General Note for M.O.R.T. & H.

ROAD Works The basic approach for the preparation of Standard Data Book for Road Works is indicated as under
1) Description of Items : The description of items is given briefly and linked with the relevant clause of the MORT&H Specifications for Road and Bridge Works, which may be referred for detailed description, provisions and interpretation. 2) Mechanical Means : Due to the mechanization of construction work, rate analysis for various items have been prepared using mechanical means however, manual means have also been provided for certain cases, where areas may be inaccessible for machines or quantum of work may not be large enough to justify use of machines 3) Overhead Charges : The overhead charges include the following elements i. ii. iii. a) b) c) iv. v. vi. vii. viii. ix. x. xi. xii. xiii. xiv. xv. Site accommodation, setting up plant, access road, water supply electricity and general site arrangements. Office furniture, equipment and communications Expenditure on Corporate office of contractor Site supervision Documentation and as build drawings Mobilisation / de-mobilisation of resources Labour camps with minimum amenities and transportation work sites Light vehicles for site supervision including administrative and managerial requirements. Laboratory equipment and quality control including field and laboratory testing. Minor T & P and survey instruments and setting out works, including verification of line, dimensions, trial pits and bore holes, where required. Watch and ward Traffic management during construction Expenditure on safeguarding environment Sundries Financing Expenditure Sales / Turn over tax Work insurance, compensation

4) Basic Inputs: Basic inputs are only given in the standard data book. The rates for material and labour are to be obtained from local authorities for the area where the project is located. 5) Plants and Equipment 5.1 Keeping in view the job and mannagenal factors and the age factor of machines, the output of plant and equipment is taken approximately 70 percent of the rated capacity given by manufacture under ideal conditions. 6) Materials 6.1 Quantities of materials given in the rate analysis are approximate for the purpose of estimating and include normal wastages; Actual consumption would have to be based on in design. 7) Labour 7.1 The labour wages should be as per rates fixed by State Government. 7.2 7.3 One mate has been provided for 25 labours. Skilled labour includes mason, carpenter, blacksmith, mechanics and other trades.

8) General 8.1 The clause numbers refer to MORT&H Specifications for Road and Bridge Works 8.2 8.3 8.4 8.5 Sundries to cater for unforeseen contingency and miscellaneous items have been added in the overhead charges. Arrangement for traffic during construction shall be as per Clause 112 of MORT&H Specifications for Road and Bridge Works The supply of materials will be taken either at the location of mixing plant or at the work site as the case may be. Contractor will make his own arrangements for borrowing earth. However, compensation for earth taken from private land has been included in the rate analysis for construction of embankment with borrowed earth. The requirement of machinery has been worked out assuming effective working period of 6 hours per shift of 8 hours. Credit for Dismantled material The dismantled materials should be examined and a realistic assessment made for the credit for such materials which can utilized for works or auctioned. The source of material and samples are required to be approved by the Engineer before start of any work. The contractor shall arrange to provide and maintain an adequate equipped field laboratory as per Clause 121. Quality Control of works shall be governed by Section 900 of MORT&H Specifications. The various activities or works shall also be documented by photographs and video cassettes as per Clauses 125 & 126 of MORT&H Specifications.

The classification of soil shall be as per Clause 301.2 of MORT&H Specifications. The earth excavated from foundations has been considered to be backfilled and balance utilized locally for road work except in the case of marshy soil. The rate analysis for removal of unsuitable soil does not provide for replacement by suitable soil which will have to be paid separately. Grade of cement may be adopted as per mix design. Quantities of cement in various grades of cement concrete have been taken as per IRC 21-2000 and IRC 18-2000 The coarse and fine aggregates shall conform to IS:383 Provision of fly ash has been made in embankment construction, sub-base construction and in cement concrete pavement. The Standard Data Book is for Department use only. It cannot be produced in Court of Law as reference / authority and thus is a privilege document. The Rates in the M.O.R.T.& H. standard Data Book, should be adopted for National Highway work only. The rates worked out in schedule of rates are excluding initial lead.

DESCRIPTION OF ITEMS Lime Stabilisation for Improving Subgrade: Laying and spreading available soil in the sub-grade on a prepared surface, pulverising, mixing the spread soil in place with rotavator with 3 per cent slaked lime having minimum content of 70 per cent of CaO, grading with motor grader and compacting with the road roller at OMC to the desired density to form a layer of improved sub grade. General Note for M.O.R.T. & H. Bridge Works Basic Approach For The Preparation Of Standard Data Book
While preparing the Standard Data Book for items to be adopted in bridges projects, the general approach is indicated as under. 1. The bridge projects may be categorized in two basic types. The first type comprises of isolated projects or where type superstructure does not fall under important category. The second type of project is where the State-of-the-Art type of machinery are deployed and the quality assurance is also of higher grade. In this type not only individual bridge flyover projects of bid magnitude are covered but also bridges of relatively smaller length which form part of a big project being implemented with the latest type of machinery and specifications are covered. The overhead expenses would cover the following general site amenities including labour benefits and labour accommodation, stores, site establishment, quality control and site supervision by the contractor, water supply, electricity, insurance, minor T & P expenses sales tax on turnover etc for a major project, these items may cumulatively each a figure of even 30% for estimation purpose, however, the overheads are being restricted to 20% for major projects belonging to category-II. For category-I, many of the overhead items may not, however, come into reckoning and hence the overhead charges for this category is restricted to 10 percent. For manufactured items like bearing, expansion joints the normal site overhead of civil engineering works would not be applicable. These being factory produced items, different yardsites to cover procurement of raw materials, inventory, infrastructure input, excise duties, packing, delivery etc. need to be adopted. After taking various factors into account including installation cost, an overhead of 50 percent is considered reasonable and recommended for adoption. The Specification for Road and Bridge Works of Ministry of Surface Transport is under modification. In the transition period till the updated version is published, the present issue published in 1990 is being followed. For extremely aided projects, however, Ministry have brought forth a set of revised specifications earmarked as N1 is proposed to be followed for important and major works while for work of lesser category the existing specification with lesser input of machinery would be adopted. The items have accordingly been categorized. The nomenclature is brief and lined with relevant provisions of Ministry of Surface Transport specification with the objective that the same must be read with the specifications for the purpose of interpretation during various stages of execution of the project. In the standard data book only basic inputs are given. The rates for materials and labours are to be obtained from the local authorities for the area where the project is located. The project planning would involved assessment of the equipment input required to be given and accordingly adoption of rates for depreciation and operating charges of equipment.

For various types of superstructure and conventional types of substructure and foundation the component of formwork has been given in the percentage from, which can be adopted for general use for specialized works like slip form shuttering, shuttering for cantilever construction, precast construction, incremental launching, truss type of centering staging etc. rates would have to be analyzed. Normal method of curing has been covered in the schedule, for stream curing with necessary equipment; analysis would have to be separately made. In view of above and the provision of additional input for controlled concrete, no further provision for quality control may be necessary in the estimates. The mix proportions for controlled concrete are only for guidance for estimation since a design mix would have to be evolved in such cases, the actual consumption would have to be based on the same rather than the estimated proportions. Rates include provisions of necessary devices and other arrangements etc for traffic control but do not include construction and maintenance of temporary diversion. Provision of service roads / access to various locations in the area of the site has been accounted for in the overheads. For innovative types of structure like cable stayed bridges, suspension bridges, arch bridges, bowstring girder bridges erected by innovative techniques where erection stage is as important as the construction of the bridge components in terms of input of machinery, manpower and materials, special analysis is called for. For items pertaining to prestressing, for convenience sometimes data for one particular system has been adopted. The analysis would, however, hold good for all the systems prevalent in the country with modifications in inputs corresponding to the system, wherever necessary. For some items, certain size / Specifications have been assumed if sizes / specifications other than the same are adopted, corresponding modifications may be made in the inputs of analysis. Sample rates, as per current market trends and as ascertained from different quarters, have been given in appendix for some of the components of the items for guidance. These are to be updated / verified ascertained while firming up any estimate. The items do not cover all components of bridge projects for all situations. There may be specialized items for specific cases which need to be analyzed keeping in the view the basic approach. For common items, analysis given in part a1 may be followed to an extent applicable.
