United States (better known as the 9-11 Commission) is directed by statute to

and immediate response to, the attacks. The Commission is also chartered to
Timothy J. Roemer identify and evaluate lessons learned and provide recommendations to
prevent future acts of terrorism upon our nation.

The Commission wishes to discuss with you your work as the Deputy Assistant
Secretary for Passport Services in the Department of State, as well as your
views on programs to combat fraud in the visa process. You may wish to
review any notes and other documents to refresh your recollection of these
matters prior to the interview.
Members of the Commission may attend, but the interview will be conducted
by Commission staff. It is the general policy of the Commission to record

Career Highlights:
A senior-level executive with 29 years of U.S. Government experience, Mr.
Kefauver has served as the Deputy Assistant Secretary of State, Passport Services,
limn p.mii.iinnnii. . . . ........HP. . . iJ at the U-S. Department of State. After a number of years in the private sector, Mr.
Kefauver is now Principal of his own consulting firm, Fall Hill Associates, LLC. Mr.
Kefauver brings in-depth knowledge of secure document production systems, with emphasis on border
control and management. He has chaired many international groups, including the International Civil
Aviation Organization (ICAO) Work Group on New Technologies, with the goal of developing a world
standard for biometric measurement and machine verification of international travel documents. Before
joining the Department of State, Mr. Kefauver served as Deputy Executive Director with the Federal
Trade Commission and held a variety of managerial positions with the Federal Trade Commission and
the National Labor Relations Board. He also is Adjunct Professor at the James Monroe Professional and
Graduate Center of Mary Washington College, teaching international business and a course entitled "
Global Issues in the 21st Century".

translators involved in visa issuance.
