Modal = will, would, shall, should, can, could, may, might, must, ought to. The Passive Voice is used when we do not know who the doer of the action is. We form the verb in the passive sentence with to be + the past participle. eg: The robbers were seized. I was born on Dec 23. The doer of the action is mentioned in a passive sentence when we want to make the sense complete. eg: The fish is being eaten by the cat
