NATIONAL COMPUTER CENTER (NCC) Information and Communications Technology (ICT) Proficiency Test The National Computer Center

(NCC) will conduct the Information and Communications Technology (ICT) Electronic Data Processing (EDP) Proficiency Tests for Computer Programming and Systems Analysis and Design in three key cities namely: Quezon City, Cebu City, and Zamboanga City on November 23, 2013 . The NCC will issue a Certificate of Proficiency to successful examinees, which will be the basis for granting appropriate Electronic Data Processing Specialist Eligibility (EDPSE) by the Civil Service Commission (CSC). The EDPSE shall be considered appropriate only to positions for which the eligibility was given, to other functionally related positions belonging to the Information Technology/Management Information System Group such as Data Encoder, Data Machine Operator, Auxiliary Machine Operator, Data Encoder-Controller, Computer Programmer, Information Systems Analyst, and to other positions as may be determined by the CSC. (CSC MC No. 12, s. 2003 re: Revised Policies on Qualification Standards) Pursuant to CSC Resolution No. 90-083 dated January 22, 1990, the EDPSE shall be granted to passers of the proficiency test or training course conducted by the National Computer Insitute (NCI) - NCC on the Systems Analysis and Design, and Computer Programming, while in the CSC Resolution No. 011925 dated December 18, 2001, the Computer Programming courses in Java, MS Access, and Visual Basic were included in the list of computer programming courses for conferment of the EDPSE. The grant of EDPSE on these fields arises from the need to have qualified ICT workforce in the government to implement its Information Systems Plans. Furthermore, there is a need for qualified ICT workforce in the country to support the E-governance and E-commerce efforts under RA 8792 (E-Commerce Act) and the Government Information Systems Plan under EO 265 (series of 2000). Aside from the grant of EDPSE, employers, prospective programmers and systems analysts, as well as ICT schools/training institutions, benefit from the proficiency test in the following ways: 1. The test is a mechanism to evaluate the competence of an individual to perform programming or systems analysis and design function; 2. The test can be used by an individual to assess his/her knowledge and skills for the purpose of continually improving his/her own technical abilities;

By knowing the nature and scope of the test, ICT training centers are encouraged to enrich their curricula to enable their students to have a better chance of joining the corps of competent ICT professionals.

To qualify, applicant must be a Filipino citizen and a bachelors degree holder, or will have to graduate before the examination date (as certified by the Dean of the school) and must have undergone formal training in college or training institution in the areas of programming. An examination fee of Php500.00 for degree holders, or Php300.00 for graduating students, shall be paid by the applicant in cash at the registration center or via postal money order for those who filed electronically (email, fax, online registration). The deadline for filing of application for the November 23, 2013 examination is on November 15, 2013.

Q. What is the ICT Proficiency Exam? A. The ICT Proficiency Exam is designed to evaluate the competence of an individual to perform the duties and responsibilities of a programmer or systems analyst. This is in pursuant to PD 1408, which directs the National Computer Center (NCC) and the Civil Service Commission (CSC) to device ways of determining the fitness of individuals in occupying highly technical ICT positions and through which the awarding of appropriate ICT (EDP) Specialist eligibility will be based. Q. What CSC eligibility shall be granted to the passers of ICT Proficiency Exam? A. Pursuant to CSC Resolution No. 90-083 dated January 22, 1990, the Electronic Data Processing Specialist Eligibility (EDPSE) shall be granted to passers of the proficiency test or training course conducted by National Computer Institute (NCI) - NCC on the following computer programming courses: Systems Analysis and Design, Computer Programming, Java, MS Access, and Visual Basic.

Q. What are the positions that the EDPSE shall be applied? A. Q. Who can take the exam? A. To qualify, an applicant must be a Filipino citizen and a graduate of baccalaureate degree or will graduate before the examination date (as certified by the Dean of the school) and must have undergone formal training in college or training institution in the areas of programming or Systems Analysis and Design.

Q. When will the ICT Proficiency Examination be conducted? A. The ICT Proficiency Examination is conducted twice a year, with schedules on: May 25, 2013 and November 23, 2013.

Q. How do I apply? A. Application forms may be filed personally at the NCI Registrars Office (2/F, NCC Bldg., C.P. Garcia Ave., U.P. Diliman, Quezon City), and at any of the registration centers, or through the NCC Website (www.ncc.gov.ph). The Application Forms are available at the NCI Registrars Office, registration centers, or may be downloaded from the NCC website. Q. What documents should I submit? A. All duly accomplished application forms must be filed together with the following: Two (2) passport-sized pictures with name tag; Certified true copies of Transcript of Records duly authenticated by the Registrar of the school or the HRD Manager of the Office; For those graduating before the examination date, a certification from the Dean that applicant: 1. is a candidate for graduation before the examination date; and 2. has taken relevant ICT subjects in college; Photocopy of NSO birth certificate; Self-addressed stamped envelope (speed-mail) for the examination permit (for applicants who filed through the website); and Self-addressed stamped envelope for the examination result. Q. A. When is the deadline for filing of applications? The deadline for filing applications is, as follows: May 17, 2013 for the May 25, 2013 examination; and November 15, 2013 for the November 23, 2013 examination Q. How much is the examination fee?

An examination fee of Five Hundred Pesos (Php500.00) for degree holders, or Three Hundred Pesos (Php300.00) for graduating students, must be paid in cash at the registration centers or via postal money order for those who filed electronically (email, fax, on-line-registration) to the address below:

Registration is probably blocked by an internal firewall or contains a virus, which is blocked by the ISP. You can register by downloading the application form and sending your application through FAX at (02) 920-7418 or sending it through email to nciregs@ncc.gov.ph or proceed to the nearest registration center of your choice.

Q. How do I know if my application was processed? A. Those who did on-line registration will be contacted through their email address specified on the application form. All instructions and replies will be sent to this email address. Q. What are the benefits of taking and passing the examination? A. Systems Analysis and Design Management organization, structure and function; Information systems development life cycle: systems investigation or factfinding, system requirements definition, logical design, output design, input design, file design, computer process design, implementation, evaluation, and cost benefit analysis; System control, testing and maintenance; Information Systems development and methodologies/tools; and Communication skills Q. What type of examination will be administered? A. 1. Computer Programming Written, multiple choice (2 hours); Hands-on, using any of the following languages (6 hours); - C-Language or C++ - JAVA - Visual Basic

When and how will I get the result of the examination? A. The result of the examination will be posted in the NCC website and will be sent to the examinees via mail, one (1) month from the date of the examination. Q.
