This Master Plan 3 is accomplished by the collaboration form
government and private sectors with the same path of vision in
developing Thailand automotive industry as of year 2021: Thailand
will be the world manufacturing base with supply chain that
enhances domestics value added and environmental friendly
which have to be driven simultaneously and systematically. For

During the past period, Thailand Automotive Institute (TAI)
was a part of many activities that supported and developed Thailand
automotive industry both directly and indirectly. The latest successful event was the Press conference of the achievement
preparation of Automotive Industry Master Plan 3 (Year 2012
2016) on November 30th, 2012. Dr. Witoon Simachokdee, the
Permanent secretary of Ministry of Industry (MOI), honorable
presided over this event at Choonhawan room, MOI.
Additionally, there are several hot issues that impact to
Thailand automotive industry; for example, escalating volume of
new car from the 1st time car buyer, tax redemption scheme and
increasing the minimum wage rate to 300 THB, so on. Many are
now questioning if these and some factors like Technology, Human
resource, Automotive development model and Growing of automotive
industry would be threats or effect to other sectors; for instance,
traffic jam, pollution or environment. You will find all answers from
this issue.

period of Jan-Nov 2012 is 2,232,364 units which
increase 64% compared to the same period of
last year. As a result, Ministry of Industry (MOI)
and the Federation of Thai industries (F.T.I) co-organized the
celebration of Thai Auto 2 Million Celebration: The New
Dimension Drives the World on November 30, 2012. Domestic
auto sale is up to 75% compared to last year of the same
period, or 1,291,094 units by passenger and commercial
vehicles share 50:50 of the market. On the other hand, total
number of motorcycles manufacturing in form of CBU is
2,422,777 units or increasing 28% from the same period of
last year and its domestic sales rise up to 5% from year 2012s
period or 1,977,170 units.
The volume of export auto is 940,374 units; 34% up from
last years while total number of motorcycle export in form of
CBU and CKD is 770,976 units which reduces 24% from year
2011s with the proportion of CBU to CKD at 287,542 units:
483,434 sets.
Manufacturers and assembling reported that auto part
export has value of 201,958 MB1 or 20% increasing from the
same period of last year which consists of OEM and part
154,470 MB, Engine = 25,219 MB, Spare part = 18,473 MB,
Others = 2,250 MB and JIG & DIE = 1,546 MB.

During Jan-Nov 2012, total export value of automotive and auto


part is 913,871 MB2 , which is risen up 26% from the same period
in 2011. It consists of auto export = 437,387 MB (34% increased),
motorcycle export = 32,785 MB (up 47%) and automotive part
= 443,700 MB (add up 18%) (Auto part = 426,853 MB and
Motorcycle part = 15,761 MB).
For the import market, there are autom
motive and auto part
imports worth 536,722 MB which escalaates from year 2011 in the
same period for 49%. Auto impoort has value of 67,283 MB or
50% increasing. Whereas, mootorcycle import has value of 3,410
MB, that explodes to 1888%. Auto and motorcycle parts have
total value worth 450,2668 MB and 15,761 MB, respectively, from
the total of 466,029 MB or 49% expansion.
As a result, trade balance in the period of Jan-Nov 2012
has surplus expport value 377,149 MB to import or 3% multiplied
from last yearss

Thhere are 2,232,364 units of total auto manufacturing, which


is classified as Passenger car = 859,910 units, 1-ton pick-up =
1,332,9333 units and commercial vehicle (excluded 1-ton pick-up)
= 39,5211 units. Total auto manufacturing goes up 64%, due to
commerccial vehicle production that has the highest growth rate
at 115%.

Passenger car market 620,141 units have been sold, which


go up 78% compared to the same period of year 2011. Passenger
car with capacity of 650-1,500 cc. is in the top rank sale or 431,252
units (boosted up 128%), according to the 1st time buyyer taxx
redemption scheme.Conversely, sale volume of 2,,501-33,000 cc.
capacity cars have been slasshed downn -552%
1-ton pick-up is soldd 604,270 units or 75% add up from last
year. The 4-door type has the highest growth rate at172% or
208,830 units, whereas, PPV is sold 66,400 units with the growth
rate at 85%. The 2-door type has the highest sale volume at
329,040 units, 42% adding up.
For the commercial vehicle (excluded 1-ton pick-up) is
referred to Truck < 1-ton, Truck < 5-ton, Larger truck, Van and
Bus. It has total sale volume at 66,683 units, which increases
42% rising up from the same period of year 2011. The truck >
10-ton has the topmost growth rate at 76% while Bus has the
undermost sale growth or reducing -38%

that total auto export value is 437,387 MB, increasing from Jan-Nov
2011 at 34%. The largest proportion of export is van and pick-up
with value of 295,640 MB, which is the highest rate of growth
(131%). Then passenger car with value of 124,719 MB and
decreases 28% from last year
Furthermore, by considering the customs data, it shows
that auto import has worth 67,283 MB. It goes up from last years
for 50 %. The passenger car has been imported the most and
value ups to 40,444 MB, boosted up 68% from year 2011s. The
commercial vehicle and Truck, together, are rose 29% from Jan-Nov
of year 2011 with value worth of 26,839 MB.

2. Motorcycle
As of Jan-Nov 2012, total motorcycle manufacturing is
2,422,777 units, 28% increased from year 2011s. Manufacturing
of Family-typed is increased 26% (2,184,272 units), while

(Auto part export = 426,853 MB and Motorcycle part export =
16,842 MB). The highest export value in this category is OEM
and part with the value of 176,690 MB.
On the other hand, the import value of auto part from the
past 11 months of year 2012 is 466,029 MB, multiplying from
year 2011 to 49%: Auto part = 450268 MB and Motorcycle part

In the next 3 months (Dec 2012-Feb 2013), it is forecasted
that the total manufacturing will be 458,084 units, average at
152,695 units/month. 56% (or 255,302 units) of total manufacturing
is for domestic sale and the rest (202,782 units) is for export.
Over half of manufacturing is 1-ton pick-up and PPV or 58%.
Eco car and small cars (less than 1,500 CC.) are 26% of total

1. Thailand economys condition in the first 10


months of year 2012
The condition in Q3 of Thailands economy was grown 3%
compared to Q1 and Q2 which were 0.4% and 4.4%, respectively.
Due to the expansion of domestic demand; especially, household
spending, the Government expenditure and investment in
manufacturing, these were caused from development of
non-industrial section; particularly, agriculture, construction,
trading, hotel and restaurant. Nevertheless, the export and
manufacturing in industrial section were shrunk. In the conclusion,

the first 9 months of year 2012, Thailand economic expansion


was 2.6%. After seasonal adjustment, Gross Domestic Product

(GDP) in Q3 was rose 1.2% from Q2.


In October 2012, Thailands economy showed signs of
recovery from the global economic recession, noticeably, from
increasing figures of economic indicators comparing from previous
months; including, agriculture production index, industrial
manufacturing index, private sector consumption index, private
sector investment index as well as low base, causing major
economic indicators growth highly over the same period of last
year in both consumption and manufacturing. As details below:

1.1 Escalating in household consumption


The private sector consumption index in October 2012 rose
up to 9.2% compare with the same period of last year, according
to 5.2% increasing during Q3, which was a consequence of the
1st time car buyer tax rebate scheme along with confidence of

1.2 The accelerated growth of the private sector


investment
The index of private sector investment as of October 2012
expanded 16.4% comparing to 14.3% in Q3. The investment in
machinery and equipment was expanded according to the import
of machine for replacement, caused from last year flooding
disaster, in almost every industry sectors, additionally, and to
prepare for increasing in domestic demand and the global
economic recession recovery. On the other hand, the expansion
of investment in construction sector based on residential and
commercial investments, significantly. The private sector investment
index of the first 10 months of year 2012 went up to 12.4%.

Export value increased 14.4% compared with 3% decreasing
in Q3. Major export commodities were rice, cassava, automotive,
computer and part and electronic appliance which stepped up

maintenance Training for training and practicing in preliminary repair
and maintenance project to students and public at Baan Don Koy
School (Kongsom-Oad Rat-Bumrung), Pachee district, Ayutthaya on
December 15th, 2012.
Dr. Patima Jeerapaet, the President of TAI, and Lt. Gen. Poonpirom
Liptapanlop were honorable guested for class visit. This project will
create job opportunities for students and public who lack of educational
fund to obtain vocational knowledge of Basic repair and Preventive
maintenance that lead to further potential development and build their

Yesterday (December 26, 2012), Mrs. Chureerut Suwanvithaya,


the Vice president of Thailand Automotive Institute (TAI), gave opening
speech for the campaign program of Lets have car checked before
traveling for confidence in safety along the way, together with Pol.
Maj. Gen. Piya Tavichai, the Thai Traffic Police Commander and Mr.
Manus Daomanee, the General manager Technical Service Department
of Toyota Motor Thailand Co., Ltd.
This campaign was originated from integration of 3 parties: TAI,
Thai Traffic Police and Toyota, to support the zero accident promotion
which would be held on December 26 - 28, 2012 at the Royal Plaza,
Suan Amporn Park by providing free pre car checkup for all makes
and all models to publics; including the knowledge of driving safety
under the concept of the best protection from accident is the prevention
first through pre checkup of your car before travelling, especially,
during this coming long holidays of New Year 2013.

On January 30th, 2013, Thailand Automotive Institute (TAI),


with the support from BOI Unit for Industrial Linkage Development
(BUILD), Thailand Board of Investment (BOI), organized a seminar
for ending the Production Link to Support the Investment of Automotive
Industry project. Mr. Boonrux Saphyakhajon, Executive Director,
Investment Promotion Bureau 2, BOI, honorable gave the opening
speech and Mrs. Chureerut Suwanvithaya, Vice President, TAI, delivered
the welcoming speech and reported.
The summary of feasibility study of this project as of year 2012
was presented by Ms. Rachanida Nitipathanapirak, Senior Specialist
and Mr. Chanudol Churuangsakul, Specialist, representatives of TAI
Additionally, automotive and auto part manufacturers (1st Tier)
also participated this event by discussing and proposing policy of
purchasing requirement. At the end, there were business matching
activities (middle market), as well.

According to the escalated of fuel, gas and oil in the world


price market and there are potentials of their running out within
the next few years. This shortage will affect to all sectors; especially,
In-land transportation, which use automotive as the primary tool.
I realize this issue and have changed my daily travelling behavior;
for instance, using more public transportations like BTS, MRT or
Bus instead of driving my own car. It saves me a lot and I can
manage my travelling time (in case of taking BTS or MRT).
However, if I get stuck in the traffic or on the rush, I can call the
service from motorcycle. It is quick and worry free for finding a
parking spot, which is sometimes hard to find and it is expensive;
especially in the center city.

1. Select the right car for you


The bigger of engine is the more consumption of fuel. Size
of engine is up to capacity of piston displacement, which has
unit in cubic centimeter (cc.). However, to clarify the size of
engine is also depended on type of vehicle as well for example:
Passenger car with capacity of 1,500 cc. is a small engine. On
the other hand small truck and pickup are in small engine section
if they have capacity of 2,500 cc. Thus, you also have to consider
the purpose of your usage. If you have to load heavy cargo, you
should buy a truck with higher capacity.
Alternatively choosing the new high technology such as
Hybrid Electric Vehicle is an alternative to save energy because
its fuel consumption rate is only half of regular vehicle, which
saves your money. Nowadays Hybrid Electric Vehicle has been
imported for sale in Thailand, but the selling price is still high.
Thus, you have to consider in several aspects and pros-cons
before making decision.

2. Follow schedule of Routine Maintenance as


defined in manual booklet or recommendation from
mechanic for each model
Regular routing check as defined in the manual booklet is
important because the well maintained engine will remains in
good performance and normal rate of fuel consumption. It also
increases safety for you during driving. Here is a list of items

There are several kinds of engine oil sale in the market:
Regular, Semi-synthetic and Fully synthetic, which have different
benefits caused from proportion of components. Each type has
different qualification; i.e., Lubricant, Condensing heat, Rustproof

For oil change, you should buy the certified and authentic
one from well-known institutes such as API, SAE, etc. The rules
for selecting the right choice of oil engine are depended on
several factors; for instance, purpose of use. You can ask for
advice from mechanic at the shop you are getting service. The
shop must have qualified equipment with standardized procedures
and does not replace recycled oil to your vehicle; including, oil
filtered should use the one with standard paper filter as well.
Dont forget to have oil changed and filtered as defined by
distance/period which differs by each oil type; for example, 5,000
km., 8,000 km., 10,000 km. or 3 months.
Selecting the right oil, getting oil changed and filtered as
recommended regularly will reduce friction force in the engine
and fuel consumption rate as well as extend engines operation
life longer.
Regular check air filter, clean and replace air filter are
all recommended
You have to check air filter regularly and clean it by using
high pressure air blower if it is dirty or replace the new one when
it is expired or very dirty. If you cannot examine it yourself, you
can bring your car to the shop to replace air filter as defined
distance or period from mechanics. More fuel used, if filter is
dirty.
Make sure coolant level in radiator is in the rage of
marked lines
Always check level of coolant in the radiator if it is in between
Min Max level, yet I recommend you to fill it up to the Max
level. If coolant is lessen, you may refill with a mixing of distilled
water and coolant in the proportion of 10:1 or as recommended
by manufacturer. Coolant has a function of reducing engine heat
during running; therefore, if it less than min level, the engine will
be overheated and caused damage. In contrast, if its level is
overflown (over Max level), the high pressure from boiled water
will push the radiator cap out and caused danger as well.
Inspect water level in battery
Regularly inspect water level in the battery if it is in defined
level. If it dries out, engine will not start. Oppositely, water level
is too high, it will be expanded after heated and acid in battery
will leak out which cause corrosion of other parts

Regular inspecting air tire as stated from manufacturer,

Inspect Fuel system

4. Drive with care, habitually will less your cost

If we have good driving technique, drive it habitually. You

In general, Internal Combustion Engine or ICE generates

either liquid or gas when combustion process i.e. thermal

using electric energy to operate the motor converting into the

and potential energies and transforms them into electric energy

Anyway, HEV technology is the pioneer of blending between

2. Plug-in Hybrid EV (PHEV) is similar to the HEV but it


can store and recharge the electric from the external electric
supply. There are 2 types: Extended Range EV (EREV) and
Blended PHEV. The EREV mainly uses electric energy for its
operation, whereas Blended PHEV is optimized to run both
energies. Thus, size and design of battery and engine as well
as driving distance of each type are different as shown in
figure 1. From existing market, here is a sample of comparison:
Volt invented by Chevrolet (see figure 2) is EREV and Prius
Plug-in from Toyota (see figure 3) which is the blended PHEV
and has been sold since 2012. This Prius Plug- in model is
developed from previous Prius model using Ni-MH battery
typed as the source of power with capacity of 1.3 kWh. For
new Prius Plug-in, the Li-ion battery with capacity of 5.2 kWh
has been replaced and it can run up to 20 km by the electric
motor. This driving distance is able to response to the total
average of day trip distance requirement in Japan up to 40%
(see figure 1). Conversely, the Volt is run by electric energy
for 64 km and fit the US consumers day trip distance requirement
up to 78%. It shows that PHEV is more practical in daily use

3. Battery EV (BEV) is operated by using purely electric

energy storing in the battery from external electric supply.


Driving distance depends on motor and battery sizes that are
installed to replace the engine and fuel tank. Mostly Lithium
Ion (Li-ion) battery type is used in BEV that has high intensity
of energy approximately 120-180 Wh/kg. The small BEV
model (4-5 seats) is normally used 10-30 kWh and able to run
for 150-200 km per charge with highest speed rage 100-160
km /hr including 4-7 hours for normal charging or 15-30 min
for quick charging filled up to 80%. Mitsubishi motor introduced
the first BEV on July 2009 called i-MiEV, 4-door with 16 kWh.
It is interesting that Mitsubishi i-MiEV ran the EV test at extreme
temperature as shown in figure 4. In Japan the MSRP1 of
i-MiEV (exclude subsidy from the government) is about 3.98
M2 (approximately 1.47 MB3 ). Only in Japan market, the
government subsidizes 1.14 M/unit (or 0.42 MB) to every
buyer. Thus it costs only 2.84 M or 1 MB. i-MiEV was exported
to sale in Europe market on January 2011. Recently Mitsubishi
develops new model of BEV from car to mini-van for small
loaded (see figure 5). This model is called Minicab MiEV with
two options of capacity; 10.5 kWh Li-ion battery and 16 kWh
Li-ion battery. The MSRP price range is 1.7-2.05 M (or 0.6290.759 MB), buyer will pay less than MSRP due to subsidy from
the government 0.7-0.9 M (or 0.26-0.333 MB)
Nissan motor launched the new model of BEV called
LEAF for domestic sale and export to the US in the end of
year 2011. This model installs 24 kWh Li-ion battery (as shown
in figure 6) and uses IT technology for travel planning to
recharge the battery faster during travelling [3]. This diminishes
the weakness of BEV in distance of driving. Though, the price
range of BEV is higher than the normal vehicle with the same
capacity, it is clearly that the Japanese government supports
this EV industry as it is still risky for this pioneer stage of such
a new technology.

HEV has been being popularity in developed countries


for almost 10 years, while Thailand has just interested in HEV
technology due to the domestic production. On the other
hand, PHEV and BEV have been recently manufactured for
sale in developed countries for few years. Meanwhile, they
are demonstrated and promoted to be used in large cities,
which have abilities to reduce pollution and improve higher
efficiency of vehicle. Although, BEV does not emit pollution
from itself, we have to consider the pollution of generating
electric power as well. Between PHEV and BEV, most would
prefer PHEV because it is likely to be able to fulfill consumers
requirements in using electric energy, which has limitation in
battery technology and capacity of long distant driving, and
prolong driving distant by switching to engines operation.
Nevertheless, it is better that we closely follow up for any
progress of new EV technology development.

OBD stands for On-Board Diagnostic. It is tracing and


checking if engine operates properly by computer circuit board
in minute by minute. In general, OBD needs to run along with
other parts and been called OBD system. The OBD system testing
will check the OBD system installed in the vehicle in terms of
capability and durability. In the simulated process, the vehicle
is tested with the defective component or device fitted, which
linked to the engine (simulation of malfunction), or using the
defective catalyst or electronic; for instance, defected by
combustion (simulation of deterioration). It examines capability
of Electronic Control Unit (ECU) system if it can find any unusual
of system. If ECU system operates properly, the light of engine
image on the instrument clusters will be shown. In addition, we
also able to use the Scan tool for testing the code or combination,
the figures read from ECU and Scan tool must match. Thus,
engine system and ECU must be able to control emission of
pollutant level not over the maximum limitation and under
restrictions.
The OBD family may be defined by basic design parameters
which shall be common to vehicles within the family. In some
cases, there may be interaction of parameters. These effects
shall also be taken into consideration to ensure that only vehicles
with similar exhaust emission characteristics are included within
an OBD family. Parameters of these vehicles, which are considered
to belong to the same engine/emission control/OBD system
combination, are described as following as

lines; especially, luxury high price car for additional convenience
to their customers. However, throughout these years, there is no
required regulation to inspect the operation of OBD, particularly

The current condition of Thailand automotive industry was
remarkable throughout past 50 years. In year 2012 our
production volume reaches 2 million cars, which takes only 7
years since we overcame the 1 million cars milestone in year
2005. Due to the governments policies that have supported the
industry and 2001 flooding crisis are caused manufacturers to
increase their production capacities to response and complete
consumersdemands. By 60% of total production is for domestic
sale and the other 40% is for export; excluded waiting list for
production. Thus, in fact, we are able to produce more than 2
million cars or 2.4 million cars at present. This industry contributes
nationals tremendous incomes, along with other related industries
such as auto part industry (generated income up to 800,000
MTHB1)

Assurance of foreign manufactures to Thailand automotive


industry
Although, during early stage of 2011 flooding crisis, many
foreign automotive manufacturers considered to move their
manufacturing bases to other countries, they changed their plans
at the end, since they realized the government of Thailand tried
hard to solve and relieve consequences from flooding crisis,
effectively and systemically. Along with other factors such as:
- Advanced technology of production
- Qualified and skilled manpower
- Lower rate of labor cost
- Inexpensive material
As a result, those manufacturers agreed not to move their
manufacturing bases to somewhere else. Moreover, some
Japanese operators have set up additional plants to support their
future increasing production.

and by following those guidelines, we were able to accomplish

plan 3 for the period of 2012-2016 with the objective of planning

- Excellence in Human Resources Development:more related course curriculum in university level to develop and
train skilled and unskilled workers; therefore, they will learn,
comprehend and perform tasks efficiently. At present, Thailand
automotive industry is facing with shortage in manpower because
most of foreign labors have moved back. Even, more machines
are used in production, knowledgeable and potential workers
are required for manipulating and controlling them.
- Entrepreneur Strength Enhancement:- Support auto part
manufacturers to improve manufacturing processes into excellence. There are over 10,000 existing operators that produce
auto parts and send to centers before delivering to local automotive assembling plants where they assemble all parts and export
them.
- Create good business environment via developing
infrastructures to accommodate 3 centers of excellence:- For
example Standard modern testing center. In Thailand, we use
using Euro 4 which is up to date and been used widely in Europe
while countries in Asia still exercise with Euro 2. We are planning
to have Euro 5 as our new standard in the future.
- Create good business environment via policy integration:is integrity among government agencies to consider and issue
rules, policies and measures that benefit and promote image of
Thailand automotive industry and create our brand value to be
well-known and acceptable as quality and international standard
products

Having higher ability to produce more cars is not caused
for chaos of traffics. The real cause is time mismanagement. The
government has solutions to solve this problem; for instance,
developing rail transportation system to relieve the situation.
Producing 2 million cars does not mean all those cars will be on
streets of Bangkok because some are exported to global markets.
In 2017, we expect to produce 3 million cars per year and increase
proportion of export to 50% of total production.
Hence, increasing capability of production will be benefit
to reduce our production costs and drive Thailand to be 1 of the
world largest top ten manufacturers, along with implementing
this Master plan 3, will conduce Thailand to be the greatest
center hub of automotive manufacturing in the world in year 2021.
