MIT has gradually improved its ranking position in recent years, having risen from 10th in 2007 to take the top spot for the first time in 2012. MIT's consistency across the range of indicators was enough to beat the competition, making the top 50 in all of the six indicators. MIT stays clear of third placed University of Cambridge due to its superior research citation rates, and trumps secondplaced Harvard University due to its better student-to-faculty ratio and more internationally diverse student and faculty body. The US has 11, with Princeton and Caltech tying in tenth position. In his PowerPoint presentation, Tahseen Mustafa said that out of 117 projects taken up for execution under loan-1, as many as 101 projects have been completed so far while the rest are being completed by the end of this year. The meeting discussed the action taken report of the ERA on the decisions taken in previous meetings. Says J&K witnessed sea change in last five years
DARH AL(RAJOURI), SEPTEMBER 16: Terming sports as an important element to shape up one's personality, Minister for Medical Education, Youth Services & Sports, Mr. Taj Mohi ud Din has said development of sports infrastructure is a priority with his Department. Addressing a public meeting here, the Minister said the State Government has submitted a sports infrastructure development proposal of Rs. 1000 crore to the centre and Prime Minister, Dr. Manmohan Singh has been kind to approve the proposal. He said under the proposal stadia and sports fields would be constructed all around the State. Mr. Taj said Government has made a policy under which every block in the State would be provided with both indoor and outdoor sports complexes. The idea, he said, is to make sports activity and infrastructure available all through the year. He said many parts of the State, owing to harsh winters, do

SUMBAL, SEPTEMBER 16:- Minister for Higher Education, Mr. Mohammad Akbar Lone on Monday asked people to avail maximum benefits from government schemes launched for their welfare and development including various schemes in the Sericulture sector. The Minister was addressing the awareness camp cum cheque distribution function organised by the Sericulture Department at Sumbal here on Monday. Mr. Lone distributed cheques worth Rs 2.5 lacs among 23 beneficiaries for setting up their own silk worm rearing sheds. The Minister said that department is providing financial assistance to the people through different schemes including plantation scheme in which plants are provided to the weavers free of cost besides assistance of Rs 12 per plant is also extended to them. In addition rearing kit worth Rs 25000 is also provided to the weavers under the scheme. Mr. Lone asked the department to organise more such awareness camps across the state besides providing various inputs so that sericulture production increases and more and more farmers and unemployed youth are associated with this growing and viable business. S R I N A G A R , SEPTEMBER 16: Minister for Tourism Mr. Ghulam Ahmad Mir on Monday concluded the 3 day extensive tour of Dooru Constituency. During the tour, the Minister who is also the local representative of the area took stock of people's day to day problems and developmental needs and directed the concerned officers to mitigate the genuine developmental needs of the people, besides ensuring benefits of welfare schemes reach the needy. The Minister during the tour visited hilly and remote villages of Kapran, Hillar, Heeward, Dalwatch, Nowgam, Manzmoh, Chakiwahgund and omoh Gujar Basti and interacted with the people assuring early redressal of their problems. The Minister also addressed a series of public meetings in the area during the tour. He said that allround development of rural tourism elevation means the prosperity for the whole State. "Tourism is not an enemy of anybody but a friend to all of us. We should cash on it for our prosperity", he asserted and appealed one and all to contribute positively and not link tourism with politics and conflicts for the larger interests of the State. He said Government would encourage private stakeholders for investment under tourism sector for creation of varied infrastructure and facilities for the purpose besides ensuring lucrative advances and incentives up to Rs one crore. The Minister reaffirmed that being the local representative equal development of all the areas was his priority and no injustice would be done to any area of the Constituency on the developmental front. He assured the people that all their genuine developmental needs would be carried out in phased manner.

Mr. Sagar said that these types of melas should be organized regularly in different areas of the state also so that local artisans get the required exposure which is very important for them to sell their goods and create markets for themselves. He said that these would go a long way in boosting the local economy and creating the much needed job opportunities for the different SelfHelp-Groups participanting in these types of events.

NEW DELHI, SEP 16: India and Pakistan can live in peace only if the youth from both the countries get more opportunities to interact with each other, a group of school students from the two countries said Monday. The group of 23 students from 10 Pakistani schools is in the capital to participate in the "students exchange for change programme". The event is organised at the Tagore International School by Indian NGO 'Routes2Roots' and Citizens Archive of Pakistan (CAP), a Pakistan based NGO. Selected students from both the countries interacted with one another through letters, post-cards and various other modes of communication for an year and now have met personally. A group of Indian students visited Pakistan in the first week of September. "If you ask me, there is no difference between the two countries - it's just the politicians who have created a wall between us," 16-year-old Tanya Bhardwaj, a student of Tagore International School, told IANS after meeting Pakistani students. "I think our generation can make a difference if we interact with each other more often," said a teenager who has already added her new found friends from the neighbouring country to her account on a social networking site. Agreed 14-year-old Fatima from Karachi's Mama Parsi Girls High School, who stressed that people from both the countries shared the same culture. culture is same and the only thing dividing us is a border. I've had a delighted stay here and the warmth of the locals felt like I was back home," said Fatima, who was on her second visit to India. According to Tina Vachani, founder of Routes2Roots, the programme will help in clearing apprehensions among students and bring them close to one another. KOLKATA, SEP 16: More than 1,000 Christian-run schools will observe Sep 19 as a 'black day' and remain shut in protest against police "inaction" during the vandalism of a West Bengal school following the death of a minor girl student, the archbishop of Calcutta said Monday. These schools comprised those the purview of the West Bengal Association of Christian Schools (WBACS), the Association of Anglo-Indian schools (more than 700) and those schools affiliated to the Indian Council for Secondary Education (ICSE) board (amounting to near about 300). "All these schools in English medium and vernacular medium in all the districts of West Bengal to observe Sep 19 Thursday as a 'Black Day' and remain closed," Archbishop Thomas D'Souza told media persons here. "Schools will remain shut to protest against total police inaction to control the unruly mob, to condemn the rampant vandalism and hooliganism in a girls' school for hours on end causing trauma to the head mistress and so many lady teachers," said D'Souza, who officiates as the president of WBACS. Oindrila Das, a class 5 student of Christ Church School in Dum Dum, died Sep 11, a week after she was allegedly locked up inside the school toilet by some of her seniors who demanded money from her. A day later, the 131-year old institution witnessed unprecedented scenes as hundreds of people - mostly parents - ransacked the institution, holed up the principal and other teachers inside a dark room and eventually forced principal Helen Sarkar to resign. Condoling the death of the student,
WBACS demanded the identification and immediate arrest of those responsible for "the criminal act of sabotage, destruction of school property, including valuable documents and the trauma caused by all". The Association also demanded "immediate and unconditional release" of Sarkar who was arrested Thursday night and subsequently remanded to three days' police custody following protests by parents who blamed her for the death of 10-year-old Oindrila. "We demand the immediate and unconditional release of Helen Sarkar, the headmistress, who was made to tender her resignation under pressure," said D'Souza. A court Monday granted bail to the school principal who was booked under several non-bailable charges following a police complaint by the dead girl's family.

THE MODI ERA BEGINS Congress must now bite the bullet or dust
By anointing Narendra Modi as the party's prime ministerial candidate for the 2014 Lok Sabha election, the Bharatiya Janata Party has honoured the wishes of the vast legion of its supporters across the country and the party's rank and file who believe that the Gujarat Chief Minister has the potential to drive the BJP to victory. This belief is shared by a large number of the party's senior leaders who say that he is a 'vote maximiser'. There are no two opinions that Mr Modi is a charismatic leader with a pan-India appeal. It's not just his persona and his oratorical skills that have brought him to centre-stage, but also his excellent record in governance as Chief Minister. The heartening aspect of his name's announcement is that leaders, who were supposedly opposed to the declaration of his candidature at this stage, were not just present at the party's Parliamentary Board meeting which took the formal decision, but also whole-heartedly endorsed the move. The less heartening aspect is that veteran leader LK Advani refused to attend the meeting and has since expressed dismay over the manner the issue has been handled by party president Rajnath Singh. It would have been the proverbial icing on the cake had Mr Advani been present to endorse Mr Modi. It cannot be denied at this moment when commentators are writing about the 'end of the Advani era' that the party patriarch has played a stellar role in building the BJP from scratch. Mr Modi and several other senior leaders owe their political rise to the mentoring that Mr Advani has provided them over the decades. Bearing these realities in mind, the party went to great extents to get him on board, with senior leaders confabulating with him throughout Friday before the formal announcement was made. Regardless of all that has happened, Mr Advani remains the party's tallest and most respected leader, and Mr Modi, more than anyone at this juncture, needs his guidance. That Mr Modi's first stop after the party chose him as its prime ministerial face was Mr Advani's residence where he went to seek the patriarch's blessings, indicates that the Gujarat Chief Minister wants to put past rancour behind and be guided by Mr Advani in advancing the electoral cause of the BJP in the coming months. If the announcement of Mr Modi's candidature has electrified the party's cadre, it has been enthusiastically welcomed by the BJP's allies such as the Shiv Sena and the Shiromani Akali Dal. Mr Modi's anointment has also opened the doors for fresh political alliances. For instance, Mr BS Yeddyurappa, who broke away from the BJP and formed his own party after he was made to step down as Chief Minister of Karnataka and was not rehabilitated thereafter, is willing to join the National Democratic Alliance. While the BJP now has a prime ministerial candidate and is poised along with its present and potential allies to launch a blistering campaign against the Congress-led UPA regime, the Congress does not have a face which it can pit against Mr Modi. All these months, the ruling party at the Centre taunted the principal Opposition on the latter's dilemma over the issue of leadership. It's now the Congress's turn to face the heat. The truth is that the party is terrified of a situation where any of its leaders, especially the unsure Mr Rahul Gandhi, has to directly confront a confident Mr Modi in a contest that will turn into a referendum on their leadership skills. The reasons for the Congress's reluctance are obvious and have been deliberated enough. But the party may have to bite the bullet sooner than it wishes to.

The complex tasks for the new governor of the RBI

The rupee appears to have dithered in its precipitate fall. The new governor of the Reserve Bank of India has taken a position with strong and clear statements of what he sees as his tasks. The ugly public disagreements expressed by the prime minister and the finance minister with the RBI hopefully will not be repeated. Nor will there be different statements from the government and the RBI on the rupee exchange rate. The government has announced some halfmeasures. They are to get stalled infrastructure projects moving. A comprehensive package that will make them move does not appear possible in this un-coordinated governance. The expensive and inefficient food security legislation is in place. So is the new land legislation. The first will add to the deficit, corruption and inefficiencies. The second will be another hindrance to private industrial investment. The apparent small but clear recovery of the American and European economies is a good sign. The blaming of external events for the fiscal and current-account deficits on external events will cease and the focus will be entirely on domestic measures. This article looks at the complex and contradictory tasks before the new governor of the RBI. Greater availability of finances, interest rates, the rupee's exchange value, domestic investment, the twin deficits, foreign fund inflows, and the overhang of corporate external debt are the principal challenges. The government has announced the forthcoming issues of tax-free bonds by public-sector undertakings, amounting to Rs 58,000 crores, with tenures up to 20 years and interest rates as high as 8.71 per cent. For high net-worth individuals paying marginal rates of tax of 30 per cent, this would amount to a return of 11.48 per cent before tax. What is more, the bonds can be traded. There may be more of these in the coming months. The government and RBI have to control inflation. Analysts think it unlikely to moderate very much despite the good monsoon, because of rising energy prices. In recent months, the RBI has put pressure on liquidity, and maintained high interest rates. The RBI might now, and frequently, increase and reduce liquidity while holding on to interest rates. Banks are already under pressure, especially because substantial infrastructure loans (in projects with bank financing at 66 to 80 per cent of project costs) have come for restructuring or even becoming non-performers. The strong message to banks now is to penalize defaulters and closer scrutiny of loan applications. This will raise bank balance sheets, and improve matters. Banks must carefully examine project contract terms and the assumptions behind the quotations made in the bidding. The defaults have been mainly in road projects initiated power and metro projects. They are delayed, tying up massive funds (around Rs 2,80,000 crores are up for loan restructuring). Causes for delays include more than anticipated delays of clearances from government departments (environment, forests, relief and rehabilitation, rises in fuel costs, huge rupee exchange value fluctuations, and so on). They were beyond the assumptions of project developers. The government departments concerned have not compensated for the losses suffered because of the delays. In public-private partnership contracts, lenders did not adequately scrutinize the contract conditions, and the bid term, which was usually for 'levelized' tariffs over 25 years or more. These costs, because of long delays, made the projects unviable at the contracted tariffs. In future, the tariffs should not be for longer periods than required for bank financing and an independent body must examine renegotiation. The availability of foreign funds might improve as Western economies recover. But they will no longer be as cheap as they have been, and of which Indian industry piled up debts of around $250 billion. Because of high deposit and lending rates, Indian companies should look for equity investments rather than the debts. The tax-free bonds (more might be on issue in coming years) will also draw away some of the savings from the market, mostly from bank deposits, and put pressure on funds. This could adversely affect liquidity. There may be more such bonds to come. Their interest rates might also set a floor for deposit rates. It would mean a rise in bank deposit rates and therefore of lending rates in future months. The government has to assure its own longterm funding. The attempt will be for the government to manage its massive social programmes and infrastructure spending without selling securities and adding to its deficit. Issuing the bonds by public sector units is one route. But how will the government use the funds from these PSU tax-free bonds? We must expect that the RBI will be flexible on cash reserve ratios in attempting to improve liquidity. But interest rates may not decline. The RBI has to walk a tight rope to restrain inflation and stimulate investment. There is also the possibility that long-term capital costs will rise. The new governor mentioned the need for longterm financing to be separated to some extent from banks. Are we going to see revival in a different form of the old-term lending institutions? India probably erred in past years in allowing companies the relative freedom to borrow abroad. Then the Indian economy was doing very well in contrast to Europe and the United States of America. Some European countries cut government spending and were in economic decline (like Greece and Spain). Others like the US were trying to grow their economies and employment through 'quantitative easing', that is, easy liquidity and low interest rates. This resulted in huge surplus and footloose funds looking for better returns. An obvious destination was the emerging countries. India figured prominently. Indian companies took advantage of the funds availability at low cost, to borrow heavily. Indian external commercial borrowings crossed $250 billion, (about the size of India's foreign exchange reserves), mostly repayable in 2014 unless rolled over. With the rupee-dollar exchange rate declining over 20 per cent in the last two months, these borrowings have made a big hole in Indian corporate balance sheets, except for companies with substantial export earnings. Now that Western countries are on the recovery path, easy and cheap money will be history. Cheap foreign borrowings by Indian companies will gradually vanish. If the Indian economy and Indian companies are seen as risks (because of slow growth, weaker balance sheets and the declining rupee) the funds will not be available. The high balance of payments deficits will put pressure on the rupee. In this situation, companies should not be raising borrowings abroad because the rupee liability will rise. With domestic liquidity not easing by much because of continuing inflation, Indian companies could become starved for funds. Capital investments will also be hurt since the ordinary investor will prefer to keep his money in tax-free bonds, bank deposits, and safe company deposits. Public investments will also be on a low keel since the government must make every effort to cut its deficit. It can do so by suspending or sharply reducing expenditures on the lavish social welfare schemes introduced by the Congress president. After the elections in 2014, the party or parties running the government will have to follow this course. For economic and employment growth, there has to be a spurt in public and private investment, a curtailment of the government deficit, some improvement in liquidity, and the rupee must remain stable. Exports must be stimulated, for example, of iron ore and imports curtailed because of the high prices. Government seems to be applying itself to these. Bureaucratic and labour law hurdles to industry must go. Interest rates will remain high and rise for foreign funds. Liquidity will ease. Rupee values may stay at present levels. Some issues require contradictory actions. The RBI and government must be proactive, quick in action, and unafraid to reverse course when changing conditions need it.

Some unkind persons have made it a sport to find fault with the government. They will be silenced by the flood of measures it has taken towards what it calls financial inclusion. It has set up the financial security and development council with a mandate for financial literacy and inclusion. Since making common people financially literate is a specialized task, this council has created a technical group on financial inclusion and literacy. Its strenuous efforts have led to the finalization of a national strategy for financial education. Just in case all this action spearheaded by Delhi shows it to be lagging behind, the Reserve Bank of India has created a financial inclusion advisory committee of its own. Just in case it is seen to be parochial, it has sprinkled this committee with some acceptable personalities from non-government organizations. This is only the sugaring at the top; further down, there are state level bankers' committees, under which there are lead district managers in all the 659 districts. Just in case this is taken as a mere creation of bureaucracy, the banks have set up 700 financial literacy centres, not to mention rural self-employment training institutes. If a banker in a seminar starts talking about R-SETIs, people will now know what he is talking about. He may well admit in an unguarded moment that bank employees do not like working in villages where their women cannot find a hairdresser. The RBI has foreseen this reluctance and authorized banks to appoint banking correspondents who would give villagers ample banking services without asking for a job in a bank. Recognizing that it is difficult for a banking correspondent to open his bag on a village road and hand over money to a villager who wants to cash a cheque, the RBI has asked banks to construct a brick-and-mortar structure where a dozen banking correspondents can take shelter and unlock their bags. All this careful action did not lead to many villagers getting access to a bank, so more recently, the RBI has asked banks to open brick-and-mortar structures called branches in as many villages as possible. Such structures are supposed to have come up by 2010 in all the 74398 villages which had a population of 2000 people or more; since then, banks have invaded even smaller villages and set up branches. Any villager can walk into any of these branches and tell the teller that he is Banke Lall the villager; on this self-certification, the teller will open an account for him. If the villager has any money, he can open a savings account and create a variable recurring deposit, or ask the teller to make an electronic bank transfer to his girl friend; otherwise he can use the same account to take an overdraft. The Indian villager is a lucky man - at least in the view of the RBI.

It is clear that some political parties, with an eye on the upcoming general elections, want to create unrest and benefit from it. The police and the local administration failed miserably in protecting innocent lives. The bench also gave a goahead to CBI to register criminal cases against those exporters who were subjected to preliminary enquiry (PE) as per the September 5, 2012 report and recommendation of the apex court-appointed
Central Empowered Committee (CEC) and had exported iron ore of more than 50,000 metric tonnes. The bench also permitted the agency to refer the matter with respect to exporters, who had exported a total quantity of less than 50,000 tonnes and were not under the umbrella of CBIs PE, to Karnataka government for taking further action under relevant laws as recommended by the CEC. The bench, also comprising justices S.S. Nijjar and Ranjan Gogoi, said the state government will also be handed over the cases in which PE was carried out by CBI and the quantity of export was less than 50,000 tonnes. The apex court said both CBI and Karnataka government would file the compliance report within four months and its order be supplied to the CBI Director and the Chief Secretary of the state govern-
ment. The apex court had on September 7, 2012, directed CBI to lodge FIR and investigate thoroughly and comprehensively the illegality involved in the extraction of iron ore from Karnataka forest and their transportation to Belekeri Port from where it was exported to foreign companies during the period of January 1, 2009 to May 31, 2010. The CBI probe was ordered on the basis of the CEC report of September 5, 2012 after a PIL filed by an NGO, Samaj Parivartana Samudaya, alleged that during that period 88 lakhs tonnes of iron ore was exported by 73 exporters from Belekeri Port. It had alleged data revealed that 50 lakh tonnes of iron ore exported from the port was without the permit issued by the Department of Mines and Geology.

Dr. Singh said during their visit, the riots affected people told the Prime Minister and the Central leaders that they have completely lost faith in the SP government as they have failed to provide security and stop the communal violence. RIYADH: Nearly 6,000 Indian workers have secured full-time employment in Saudi Arabia since an amnesty was announced on April 6 this year to enable workers staying illegally in the country regularise their residency. Faiz Ahmed Kidwai, Indian consul general in Jeddah, said the diplomatic mission helped 10,000 Indians to correct their status, either by transferring sponsorship, renewing residence permits or changing professions, reported the Arab News. "When we saw the large number of people who came to the consulate asking for work, we invited companies to come and hire regular employees who had corrected their status. We organised three job fairs and more than 200 Saudi and Indian companies participated in these fairs, and around 6,000 Indians got full-time jobs as a result," the Arab News quoted Kidwai as saying. The Saudi government on July 1 extended an amnesty for foreign workers to obtain legal status in the country till Nov 3, from the previous deadline of July 3. The consul general said 95 percent of the workers got hired in contracting and technological sectors, while around five percent were absorbed by engineering, accounting and hotel sectors. Kidwai expressed his gratitude and appreciation to Saudi Arabia's King Abdullah bin Andulaziz AlSaud for extending the status correction period. The consul general said some of the Indian nationals were facing problems because they lost their passports and did not even have photocopies.

NEW DELHI: Gold futures prices on Monday fell by 1.52 per cent to Rs 29,669 per 10 grams as speculators offloaded their positions, taking weak cues from the global market amid rising rupee. Besides, subdued spot demand and profit-booking by speculators also put pressure on gold futures. At the Multi Commodity Exchange, gold prices for delivery in October fell by Rs 459, or 1.52 per cent, to Rs 29,669 per 10 grams in business turnover of 2,853 lots. In yet another setback to Ranbaxy Laboratories, the US Food and Drug Administration has issued an import alert on drugs produced by the company at its Mohali plant in Punjab, for violation of current good manufacturing practices. According to information available on the USFDA website, the import alert, dated September 13, will cover all 'drugs and drug products' produced by Ranbaxy at the Mohali plant.

They just picked up conversations they had with members of Delhi Police where they said Sreesanth and other members of the cricketing community confessed before
