A database administrator (DBA) is responsible for the performance, integrity and security of a database. Additional role requirements are likely to include planning, development and troubleshooting. The database approach incorporates the following principles:

data remains consistent across the database; data is clearly defined; users access data concurrently, in a form that suits their needs; there is provision for data security and recovery control (all data is retrievable in an emergency).

DBA roles are increasingly identified by the databases, the processes they administer and the capabilities of the database management system (DBMS) in use.

Typical work activities


The work of a DBA varies according to the nature of the employing organisation and the level of responsibility associated with the post. The work may be pure maintenance or it may also involve specialising in database development. Typical responsibilities include some or all of the following:

establishing the needs of users and monitoring user access and security; monitoring performance and managing parameters to provide fast query responses to front-end users; mapping out the conceptual design for a planned database in outline; considering both back-end organisation of data and front-end accessibility for end-users; refining the logical design so that it can be translated into a specific data model; further refining the physical design to meet system storage requirements; installing and testing new versions of the DBMS; maintaining data standards, including adherence to the Data Protection Act; writing database documentation, including data standards, procedures and definitions for the data dictionary (metadata); controlling access permissions and privileges; developing, managing and testing back-up and recovery plans; ensuring that storage, archiving, back-up and recovery procedures are functioning correctly; capacity planning; working closely with IT project managers, database programmers and multimedia programmers;

communicating regularly with technical, applications and operational staff to ensure database integrity and security; commissioning and installing new applications and customising existing applications in order to make them fit for purpose.

Technology Management & Development :

Database Management Specialist Job Code/Title Job Description E4824:Database Administrator Stf The Mission Accomplishment and Regulatory Compliance Services (MARCS) Investment supports the Food and Drug Administration (FDA) Office of Regulatory Affairs (ORA) cri tical work to safeguard the foods, drugs, devices, biologics, and veterinary products that the Agency regulates. MARCS supports the import program staff in the field to do the import entry review including Prior Notice review, fieldwork assignment, and compliance decision-making for the millions of import entry lines that are received each year. MARCS systems also support the domestic business processes for planning and conducting inspections, federal/state partnerships, workload management, investigative operations, laboratory analysis, compliance work, and other critical initiatives. MARCS currently operates and maintains over 20 systems, including legacy applications and new services and components introduced to modernize and enhance the IT capabilities needed by ORA. Some of these functions are mission-critical and must be operational 24 by 7. FDA (and various contractors) developed these systems over the last 15+ years using a variety of technologies. JOB SUMMARY The Database Administrator will be responsible for Operations and Sustainment of the NES baseline. Responsibilities will include, but are not limited to providing software maintenance, problem analysi and resolution, data management and transmission assurance, process documentation and customer support to Government customer.

Detailed Description

PRIMARY DUTIES AND RESPONSIBILITIES The Database Administrator on the Exploitation Software O&S Team is responsible for providing software maintenance support. Candidate provides database administration for Oracle DBMS and Oracle Streams on a Red Hat Linux platform. Also responsible for troubleshooting and resolving database issues and problems, performing daily database backups, executing weekly database maintenance, performance tuning the databases, as required, and providing database programming support. Candidate monitors databases through the use of tools integral to the system and by the use of standard database administration practices. Applican will apply problem-solving techniques to identify and correct problems in the database and software. Candidate will develop processes and procedures for database maintenance and works with database team to determine a better set of metrics that contributes to process improvement.

Candidate participates as a member of the National Exploitation System Database Validation Team. Incumben is responsible for participation in meetings with NJVC and Government officials to discuss recurring systemic problems, error queue problems and user schedules. The position requires the incumbent to research the NE MIC Queues, evaluate Discrepancy Reports (DRs) and Request for Change (RFCs), and implement Correction Rules into NES MIC Queues in support of Messaging Information and Correction Queues and Profile Queues. Also required to develop queries to automate data validation steps, develop and document procedures for use of the queries and put into place for NES data validation, provide training to other member of the office on the use of procedures or newly developed queries and use statistical theory to ensure enough of the data is validated to provide a high degree of confidence on data flow integrity. Problem Analysis and Resolution Conduct analysis to determine cause for discrepancies realized through the routine data validation tests or customer defined problems. Generate Discrepancy Reports (DRs) and Requests for Change (RFCs) and track progress made to rectify discrepancies. Attend DR and RFC Review Meetings. Participate in Technical Exchange Meetings (TEMs) with various Government Technical Officers and External Customers to determine procedures, modifications, software modifications, hardware

modifications, or development of future technologies or capabilities related to data management or data validation. Data Management Conduct routine data validation procedures using queries to determine integrity of the NES system. Determine changes to the system and data structure to manage data in the most efficient and easily accessible manner. Prepare Standard Queries used to generate standard or custom reports for customers and management. Monitor trends and use information to identify needs system changes or changes to routine processes. Data Transmission Assurance Identify data corruption as it occurs, identify non-compliance to approved data structures and interface standards, and create metrics and reports. Negotiate problem resolution with external customers and ensure adjustments are made to accommodate 100% accurate data flow into NES, the National repository for all imagery intelligence reporting. Trade and isolate data flow problems across the network infrastructure within and external to the Customers communication lines. Attend Technical Exchange Meetings (TEMs) with DSSCS, GENSER, SOCOMM Network representatives across the intelligence community to resolve transmission problems.
Job Requirements

EXPERIENCE REQUIREMENTS Bachelors degree, preferably in Computer Science or related technical discipline, and 3-5 years of relevant experience or equivalent relevant experience.

Candidate ideally has 3-5 years experience in the following: Oracle software and maintenance of Enterprise databases, testing and applying Oracle release updates, monitoring, managing, and maintaining backup and recovery schedules for database servers using various Oracle and vendor supplied back-up tools, maintain dat access control policies and ensure compliance with Government audit policies, reviews, tests and applies database and database server patches. The job also entails monitoring database performance, working with other team members to improve overall performance, enforcing database policies and procedures, and providing database administration for developers and team members. Position is located at customer location and will require frequent customer interaction. Candidate must be able to work independently and in a group environment. Modifies and/or adapts techniques and standard approaches to solve moderately difficult problems and must be highly self-motivated. Desired experience: Linux, UNIX and systems administration. Knowledge of Solaris and Red Hat Enterprise Linux are highly desired. Process documentation and experience with Government customer programs and facilities are a plus. Proven knowledge of formal change management and incident management processes (ITIL).
