2011 SURVEY OF ENTERPRISES IN THE PHILIPPINES

Dear Sir/Madam: The National Statistics Office will conduct the 2011 Survey of Enterprises in the Philippines (SEP) in August 2012.The 2011 SEP will collect financial data and other information of the enterprise. Statistics generated will be used to improve compilation of the Philippine System of National Accounts and related key economic indicators which are important basic inputs for evidence-based macro-economic planning and policy and decision-making by the government and private sectors. This Office is authorized to collect information from businesses and industries under the Commonwealth Act 591 (CA 591).The information collected shall be kept strictly confidential and shall not be used for purpose of taxation, investigation or regulation under Section 4 of CA 591. DEFINITIONS AND CONCEPTS


Enterprise is the smallest legal unit producing goods or services, which benefits from a certain degree of autonomy in decision-making, especially for the allocation of its current resources. It carries out one or more activities at one or more locations. It maintains all records relating to its production activities and transactions including financial and balance sheet accounts from which international transactions, international investment position (when applicable), consolidated financial position, and net worth can be derived. An enterprise may be simple or complex. A simple enterprise is an organizational unit comprising of an establishment or multiple establishments engaged in the same industry, regardless of its location; while a complex enterprise consists of multiple establishments operating in multiple industries and/or multiple location. Parent Company is an entity with one or more subsidiaries. It may have establishments, plants, divisions, branches, under its control. Subsidiary is an entity that is controlled by a separate higher entity called the parent company. The controlled entity maybe a corporation or limited liability company and in some cases can be government owned or controlled corporation. It may have one or more establishments, plants, divisions, branches. Establishment is an entity with the most homogeneous level in terms of production. It can provide information on total production output, cost of materials, services and wages and salaries. An establishment is an economic unit under a single ownership or control, i.e., under a single legal entity, engaged in one or predominantly one kind of economic activity at a single fixed location. Coverage of the 2011 SEP The 2011 SEP covers enterprises in the country primarily engaged in the production of market goods and services in the following 18 sections as defined in the 2009 Philippine Standard Industrial Classification (PSIC): 2009 PSIC Sections: ABCDEFGHIJKLMNPQRS1. Ancillary Establishment is the unit that undertakes auxiliary or supplementary activities with the sole purpose of producing one or more common type of goods/services for intermediate consumption within the same enterprise. Examples of ancillary establishments are garages and repair shops of transport establishments, research laboratories of pharmaceutical companies, administrative offices which primarily serve their parent units. Total Employment refers to the total number of persons who work in or for the enterprise as of November 15, 2011. This includes paid employees, working owners, unpaid workers and all employees who work full-time or part-time including seasonal workers. Included also are persons on short term leave such as those on sick, vacation or annual leaves and on strike. Excluded from the count of total employment are consultants, homeworkers, workers receiving pure commission only, workers on indefinite leave, silent or inactive partners and members of cooperative who are not involved in the operation of the cooperative. Revenue refers to cash received and receivables for products/by-products sold and services rendered.

Sale/Disposal of Assets refers to the actual amount received/realized (not book value) from the sale of assets during the year including the value of assets transferred to other subsidiaries of parent company. Losses and Damages refer to the decrease in the book value of assets due to theft, major catastrophe, and other accidental destructions. Depreciation of Assets is the total amount set aside for the year to cover the decrease in the value of fixed assets owned by the enterprise because of foreseen obsolescence, wear and tear as a result of operation and normal amount of accidental damage. Amortization of Assets is an amount allocated for the year to cover the consumption of the value of intangible asset. 15. INVENTORIES
Report the value of all inventories owned by or under the control of this enterprise at the beginning and ending of 2011. Inventories refer to stocks of goods owned by or under the control of the enterprise as of a fixed date, regardless of where the stocks are located. Goods for resale consist of goods acquired by enterprises, such as wholesalers and retailers, for the purpose of reselling them without further processing, that is not transformed other than by presenting them in ways that are attractive to the customer. Real estate for sale are real properties of enterprise such as land and land improvements and buildings. Raw materials/direct materials/other materials and supplies are materials and supplies intended for use as intermediate inputs. Finished products refer to the value of products produced by this enterprise that are ready for sale/shipment. Work-in-progress: For Agricultural enterprise, refers to the value of products of the enterprise that have not yet reached the final desired state and are not ready for sale/shipment. For Industrial enterprise, refers to the value of all materials which have been partially processed by the enterprise but which are not usually sold or turned over to other enterprise without further processing.
