included a message intended for Walt Slocombe -- you may want to be sure that his
office actually received a copy. Second, 1 have no notes or any other materials from my
service in the White House. Anything of that nature was archived as required by law.
Moreover, it was not my habit to make such records. As needed, I would debrief to
members of my staff, and much of my advice to the Vice President was also oral, often
delivered as a personal gloss to briefing memoranda prepared by staff. I'll do the best I
can. You would almost do better, I suspect, if you could get a group of us together to pool

Kattouf, a 31-year veteran of the U.S. Foreign
Service and former ambassador to both the
United Arab Emirates and Syria, has been
appointed the new president of AMIDEAST by
the organization's Board of Directors. He began
his work on September 2, 2003 and succeeds
Ambassador William Rugh, who has retired from
AMIDEAST after eight years of distinguished
service.
From 1973 to 1975, Kattouf served in Kuwait as an economic and commercial officer.
He then attended the Foreign Service Arabic Language Program in Beirut, which moved
to Tunis following the outbreak of war in Lebanon. He was next assigned as a political
officer to Damascus, and then returned to the United States to serve as a Middle East
analyst in the State Department covering Arab-Israeli affairs. From 1980 to 1982, he
worked as an International Relations Officer in the Department's Near East Bureau,
where he played a key role in establishing the Multi-National Force and Observers in the
Sinai. In 1982-83, Kattouf was a State Department mid-career fellow at Princeton
University.
From 1983 to 1986, during the Iran-Iraq war, Kattouf served in Baghdad as Deputy
Chief of Mission. He then served in Sanaa, one year as Deputy Chief of Mission, and
one year as ChargS d'Affaires. Kattouf returned to the United States in 1988 to serve as
Deputy Director and subsequently Director of the Office of Lebanon, Jordan and Syrian
Affairs. In 1992 he returned overseas, first as Deputy Chief of Mission in Damascus,
then as Deputy Chief of Mission in Riyadh, where he served from 1995 to 1998. It fell to
Kattouf, who was then Charge d'Affaires, to manage the aftermath of the Khobar
Towers bombing in which nineteen American airmen perished. He worked with former
Secretary of Defense Perry to relocate both US air assets and training elements in the
Kingdom to more secure facilities and with former FBI Director Freeh to facilitate FBI-
Saudi cooperation in the subsequent investigation.

attacks. Your perspective is vital to informing the Commission's understanding
of 9-11 and its immediate aftermath, and we are therefore writing to request a

not limited to) your description, analysis, and assessment of:

• The NSC role in U.S. counter-terrorism policy from January 1998 until the end
of the Clinton administration, including relevant Deputies' Committee
meetings and the drafting of terrorism-related PDDs. This should include,
inter alia, your views on the effectiveness of U.S. counterterrorism policy.
• Discussions of possible al Qaeda attacks on U.S. soil during your tenure and
responses either taken or considered.
• U.S. counterterrorism efforts related to the 2000 attack on the U.S.S. Cole,
including responses considered and the handling of the Cole issue during the
transition period.
• Steps taken relating to U.S. visa, immigration, and border controls and related
bilateral and multilateral discussions.
You may wish to review notes and other materials you may have to refresh your
recollection of these matters prior to the interview.
We are, of course, interested in any other issues you deem important to the
Commission's understanding of 9-11 specifically and counterterrorism policy
generally, as well as your thoughts on policy recommendations for the future.
The Commission anticipates that classified information will be discussed at this
private session, requiring that the interview take place at the Commission's 2100
