POSITION DESCRIPTION

Title: Telecommunications Engineering Officer Division: Operations & Field Services Group: Network Management Systems Team: Telecommunications Network Operations Centre (TNOC) Position Reports To: Team Leader TNOC

POSITION PURPOSE

The purpose of the Telecommunications Engineering Officer is to actively participate in the delivery of configuration management, performance management and fault/emergency management processes in Powerlinks Telecommunications Network Operations Centre (TNOC). The objective is to ensure Powerlinks DWDM, SDH and PDH telecommunications networks are available 24 x 7 by use of Network Management Systems. The position has responsibilities in the delivery of capital projects, operational projects and tasks, in a timely manner and with the required quality outcomes. The position is also required to perform works co-ordination, outage co-ordination and contingency planning to ensure projects and tasks are completed on time.

The TNOC Team is within the Operations & Field Services Division, Network Management Systems Group. It is one of four teams within the NMS group comprising of electrical/control system engineering, telecommunications engineering and IT professionals. The TNOC utilises Inventory, Configuration, Performance and Fault management processes to provide 24 x 7 operation of high availability DWDM, SDH and PDH telecommunications networks deployed throughout Queensland, supporting power system operation, corporate and commercial services, 4 ACCOUNTABILITIES

OPERATIONAL OBJECTIVES In a team environment, undertake the review, implementation; test and commissioning of additions/modifications and deletions to Powerlinks telecommunications networks to ensure availability is maximised and commercial obligations are met. Any deviations from these objectives are reported, investigated and opportunities for continuous improvement identified. Actively participate in the co-ordination of planned outage and fault management activities to ensure the high availability of the networks. Utilise Central management tools for the management of Powerlinks DWDM, SDH and PDH networks. In a team environment, actively participate in the utilisation of the network simulator to perform type testing of new telecommunications technologies used by Powerlink. LEADERSHIP In a team environment, actively contribute to the development, review and use of processes and tools in the TNOC for the delivery of capital projects and operational projects and tasks, on time and with the required quality outcomes. To mentor team members in the utilisation of the PDH, SDH and DWDM telecommunications network management systems to ensure Powerlinks operational business objectives are achieved. To actively participate in the delivery of training for Powerlink and MSP staff in the support of telecommunications technologies. SAFETY AND ENVIRONMENTAL OBLIGATION Ensure a culture of Safety First through participation and implementation of audits, risk assessment and hazard management strategies and protection of the environment in accordance with corporate standards, and operational legislative compliance. Ensure compliance with laser safety procedures as directed by the Team Leader TNOC.

SELECTION CRITERIA

Qualifications/Certification Essential

Associate/Applied Degree in telecommunications or electronics engineering.

Desirable Certificate IV in Training and Assessment.

Previous Work Background/Environment Essential High-level experience working within a telecommunications network operations environment. High level experience in implementing any of PDH, SDH or DWDM telecommunications networks, including responsibilities for delivering projects on-time and required quality outcomes.

Desirable High-level experience in providing 24 x 7 operational support of telecommunications networks. Experience working to set safety policies and procedures Experience working within and developing quality assurance policies, procedures, guidelines and standards, and particularly the IT security policy.

Demonstrated Technical Skills Essential High-level experience in the configuration and fault management of telecommunications networks, specifically any of PDH, SDH or DWDM. High-level experience using advanced telecommunications network management system technology used by a Network Operations Center. High-level experience using Microsoft Office products, specifically Excel, for analysis and reporting of operational data. High-level experience using change control and configuration management processes. Proven experience in the delivery of large and small projects and tasks.

Desirable Experience in applying ITIL methodologies in managing telecommunications services. Experience in use of Marconi or Huawei products, sufficient to be able to fault diagnose and repair. Knowledge of relevant legislative requirements (Electricity Act, Workplace Health and Safety Act, Environmental Protection Act, etc.) and the practical application of this knowledge in respect to office, on-site and construction activities.
