i n g t h e t e c h n o l o g y i n t h i s n e w f i e l d w i t h i n a s h o r t space o f t i m e . Although t h e r a n g e o f s u c h s t a f f v a r i e s g r e a t l y f r o m o n e c o u n t r y t o t h e next, i t generally includes; Engineers ( c i v i l , m e c h a n i c a l , h y d r a u l i c a n d f o r e s t r y ) 1 Teachers a n d r e s e a r c h w o r k e r s ( p h y s i c s , c h e m i s t r y ) 1 Te c h n i c i a n s ( m e c h a n i z e d a g r i c u l t u r e , p r o f e s s i o n a l t e c h n i c a l t r a i n i n g ) In a d d i t i o n t o t h e s e more u s u a l k i n d s o f p r o f e s s i o n a l s t a f f , t h e s e r v i c e s of n o n - s p e c i a l i s t amateurs, s u c h a s t e a c h e r s o f academic s u b j e c t s , a r e a l s o sometimes u s e f u l . The . r e s e a r c h w o r k e r s a n d t e c h n i c i a n s , a s s i s t e d b y s o c i a l d e v e l o p m e n t s t a f f , a r e t h u s t h e o n e s w h o make u p t h e t r a i n i n g t e a m s a n d who a r e a l s o responsible f o r c a r r y i n g o u t t h e r m a l e f f i c i e n c y , f u e l economy a n d m a t e r i a l s durability testing.

2 . 3 T H E BUILDERS O F IMPROVED COOKING-STOVES Tr a d i t i o n a l cooking-stoves o t h e r t h a n t h e " t h r e e stones" t y p e a r e u s u a l l y b u i l t b y t h e women, u s i n g l o c a l m a t e r i a l s , m a i n l y b a n c o , a n d m a k i n g u s e o f building techniques such a s modelling. This f a c t o f s o c i e t a l l i f e t a k e s i t a p p a r e n t t h a t t h e s e l e c t i o n o f trainees must bear a d i r e c t r e l a t i o n s h i p t o t h e m a t e r i a l s a n d techniques used f o r b u i l d i n g t h e a p p r o v e d m o d e l s o f i m p r o v e d c o o k i n g - s t o v e s . T h e women w h o have b e e n t r a i n e d h a v e b e e n p a r t i c u l a r l y a c t i v e i n i n d i v i d u a l ( s e l f - h e l p ) construction. According t o a n e v a l u a t i o n c a r r i e d o u t b y t h e U n i t e d S t a t e s P e a c e C o r p s on t h e u t i l i z a t i o n r a t e o f c o o k i n g - s t o v e s b u i l t i n S e n e g a l , " t h e b e s t r e s u l t s from s e l f - d i s s e m i n a t i o n " w e r e a c h i e v e d s u b s e q u e n t t o t h e t r a i n i n g c o u r s e s f o r women. These f a c t s w e r e f u r t h e r c o n f i r m e d b y a C U S S e v a l u a t i o n m i s s i o n s e n t t o the P a r e g i o n o f Upper V o l t a , w h e r e t w o v i l l a g e crastwomen, a f t e r a - f i v e - d a y seminar a t W a g a d o u g o u , h a d t r a i n e d o t h e r w o m e n a n d s u c c e e d e d i n b u i l d i n g about 1 0 0 improved c o o k i n g - s t o v e s i n n i n e months. I n t h e c o u r s e o f a v i s i t t o families, t h e mission found t h a t v i r t u a l l y none o f t h e stoves h a d b e e n discarded. In t h e c a s e o f s t o v e m o d e l s r e q u i r i n g t h e u s e o f s p e c i f i c m a t e r i a l s (bricks, c e m e n t , i r o n b a r s , m e t a l ) a n d s p e c i f i c t o o l s ( t r o w e l s , l e v e l s , p l i e r s , hammers), t h e t r a i n i n g h a s f o r t h e m o s t p a r t b e e n r e s t r i c t e d t o craftsmen ( m a i n l y , masons a n d b l a c k s m i t h s ) a n d p e r s o n s w h o h a v e w o r k e d w i t h the m a t e r i a l s i n q u e s t i o n and a r e s k i l l e d i n t h e u s e o f t h e n e c e s s a r y t o o l s . staff f r o m t h e Departments o f A g r i c u l t u r e , W a t e r a n d Development F o r e s t r y, H e a l t h , E d u c a t i o n a n d V o c a t i o n a l T r a i n i n g , a n d a l s o I n f o r m a t i o n a n d S e c r e t a r i a t s t a f f , and members o f ONG ( O r g a n i z a t i o n o f Women a n d Y o u t h ) , h a v e likewise t a k e n a n interest i n t h e construction o f improved cooking-stoves f o r their f a m i l i e s and friends. For s o m e p e o p l e , t h e r e i s a l s o a f i n a n c i a l m o t i v a t i o n l i n k e d w i t h t h e personal g r a t i f i c a t i o n d e r i v e d f r o m b u i l d i n g t h e cooking-stoves a f t e r working hours a n d d u r i n g week-ends. In o t h e r c a s e s , t h e m o t i v a t i o n i s based o n t h e e x i s t e n c e o f a market a n d the p r o s p e c t o f f i n a n c i a l r e m u n e r a t i o n . T h i s i s m o r e e s p e c i a l l y t r u e o f craftsmen w h o a r e i n t h e b u s i n e s s o f m a k i n g t h e i m p r o v e d s t o v e s a n d o f p r o j e c t s s u c h a s t h o s e s p o n s o r e d b y A I D R , t h e German F o r e s t r y M i s s i o n i n U p p e r Vo l t a and t h e Church World S e r v i c e i n N i g e r. The s i t u a t i o n i n t h e F a t i c k r e g i o n o f S e n e g a l , w h e r e t h b u i l d i n g r a t e p e r person t r a i n e d , i s e s t i m a t e d a t 0 . 6 p e r c e n t , s h o u l d b e compared w i t h t h e s i t u a t i o n i n Kebemer i n S e n e g a l , Bamako i n M a l i , P 8 i n U p p e r V o l t a a n d Z i n d e r in N i g e r, where t h e corresponding r a t e s are c l e a r l y b e t t e r. A comparative s t u d y o f t h e s e various s i t u a t i o n s should h e l p u s t o determine, f o r e a c h l o c a l i t y , a p r o f i l e o f t h e c h a r a c t e r i s t i c s o f p r o m i s i n g candidates, e f f e c t i v e s f o r m s o f m o t i v a t i o n a n d p o t e n t i a l o b s t a c l e s a n d bottle-necks. The b u i l d i n g s p e c i f i c a t i o n s o f t h e C I L S S / I V E m e t a l c o o k i n g - s t o v e w e r e e a s i l y u n d e r s t o o d b y t h e Ndjamena m e t a l w o r k c r a f t s m e n , w h o w e r e a b l e t o b u i l d i t i n a few hours. F O L L O W - U P AND SUPPORT FOR BUILDERS AND USERS O F IMPROVED COOKING-STOVES As t h e i n i t i a l t r a i n i n g r e c e i v e d i n t h e c o u r s e o f t h e n a t i o n a l s e s s i o n s represents o n l y a s t a r t i n g p o i n t , t h e p a r t i c i p a n t s w e r e t o e n r i c h t h i s training t h r o u g h t h e i r accomplishments i n t h e f i e l d .
