Disagreement between VG Tan, BM Alma Uy continues at Samar SP


CATBALOGAN CITY Lord. This was how Samar Board Member Alma Uy described Vice Governor Stephen James Tan during their regular session on Tuesday.
But this description was strongly detested by the vice governor who said that describing him as a lord by the board member is not only unethical but out of their parliamentary procedure. Board Member Uy alleged that the vice governor is prohibiting her to ask questions or raise some points during their regular session. She also claimed that every time she enters their session hall, she feels being bullied and gagged. But the vice governor dismissed this claim of Uy, saying he is not acting as a lord and that describing him as such is foul and not part of their parliamentary procedure. Man shot to death in UEP Catarman


C ATA R M A N , Northern Samar - A 36-year-old man was shot to death by an unidentified suspect at the gate of his apartment in this town. The victim was identified by Supt. Jesus Sula Miranda, OIC chief of police of Catarman Police Station, as Ian Jester Solomon, 36, self employed and a resident of Lim Avenue Andaya Subdivision, Brgy. Zone 3, University of Eastern Philippines (UEP), this town. Based on police report, at around 8:20 p.m. on September 1, 2013, the victim was shot to death by an unidentified suspect wearing a bull cap and a jacket. DILG refuses to recognize sitting mayor of Calbiga


TACLOBAN CITY The Department of the Interior and Local Government (DILG) in Eastern Visayas has refused to recognize the sitting mayor of Calbiga town in Samar. DILG Regional Director Pedro Noval, Jr. said they have to wait for the decision of the Commission on Elections (Comelec) en banc on the petition for annulment of declaration of Nicasio Abaigar as winner in the May 13, 2013 elections. We cannot recognize Abaigar as mayor. But as to his qualification, Comelec en banc decided he cannot run. The decision was supposed to be implemented, but he (Abaigar) filed a petition for certiorari, which was dismissed by the Supreme Court, Noval said. TACLOBAN CITY Thirteen former members of the New Peoples Army here in Leyte will be given financial aid by the provincial government and the Office of the Presidential Adviser on the Peace Process (OPAPP). According to the office of the Provincial Social Welfare and Development, all the 13 rebel returnees would receive P50,000 livelihood assistance from the OPAPP; while, out of this number, four will get P15,000 and another three will get P5,000 as immediate assistance.

Petilla vowed to continue under his leadership in order for NPA rebels to lay down their arms and start their lives anew with their families. DOLE returns P5-M fund for livelihood program


Cyril Ticao at the sidelines of advocacy on Public Employment Service Office (PESO) held in Oriental Hotel. Of the P11 million budget for August 2013, only P6 million was utilized considering the lack of proposals submitted by LGUs. Ticao said this is the first time the regional office returned unutilized budget for livelihood programs. Under the rule, local government units prepare proposals for livelihood programs in their respective areas. The regional office maintains a budget monthly for downloading to LGUs once the project is approved. The LGU is required to put up 20% counterpart to the project. If the proposed amount is more than P1 million, it is the DOLE central office that provides the fund. Mayor Melchor Petracorta of Limasawa, Southern Leyte said the labor department has to step up their advocacy among local government officials. Many mayors are not aware of livelihood programs. In fact, this is the first time that were invited in their orientation, Petracorta said. his is clearly wrong: what is involved here is the peoples money. It should be used for the benefit of the people, and not for the benefit of a few greedy individuals. This was a brazen statement uttered by Pres. Benigno Simeon Aquino III when he recently announced that it is about time to abolish the Priority Development Assistance Fund and provide safety nets that will ensure that the funds within his office will be less prone to corruption once released to end beneficiaries. This he said amidst the public clamor to have this discretionary fund of his scrapped and three days before the people would converge for the Million people rally at the Luneta Park on August 26. Few days following this rally, the touted pork barrel scam queen Janet Lim-Napoles surfaced and surrendered to PNoy, accompanied by her counsel Atty. Lorna Kapunan. Much in the defense of PNoy, Interior and Local Government Sec. Mar Roxas explained to the public the essence of keeping Napoles safe while in the government custody. Criticized as

another way of pampering a suspect in a huge syndicate-like crime of corruption, PNoys instruction to place this lady accused in the nonbailable serious illegal detention case filed by nephew Benhur Luy, in place where her life will not be in danger, puts the presidents decisions in bad taste. In the meantime, Senate proceeds with the investigation with no certainty as to when will it take Napoles disclosures on all that she knows of in the alleged amassing of P10 billion from the coffers of the government through the PDAF. As to her criminal case, her camp requests for the taking of her deposition so she need not travel from her detention facility in Fort Sto. Domingo in Sta. Rosa, Laguna to the court, which they claimed could expose Napoles to danger. Whatever will be the outcome of these two legal, inquiries is of no moment to the chance of getting back the billions of pesos lost through the alleged maneuvering of JLN. What remains of greater importance and relevance is how Congress will now treat the

It took weeks before the National Bureau of Investigation (NBI) to execute a warrant of arrest, in spite of the alleged great crimes committed by Napoles; the public even believed that some NBI agents might have alerted her that such warrant was ready to be served. That gave her the rare opportunity and a blissful chance to hide.

Court battles are not different from the other adversarial conflicts that we encounter in our daily life. The desire to win over the adversary is the root cause of a persons adamant position to pursue a case at all costs. Nothing is wrong with fighting for ones rights if the same is being trampled upon by others. It will keep ones dignity intact and give a good lesson upon those who transgress the law and the rights of other people. But sometimes, pursuing a case no matter what is the only best option to settle a conflict. However, there is no assurance that winning a case will result into a lasting solution of the conflict. In most cases, relationships between the disputants do not heal with the termination of the case. Here is where people are given an alternative avenue to go back to the basics of settling conflicts by peaceful means. It only requires goodness and sincerity to accept faults and admit shortcomings and move on with the honest desire to make amends by fair concessions that are acceptable to both parties. The possibilities of amicable settlement are aplenty if only the parties would realize the costly road of uncertainty in pursuing a cause that can be aborted by resorting to a win-win solution that is acceptable to all concerned. A solution that would settle the dispute for good, restore broken relationships and bring warring parties to a lasting healing of wounded egos. Only pride, the number one in the seven capital sins, serves as stumbling block in our way to obtain-

The charges to be filed against her appear it will involve influential, equally wealthy and powerful politicians in our midst. Certainly, the PDAF fund fraud of which she is being made to account is practically a conspiracy of and among the good number of legislators, and a host of government agencies in the implementation of the projects, in cooperation with JLN enterprises, of Napoles. So, it is likely that her life is indeed in danger. Now there could be public officials involved who now are quivering in their boots in fear that maybe Napoles and/but ought to spill all the beans relative to this crime of the century.

Peace

One ironic reality is the way we keep the peace which is ordinarily by ways that are not peaceful. We usually attain peace by imposing rules through enforcers who are armed. Being armed gives the enforcer the authority that can elicit respect from people. We are aware of that normal tendency among us to ignore any authority figure who attempts to enforce the law to promote peace and order. There are even those who try to assault such authorities just to show that they are powerful than the one enforcing the law. At times when the lawbreaker is under the influence of intoxicating substances, defiance of persons in authority only vanishes at the sight or threat of a gun. Without the gun, law enforcers could hardly keep the peace as people have that misplaced inclination to show contempt upon authority figures that are unarmed. Conflict is as natural as peace is. It is difficult to avoid conflict in our relationship with others. Individual differences are primordial factors that trigger conflict among people. Variance in interests and preferences is a

cause of conflict between and among different individuals. These differences often place individuals at loggerhead positions that appear to be irreconcilable. In many instances, people who are placed at adverse positions would pursue their cause with the end of prevailing over the adversary. It is that desire to prevail that keeps people at an uncompromising position, refusing to open to possible options that would lead to a win-win solution. In some cases, conflicts are resolved by violent means that end in the defeat of one party due to the force resorted by the other. We have seen peacekeeping forces being sent to areas that are under trouble and disorder. Such forces are on a mission to keep the peace but are armed to the teeth. It is really mind boggling why peace is promoted using instruments that are not peaceful in the first place. While it is true that peace and order are broken often by people who are lawless and armed, it still is ideal if we could find ways to counter violence with peaceful strategies. There surely are a lot of methods, strategies and approaches that we can avail in our effort to keep the peace peacefully. Such

discretionary funds under the Office of the President, especially that the 2014 national budget is currently in its scrutiny and deliberation. Will there really be no more PDAF? Precisely no more as it is named, but perhaps there will still be but in a different cloak. As it is said whatever comes out of the PDAF following all these ruckus is just the same dog with a different collar. While some are hopeful, a greater majority of the Filipino citizenry are skeptical knowing that this PDAF is a remake of the countrywide development fund (CDF) that was highly criticized thus replaced by PDAF, yet of same nature. Until and unless these discretionary funds are deleted from the General Appropriations Act, and all these funds are directly lined in the budget of the line agencies and directly given to the local government units, the Napoles magic will continually exist although in a different style. This is a pragmatic opinion based on experience of the constituents of this graft-ridden government. During World War II, members of a London congregation decorated their church with stalks of ripe corn for a harvest liturgy. That night, the church was destroyed in bombing raid. If a Christian is not called to preach, then he or she is called to send other Christians to do so. Likewise witnessing to what is preached, is of equal responsibility, if not a greater one. More than 30 children to avail of Operation FM Smile


TA C L O B A N CIT Y -Smile would soon be seen on the faces of these children who would avail of the free surgical mission organized by the office of Leyte 1st district Representative Ferdinand Martin FM Romualdez. More than 30 children with cleft lip and cleft palate who passed the series of pre-screening, conducted last September 2 3, 2013 at RTR Hospital, would undergo reconstructive operation on September 11 to 13 at the same hospital. Dubbed as Operation FM Smile this will be the second time that a free cleft lip and cleft palate outreach surgical mission would be conducted in the first district of Leyte through the initiative of Rep. Romualdez and duly supported by Craniofacial Foundation, an internationally recognized foundation and Remedios Trinidad Romualdez Medical Foundation (RTRMF). Atty. Regina Paredes, chief of staff of Children with cleft lip and cleft palate undergo series of screening at RTR Hospital to Rep. Romualdez, said qualify for Operation FM Smile a free outreach surgical mission of Rep. FM Romualdez that all the patients will be provided with free medicines and free use of laborator y facilities of RTR Hospital. Yearly the office of Cong. FM do this so that children with deformities could be given the opportunity to have a beautiful smile. Atty. Paredes added.
