Date: 04.09.2013 Dear Mr. Prime Minister, Vanakkam.

I am Thiagu, General Secretary of the Tamil National Liberation Movement, which is part of the Movement Against CHOGM in Srilanka. Please let me bring to your attention that the Tamil people all over the world are agitated about the prospect of holding the Commonwealth Heads Of Government Meeting in Colombo in the middle of November. The people of Tamilnadu are nearly unanimous in appealing to you as the Prime Minister of India not to attend the CHOGM in Colombo. Our position is that Srilanka deserves to be expelled from the Commonwealth for its genocidal war crimes and crimes against humanity. These allegations have been well substantiated by the Dublin Permanent Peoples Tribunal Award, the UN Expert Panel report and the London Channel-4 documentaries. We would like to insist on you to take the initiative in moving for expelling the government of Srilanka from the Commonwealth of Nations. Kindly refer to the Singapore declaration, 1971 and the Harare declaration, 1991, and you will find how Srilanka has blatantly trampled upon the basic values of the Commonwealth. There are the precedents of South Africa having been kept out of the Commonwealth from 1961 to 1994, the suspension of Pakistan during the Pervez Musharaf regime and the immediate case of Fiji which continues to be kept out for denial of democracy by a military regime. As part of the worldwide movement to boycott Srilanka in all fields, we in Tamilnadu want the government of India at least to ask for the change of venue from Colombo to some other Commonwealth Capital or, if at all there is no change, to boycott the CHOGM at Colombo. I, as general secretary of the Tamil National Liberation Movement, and on behalf of the Movement Against CHOGM in Srilanka, propose to go on a fast unto the last from 2013 September 26th , insisting on the following demands; 1. a) The Sinhalese state of Srilanka, which stands accused of the crime of genocide, should be expelled from the commonwealth. b) The CHOGM slated to be held in November 2013 should not be held in Colombo c) If at all the CHOGM meets in Colombo, the heads of government, particularly the Prime minister of the India, should not attend the same. In no part of India should the Srilankan armed personnel be given any kind of training.

The agreements for India to supply electricity by undersea cables should be immediately scrapped. In order to save the fishermen of Tamilnadu from being killed and harassed by the srilankan navy, a Tamilnadu fishermen defence force consisting of fishermen youth should be formed and given necessary equipment and training. The agreements between the government of India and the government of Srilanka with regard to the island of katchattheevu signed in 1974 and 1976 should be annulled and India should retrieve the Island which is an integral part of Tamilnadu and hand it over to the latter.

6. a) The special camps for Srilankan Tamil Refugees in Tamilnadu should be immediately closed. b) India should sign the 1951 Geneva Convention and the 1967 Protocol on the Rights of Refugees. c) The model law on the rights of refugees drafted by the justice P.N.Bagawati committee should be placed before parliament and enacted. d) The srilankan Tamil refugees should be given temporary Indian citizenship, so that they are treated on par with the citizens of India. e) The government of India and the government of Tamilnadu should completely respect the economic, civil and political rights of the people of Tamil Eezham living in Tamilnadu. f) No Srilankan Tamil refugee should be returned to srilanka or expelled from India against his/her will. 7. Perarivalan, Santhan and Murugan who have been convicted and sentenced to death and Nalini, Robert Payas , Jeyakumar and Ravichandran convicted and sentenced to life, in the Rajiv Gandhi murder case, should be immediately released in view of the fact that these seven have spent more than 20 years in prison. 8. As per the resolution adopted on 27th March 2013 by the Tamilnadu Legislative Assembly reflecting the unanimous demand of the world Tamils, a) An independent international investigation should be instituted about the war crimes and crimes against humanity committed by the Sinhalese government of Rajapaksa against the people of Tamil Eezham. b) An international protective mechanism should be provided to prevent the continuing structural genocide of the people of Tamil Eezham. c) A referendum should be held among the Srilnakan Tamil people in their homeland and in the Diaspora in order to determine the future of Tamil Eezham. 9. The government of India should give effect to the resolution of the Tamilnadu Legislative Assembly, calling for the economic embargo on the government of Srilnaka to make it accept the demands of the Tamil people. Sir, these are our demands. We hope you would find them all fair and just. We expect an early favourable consideration of these demands. Should you reject all these demands and be adamant in aiding and abetting the government of Srilnaka as in the past, I can only tell you politely but emphatically that I will go on a fast unto the last on the 26th of September 2013 and die, if necessary, if that is the only way to convey the sentiments of Tamils world over to you and the government of the India.
