RNC Parameter

Periodic Location Update Timer (T3212) Value range:


0~255

Physical expression range:


0 ~ 1530 minutes and the step are 6 minutes.

Parameter setting:
Default: 10, namely 1 hour. The periodic update is completed by the MS through the location update process; 0 means that periodic update is disabled. This parameter is effective only when [CN domain identity] is CS_DOMAIN. If timer T3212 has not been started yet, when the UE enters NORMAL SERVICE of MM IDLE or the ATTEMPTing TO UPDATE substate, the UE will start timer T3212 and send the LOCATION UPDATING REQUEST message. If a response message such as LOCATION UPDATING ACCEPT or LOCATION UPDATING REJECT and AUTHENTICATION REJECT is received, it will stop timer T3212 and initialize it and wait for the next location update when the UE enters again NORMAL SERVICE or ATTEMPTing TO UPDATE substate. When timer T3212 expires, T3212 will be initialized, and the abovementioned location update will be started again.

Influence on the network performance:

If this parameter is too small, the UE will carry out location update frequently, resulting in a large number of location update messages on the Uu and Iu interfaces; if it is too big, the UE location message will probably not be timely updated.

Relevant commands:
Set this parameter through ADD CNDOMAIN, query it through LST CNDOMAIN, and modify it through MOD CNDOMAIN.

1.2

Attach/detach indication (ATT)


Value range: NOT_ALLOWED, ALLOWED. Content: Indicating whether attach/detach is allowed. NOT_ALLOWED indicates that MS cannot apply the IMSI attach/detach procedure. ALLOWED indicates that MS can apply the IMSI attach/detach procedure. It is valid only when [CN domain ID] is set as CS_DOMAIN. Default: ALLOWED.

Set this parameter through ADD CNDOMAIN, query it through LST CNDOMAIN, and modify it through MOD CNDOMAIN.

Network mode of operation (NMO)


Value range: MODE1, MODE2. Content: This parameter should be set according to the actual network situation. If there is the Gs interface between SGSN and MSC/VLR this parameter is set as MODE1; otherwise, MODE2. It is valid only when [CN domain ID] is set as PS_DOMAIN.

Set this parameter through ADD CNDOMAIN, query it through LST CNDOMAIN, and modify it through MOD CNDOMAIN.

BE service handover rate thresholdBEBITRATETHD


Value range: D8, D16, D32, D64, D128, D144, D256, D384

Physical value range: 8k, 16k, 32k, 64k, 128k, 144k, 256k, 384k Physical unit: bit/s Content: The bit rate threshold used to determine whether to perform soft handover for the Best Effort (BE) service on DCH. When the maximum bit rate of the BE service is lower than or equal to this threshold, the system will perform soft handover for this user to guarantee the service quality. If the maximum bit rate of the BE service is higher than the threshold, the system will perform intra-frequency hard handover for this user to avoid the too great effect of soft handover on the system capacity. Recommended value: D384 Set this parameter through SET HOCOMM, query it through LST HOCOMM

CellSelReselParas Min quality level(Qqualmin)


Value range: -24~0. Physical unit: dB. Content: The minimum required quality level corresponding to CPICH Ec/No. The UE can camp on the cell only when the measured CPICH Ec/No is greater than the value of this parameter. Recommended value: -18.

Min RX level(Qrxlevmin)
Value range: -58~-13. Physical value range: -115~-25; step: 2 (-58:-115; -57:-113; ..., 13:25 ). Physical unit: dBm. Content: The minimum required RX level corresponding to CPICH

RSCP. The UE can camp on the cell only when the measured CPICH RSCP is greater than the value of this parameter. Recommended value: -58. Set this parameter through ADD CELLSELRESEL,query it through MOD CELLSELRESEL

Max allowed UE UL TX powerMaxAllowedUlTxPower


Value range: -50~33. Physical unit: dBm. Content: The maximum allowed uplink transmit power of a UE in the cell, which is related to the network planning. Content: Allowed maximum power transmitted on RACH in the cell. It is related to network planning. Recommended value: 24.

2.4

Reselection delay timeTresections


Value range: 0~31. Physical unit: s. Content: If the signal quality of a neighboring cell is better than the serving cell during the specified time of this parameter, the UE will reselect the neighboring cell. It is used to avoid ping-pong reselection between different cells. Note: The value 0 corresponds to the default value defined in the protocol. Recommended value: 1.

Hysteresis 2Qhyst2s
Value range: 0~20.

Physical value range: 0~40; step: 2. Physical unit: dB. Content: The hysteresis value for serving FDD cells in case the quality measurement for cell selection and reselection is set to CPICH Ec/No. It is related to the slow fading feature of the area where the cell is located. The greater the slow fading variance is, the greater this parameter. It is optional. If it is not configured, [Hysteresis 1] will be adopted as the value. Recommended value: None. Set this parameter through ADD CELLSELRESEL,query it through MOD CELLSELRESEL

Intra-freq cell reselection thresholdSintrasearch


Value range: -16~10. Physical value range: -32~20; step: 2. Physical unit: dB. Content: A threshold for intra-frequency cell reselection. When the quality (CPICH Ec/No measured by UE) of the serving cell is lower than this threshold plus the [Qqualmin] of the cell, the intra-frequency cell reselection procedure will be started. Recommended value: 5.

Inter-RAT cell reselection thresholdSsearchrat


Value range: -16~10. Physical value range: -32~20; step: 2. Physical unit: dB. Content: A threshold for inter-RAT cell reselection. When the quality (CPICH Ec/No measured by UE) of the serving cell is lower than this

threshold plus the [Qqualmin] of the cell, the inter-RAT cell reselection procedure will be started. Recommended value: 2. Set this parameter through ADD CELLSELRESEL,query it through MOD CELLSELRESEL

CellPowerRatioParas PCPICH transmit powerPcpichPower


Value range: -100~500. Physical value range: -10~50; step: 0.1. Physical unit: dBm. Content: This parameter should be set based on the actual system environment such as cell coverage (radius) and geographical environment. For the cells to be covered, the downlink coverage should be guaranteed as a premise. For the cells requiring soft handover area, this parameter should satisfy the proportion of soft handover areas stipulated in the network planning. If the maximum transmit power of the PCPICH is configured too great, the cell capacity will be decreased because a lot of system resources will be occupied and the interference with the downlink traffic channels will be increased. Recommended value: 330.

Max transmit power of PCPICH(MaxPcpichPower) Value range: -100~500. Physical value range: -10~50; step: 0.1. Physical unit: dBm. Content: This parameter should be set based on the actual system environment such as cell coverage (radius) and geographical

environment. In a certain proportion of soft handover area, it is of no help to improve the downlink coverage by raising PCPICH power. Recommended value: 346. Set this parameter through ADD PCPICH,query it through LST PCPICH

3.3

Min transmit power of PCPICH(MinPcpichPower)


Value range: -100~500. Physical value range: -10~50; step: 0.1. Physical unit: dBm. Content: This parameter should be set based on the actual system environment such as cell coverage (radius) and geographical environment. If the minimum transmit power of the PCPICH is configured too small, the cell coverage will be affected. The parameter should be set in the precondition that a certain proportion of soft handover area is ensured, or all areas must be covered completely. Recommended value: 313.

Value range: D0, D1, D2, D3, D4, D5, D6, D7, D8, D9, D11, D13, D15, D17, D19 Physical value range: 0, 1, 2, 3, 4, 5, 6, 7, 8, 9, 11, 13, 15, 17, 19 Physical unit: None Content: The intra-frequency measurement L3 filter coefficient. The greater this parameter is set, the greater the smoothing effect and the higher the anti fast fading capability, but the lower the signal change tracing capability. Recommended value: D3

Weighted factor(WEIGHT)
Value range: 0~20 Physical value range: 0~2; step: 0.1 Physical unit: None Content: This parameter is used to define the soft handover relative threshold based on the measured value of each cell in the active set. The greater this parameter is set, the higher the soft handover relative threshold. When this parameter is set as 0, the soft handover relative threshold is only for the best cell in the active set. Recommended value: 0

Value range: D0, D1, D2, D3, D4, D5, D6, D7, D8, D9, D11, D13, D15, D17, D19. Physical value range: 0, 1, 2, 3, 4, 5, 6, 7, 8, 9, 11, 13, 15, 17, 19. Physical unit: None. Content: L3 filtering coefficient for inter-RAT measurement. The greater this parameter is, the greater the smoothing effect and the higher the anti fast fading capability, but the lower the signal change tracing capability. Recommended value: D3.

Physical value range: NON_PERIODIC_REPORT,250, 500, 1000, 2000, 3000, 4000, 6000, 8000, 12000, 16000, 20000, 24000, 28000, 32000, 64000. Physical unit: ms. Content: Inter-RAT measurement reporting interval. Recommended value: D1000.

Inter-RAT CS handover decision THD(INTERRATCOVHOCSTHD)


Value range: 0~63. Physical value range: 110 to 48 (1: 110; 2: 109; ...; 63: 48). Physical unit: dBm. Content: This parameter indicates the requirement of CS service interRAT handover for the quality of inter-RAT cells. If the event-triggered reporting mode is adopted, event 3A might be triggered when the quality of the target frequency is higher than this threshold. If the periodical reporting mode is adopted, this parameter is used for coverage-based inter-RAT handover evaluation at the RNC side. The value 0 means the physical value is smaller than 110 dBm. Recommended value: 21.

Inter-RAT PS handover decision THD(INTERRATCOVHOPSTHD)


Value range: 0~63. Physical value range: 110 to 48 (1: 110; 2: 109; ...; 63: 48). Physical unit: dBm. Content: This parameter indicates the requirement of PS service interRAT handover for the quality of inter-RAT cells. If the event-triggered reporting mode is adopted, event 3A might be triggered when the quality of the target frequency is higher than this threshold. If the periodical reporting mode is adopted, this parameter is used for coverage-based inter-RAT handover evaluation at the RNC side. The value 0 means the physical value is smaller than 110 dBm. Recommended value: 21.

Inter-RAT hysteresis(HYSTFORINTERRAT)

Value range: 0~15. Physical value range: 0~7.5; step: 0.5. Physical unit: dB. Content: Determining whether to trigger inter-RAT handover decision together with quality threshold. The smaller the shadow fading is, the smaller the parameter value should be. Recommended value: 4. Set this parameter through SET INTERRATHOCOV,query it through LST INTERRATHOCOV

Time to trigger for verified GSM cell(TIMETOTRIGFORVERIFY)


Value range: 0~64000. Physical unit: ms. Content: Delay time for triggering a GSM cell acknowledged by BSIC. In the period specified by this parameter, if the signal quality of an adjacent GSM cell meets the requirement for inter-RAT handover and this cell is acknowledged, the network will start inter-RAT handover. Recommended value: 0.

Inter-RAT CS measure start RSCP THD(INTERRATCSTHD2DRSCP)


Value range: 115 to 25. Physical unit: dBm. Content: If the CS service uses RSCP as measurement item, when the measurement value is lower than this threshold, the UE reports event 2D; the RNC sends a signalling to enable compressed mode and start inter-RAT measurement. Recommended value: 95.

Value range: 115 to 25.

Physical unit: dBm. Content: If the CS service uses RSCP as measurement item, when the measurement value is higher than this threshold, the UE reports event 2F; the RNC sends a signalling to disable compressed mode and stop inter-RAT measurement. Value range: 115 to 25. Physical unit: dBm. Content: If the PS service uses RSCP as measurement item, when the measurement value is lower than this threshold, the UE reports event 2D; the RNC sends a signalling to enable compressed mode and start inter-RAT measurement. Recommended value: 95.

3G-3G NCELL Cell offset (CELLINDIVIDALOFFSET)


Value range: -20~20

Physical value range: -10~10; step: 0.5. Physical unit: dB. Content: Offset of cell CPICH measurement value. The sum of this parameter value and the actual measured value is used in UE event evaluation. In handover algorithms, this parameter is used for moving the border of a cell. It is configured according to the actual environment. Recommended value: 0. Set this parameter through ADD INTRAFREQNCELL,query it through LST INTERFREQNCELL

Qoffset1sn (QOFFSET1SN)
Value range: -50~50. Physical unit: dB. Content: Offset of cell CPICH RSCP measurement value in cell selection/reselection. It is used for moving the border of a cell. The greater the parameter value is, the smaller the probability of selecting neighboring cells. Recommended value: 0.

Qoffset2sn (QOFFSET2SN)
Value range: -50~50. Physical value: dBm. Content: Offset of cell CPICH Ec/No measurement value in cell selection/reselection. It is used for moving the border of a cell. The greater the parameter value is, the smaller the probability of selecting neighboring cells. Recommended value: 0.

3G-2G NCELL Cell individual offset(CELLINDIVIDALOFFSET)


Value range: -50~50. Physical unit: dB. Content: It is set according to the topographic feature. It is used in inter-RAT handover decision. The greater the parameter value is, the higher the handover priority of the GSM cell. Recommended value: 0.
