RAJIV GANDHI GRAMEEN VIDHYUTHIKARAN YOJANA (R.G.G.V.Y)

RGGVY Scheme is launched by Govt. of India in April 2005 for providing access to Electricity to all House holds in villages/habitations with population more than 100 in 5 years. The Scheme is implemented through Rural Electrification Corporation (REC). 90% Capital Subsidy will be provided for over all Cost of project under the scheme. The rest is borne by MESCOM. Under the scheme, projects could be financed with capital subsidy for provision of: i. Rural Electricity Distribution Backbone (REDB) Provision of 33/11 KV (or 66/11KV) sub-stations of adequate capacity and lines in blocks where these do not exist. ii. Creation of village Electrification Infrastructure (VEI) Electrification of un-electrified villages. Electrification of un-electrified habitations. iii. Provision of distribution transformers of appropriate capacity in electrified villages/habitation(s). Electrification of un- electrified Below Poverty Line (BPL) households would be financed with 100% capital subsidy as per norms of Kutir Jyoti Programme in all rural habitations. BPL Beneficiaries will be provided free Kutir Jyothi connection and the Cost of Rs. 2200=00 per connection towards overall wiring, will be provided under the scheme. The tender invited for RGGVY works in Shimoga and Chickmagalur districts in MESCOM vide Bid Enquiry No: MESCOM/SEE (P)/EEE (APR) /TE-93/ 25-09-2008.

Projects for Shimoga and Chikmagalore Districts are sanctioned by REC on 19.02.2009 for Rs. 42.73 crores and 42.30 crores respectively. The details of Loan sanctioned and Loan released are as follows:

Rural House Holds (including BPL) covered in the scheme is Shimoga Dist. 42533 and Chikmagalore Dist. 37147 nos. Out of these RHHs Kutir Jyothi connection of 24415 nos. in Shimoga Dist. and 16041 nos. in Chikmagalore Dist. will be provided free of cost.

 Also all the 1440 Villages in Shimoga District and 1033 in Chikmagalore District which are already Electrified are covered under intensive Electrification if infrastructure exists, except those villages and Habitations with population less than 100. RGGVY works in both the Districts are awarded to M/s L&T Ltd., Bangalore on 20.2.2009. Quality Control Mechanism Methodology Of Quality Control In RGGVY Scheme, a new three tier Quality Control Mechanism (QCM) has been developed. First Tier: The project implementing agency (PIA) shall be responsible for first tier quality control. PIA shall prepare a detailed Quality Assurance Program, which should ensure quality cheeks as below: TURNKEY CONTRACTOR 100% material as per MQP 100% villages as per FQP 33/11KV sub-stations for quality of works in the field. 100% new sub-stations 100% Augmentation of sub-stations. 100% verification of BPL connections PROJECT IMPLEMENTING AGENCY 100% material as per MQP 100% villages as per FQP 33/11KV sub-stations for quality of works in the field. 100% new sub-stations 100% Augmentation of sub-stations. 100% verification of BPL connections THIRD PARTY INSPECTION AGENCY (To be engaged by project implementing agency) 10% material inspection at pre-shipment stage at vendors works on random sampling basis as per MQP

 50% villages on random sampling basis 100% verification of BPL connections in 10% of villages to be inspected and in remaining villages atleast 5 BPL connections shall be verified. 33/11KV sub-stations for quality of works in the field on random sampling basis. 100% new sub-stations 50% Augmentation of sub-stations. Second Tier: Rural Electrification Corporation (REC) shall be responsible for second tier Quality Control Mechanism. Shall ensure quality checks as below: At least one inspection of major material like poles, transformers, conductors etc. at pre-shipment stage at vendors works on random sampling basis as per MQP for all manufacturers in every contract. 10% villages on random sampling basis as per FQP. 33/11 KV sub-stations for Quality of Works in the field covering. 25% new sub-stations. 5% Augmentation of sub-stations. 100% verification of BPL connections in 25% of villages to be inspected. VIP references/complaints referred by REC relating to Quality of Works. Third Tier: MOP shall be responsible for third tier Quality Control Mechanism. Shall ensure quality checks as below: 1% villages on random sampling basis as per FQP. 33/11KV sub-stations for quality of works in the field covering. At least one new sub-stations. At least one augmentation of sub-stations.

 100% verification of BPL connections in all village to be inspected. Review of test records for major material like transformers, poles & conductors etc. on random sampling basis. Any other study of RGGVY assigned by MOP. Progress as on 31-03-2010.
