Advanced Maintenance Systems Written by Grahame Fogel Presented by Bruce Oyler Introduction Why is it that some maintenance programs work exceedingly well, and others even after significant effort by hardworking, dedicated people, fail, with the associated costs yielding very little? No one sets out planning failure. It is hard to conceive of people going to work in the morning intending to fail. However managers and the processes they are responsible for, in a great many companies, have opted for failure, and the tragedy is they may not even realize it. Maintenance Organization Maintenance is, within many organizations, one of these failed processes, however there are some companies that have made maintenance and it's resultant products: reliability and availability, into a competitive business asset. In the world of ever increasing global competition sub optimized process will not survive.. Maintenance should be as much a part of the overall competitive business strategy within an organization as any of the other facets of competition. There virtually is no way a company can be a world class performer if it's production facilities are not up to the task. Maintenance is a continuous campaign against any number of threatening forces. tendency of all systems towards increasing disorder, political influences within an organization, human ineptitude, inappropriate design, wear, poor or inappropriate maintenance and the list continues. Inevitably we also have to add to the list of obstacles the natural intractability of organizations to change. This paper argues that the analogy of planning a successful maintenance program is very similar to the planning needed to execute a successful military campaign, where all the experience of successful application of the tools and strategies of war apply. To ensure success in any battle one has to equip oneself as competitively as possible to ensure victory. This means having a clear view of both the overall strategy (what and where issues) and the tactics (how issues) which will ensure optimal achievement. Maintenance Strategy One of the areas where maintenance thinking in organizations has failed, is to clearly formulate an overall maintenance strategy supported by meaningful tactics. It has been our experience that in many cases maintenance operates at a purely operational level with no thought about the overall goal (to win the war). Take last years budget shave a couple of points, reduce headcount by one in order to "control" and apply next year is typically the extent to which year to year planning is applied to maintenance. The result is a poorly implemented business process, without regard for goals, and with downcast expectations and similar performance. Alternatively, some companies have been strong on strategy with inappropriate tactics, and conversely there are many advanced maintenance programs with some very strong tactics which do not tie coherently together to reinforce the overall strategy. In the final analysis unless the maintenance process is driven by a solid overall business strategy, it will continue in directions set by past experience, not embracing future opportunity. Conclusion This by definition precludes any improvement opportunity. However, if an organization thinks about and designs a strategy, with good communication, the routine day to day maintenance activities can become the living implementation of strategy. The world we live in of increased competition, woe to any company who wants to defend their position in a global market who does not recognize the importance of reliability, maintenance productivity, and the inherent benefits of asset management that a sound maintenance strategy can provide.
