17 minutes ago WEATHER ADVISORY NO.1 For: Low Pressure Area (LPA) Issued at: 11:00 AM, 08 August 2013 At 10 am today, the low pressure area (LPA) was at 110 km East of Hinatuan, Surigao del Sur (8.4N, 127.4E) and is embedded along the Intertropical Convergence Zone (ITCZ). These weather systems are expected to bring moderate to occasionally heavy rains and thunderstorms over Palawan, Visayas and Mindanao which may trigger flashfloods and landslides.

Residents are advised to take all the necessary precautionary measures. MAUBAN, Quezon, Agosto 7 (PIA) -- Patuloy na ipinatutupad ng Department of Social Welfare and Development (DSWD), Region 4-A ang programang Pantawid Pamilya Pilipino Program o 4Ps sa bayang ito. Sinabi ni Liza Hernandez, team leader ng programang 4Ps sa bayan ng Mauban na umabot na sa bilang na 2,757 mula Hunyo 2013 hanggang sa kasalukuyan ang mga kabahayan o mahihirap na pamilya ang nakikinabang sa nasabing programa. Sa ilalim ng programang 4Ps, ang bawat isang pamilya na may anak at may edad na 0 hanggang 14 na taon ay tumatangap ng P300 na tulong na salapi para gamitin sa pag-aaral at P500 na tulong pangkalusugan sa bawat isang pamilya. Ang P300 ay ibinibigay depende sa bilang ng mga anak na nag-aaral kung saan ay hanggang tatlo lamang anak sa bawat pamilya ang makikinabang ng tig P300. Ipinatutupad din ng DSWD ang programang modified conditional cash transfer para sa mga kabataang mahihirap na may edad na 15 hanggang 17 kung saan ang kabataang mag-aaral ay tumatanggap ng tulong na P500 kada buwan. Ang mga pamilyang benipisyaryo ng programang 4Ps ay inalam ng DSWD sa pamamagitan ng isinagawang national household targeting system (NHTS) kung saan ang mga benipisyaryo ay pawang mahihirap na pamilya lamang. TRECE MARTIRES CIY, Cavite, Aug 6 (PIA) -- A total of 1,100 less fortunate but deserving college students from three municipalities received educational financial assistance of P1,500 each for the first semester of school year 2013-14 from Cavite Representative Roy M. Loyola. The distribution was done on two occasions: on July 14 at the Milagrosa Elementary School where 400 college students from Carmona received their educational financial assistance and the other was held simultaneously at the Silang West Elementary School and at the Perpetual Help-GMA campus July 21 with 1,100 college students from Silang and Gen. Mariano Alvarez benefiting from said program. The program has been running since 2011 primarily for deserving college students residing within the fifth district of the province which comprise the towns to Carmona, Silang, and General Mariano Alvarez (CarSiGMA). College student-beneficiaries from Carmona acknowledged and thanked Loyola for the scholarship program which is a big help in pursuing their dreams. TRECE MARTIRES CITY, Cavite, August 5 (PIA) -- To the family whose earnings are not sufficient to put their children to school, the provincial government recently distributed scholarship assistance worth P5,145,000 for 1,029 qualified students last July 27. At present, a total of P42,695,000 were distributed to more than 5,000 students (provincial government scholars) in three years under the leadership of Governor Jonvic Remulla with the assistance of Mr. Alvin Mojica, Chairman of the Provincial Scholarship Program. In 2012, the provincial government scholarship assistance for the first semester reached Php

5,550,000.00 for 1,110 students and another 9 million pesos for 1,800 students on the second semester. It was in this year that students who qualified for the program got their scholarship assistance via Automatic Teller Machine (ATM) transaction. The provincial government is working hard and hoping to increase the budget allocation so they can accommodate the increasing number of students who will be qualified for the educational scholarship assistance program in the next couple years. 1. DA awards farm equipment/implements to Batangas provincial government

BATANGAS CITY, August 7 (PIA) -- The Department of Agriculture Region IV-A (DA IV-A) awarded to the province of Batangas during its Agriculture Day Celebration on August 5, 2013, a total of P15,445.458 worth of agricultural interventions as part of the government's aim to promote food staples sufficiency in the country. Regional Executive Director Vilma M. Dimaculangan of DA IV-A, who awarded the interventions to Governor Vilma S. Recto of the province, said that the DA particularly the Calabarzon region is finding ways and means to pump up the agricultural sector of Batangas. With these farm machineries and other implements, we in the Department are positive that we can achieve our goal which is food staples sufficiency particularly in rice. Our strong linkage with our partners in the local government units will pave the way for better agricultural sector in our region. Likewise, I would like to thank Governor Recto for her unrelenting support to this sector and rest assured of our continuous support, RED Dimaculangan said. For her part, Gov. Recto said that her province welcomes all the support that the national government is giving them. She said, what is paramount is the interest of her constituents and specifically stated that her province will concentrate more on agriculture in the remaining years of her term as the head of the province of Batangas. BARANGAY SAN JOSE, Antipolo City, August 7 (PIA) -- About 1,000 school children from Sumilang Elementary School benefited from the 1st Regional Nutrition Service Caravan In the observance of Nutrition Month this July. This is a joint project by the Regional Development Council (RDC) and the National Nutrition Council (NNC) of Region IV-A Calabarzon in cooperation with the city government of Antipolo and the provincial government of Rizal.

Antipolo City Mayor Jun Ynares said it was a timely activity since he has prioritized to address the issue of malnutrition in the city. At present, Antipolo City has the ominous reputation of having one of the highest incidence of malnutrition in the whole Calabarzon region. Ill have to admit that at this moment, the state of malnutrition in the city is alarming. Im looking deeper into the cause and reviewing the nutrition program of the city to make it more responsive. Changes have to be done and this activity moves us on the right track, remarked May or Ynares. Elementary and day-care students benefited from the several activities of the nutrition caravan such as: medical and dental mission, nutrition assessment and counseling, lectures, film showing, information campaign on deworming, among others. Moreover, families particularly the parents, committed their support in the program, assuring that they will carefully monitor their childrens health by introducing vegetables and root crops in their diet. Meanwhile, seedlings and food packs were turned over by the City Environment and Natural Resources Office to the beneficiaries of the "Food-For-Work" program, which encouraged families to be selfsufficient by planting. As a culminating activity of the nutrition caravan, a ceremonial tree planting was also conducted by officials of RDC, NNC, and Antipolo City government led by Mayor Ynares. To ensure the availability, constancy and supply of feeds for the livestock and poultry industry, President Benigno S. Aquino III said on Wednesday that the Department of Agriculture is drafting the Livestock, Poultry, and Feed Crops Industry Roadmap that will be completed by the end of August. In his speech keynoting the opening of the Livestock Philippines 2013 at the SMX Convention Center in Pasay City, the President said the roadmap also aims to address the imbalance of feed millers in the country which currently stands at: 332 in Luzon, 49 in Visayas, and only 66 in Mindanao. This is why, to develop the market for animal feeds in the country and to ensure the availability and constancy of supply, the DA is drafting the Livestock, Poultry, and Feed Crops Industry Roadmap, which will be complete by the end of the month, the President said. Through this roadmap, initiatives such as feed farming-milling and livestock and poultry integration partnerships will benefit more than 850,000 small corn farmers and backyard livestock and poultry raisers in the first three years of implementation alone, he added. He said that other measures included in the roadmap such as the Anti-Microbial Resistance Program, which will monitor the use of antibiotics in feed and veterinary products beginning in 2014, will also help to ensure the safety of animal feeds. Malacanang made an assurance on Wednesday that it is doing everything to protect the people of Mindanao in the midst of bomb attacks in the south recently. In a press briefing in Malacanang, Presidential spokesman Edwin Lacierda said that security forces have intensified intelligence gatherings and have been thoroughly investigating the bombing incidents in Cagayan de Oro City,

Cotabato City and recently, in Midsayap, North Cotabato. We assure the public that we are looking into all these situations, Lacie rda told reporters. The government is well aware of the incidents and he assured the public that government will intensify all its efforts to identify the perpetrators. Asked if theres a need to deploy additional troops in Mindanao, Lacierda said its up to the armed forces to decide whether augmentation is needed to fend off attacks. But the Palace official said there are several commands in Mindanao and sending more troops may be unnecessary at this time. The primary focus of the police and the military is intelligence gathering, he said. The investigation for the attacks in Cagayan de Oro City, Cotabato City and North Cotabato are currently ongoing and the government expects results soon, he said. They are all going to be investigated. The Cagayan de Oro blast is being investigated right now. This mornings bombing in Midsayap and also in Shariff Aguak will also be investigated. Were asking for updates from the PNP and AFP, Lacierda said. The President said Tuesday that he was to meet the Cabinet security cluster to discuss the spate of bombing in Mindanao. Malacanang welcomed a report by Standard & Poors (S&P) saying the Philippines has become the leading economy in Southeast Asia, surpassing its neighbors. If you compared the economy to a pie, we are very pleased that international media, and also ourselves, recognize that the pie has grown, Presidential spokesman Edwin Lacierda said in a press briefing with Palace reporters on Wednesday. The administration is happy that the countrys economy has grown under the Aquino government, he said, adding however that the most important thing is to ensure that more Filipinos, especially the poor, get a share of the robust economy. Thats why the President emphasized in his SONA the various ways of achieving growth and making sure that all of our population or all of our citizens will hopefully profit from that growth, Lacierda said. S&P, which recently upgraded the Philippines to investment grade, said in a new report released Monday that the country has taken over the Asean growth leadership role from Indonesia. The Philippine economy would grow by 6.9 percent this year, faster than other Asean economies, it said. S&P sees Indonesias gross domestic product (GDP) to grow 6.1 percent; Vietnam, 5.3 percent; and Malaysia, 5.3 percent. The Philippine growth forecast is higher than that for China at 7.3 percent. Magandang umaga po. Among the Philippines earliest achievements in science and technology were a number of measures for the health of livestock and poultry. In 1906, for example, the work to eliminate rinderpest began. This livestock disease became rampant following the importation of livestock into the Philippines after the revolution and the war. Then, Filipinos and Americans worked together to develop, test, and eventually implement the use of a serum that would immunize animals. At around the same time, our then-Bureau of Science also found itself devoting much of its work to monitoring public health and the existing food supply. Undoubtedly, the hard work of generations of scientists and stakeholders in the agricultural industry, whether here or across the globe, has redounded to great benefits for all. Rinderpest has been eradicated, and countries have put in place controls to prevent the proliferation of other animal diseases still in existence. The Philippines itself has been free from Foot and Mouth Disease (FMD) since 2010, and from Highly Pathogenic Avian Influenza (HPAI) since 2005. If we are to draw any lesson from the anecdotes I mentioned earlier, it would be that: then, as today, food security is not just about ensuring the stability of supply; it is just as much about public health and safety. Perhaps the burden is even greater today. After all, while modernization allows stakeholders to become even more efficient, this also entails higher standards in maintaining the health of animals, the safety of end products and consumers, and the welfare also of the environment. This is precisely what we are doing in the Philippines improving each step in the process, from beginning to end. For instance, towards maintaining the health of poultry and livestock, our Department of Agriculture (DA), through the Bureau of Animal Industry, provides strategic vaccination and disease surveillance, amongst other services, to eradicate and control 13 infectious animal diseases. As evident in this Expos theme, animal feeds are part and parcel of animal healthand consequently, of food security. One of our most basic concerns is maintaining the availability and the sufficiency of feed. Right now, there seems to be an imbalance: as to the 447 feed millers in the country, 332 are in Luzon, 49 in Visayas, and only 66 in Mindanao, which, by the way, produced half the countrys corn in 2012. Of course, SMEs and businesses have the options of importing feed, which is why we have Expos like this one. But, what about the smaller players in the industry? This is why, to develop the market for animal feeds in the country and to ensure the availability and constancy of supply, the Department of Agriculture is drafting the Livestock, Poultry, and Feed Crops Industry Roadmap, which will be completed, Im told, by the end of the month. Through this roadmap, initiatives such as feed farming-milling and livestock and poultry integration partnerships will benefit more than 850,000 small corn farmers and backyard livestock and poultry raisers in the first three years of implementation alone. Other measures such as the Anti-Microbial Resistance Program (AMRP), which will monitor the use of antibiotics in feed and veterinary products beginning in 2014, will also help to ensure the safety of animal feeds. The work does not end there: our government is also constructing the necessary infrastructure to facilitate the growth of agriculture in the country. Farm to market roads, or FMRs, constructed and rehabilitated from 2011 to June 2013 have linked 1,147 barangays to main road networks and markets, benefiting 300,000 of our farmers. And for the future, our Department of Public Works and Highways will be partnering with the Department of Agriculture to construct even more farm-to-market-roads to benefit even more barangays. Even better news: these roads will be constructed with the same efficiency that the DPWH has displayed in its other projectsproducing better quality roads at a lower cost, mostly ahead of time. This, on top of the ports, airports, and other transport hubs we are constructing and upgrading to improve transport and travel across the archipelago. Right now, we also have a total of 131 operational accredited Livestock Oksyon Markets (LOMs) across the country. These serve as centralized trading facilities for animals, particularly, cattle and carabaos. These LOMs ensure the health of livestock, by requiring Veterinary Health Certificates for all livestock entering the facilityall of which still undergo inspections by on-site veterinarians, as an added measure. Behind these initiativesand behind our governments decision to prioritize the agricultural sectorlies a single question: What will yield the greatest benefit for the common Filipino? This has guided all our efforts. The roads and trading centers constructed under our watch bring farmers closer to the markets, and facilitate the movement of goods. Disease control and health mechanisms are in place to ensure that the pork or chicken products that find their way to the dinner tables of our countrymen are safe for consumption. Plans to develop the feeds industry and make the most of materials grown in the Philippines redound to a more stable livelihood for corn farmers and access to cheaper feeds for backyard livestock and poultry raisers. And events like this bring local and foreign stakeholders togetherhopefully, to forge partnerships that will spur the growth of the Philippine livestock and poultry industry.

This event shows that government is not alone in its effort. The sheer number of attendees alone assures me that the Expo and Conference is indeed a breeding ground for even greater opportunities for the industry. End-July 2013 GIR increases to US$82.9 billion Source: http://www.bsp.gov.ph Preliminary data showed that the countrys gross international reserves (GIR) rose to US$82.9 billion as of end July 2013, higher by US$1.7 billion than the end-June 2013 GIR of US$81.3 billion, Bangko Sentral ng Pilipinas (BSP) Governor Amando M. Tetangco, Jr. announced today.1 At this level, reserves can adequately cover 12 months worth of imports of goods and payments of services and income. The GIR is also equivalent to 8.5 times the countrys short-term external debt based on original maturity and 5.8 times based on residual maturity.2 The increase in reserves was due mainly to inflows from the foreign exchange operations of the BSP, revaluation gains on the BSPs gold holdings and foreign currency-denominated reserves, net foreign currency deposits by the Treasurer of the Philippines (TOP) which included proceeds of a program loan from a multilateral institution, and income from investments abroad of the BSP. These inflows were partially offset by the payments for maturing foreign exchange obligations of the National Government (NG). Net international reserves (NIR), which refer to the difference between the BSPs GIR and total short -term liabilities, also increased by US$1.7 billion to reach US$82.9 billion as of end-July 2013, compared to the endJune 2013 NIR of US$81.3 billion. ---------------1 The final data on GIR are released to the public every 19th day of the month in the Statistics section of the BSPs website under the Special Data Dissemination Standards (SDDS). Headline inflation decelerated to 2.5 percent year-on-year in July from 2.7 percent (revised) in June. The July inflation reading was within the BSPs forecast of 2.2-3.1 percent for the month. The resulting year-to-date average inflation rate of 2.9 percent was slightly below the Governments inflation target range of 4.0 percent 1.0 percent for 2013. Likewise, core inflation, which excludes certain food and energy items to measure generalized price pressures, eased to 2.3 percent in July from 2.8 percent (revised) in the previous month. Month-on-month headline inflation also decreased to 0.1 percent from 0.5 percent (revised) in June. The lower July headline inflation reading was due largely to the slower price increases for non-food items, particularly housing, water, electricity, gas, and other fuels. Lower household electricity rates due to the decline in generation charges in the Wholesale Electricity Spot Market and the resumption of normal operations of some of the countrys coal plants pushed down non-food inflation. Lower food inflation due to ample domestic supply of key food itemssuch as corn, meat, and vegetablesas well as the decline in the prices of sugar and oils also contributed to lower inflation for the month. Governor Amando M. Tetangco, Jr. noted that the latest inflation readings continue to be in line with the BSPs assessment of the inflation environment over the policy horizon, with average inflation expected to settle within the 4.0 percent 1.0 percent target range for 2013 and 2014. Social Welfare Secretary Dinky Soliman, Interior Secretary Manuel Mar Roxas II, and Housing Aut hority General Manager Chito Cruz were among the national government agency heads who welcomed the first informal settler families who relocated from Barangay Salapan, San Juan City to their new homes in San Jose Heights, San Jose del Monte City. Secretar y Soliman said, 57 out of the 86 ISFs are beneficiaries of the DSWDs Pantawid Pamilyang Pilipino Program (4Ps). Soliman allayed the fears of these 4Ps relocatees of being delisted from the 4Ps after relocation. Soliman adds, the 4Ps records of the affected ISFs shall be endorsed to the DSWD Regional Office in Region III and the necessary adjustments to the compliance requirements are being made. Secretary Soliman also assured the ISFs that the DSWD, through the DepEd, is helping facilitate the immediate conveyance of school records to ensure the smooth school transfer of their children from San Juan City to San Jose del Monte City. The number of scholars of the Overseas Workers Welfare Administration maintained under the Education and Livelihood Assistance Program (ELAP) and the OFW Dependents Scholarship Program (ODSP) for school year 2013-2014 rose to 26% this year at 3,895 from 3,089 in 2012. This amounts to P58,848,400.00 million to be expended for the whole school year. The ELAP has 1,587 scholars, a jump of 18% from 1,344 in 2012 while ODSP has 2,308 scholars, or 32% more than 2012 figure of 1,745 scholars. ELAP is a scholarship program given to qualified dependents of deceased OFW-members. Through this grant, the aspiration of the OFW to provide education to his qualified dependent can be realized despite his/her untimely demise. The amount of grant given to an ELAP scholar is P10,000 for college, P8,000 for high school, and P5,000

for elementary on a yearly basis. Meanwhile, the ODSP is for qualified dependents of member-OFWs earning US$400 and below, which is mostly comprised of household service workers. Most of the grantees under the ELAP are in college (535) coming from Region IV-A (399), Region 3 (326), Region 6 (139), Region 1 (108) and National Capital Region (105). The least number of ELAP availees come from Region 9. For ODSP, many scholars are in Region 2 (210), Region 3 (196), National Capital Region (190), Region 12 (184), and Region 4A at 178. Many new ODSP scholars are in the NCR. ELAP and ODSP are special, non-competitive educational grants given by OWWA to OFW dependents. For ODSP, 1,250 slots are distributed every year to the provinces, cities and municipalities of the country. Proper observance of the pay rules on regular holidays and special non-working days will lead to more productive and competent employees. Voluntary compliance with labor laws, including correct wages, is good for business, Baldoz said, as she urged private sector employers to comply with the holiday pay rules. According to the advisory, the following pay rules apply: 1. If the employee did not work; he or she shall be paid 100 percent of his or her salary for that day [(Daily Rate + Cost of Living Allowance) x 100%]; 2. For work done during the regular holiday, the employees shall be paid 200 percent of his or her regular salary for that day for the first eight hours [(Daily Rate + Cost of Living Allowance) x 200%]; 3. For work done in excess of eight hours (overtime work), he or she shall be paid an additional 30 percent of his or her hourly rate on said day [(Hourly rate of the basic daily wage x 200% x 130% x number of hours worked]; 4. The labor chief said, however, that a different set of pay rules apply for 21 August, being a special non-working day. These are the following: 1. If the employee did not work, the no work, no pay principle shall apply, unless there is a favorable company policy, practice or collective bargaining agreement (CBA) granting payment on this special non-working day; 2. For work done during this special non-working day, he or she shall be paid an additional 30 percent of his or her daily rate on the first eight hours of work [(Daily Rate x 130%)+ Cost of Living Allowance] ; 3. "I have given the go signal for the set-up of the regional extension office in Tuguegarao to enable the ECC to extend its programs and services to all Cagayanons. Stella Zipagan-Banawis, Executive Director of the ECC, has informed me the ECC-REU in the region will set-up this year and will be housed at the DOLE Regional Office in Tuguegarao City, Cagayan," Baldoz announced. In a report to Secretary Baldoz, Banawis said the ECC will hire two personnel in the region to man the regional extension unit, and said she had already bared the news to the participant-representatives of various government agencies and private establishments during last week's advocacy forum conducted by the ECC and the DOLE regional office. The ECC personnel to be hired will conduct information dissemination on ECC programs and extend assistance to clients regarding their employees compensation claims, Director Banawis reported. The ECC was created in 1 November 1974 by virtue of PD 442 or the Labor Code of the Philippines and became fully operational in 1 January 1975. 07 August 2013 - The Philippine Embassy recognized the achievement of Mr. Jake Ramos in sports for having won both silver and bronze medals in the 100-meter and 200-meter sprints, respectively, during the Maccabiah Games 2013. Philippine Ambassador to Israel Generoso D.G. Calonge himself gave the citation to Mr. Ramos on August 04 when the latter paid a courtesy call at the Embassy. During the visit, Ambassador Calonge congratulated the 15year-old athlete for his feat and for bringing honor to the Philippines in the field of sports.

Mr. Ramos was born in Santiago City, Isabela and migrated to Israel in 2008 to join his mother. He is currently studying at the Kiryat Sheret, a sports school in Holon City, where he is also training for track and field. Although it was his first time to join the Maccabiah Games this year, he has been reaping medals in various national and local sports competitions. Mr. Ramos, who has been involved in sports training and competitions since he was eleven years old, says that he dreams to compete in the Olympic Games someday. The Maccabiah Games is one of the biggest international sports event attended by Israeli and Jewish athletes around the world. The Dutch activist who was photographed berating a crying cop at the dispersal line of the recent anti-SONA rally was held by immigration officers at the Ninoy Aquino International Airport (NAIA) as he was about to leave the country. Bureau of Immigration (BI) Officer-in-Charge Siegfred Mison disclosed that Thomas Beersum, 20, was apprehended as he was about to board a China Southern Airlines flight to Xiamen, China. Mison said Beersum was arrested pursuant to a summary deportation order that was issued against him by the BI board of commissioners last Aug. 1. He was ordered deported for overstaying and also charged with violating the conditions of his stay as a tourist by taking part in the anti-SONA rally. Investigation reportedly show that Beersum arrived in Manila last June 3 but failed to apply for an extension of his stay after his 21-day visa. At presstime, Mison said the National Bureau of Investigation (NBI) found no legal impediment to issue the clearance required for Beersums deportation. He explained that the BI implements deportation orders after clearances are secured from the courts, police and NBI to ensure that the alien to be expelled is not an accused in a pending criminal case. FINANCIAL literacy is defined in Wikipedia as the ability to understand how money works and how someone earns it by working or making it in business. It refers to a set of skills and knowledge that enables an individual to make informed decisions with his financial resources. Financial literacy is a concern of all countries, from the most advanced to the most backward. Generally, the more financially literate the person is, the better are that persons chances of being able to save more and generate more capital for productive investments. It also goes without saying that the more financially literate the population of a country is, the better are its chances of attaining sustained economic growth and reducing poverty.

It may be argued as to whether a higher level of financial literacy for the population is more a result than a cause of more advanced economic development due to relatively bigger budgets for education. However, this would not be an issue for individual development. Clearly for individual development, financial literacy is a plus. Thus, public policy and private initiatives can be very effective in enhancing inclusive growth efforts by focusing resources to increase the level of financial literacy in the population through both the formal-education structures and through other structures, such as continuing education, consumer protection and adult education channels. The structures for financial literacy enhancement and consumer and investor protection already exist in government institutions, such as the Bangko Sentral ng Pilipinas and the Securities and Exchange Commission, and in privately owned institutions, such as the Philippine Stock Exchange and their financial-literacy enhancement efforts are intensifying. Efforts at promoting financial literacy are cost-effective means of generating and preserving savings and capital not only for individuals but also for the country. Greater financial literacy should lead to greater proportions of the population participating in the formal financial sector from both the savings and the borrowing sides. On the savings side, the formal sector can give the population a greater range of options and financial-literacy efforts will also give them a better appreciation of the risks. On the borrowing side, financial literacy should enable the consumers and micro and small businesses to access the regulated lending sectors and avoid the usurious lending rates in the informal lending sector. One other important benefit for the economy and individuals that should derive from higher degrees of financial literacy is to help prevent the occurrence of financial scams. Financial scams not only seriously affect the economic and mental well-being of the victims, they also cause disruption in the economy and destroy capital values that could have gone into the production of goods and services and create more employment. Financial scams occur all over the world, including the most economically advanced countries. In fact, the case of Bernard Madoff, a Wall Street fund manager, is still fresh in our memory. He is estimated to have fleeced investors by billion. While the people he fooled should definitely have been among the more financially literate, the point is that with greater financial literacy, lessons from such scams can be more easily disseminated to the public. In this age when information can be quickly and cheaply made available to the population, we should take advantage of relaying the occurrence of scams in other countries and the lessons to be learned from them. The Philippine Health Insurance Corporation (PhilHealth) will soon issue its new PhilHealth transaction card to the Formal Sector to serve not only as an official government ID but more importantly, as a member's tool which will be realized in the future in transacting with PhilHealth and its partner health providers nationwide on a paperless platform. As an added feature, the new PhilHealth card will likewise provide discounts to a wider choice of merchant partners. Through a public-private partnership, PhilHealth has recently signed a Memorandum of Agreement (MOA) with ALLCARD for the issuance of the new PhilHealth transaction cards to the members of the Formal Sector who would want to voluntarily avail of the new PhilHealth transaction card which would contain the following features; members demographic and biometric data, including basic information, photo and fingerprints. The cost of the data capture, card production and verification is only P 90.00 inclusive of VAT, which will be shouldered either by the members or their employers. This means that the issuance of the new PhilHealth transaction card shall not entail any cost to PhilHeath. |TOP| 16. The Philippine government formally accepted the additional grant contribution of $3-Million from the Canadian government, through the Canadian International Development Agency (CIDA), for capacity building and institutional strengthening of public-private partnerships (PPP) in the country. On 01 August 2013, the National Economic Development Authority (NEDA), Public-Private Partnership (PPP) Center, Government of Canada, through CIDA, Government of Australia, through the Australian Agency for International Development (AusAID), and the Asian Development Bank (ADB) signed the amendments to the Technical Assistance in support of the Philippine PPP Program.

The additional Canadian contribution allowed the Australian Government to increase its contribution to the Project Development and Monitoring Facility (PDMF) from $15-Million to $18-Million. With the $42-Million counterpart Philippine Government contribution, the PDMF resources now amount to about $60-Million. The PDMF is a revolving pool of funds managed by the PPP Center to enhance the investment environment for PPP to develop a robust pipeline of viable and well prepared PPP infrastructure projects. Implementing agencies can tap the PDMF to finance the conduct of feasibility studies and provision of transaction advisory services during the actual bidding of their PPP projects until financial close. To date, 27 PPP projects in the pipeline are PDMF supported. These projects cover various sectors including airports, railways, mass transport system, urban rail, toll roads and highways, water supply, schools, a hospital and agricultural facilities. |TOP|
