Just got back to Madrid today after two weeks out doing visa waiver country reviews in
other parts of Europe. Rushing around from place to place was tiring, but it was
definitely an enlightening experience, and even kind of fun.
Re the questions:
1. This is strictly guesswork trying to reach into the recesses of my memory, and could
be very much off-base: I think the UBL heightened security alert was one of those things
relayed to us via Jim Reynolds of DOJ/CRIM/TVCS from the CWG. If my memory is correct, we
didn't get a lot of background on the "whys", but dutifully sent out the alert as —i ,-qa
requested. As to whether anything came of it -- I don't recall ever seeing any 1 J.
significant incident reports as feedback, but we might not have, if they got moved into s&**'\s
effect? To my recollection, nothing was issued to rescind it, but on the other hand, many
other things got sent along to POEs between 1999 and September of 2001 and I doubt if the
line inspectors had it fresh in their minds from day to day. Truth is, neither did we in
NSU. Time and intervening issues have a way of dulling the impact of such things.
2. I don't recall the July meeting -- don't know where I was, but don't think I was -i
there. Nonetheless, I'll call ASAP, as soon as I can pin down someone here whose STU
phone I can use. tT"-^
As for Dougherty, I must be getting soft in my old age. I actually felt sorry for the
guy, even if he acted like an SOB while at ICE. But his being gone probably changes
little for me. ICE is still a Customs-heavy organization whose leadership doesn't much
value legacy INS backgrounds or skills. I think retirement is definitely in the offing
for me at the beginning of October.
After that, well who knows? I can't envision spending the rest of my life with fishing or
shuffleboard.
How're things for you? Well, I hope. Probably extremely busy as the report moves forward
to final production. After the Commission, what? Good things, I'm sure.

I'm editing the legacy INS piece of our monograph, and have a lingering
question:
1. In 1999, you and the Intel unit sent a UBL heightened security alert
out
to POEs, and Mideast country males were to receive "extra scrutiny" and terrorist removals
were to be reported to hdqtrs. What happened with the alert? Was it still in effect at
9/11?
2. Also, can you call me re the July 5, 2001 meeting asap?

Federal prosecutors in Manhattan opened their case against terrorism suspect
Mokhtar Haouari on June 27, 2001 by describing a plot by Algerians to strike
American targets during the millennium celebrations at the end of 1999.
Haouari is charged with assisting Ahmed Ressam in the bomb plot to target Los
Angeles International Airport.
* May 29, 2001 - Kenya and Tanzania Embassy Bombers Conviction
Mohamed Al-Owhali and three others were convicted by a Manhattan federal jury
of plotting simultaneous bomb attacks in 1998 that killed 224 people at the
U.S. embassies in Kenya and Tanzania.
* April 6, 2001 - Ressam Conviction
Ahmed Ressam, the 33-year-old Algerian caught in Port Angeles with a carload
of explosives, was convicted of attempting' to conduct terrorist acts in the
United States. U.S. Customs inspectors in Port Angeles arrested Ressam on
December 14, 1999 as he attempted to smuggle explosive materials into the
United States from Canada. Ressam is scheduled to be sentenced on July 25,
2001.

Reserve System, Washington, D.C. (202-452-6420). Mr. Colon stated that he
generated the attached document based on a meeting he attended on July 5,2001 -
Mr. Colon stated that he attended this meeting along with Mr. Michael Vanacore who
