Intention of the government led by the State Chief Minister, Dato' Seri Ahmad bin Said to make the tourism industry as the backbone of the state's economy in the future will not be achieved when people in the state are not adopting hygiene especially in tourist attractions such as the city, river, beach and etc. Cleanliness level of a country is one of the main attractions of tourist arrivals. Word of the Prophet Muhammad "Cleanliness is half of faith". His words have clearly stated hygiene is highly demanded in Islam. Terengganu was one the earliest state to receive Islam should has better understanding this claim. Perfection after a Muslim believes in God is to take care the hygiene of yourself, rooms, houses, clothing and shelter. There are many steps we can take to improve the hygiene which can raise the name of the state and to draw foreign tourists. Among them are, by providing many facilities and upgrading the quality of sanitation facilities, full use of the power of mass communaction and electronic media, campaigns and hygiene programs.

The first step is by providing many facilities and upgrading the quality of cleanliness. Among the facilities can be provided by the government are public toilets and recycling bins. Cleanliness of public toilets can reflect the state of a society's attitude. This is due to the foreign tourists will evaluate the state of the mentality of people based on the quality of public toilets cleanliness. Many steps can be taken by the government to increase the cleanliness of public toilets. For example, hold a public toilet care awareness campaign in a big way, enforcement of clean public toilets, special empowerment bodies or companies to manage and upgrade the cleanliness of state toilets and public toilets program adoption. In addition, recycling of waste materials must be applied in a state of society. This effort can be put into practice by increasing the recycling bins in the state. Recycling is mean by recycling of waste materials to produce new products. Recycling can be practice to reduce waste,

conserve resources, create a healthier environment and cleaner, reduce the energy consumption, save forests and reduce environmental pollution. Therefore, the government should be concerned with sanitation facilities provided to improve the state hygiene, by the mean time attracting a large number of foreign tourists.

In the world of modernity, the widespread use of electronic and print media can be used as a medium for alerting people about the the importance of hygiene to meet the slogan "Clean State, Healthy People '. Media is the medium of the link between media owners and the target public. The role of media is very important to deliver a variety of information such as education, culture, economy, entertainment and news. This media will give us the knowledge we yet to know. Most people want to know about health tips, positions vacant and more knowledge either locally or abroad. Similarly, electronic media such as radio and television have increased their channels. Governments should fully use the influence of media to produce useful articles to increase awareness of the people to practice good hygiene. As they say old people, Meluntur buluh biarlah dari rebungnya. If every day people especially children were exposed to the importance of hygiene, they would automatically apply the hygienic practices in everyday life.

The next step is to conduct program of hygiene and sanitary campaign on a large scale. To meet the campaign 1 Malaysia Green and Clean, many efforts have been made by the state government such as Terengganu Photography Challenge, Gunungku Bersih dan Indah in Chemerong Recreational Forest Falls, Dungun, Pantaiku Bersih dan Indah in Dataran Rhu, Setiu and Sungaiku Bersih dan Indah along the Terengganu River. However this campaign has not been achieved one hundred percent since not all the districts are involved with the campaign. Among the sanitary program can be undertaken by the government is the village level sanitary program and the local authorities, sanitary education program activities, contests as well as the competitions of cleanliness, and also cleanliness of food premises, mosques and suraus.

In addition to raise the tourism industry, cleanliness can bring numerous benefits to the citizens. Among these are reducing and avoiding the danger of infection, creating a beautiful and calm environment as well as the also creating harmony in the family and society. Efforts towards hygiene is not only focused on the government, citizens must take the initiative in practice cleanliness as well as involving in the cleanliness activities together. This is synonymous with the slogan touted by the government as 'Clean State Healthy People'.
