Friends, A political revolution for a better India is underway. A revolution for a corruption-free India, an India that our founding forefathers and ordinary citizens dreamt of about 60 years ago. An India that we all wish for a land where every man, woman and child has the right and privilege to lead a fulfilling and nurturing life, free from all kinds of oppression. Today nobody can say that India has achieved this. Let us face it We all, at some point have vented our frustration with the corrupt and unaccountable system in India where scams have almost become a daily routine now. Let us not forget- Corruption derails the building of essential infrastructure which translates into human suffering and leads to failure in the delivery of basic services like education, healthcare, food, water and electricity. A closed centralized policy decision making where power vests with few politicians, without the direct involvement of its citizens only adds to the suffering of a common man. These politicians are forgetting that they are public servants and they are there only to serve the nation. Corruption has become so rampant today. And because there is no independent investigating agency, those who indulge in high level corruption walk free with impunity and never go to jail. As per the latest (2012) corruption perception index report from Transparency International, India ranked 94th out of 174 countries scoring 36 on a scale of zero to 100, where zero is "highly corrupt" and 100 is "very clean". What more to expect really when we have sitting MPs, MLAs facing corruption charges and 369 of them actually facing charges of crimes against women. Shocking- isnt it? This has to change. Unaccountable leadership and ineffective public institutions underscore the need to take a much stronger stance against corruption. We must stand up together now and act to send a clear message enough is enough. Time for the change is NOW and so let us summon a new spirit of patriotism, of responsibility, where each of us resolves to pitch in.

Arvind Kejriwal, (born on 16th August, 1968), is a social activist, crusader against corruption and the national convener of AamAadmiParty. He graduated in B.Tech from IIT Kharagpur in 1989 and joined Tata Steel, but quit his job in 1992 to spend some time working with Mother Teresa's Missionaries of Charity. Later in 1992, joined IRS (Indian revenue Services) after qualifying through Civil Services examination and soon realized that much of the corruption prevalent in government owes to lack of transparency in the process. In December 1999, while he was still in service, he founded a movement named 'Parivartan', a Delhi based citizens movement which works on ensuring just, transparent and accountable governance. Thereafter, in February 2006, he resigned from the job as Additional Income Tax Commissioner, to work full-time at 'Parivartan'. Together with Aruna Roy and others, he campaigned for the Right to Information (RTI) Act which was later passed in 2005. He was awarded the Ramon Magsaysay Award for Emergent Leadership in 2006, for activating India's Right to Information movement at grassroots and social activities to empower the poorest citizens to fight corruption by holding the government answerable to the people. In 2006, he was awarded as CNNIBN, 'Indian of the Year' in Public Service. One of the main architects of the Janlokpal Bill or Anna movement in 2011, he was awarded as NDTV Indian of the Year in 2011. Arvind is also the author of the book Swaraj that talks about decentralization of power.

Why was AamAadmiParty Formed? For the past two years millions of common Indians came out on streets to fight against the
biggest evil in our country today - corruption. This people's anti-corruption movement has exposed the ugly and greedy face of our politicians. No political party in India today works for the common man's needs. The Janlokpal Movement was a call to all the politicians of India to listen to the common man's plea. For almost 2 years we tried every single way available to plead our cause to the government peaceful protesting, courting arrest, indefinite fasting several rounds of negotiations with the ruling government - we tried everything possible to convince the government to form a strong anti- corruption law. But despite the huge wave of public support in favour of a strong anti-corruption law, all political parties cheated the people of India and deliberately sabotaged the Janlokpal Bill. The time for peaceful fasts and protests is gone. This is the time for action. Since most political parties are corrupt, greedy and thick skinned, it's time to bring political power back into the people's hands. Our aim in entering politics is not to come to power; we have entered politics to change the current corrupt and self-serving system of politics forever. So that no matter who comes to power in the future, the system is strong enough to withstand corruption at any level of governance.

How is AamAadmiParty different from other parties?


Aam Aadmi Party (AAP) is your party. There is no high-command culture like in other parties. Candidates contesting elections from an area will be selected by the people of that area and not by the high-command. AAP believes every public representative has to lead a life of an ordinary man and that means No MLA or MP of this party will use red lights or any other beacons on his or her vehicles. No lavish government bungalows and No special security either. No one with a criminal record or proven corruption charges could stand for elections from your party. AAP believes in total financial transparency. All donations even those not required to be disclosed under current law are put out in the public domain. List of donors with donation amounts are updated frequently on the website for everyone to see. Likewise all expenses will also be publicly declared on the website. AAP doesnt believe in dynastic politics. No two members of the same family will be given tickets to contest elections or can become members of the executive body. Party has internal Lokpal headed by eminent people like Justice Bhagwati Prasad, retired Chief Justice of Jharkhand High Court, Ex. Navy Chief Admiral Ramdas and Ilina Sen to enquire into complaints of violation of Code of Conduct with a final verdict within three months. AAP is fully committed to the principles of gender equity and will represent women & students at all levels of party organization. AAP believes in principles of justice for all and thus will be represented by all sections of society at all levels of party organization.

AamAadmiPartys Vision We want to create a system where the political leaders we elect and place in the Parliament are directly
responsible to the voters who elected them. Our party's vision is to realize the dream of SWARAJ that Gandhiji had envisaged for a free India - where the power of governance and rights of democracy will be in the hands of the people of India.

If voted to power, we will do below right away We believe corruption is the root cause of majority of the problems in our
nation like rising prices and in basic services like healthcare, education, food, water and electricity. So to make the most impact, we will initially focus on cleaning the system, with following set of measures with a sense of urgency. Janlokpal Bill, AAP will pass this powerful anti-corruption law to remove corruption from our system. Under this law, no political party can manipulate to protect highly placed corrupt public officials from independent investigation, seizure of tainted property, prosecution, expeditious trial and conviction within a year or so. Here are the salient features of Janlokpal Bill: Lokpal in the Centre and Lokayukta in each State will be set up. These institutions will be completely independent of the governments, just like the Supreme Court and the Election Commission. No minister can influence their investigations. If any work of any citizen is not done in prescribed time in any government office, Lokpal will impose financial penalty on guilty officers, which will be given as compensation to the complainant. So, you could approach Lokpal if your ration card or passport or voter card is not being made or if police is not registering your case or any other work is not being done in prescribed time. Lokpal will have to get it done in a months time. The entire functioning of Lokpal / Lokayukta will be completely transparent. Any complaint against any officer of Lokpal shall be investigated and the officer will be dismissed within two months.

CVC, departmental vigilance and anti-corruption branch of CBI will be merged into Lokpal. Lokpal will have complete powers and machinery to independently investigate and prosecute any officer, judge or politician. It will be the duty of the Lokpal to provide protection to those who are being victimized for raising their voice against corruption. We will enact a Right to Recall law wherein the common man does not have to wait for 5 years to remove a corrupt MLA or MP from office. People can complain to the election commission anytime to recall their representative and call for fresh elections. We will enact Right to Reject law, We know that almost all the candidates are either corrupt or criminals. But our current voting system forces us to choose any one candidate and waste our vote on someone we know is unfit for the job. We the people's party plan to give the voter an alternate choice - a Reject All button. All voting machines shall have a reject all button at the bottom. If you dislike all candidates, you will have an option to use this button. If this button gets majority of votes, the elections to that constituency will be cancelled and fresh elections will be held within a month. The parties and candidates rejected in the cancelled elections will forfeit their right to contest again in the re-elections. This will build pressure on all parties to field good candidates for a vibrant democracy. Power Decentralization, In a true democracy, people have the power. Governments should be responsible to the people, not the other way around. This is the goal of Aam Aadmi Party - to give the power back in the hands of the people of India. This model is operational in many countries and will work in India.

This nation is vast; the peoples problems are various. Workers and experts from the people's party will vi sit each and every corner of the country and talk to the people. We shall directly ask the people about their problems and work together to find solutions. On all other issues of concern, dialogues will be held and solutions will be found via consensus. Many subject matter committees have already been made to formulate our partys stand on such subjects. That is how the manifesto of the AamAadmiParty will be prepared.
