The Taser in action

Demonstration part of Neighbors Against Crime event
Attendees at the Neighbors Against Crime event outside the Germantown Police Department Aug. 1 saw the electrical weapon used in a demonstration. Someone got tased. Officer Daniel Moschea explained that the Taser the official name of the device is used when individuals are being combative and actively resisting officers or attempting to flee a scene. Moschea said officer has to take into consideration circumstances such as the surface an individual is on in the event a Taser is used. Moschea said that once the probes from a Taser are attached into a subject, the subjects muscles tense up. People just feel very exhausted, tired after the fact. Theyll be sore, but that it. Theres really no danger in using this, he said. Moschea said the two probes are like fish hooks which will stick into a subject and deliver a shock. Moschea then activated the probes into a volunteer, with the volunteer falling down immediately. Another officer then pulled the probes out. According to Police Chief Peter Hoell, the department has had Taser units for nine years and every officer is trained in the use of the units. Ever since we started using Tasers, we have had a dramatic decrease in the amount of injuries to officers and suspects.

The decrease in injuries also means a decrease in costs, medical bills (and) overtime, Hoell said. Also as part of the Neighbors Against Crime activities, Lt. David Huesemann and K-9 unit Rambo were in attendance. The Washington County Sheriffs Mobile Command unit and several Germantown Fire Department vehicles were at the event for viewing. Village Board approves upgrades to Spassland Park shelter

The Germantown Village Board approved a revised contract Aug. 5. for making upgrades to the Spassland Park shelter. Improvements to the shelter that were approved by the Village Board Feb. 25 include a utility extension for $35,571 that was awarded to BCF Construction Corp. and a park shelter and restroom kit for $53,030. The scope of the project approved by the Village Board included contracting with another firm to do earthwork and concrete, plumbing, electric and carpentry work. Park and Recreation Director Justin Casperson noted that the bids for the other work were rejected by Building Construction Oversight Committee on July 9. The bids were re-advertised and new bids came in on July 26. According to Casperson, the lowest bid came $16,503 lower than the July 2 bids but were $19,573 over the remaining balance. The board approved a recommendation from committee to award the contract to Alliance Construction and Design for $108,781 and not to include alternatives. The motion included transferring $21,000 from unallocated funds from capital improvement borrowing to offset the added cost. Trustee David Baum, a member of the committee, said when the village talked with contractors, they initially did not understand the scope of the project and came under the village expectations. "Plumbing was way out of whack. Similar with the electrical bids," Baum said. He said the village clarified what it wanted and re-bid for the second time around "and did all it could" to get the numbers down. By Thomas J. McKillen, Managing Editor

School Board wary of Affordable Care Act impact

BY THOMAS J. MC KILLEN MANAGING EDITOR The Germantown School District isnt entirely certain how the federal Affordable Care Act will impact the district, but several board members werent shy about their views of the law during the July 29 board meeting. In introducing the motion to the board, Board President Robert Soderberg read the motion as an update on remaining items discussed in committee, including the Affordable Care Act, which is an oxymoron, voluntary vision insurance and health and medical insurance renewal. Board member Tom Barney, citing information from consultant Greg Kamps, said we do not know yet what the impact of the Affordable Care Act will be on the district. Superintendent Jeff Holmes said he asked Kamps to change the format so there are six options which can be reviewed by staff by the end of August. Board member Bruce Warnimont noted that the Affordable Care Act, which was to go into effect Jan. 1, has been delayed a year. Holmes said we need to be mindful of all the things that are in the Affordable Care Act and be prepared and ready for when it takes effect Jan. 1, 2015. And the operative word there being affordable, and its not affordable because its only incurring cost to school districts like Germantown, Soderberg said. Barney cited information from Kamps indicating the districts insurance costs could increase by 15 percent. Thats pretty substantial, he said. Barney said part of the increase is due to high dollar claims from a few people in the program. In response, Barney said the Insurance Committee has asked administrator to take its wellness program to the next level. Holmes added that a meeting with wellness representatives regarding increasing the district program was scheduled for later that week. Barney added that several plans on voluntary vision insurance were received at the committee level and administration will poll employees to determine which option they prefer. Etc.: The board delayed dropping voluntary long-term care insurance from the district benefits package. While questions were raised as to whether or not there were any employees signed up for the option, Ericksen said the insurance carrier Germantown contracted with for the option dropped the program. The district has received five bids, which are starting to be reviewed, for a facilities study.

A barn used for storage at W148 N13004 Pleasant View Drive was destroyed by a fire Aug. 7. According to a statement issued by Germantown police, a call about the fire was received at 1:47 p.m. Officers arriving at the scene reported that the barn was totally engulfed in flames. The Germantown Fire Department arrived a short time later and was assisted by units from Washington, Ozaukee and Waukesha counties. There were no animals in the barn. A true story juxtaposes two events in BBC Reporter Malcolm Muggeridges life: his expos of the 1930s Soviet socialist oppression and his 60s television interviews with a then-unknown Mother Teresa. Easy ways to save energy at home

(StatePoint) Whether you are motivated to help the planet or simply want to slash home energy and water bills, there are easy steps to reduce your homes carbon footprint. "Today more than ever, we see the environmental impact we have on our communities by the choices we make daily -- from the food we eat to the way we run our homes. While its easy to pretend these choices dont matter, its even easier to take steps to live more sustainably and feel good about it," says Brett Beitzel, a brand manager at Amana, a household appliances manufacturer focused on encouraging consumers to reduce their carbon footprints. There are several places in your home where you can take small steps toward a smaller carbon footprint. Kitchen Become more aware of what you put in your shopping basket. Include more locallyand organically-grown and raised produce and meat in your diet. Avoid overly-packaged products and eat sustainably caught or farmed fish. These choices are often healthier, too. You can also make a substantial impact by replacing your old refrigerator with a newer energy-saving model. Compared to pre-2000 models, newer refrigerators can use up to 41 percent less energy. As one of the few appliances that run constantly, that means a lot of energy and cost savings. Luckily, environmentally conscious home appliance manufacturers, such as Amana, are going above the Department of Energys current usage guidelines by making energy efficiency a priority with newer models. You can also find efficient dishwashers that save water and energy. But even with a newer model, youll want to be sure youre only running the machine when full. For maximum savings, look for ENERGY STAR qualified models on all appliances. Garage Cars that don't have properly inflated tires account for a 10 percent increase on fuel costs. Check tire pressure regularly to ensure optimum performance. And tune up your bike so you can use it more often! Unfortunately, the garage is also where many send their old refrigerators to store extra soda. Research shows that 10 million "second" refrigerators cost consumers an average of $1.62 billion yearly in energy costs. For a cool move, make all your refrigerators energy efficient. Laundry Room The way you launder your clothes can impact local waterways. Look for eco-friendly detergents and opt for the concentrated form to reduce plastic consumption. Wash clothes in cold water whenever possible and dont leave them in the dryer longer than necessary. Consider replacing your washer and dryer with newer energy-saving models. Not only may this qualify you for rebates from state or local utility companies, your water savings and energy savings will add up. Front load washing machines are great choices, as conventional top-load washing machines built before 2004 use 81 percent more energy and 77 percent more water than some newer models. Its your planet and you have the power to treat it well, starting at home.
