Dear LOM President, Greetings from National President, "Festival of Learning" .....what a great idea .. tag line for the first ever Civic Conscious Week named as NIRBHAY 2013, designed by Program's team, to be organized by during August 1st - 7th 2013 by all LOM's. The idea is to create awareness about knowing Consumer rights, Environment, Rain water harvesting, Respecting women, Health conscious, Traffic rules, Casting of vote in order to imbibe the Civic Sense of Responsibility towards building a better citizenship, better society, better world. My heartiest appreciations to NOM Coordinator Jc Rajshree Bhaje and ND(Programs) Jc Alpesh Patira for their initiation, design of a needful idea - Nirbhay 2013. As a responsible Jaycee members of JCI India & as good citizens of India, we should celebrate our Independence by conducting civic consciousness awareness projects for the betterment of our country, by creating a positive impact on society & make it a better place to live in. A Jaycee initiated Civic Consciousness Week, with lots of Civic Awareness Projects ( CAP ) will focus on the following aspectes:

All together we will work for promoting civic consciousness to create another history. In todays scenario, In this world nobody is perfect in the world, but we can learn good things in life & we should improve our Civic Sense and responsible behavior. It will improve our personality & will give good impression on others. Although we are educated we will still be treated as uneducated in the society, if we are not behaving with a civic sense. Practicing good things & adopting good things in life will make our surroundings happy & healthy. We the human beings are the social animals & the society expects from each one of us to have some sense of respect for the needs of the society. To me this Sense of respect for society needs is Civic Sense. When more population with greater civic sense in the society will have great nation & bright future always. Let us see the few basic actions which elaborates the social needs :1) Respecting the laws of land 2) Keeping our surroundings clean 3) Respecting the queue system 4) Respecting the elders & women 5) Discouraging anti social activities like dowry & corruption 6) Being our own moral police 7) Respecting & helping the handicapped 8) Respecting the value of time 9) Loving and protecting the environment & nature. Since we live in India, we all know we have to go a long way in this direction & we should always try to improve. We should firmly believe that every thing starts from within & starts from us. It is very much necessary to observe that Education & Civic sense has no direct relationship, but Self Discipline & Civic Consciousness go hand in hand, we will enjoy more wherever we find such societies. If we want to live in a prosperous & healthy society and in a great nation , some simple actions each one of us can take care of as responsible citizens of India by developing our Civic Consciousness & Civic Response. we must instill a sense of duty, responsibility & obligation in our children We all know that charity begins at home, so let us give a Self Start by becoming a role model to our children. Be Aware of The Provisions of Consumer Protection Act, 1986 and become an enlightened consumer.

The Consumer Protection Act, 1986 is a benevolent social legislation that lays down the rights of the consumers and provides for promotion and protection of the rights of the consumers. The first and the only Act of its kind in India, it has enabled ordinary consumers to secure less expensive And often speedy redressal of their grievances. By spelling out the rights and remedies of the consumers in a market so far dominated by organized manufacturers and traders of goods and providers of various types of services, the Act makes the dictum, caveat emptor (buyer beware) a thing of the past. The Act mandates establishment of Consumer Protection Councils At the Centre as well as in each State and District. The Central Council is headed by Minster, In-charge of the Department of Consumer Affairs in the Central Government and the State Councils by the Minister In-charge of the Consumer Affairs in the State Governments. It also provides for a 3-tier structure of the National and State Commissions and District Forums for speedy resolution of consumer disputes. To provide inexpensive, speedy and summary redressal of consumer disputes, judicial bodies have been set up in each District and State and at the National level, called the District Forums, the State Consumer Disputes Redressal Commissions and the National Consumer Disputes Redressal Commission respectively.

It depends upon the cost of goods or services or the compensation asked for, where the cause of action arose or where the opposite party work or reside, and pecuniary jurisdiction. The provisions of this Act cover goods as well as services. The goods are those which are manufactured or produced and sold consumers through wholesalers and retailers. The remedy under the Consumer Protection Act is an alternative remedy in addition to that already available to the aggrieved persons/consumers National Consumer Help Line No. 1800114000 by way of civil suit. In the complaint/appeal/petition submitted Monday - Saturday 9.30 am To 5.30 pm 011 - 27662955,56,57,58 under the Act, a consumer is not required to pay any Ministry of Consumer Affairs, Food and Public Distribution Heavy court fees but only a nominal fee.

Pollution is the introduction of contaminants into the natural environment that cause adverse change. It is created mostly by human actions, but can also be a result of natural disasters. Pollution has a detrimental effect on any living organism in an environment, makingit virtually impossible to sustain life.

Air pollution occurs when gases, dust particles, fumes (or smoke) or odour are introduced into the atmosphere in a way that makes it harmful to humans, animals and plant. This is because the air becomes foul and dirty (contaminated or unclean). Encourage your family to use the bus, train or bike when commuting. If we all do this, there will be less cars on road and less fumes. Use energy wisely. This is because lots of fossil fuels are burned to generate electricity, and so if we can cut down the use, we will also cut down the amount of pollution we create.

Never throw rubbish away anyhow. Always look for the correct waste bin. If there is none around, please take it home and put it in your trash can. This includes places like the beach, riverside and water bodies. Do not throw chemicals, oils, paints and medicines down the sink drain, or the toilet. If you use chemicals and pesticides for your gardens and farms, be mindful not to overuse pesticides and fertilizers.
How can we ensure that our beautiful community is not polluted?

Land pollution is the deterioration (destruction) of the earths land surfaces, often directly or indirectly as a result of mans activities and their misuse of land resources. Greatest prevention to land pollution are the three R' Reduce Waste, Re-use things and Recycle things. Personal litter should be disposed off properly. We can separate household waste at home for recycling. More than half of our household waste could be recycled or re-used but once it is mixed up, it becomes more difficult to separate different components for recycling.

Land Pollution

Noise pollution happens when the sound coming from planes, industry units or other sources reaches harmful levels. Research has shown that there are direct links between noise and health, including stress-related illnesses, high blood pressure, speech interference, hearing loss. Community law enforcers should check the misuse of loudspeakers, worshippers, motorbikes with damaged exhaust pipes, outdoor parties and discos, as well as public announcement systems.

Anyone of us can help to make pollution free environment.


Organize small activities like planting trees, cleaning an area in the locality, visiting an animal shelter or volunteer for an organization which works towards creating environmental awareness.

Little changes in our habits and way of thinking can go a long way for pollution free nature. It's time we take steps to create environmental awareness.

Do Rain Water Harvesting


When you conserve water, you conserve life !

"Conscious collection and storage of rainwater to cater to demands of water, for drinking, domestic purpose & irrigation is termed as Rainwater Harvesting.
How to harvest rainwater: Broadly there are two ways of harvesting rainwater (i) Surface runoff harvesting (ii) Roof top rainwater harvesting Surface runoff harvesting In urban area rainwater flows away as surface runoff. This runoff could be caught and used for recharging aquifers by adopting appropriate methods. Roof top rainwater harvesting (RTRWH) It is a system of catching rainwater where it falls. In rooftop harvesting, the roof becomes the catchments, and the rainwater is collected from the roof of the house/building. It can either be stored in a tank or diverted to artificial recharge system. This method is less expensive and very effective and if implemented properly helps in augmenting the ground water level of the area. Following precautionary measures should be taken while harvesting rainwater:-

Rainwater harvesting is a technique used for collecting, storing, and using rainwater for landscape irrigation and other uses. The rainwater is collected from various hard surfaces such as roof tops and/or other types of man-made hard surfaces above ground. This ancient practice is currently growing in popularity throughout our communities due to interest in reducing the consumption of potable water and the inherent qualities of rainwater.

Benefites of Rain Water Harvesting

1) Roof or terraces used for harvesting should be clean, free from dust, algal plants, etc. 2) Roof should not be painted since most paints contain toxic substances and may peel off. 3) Do not store chemicals, rusting iron, manure or detergent on the roof. 4) Nesting of birds on the roof should be prevented. 5) Terraces should not be used for toilets either by human beings or by pets. 6) Provide gratings at mouth of each drainpipe on terraces to trap leaves, debris and floating materials. 7) Provision of first rain separator should be made to flush off first rains. 8) Do not use polluted water to recharge ground water. 9) Ground water should only be recharged by rainwater. Before recharging, suitable arrangements of filtering should be provided. 10) Filter media should be cleaned before every monsoon season. 11) During rainy season, the whole system (roof catchment, pipes, screens, first flush, filters, tanks) should be checked before and after each rain and preferably cleaned after every dry period exceeding a month. 12) At the end of the dry season and just before the first shower of rain is anticipated, the storage tank should be scrubbed and flushed off all sediments and debris.

In todays 21st century few common words, we hear every now & then are " VERY BUSY ", " NO TIME ". Actually we have time for every thing but "No Time for our HEALTH " though it is the most important part of our life, as we all know that " HEALTH IS WEALTH ". So, we have to be careful for our healthy past, present & future. The most important thing is that, as responsible parents, we are accountable for our childrens health, hygen, fitness, stamina, growth, activeness & extra curricullar activity, which depends on our diet pattern & healthy living standards.

Healthy lifestyle factors include fitness, diet and proper body weight, to live a long and healthy life.
A good diet is central to overall good health, though avoiding certain foods, like junk food and drinks may help prolong your life. Eating too much high-calorie food that are rich in simple carbohydrates (sugars) or fat could lead to weight gain or obesity resulting in avoidable health hazard.

Getting outdoors is also a key for good health, as sunlight is an important source of energy and particularly vitamin D. At present one in every four children is deficient in this vitamin, which is needed for building strong and healthy bones. Vitamin D helps our bodies to absorb calcium and phosphorus from our diets. Benefits of exercise The pressures of home and business life can make us feel that there's little time for exercise. Exercise means a healthier heart because it reduces several cardio-vascular risks, including high blood pressure and heart disease Being physically active can bolster good mental health and help you manage stress, anxiety and even depression. Regular exercise can help you achieve and maintain an ideal weight and reduce the risk of diabetes Weight controlling exercise, such as running is especially good in promoting bone density and protecting against osteoporosis which is when bones become thin, weak and break easily
Having a happy childhood may boost longevity, as a study suggests those who are unhappy in their youth have a greater risk of heart disease as adults.

As responsible citizens, we can make the roads safer for all by simply following some basic traffic rules. PEOPLE HOLD the government responsible for all the problems...
Driving is a huge responsibility that must be learned in steps and practiced over and over. We have to drive safely, obey the traffic laws, and respect the rights of other drivers. Not only should we concentrate on our own driving, but we should also be well aware of the other vehicles around us. Driving safely also includes how and where we park our car. Passengers in our car put their safety in our hands and expect us to drive safe as well. It is our responsibility, as a driver, to know the laws governing driving privileges. Road safety is a collective effort of the government and the people. Responsible driving and the right attitude of people with respect to traffic rules is perhaps the need of the hour as it is the first step on the long road to 100% safety on the roads.

Never jump Red Light Always obey and respect traffic signals. Jumping red light signal jeopardizes your safety as well as safety of other road users. Avoid over speeding & dangerous driving Always adhere to the prescribed speed limits while driving Slow down while approaching roundabouts, road crossings, speed breakers and negotiate them safely. Don't drink & Drive Don't mix drinking & driving. Drunken driving can prove fatal. Intoxication dangerously affect the perception,behavior and reflexes of the driver and drastically raises the chances of accident. Always wear a helmat Both the driver and the pillion seater on a two-wheeler should always wear ISI marked helmat. Tighten the chin strap of the helmat before riding. Remember, a helmat saves the head from dangerous/fatal injury. Minors not to drive As per law, children below the age of 18 years are not permitted to drive. Driving by minors can jeopardize their safety & that of other road users. The minor driver & the vehicle owner are liable for prosecution. Drive in your lane. Stop before stop line Choose & stick to your lane. Lane driving is sane driving. At intersection ,choose correct lane and don't block lane of other motorists. Always stop before the Stop Line. Always wear seat belt Wear seat belt before starting your car for your own safety. In case of accident/sudden braking, it saves motorists from crashing into dashboard etc. and getting injured. No parking on road All roads are meant for movement of traffic and not for parking. Parking on road causes obstruction to free flow of traffic. Avoid it. Park properly at authorised parking lots & sites only. When animals can follow certain rules for laning....

We will take utmost care of our career, life partners, childrens education & their future etc. But we will not at all bother about the leaders who will rule these factors at various levels.

We are doing a very big mistake by not casting our vote. We all know the importance of vote, we will regularly discuss about various politicians and their pros and cons, but we will simply miss the occasion in time to vote, though it is very simple and also very important.

Voting can make a tremendous difference, too, in state, regional, and local elections. Though things in large scale cannot be changed immediately, but definitely there will be an initiation for that at some point.
It is our responsibility to bring such a change. Motivate yourself, your parents, staff, friends, colleagues ,nearer and dearer ones to participate in healthy voting. Choose deserving persons/party in your region irrespective of the party and elect them. Explore your self and justify the genuineness of facts. Voting in a local, state, or national election is an exciting opportunity provided by democratic nations to their citizens. But some of us don't value that option when we fail to exercise our right to vote. Perhaps living in a third world nation where voting rights do not exist might change our minds.
There are many good reasons to vote, including the following: 1. Casting a vote allows an individual to express a choice among candidates who wish to become government leaders. It's up to each voter to locate available information about each candidate and to make an informed decision about how to vote. Rather than allowing potential leaders to hide weaknesses and wrong-doing from public awareness, a democratic voting process urges citizens to get involved and to share viewpoints about who should lead. Failing to register a vote is tantamount to saying you don't care. Few people truly remain oblivious to government leadership. Most have opinions about the way things should go, and they should use the voting process to express their preferences.
2. Voting provides a medium for citizens to support the democratic structure. If a majority of citizens chose not to vote, democracy might become a thing of the past, replaced by another form of government that might prove more elitist in nature. Registering to vote means that you believe in the democratic process and will participate in it to represent your right to freedom of speech.

If you're not registered to vote, you are missing out on a great national privilege and a significant personal freedom.
Recently MTech IIT (Mumbai) student has started a party named Bharat Punarnirman Dal party The members are Alumni of IIT. The only reason is same as stated. We should encourage such parties so that motivate educated Indian youths to enter politics/participate in Healthy Voting.

So friends, you all are requested to participate in Healthy voting regularly in the nearby and future Elections without fail. This message should passed to each and every voter for a good cause

I am very happy to give you all the basic information & knowledge for conducting, CAP ( Civic Awareness Projects ), which, I hope, will help you & save your time. Each Day one project & project details of the Topic which you will have gone through in the previous Pages of the Circular, those information you can utilize as a pamphlets.

Happy to inform you that for each days programme BANNER has been designed specially for you, as per the project From day 1 day 7. Only thing you have to do is just put your chapter name, presidents name, Secretarys name & Project Directors name & get the banner printed in size of 4 x 7.
The above Days shall be organized either by :1) 2) 3) 4) 5) 6) 7) 8) 9) Conduct Mass Rally in your city. Conduct -Elocution & Slogan Competitions . Distribute Pamphlets & Stickers to general public awareness. Get t-shirts or caps made with Civic awareness slogans written. Put Hoardings at the crowded area, busy squares, in front of government Offices & Colleges. Organize Seminars & Face to Face talk for the city people, students, Govt. Employee & Govt. Officers. Give Pledge to the school children & general public. Organize Awareness Sessions for society people. Organize Safe Driving Competition.

These things help create an awakening in the masses about Civic problems are and what we all can do to solve them.
Involve District Collectors, MROs, Civil Judges, Municipal Commissioners, RTOs, Pollution Control Board, Principals of Schools/Colleges etc for inauguration, valedictory and in every day program. Involve Press media & Electronic media, ensure excellent coverage in News Papers/ Local Cable Tvs etc.
