An integrated social information space Kyiv and Vinnitsa have agreed to conduct an experiment to create an integrated s ocial information

space to enhance state supervision over the targeted use of so cial budgetary funds in 2013-2014. The project is stipulated by the Decree of Cabinet of Ministers of Ukraine "On establishment of an integrated social information space and facilitation of info rmation exchange between central bodies of executive power," adopted on Septembe r 11. According to First Vice Prime Minister of Ukraine Sergei Arbuzuov, providing tar geted social support to vulnerable and disadvantaged groups of citizens is a str ategic social reform. Some 25.7 billion UAH were paid out for state social benefits in 2013, 3.3719 mi llion UAH in August alone. That means that all requests for social benefits have been fully met from the state budget. Experts point out that the decree provides for establishing an integrated social information space and introducing a system based on technology developed by the National Bank of Ukraine. If the results are successful, the experiment can be used nationwide to help imp rove management of targeted benefits, allowances and subsidies. It is necessary to establish an up-to-date information-analytical system that w ill automate the process based on information on income and property status of t he Ukrainian citizens, in order to have a targeted approach to payment of social benefits, experts believe. The creation of such integrated information space will help significantly reduce the complexity of issuing social benefits and payments, government analysts say . Similar systems are in operation in most countries of the European Union.The gove rnment has reviewed their experience and intends to adopt models suitable for Uk raine. If a person needs to apply for child birth benefit or a subsidy, he or she needs only to present a passport. Other required information will be available for s pecialists from a pilot database. The new tool will help optimize the budgetary costs and improve management of so cial funds, analysts say, as well as increase state supervision over the targete d use of social budgetary funds. This will enhance the efficiency and quality of social services provided to Ukrainians in public and commercial organizations.
