TACLOBAN CITYA town mayor of Samar accused of graft and falsification of public document posted bail for his temporary liberty and elude being arrested in the process. Mayor Joven Tiu of Sta. Rita, Samar was reported to have already posted bail before a regional trial court in Catbalogan City, a source, who asked not to be identified, told Leyte Samar Daily Express. Tiu was accused of falsification of public documents and violation of Republic Act 3019, otherwise known as Anti-Graft and Practices Act.
Tiu was escorted by the NBI agents to Tacloban. The complaints filed against Tiu stemmed from the certificate of registration issued by the CENR0-Palo to him over a chainsaw. Allegedly, it was issued even before the payment of the required fee was made; exposing the fact that the date of release of the certificate of registration does not coincide with the date of payment appearing in the ocial receipt which came way after its release. TACLOBAN CITY -Recognizing the best practices and efforts of various schools in undertaking eco-friendly programs and activities, the regional validation of the nationwide contest dubbed, 2013 National Search for Sustainable and Eco-Friendly Schools, has yielded the following schools as Eastern Visayas regional finalists to the search. The Lomonon Elementary School in Palompon, Leyte, Don Geronimo B. Zaldivar Memorial School of Fisheries in Albuera, Leyte and the Visayas State University in Baybay City were judged as the regions winners in the elementary, secondary and tertiary schools category, respectively. Lomonon Elementary School, which was a regional winner to the 2011 Search for National Sustainable and Eco Friendly School, is also named as this years regional finalist for the energy and water leadership award in the elementary school together with the Sumuroy Agro-Industrial School in Palapag, Northern Samar. Lomonon presented as its best practice their nosmoking policy, functional material recovery facility, integration of environmental education in the students lessons and waste recycling practices. For the Don Geronimo B. Zaldivar Memorial School of Fisheries, it presented its waste management program, electricity conservation program, paper conservation program, water conservation program, pollution prevention and greening program as its best practices. Meanwhile for VSU, it presented some research projects completed and still on-going that undertake environmental protection and preservation. The university also highlighted its vermi composting site, materials recovery facility, alternative
renewable energy center, ostrich farm, and the Philippine Carabao Center. The 2013 National Search for Sustainable and Eco-Friendly Schools, is a direct response to Republic Act No. 9512 also known as the Environmental Awareness and Education Act of 2008. The contest was also organized to highlight achievement of schools that are committed in implementing various environmental programs and encourage schools and academic institutions to become more actively involved in environmental issues at a practical and local level. For the national level, prizes include for college, high school and elementary categories: P50,000 - 1st prize; P40,000 - 2nd prize; P30,000 - 3rd prize and plaques of recognition. For the regional level, a certificate of recognition and a prize of in cheque of P20,000 will be given to regional winners for each category. Aside from the national prizes, there is also a special category entitled Nestle Leadership for Water aimed at recognizing and promoting the water management solutions and practices of schools. A prize of P20,000 will be given to each of the winners at the national level for college, high school and elementary school categories. A prize of P10,000 and certificate of recognition will be awarded to each of the regional winners of all categories. The national search is a joint activity of the DENR through the Environmental Management Bureau (EMB), the Department of Education (DepEd), Commission on Higher Education (CHED), in cooperation with the Smart Communications, Nestle Philippines, One Meralco Foundation , Petron Foundation and Unilever Philippines. Nowadays, the impact of heavy downpours is immediately felt. In fact, just a little downpour there is and the soil seemingly fails to absorb the rainwater despite having had sunny days prior to that. Why is this so? Know what, this is not quite good, especially during the time of the year when rains are abundant, threatening us with the usual plagues that we experience every time the rainy season comes such as floodwaters that affect peoples mobility, agricultural infrastructures, and many more. The recent flooding in Metro Manila and its neighboring areas exemplify those horrors. Actually, the soil cannot hold water by itself as it will merely suffer from erosion and mudslides. Soaked in much water, the soil has to be exposed to sunlight for it to dry, which is not easy to achieve in the midst of prolonged rains. There is a need primarily for trees whose roots could keep the soil intact and could consume the water that lay on the ground to get rid of floods and the feared soil erosions. These trees have to be everywhere, especially in areas that are prone to flooding. Above all, they

And he shouldnt remain oblivious to the peoples call for the porks abolition because three years is just too short for them to forget that he was the President who didnt have the courage to do what should be done.

But if they will address its root causes, flooding could be managed and addressed, though quite hardly, though not overnight.

Rainwater, too, easily accumulates in the slopes, getting abundant as it cascades down to the plains where houses and agricultural crops are usually located, causing destructive floods in the process. As Plenary Speaker, this writer did a power-point presentation of his paper entitled Sea vegetables are Seaweeds, not WEEDS An Ethnobotanical Account of the Sea Vegetable Resources of the Philippines. The paper delved on the discovery and the introduction and utilization of edible species or appropriately referred to as Sea Vegetables or Gulay-Dagat composed of green, brown, and red seaweeds. A brief historical resume ushered in the popularization of more than two dozens species of sea vegetables among the Ilokanos. Their highly-prized species belongs to the genus Porphyra or gametto the Ilokanos (Nori Japan, Tsai China, Kim Korea, Nuru Russia, Laver England). In south Asia, the Philippines prides itself there is little that men of goodwill can do now to end the madness that holds our nation in its grip. But we can, even now, scrutinize our past; try to pinpoint where we went wrong; determine what led to this madness and what nurtured it; and how, when it ends, we can make sure that it need never happen again .For this madness must end if not in my lifetime, at least in yours. This writer had the singular opportunity to play a role in the two institutions science and technologylaced activities that coincided with the observance of this years National Science and Technology Week (NSTW), held in Iloilo City. Upon invitation from the Western Visayas State University (WVSU), this writer was given the tasked of talking (on July 13th), to their graduate students through the insinuation of Dr. Gerard Penicilla, and accomplished researcher and former co-worker in the Botany Division of Botany, Philippine National Museum (PNM).
At present, Dr. Penicilia is faculty member of WVSU following his stint with the PNM. This writers paper entitled Overwhelmed by the Power of Seaweeds An Account by a Seaweed Worker, crafted to entice the would-be researchers of Western Visayas to beef up the dearth of Filipino natural science investigators, especially marine biologists. Western Visayas, like its sister regions in Eastern and Central Visayas, presents a virgin laboratory awaiting young Bisayans to use for their studies on the natural resources. It might be proper to mention that of the many regions of the country, this

Herod feared John, knowing him to be a righteous and holy man, and kept him in custody. When he heard him speak he was very much perplexed, yet he liked to listen to him. She had an opportunity one day when Herod, on his birthday, gave a banquet for his courtiers, his military officers and the leading men of Galilee.
