MUZAFFARNAGAR, SEP 16: The Prime Minister Manmohan Singh visited trouble torn areas of Muzaffarnagar on Saturday. The Pm while consoling the victim families termed the communal riots as "a big incident" and sought strictest action against the people involved in the communal clashes which claimed more than forty lives. A week after the worst communal clashes in two decades engulfed Muzaffarnagar district, 130 km from New Delhi, the Prime Minister flew to the area with Congress leaders Sonia Gandhi and Rahul Gandhi. "Efforts will be made to ensure that the strictest action be taken against those behind the (communal violence)," a grim faced Manmohan Singh said after touring some of the most affected places. Manmohan Singh spoke to officials as he walked through Bassi Kalan village and later Tawli amid tight security. CRPF jawan killed in 'accidental' firing


JAMMU, SEP 16: A CRPF Jawan was killed in an alleged accidental firing by a policeman at police control room in Jammu on Monday. Akbar Ali, a jawan of 60 Battalion of CRPF, was hit by a bullet when the rifle of policeman Mohan Lal accidentally went off at a PCR here, police said. Ali died on way to hospital, police said. Lal has been taken into custody for questioning, police said. Senior police officials are investigating the case and further details are awaited, they added.

SEPARATIST DISCOURSE: STONES, DECAYED REASON AND DUBIOUS POLITICS

Simply put the balloon that they have sought to make of Kashmir and its genuine struggle had punctured the day, Kashmiri Pandits were on record, told in curt terms that they were not needed in the valley and better leave. Time has travelled much a distance since the exodus of minorities. But the separatist dilemma has remained enshrined in the valley. The confusion between freedom and plebiscite is hanging like a Damocles sword on all separatists. It has become like choosing between the devil and the deep sea. In this confusion, the gun wielder asserted itself and took his pound of flesh with revelry. Many houses, intricately carved brimming with a dazzling Kitchen full of all kinds of appliances, in full view belong to these gun wielders who had some grouse against their exploiters whether in the city, its suburbs or rural areas. Nomenclature in the ingenious Kashmirian way was given to the gun totter. Those directly trained from the sacred Madrassa or camps of Pakistan were Mujahids. This is a contorted vision of a bunch of people who desire in their own life time the demise all reason and ascendance of the dubious to the peril of the common Kashmiri.

Call it sheer politics, a cunning game or call it an ungrateful nation, the story all along is of deceit, duplicity, convenient and willful forgetfulness. The nation has not been able to erect a befitting statue of Sardar Patel, the Iron Man of India, who unified whole nation after Independence. He was a Congress stalwart who opposed communalism and upheld secularism, the same way Nehru and his clan did. He too contributed immensely to the foundations of nation building. His few words told a lot more than the big books of his contemporaries. Forgotten, he stands still in the nation a vague figure. Not a big deal, if you ask any Vadra or Rahul Gandhi or any of the Congress top brass about Patels life. They will draw a blank with void eyes. Patel does not matter to them anymore. He did his job in a concerted way, silently but with stubborn loyalty to the cause of India. Now it is time for the many suave politicians under a secular sneer to parcel Patels efforts for electoral gains. Ask Digvijays, Khursheeds, Sibals, Tiwaris, the Empress and the Prince why Patel stands forgotten for decades. Was he not worth a memorial or could not a centrally sponsored scheme be named after him. Modi has touched a chord with Indians and rightly asked every villager in India to donate 200 or 300 grams of Iron for Patels statue which will be twice the height of statue of Liberty. The statue will remind the young people of this country about the towering contribution of Patel towards his motherland. The Statue of Unity will do some honour to the Iron man of India, long forgotten by the party of which he was a giant figure and inspire young men and women, that among many politicians who are out to divide the country, there was a man like Patel who stoutly stood for Indias unity. DARH AL(RAJOURI), SEPTEMBER 16: Terming sports as an important element to shape up one's personality, Minister for Medical Education, Youth Services & Sports, Mr. Taj Mohi ud Din has said development of sports infrastructure is a priority with his Department. Addressing a public meeting here, the Minister said the State Government has submitted a sports infrastructure development proposal of Rs. 1000 crore to the centre and Prime Minister, Dr. Manmohan Singh has been kind to approve the proposal. He said under the proposal stadia and sports fields would be constructed all around the State. Mr. Taj said Government has made a policy under which every block in the State would be provided with both indoor and outdoor sports complexes. "Investors from outside have not shown encouraging trend to venture in the State. However, we have created good opportunities for our educated, skilled and trained youth to generate employment and economic activities not only for themselves but others", he said and mentioned the unique employment generation and skill upgradation programmes of Himayat and Udaan launched in the State to expand job market for J&K youth.

KULGAM, SEPTEMBER 16: To assess and take stock of the crop damages caused due to high intensity winds and hailstorm in Kulgam District, Minister for Social Welfare Ms Sakina Itoo today conducted extensive tour of various affected villages including Nandimarg, Cheknagam, Yarikha, Dobdaban, Danikhur, Margbal, Sangankanan, Gujarpora and adjoining areas. The Minister was accompanied by Deputy Commissioner Kulgam, officers of Revenue, Agriculture, Horticulture and other Departments. The Minister on the occasion was informed that many villages of the district were affected due to the strong winds and hailstorm causing damage to the standing crops of paddy and maize besides vegetables and fruits. The Minister asked the Revenue officers to assess the damages to Crops and submit the damage assessment report for release of compensation to the affected people.

The problems faced by the Darhal area and the demands of the people include, interalia, the need for launching a special drive for recruitment of youth of Rajouri and Poonch districts in Army, Para-Military Forces and Police, speedy completion of all the ongoing road projects under PMGSY in both the districts, provision of industrial package for Rajouri and Poonch districts and allotment of adequate rations to

SUMBAL, SEPTEMBER 16:- Minister for Higher Education, Mr. Mohammad Akbar Lone on Monday asked people to avail maximum benefits from government schemes launched for their welfare and development including various schemes in the Sericulture sector. The Minister was addressing the awareness camp cum cheque distribution function organised by the Sericulture Department at Sumbal here on Monday. Mr. Lone distributed cheques worth Rs 2.5 lacs among 23 beneficiaries for setting up their own silk worm rearing sheds. The Minister said that department is providing financial assistance to the people through different schemes including plantation scheme in which plants are provided to the weavers free of cost besides assistance of Rs 12 per plant is also extended to them. In addition rearing kit worth Rs 25000 is also provided to the weavers under the scheme. Mr. Lone asked the department to organise more such awareness camps across the state besides providing various inputs so that sericulture production increases and more and more farmers and unemployed youth are associated with this growing and viable business. JAMMU, SEPTEMBER 16 - A three day Capacity Building Training of District Resource Persons and ASHA facilitators on supervisory skills under National Rural Health Mission began today at Regional Institute of Health and Family Welfare, Nagrota. The said training is part of various skill enhancement initiatives taken under NRHM, J&K and is being held under the supervision of Mission Directorate NRHM, J&K and was inaugurated by Dr BS Pathania, Director Health Services, Jammu. Under the programme, 60 participants including community health officers, health educators and medical officers are being trained for the on ground execution of centrally sponsored schemes. It is the three day training in which different programs under NRHM will be highlighted besides lectures on Maternal Health, Child Health, Adolescent Health, Home Based Newborn Care, Reporting Formats, Supervising tools used for Monitoring at field level and related topics would be delivered. The new schemes launched under NRHM namely RBSK (Rashtriya Bal Suraksha Karyakaram) and incentives for ASHAs under NRHM will also be discussed. This was stated by the Minister while chairing a joint meeting of officers of R&B, JKPCC, PMGSY and district administration convened to review the financial and physical achievements under R&B and allied sectors. JAMMU, SEPT 16: JKDF Youth Wing has demanded immediate arrest of miscreants and absconders from Progressive Student Alliance (PSA), a banned Group in Jammu University which have severely assaulted a University Scholar and State Secretary JKDF Youth Wing Kapil Shastri in an attack few days ago. NEW DELHI, SEP 16: India and Pakistan can live in peace only if the youth from both the countries get more opportunities to interact with each other, a group of school students from the two countries said Monday. The group of 23 students from 10 Pakistani schools is in the capital to participate in the "students exchange for change programme". The event is organised at the Tagore International School by Indian NGO 'Routes2Roots' and Citizens Archive of Pakistan (CAP), a Pakistan based NGO. Selected students from both the countries interacted with one another through letters, post-cards and various other modes of communication for an year and now have met personally. A group of Indian students visited Pakistan in the first week of September. "If you ask me, there is no difference between the two countries - it's just the politicians who have created a wall between us," 16-year-old Tanya Bhardwaj, a student of Tagore International School, told IANS after meeting Pakistani students. "I think our generation can make a difference if we interact with each other more often," said a teenager who has already added her new found friends from the neighbouring country to her account on a social networking site. Agreed 14-year-old Fatima from Karachi's Mama Parsi Girls High School, who stressed that people from both the countries shared the same culture. culture is same and the only thing dividing us is a border. KOLKATA, SEP 16: More than 1,000 Christian-run schools will observe Sep 19 as a 'black day' and remain shut in protest against police "inaction" during the vandalism of a West Bengal school following the death of a minor girl student, the archbishop of Calcutta said Monday. These schools comprised those the purview of the West Bengal Association of Christian Schools (WBACS), the Association of Anglo-Indian schools (more than 700) and those schools affiliated to the Indian Council for Secondary Education (ICSE) board (amounting to near about 300). "All these schools in English medium and vernacular medium in all the districts of West Bengal to observe Sep 19 Thursday as a 'Black Day' and remain closed," Archbishop Thomas D'Souza told media persons here. "Schools will remain shut to protest against total police inaction to control the unruly mob, to condemn the rampant vandalism and hooliganism in a girls' school for hours on end causing trauma to the head mistress and so many lady teachers," said D'Souza, who officiates as the president of WBACS. Oindrila Das, a class 5 student of Christ Church School in Dum Dum, died Sep 11, a week after she was allegedly locked up inside the school toilet by some of her seniors who demanded money from her. A day later, the 131-year old institution witnessed unprecedented scenes as hundreds of people - mostly parents - ransacked the institution, holed up the principal and other teachers inside a dark room and eventually forced principal Helen Sarkar to resign. Condoling the death of the student,

WBACS demanded the identification and immediate arrest of those responsible for "the criminal act of sabotage, destruction of school property, including valuable documents and the trauma caused by all". The Association also demanded "immediate and unconditional release" of Sarkar who was arrested Thursday night and subsequently remanded to three days' police custody following protests by parents who blamed her for the death of 10-year-old Oindrila. "We demand the immediate and unconditional release of Helen Sarkar, the headmistress, who was made to tender her resignation under pressure," said D'Souza. A court Monday granted bail to the school principal who was booked under several non-bailable charges following a police complaint by the dead girl's family.

THE MODI ERA BEGINS Congress must now bite the bullet or dust
By anointing Narendra Modi as the party's prime ministerial candidate for the 2014 Lok Sabha election, the Bharatiya Janata Party has honoured the wishes of the vast legion of its supporters across the country and the party's rank and file who believe that the Gujarat Chief Minister has the potential to drive the BJP to victory. This belief is shared by a large number of the party's senior leaders who say that he is a 'vote maximiser'. There are no two opinions that Mr Modi is a charismatic leader with a pan-India appeal. It's not just his persona and his oratorical skills that have brought him to centre-stage, but also his excellent record in governance as Chief Minister. The heartening aspect of his name's announcement is that leaders, who were supposedly opposed to the declaration of his candidature at this stage, were not just present at the party's Parliamentary Board meeting which took the formal decision, but also whole-heartedly endorsed the move. The less heartening aspect is that veteran leader LK Advani refused to attend the meeting and has since expressed dismay over the manner the issue has been handled by party president Rajnath Singh. It would have been the proverbial icing on the cake had Mr Advani been present to endorse Mr Modi. It cannot be denied at this moment when commentators are writing about the 'end of the Advani era' that the party patriarch has played a stellar role in building the BJP from scratch. Mr Modi and several other senior leaders owe their political rise to the mentoring that Mr Advani has provided them over the decades. Bearing these realities in mind, the party went to great extents to get him on board, with senior leaders confabulating with him throughout Friday before the formal announcement was made. Regardless of all that has happened, Mr Advani remains the party's tallest and most respected leader, and Mr Modi, more than anyone at this juncture, needs his guidance. That Mr Modi's first stop after the party chose him as its prime ministerial face was Mr Advani's residence where he went to seek the patriarch's blessings, indicates that the Gujarat Chief Minister wants to put past rancour behind and be guided by Mr Advani in advancing the electoral cause of the BJP in the coming months. If the announcement of Mr Modi's candidature has electrified the party's cadre, it has been enthusiastically welcomed by the BJP's allies such as the Shiv Sena and the Shiromani Akali Dal. Mr Modi's anointment has also opened the doors for fresh political alliances. For instance, Mr BS Yeddyurappa, who broke away from the BJP and formed his own party after he was made to step down as Chief Minister of Karnataka and was not rehabilitated thereafter, is willing to join the National Democratic Alliance. While the BJP now has a prime ministerial candidate and is poised along with its present and potential allies to launch a blistering campaign against the Congress-led UPA regime, the Congress does not have a face which it can pit against Mr Modi. All these months, the ruling party at the Centre taunted the principal Opposition on the latter's dilemma over the issue of leadership. It's now the Congress's turn to face the heat. The truth is that the party is terrified of a situation where any of its leaders, especially the unsure Mr Rahul Gandhi, has to directly confront a confident Mr Modi in a contest that will turn into a referendum on their leadership skills. The reasons for the Congress's reluctance are obvious and have been deliberated enough. But the party may have to bite the bullet sooner than it wishes to.

CONTRADICTORY ACTIONS
The complex tasks for the new governor of the RBI

The rupee appears to have dithered in its precipitate fall. The new governor of the Reserve Bank of India has taken a position with strong and clear statements of what he sees as his tasks. The ugly public disagreements expressed by the prime minister and the finance minister with the RBI hopefully will not be repeated. Nor will there be different statements from the government and the RBI on the rupee exchange rate. The government has announced some halfmeasures. They are to get stalled infrastructure projects moving. A comprehensive package that will make them move does not appear possible in this un-coordinated governance. The expensive and inefficient food security legislation is in place. So is the new land legislation. The first will add to the deficit, corruption and inefficiencies. The second will be another hindrance to private industrial investment. The apparent small but clear recovery of the American and European economies is a good sign. The blaming of external events for the fiscal and current-account deficits on external events will cease and the focus will be entirely on domestic measures. This article looks at the complex and contradictory tasks before the new governor of the RBI. Greater availability of finances, interest rates, the rupee's exchange value, domestic investment, the twin deficits, foreign fund inflows, and the overhang of corporate external debt are the principal challenges. The government has announced the forthcoming issues of tax-free bonds by public-sector undertakings, amounting to Rs 58,000 crores, with tenures up to 20 years and interest rates as high as 8.71 per cent. For high net-worth individuals paying marginal rates of tax of 30 per cent, this would amount to a return of 11.48 per cent before tax. What is more, the bonds can be traded. There may be more of these in the coming months. The government and RBI have to control inflation. Analysts think it unlikely to moderate very much despite the good monsoon, because of rising energy prices. In recent months, the RBI has put pressure on liquidity, and maintained high interest rates. The RBI might now, and frequently, increase and reduce liquidity while holding on to interest rates. Banks are already under pressure, especially because substantial infrastructure loans (in projects with bank financing at 66 to 80 per cent of project costs) have come for restructuring or even becoming non-performers. The strong message to banks now is to penalize defaulters and closer scrutiny of loan applications. This will raise bank balance sheets, and improve matters. Banks must carefully examine project contract terms and the assumptions behind the quotations made in the bidding. The defaults have been mainly in road projects initiated power and metro projects. They are delayed, tying up massive funds (around Rs 2,80,000 crores are up for loan restructuring). Causes for delays include more than anticipated delays of clearances from government departments (environment, forests, relief and rehabilitation, rises in fuel costs, huge rupee exchange value fluctuations, and so on). They were beyond the assumptions of project developers. The government departments concerned have not compensated for the losses suffered because of the delays. In public-private partnership contracts, lenders did not adequately scrutinize the contract conditions, and the bid term, which was usually for 'levelized' tariffs over 25 years or more. These costs, because of long delays, made the projects unviable at the contracted tariffs. In future, the tariffs should not be for longer periods than required for bank financing and an independent body must examine renegotiation. The availability of foreign funds might improve as Western economies recover. But they will no longer be as cheap as they have been, and of which Indian industry piled up debts of around $250 billion. Because of high deposit and lending rates, Indian companies should look for equity investments rather than the debts. The tax-free bonds (more might be on issue in coming years) will also draw away some of the savings from the market, mostly from bank deposits, and put pressure on funds. This could adversely affect liquidity. There may be more such bonds to come. Their interest rates might also set a floor for deposit rates. It would mean a rise in bank deposit rates and therefore of lending rates in future months. The government has to assure its own longterm funding. The attempt will be for the government to manage its massive social programmes and infrastructure spending without selling securities and adding to its deficit. Issuing the bonds by public sector units is one route. But how will the government use the funds from these PSU tax-free bonds? We must expect that the RBI will be flexible on cash reserve ratios in attempting to improve liquidity. But interest rates may not decline. The RBI has to walk a tight rope to restrain inflation and stimulate investment. There is also the possibility that long-term capital costs will rise. The new governor mentioned the need for longterm financing to be separated to some extent from banks. Are we going to see revival in a different form of the old-term lending institutions? India probably erred in past years in allowing companies the relative freedom to borrow abroad. Then the Indian economy was doing very well in contrast to Europe and the United States of America. Some European countries cut government spending and were in economic decline (like Greece and Spain). Others like the US were trying to grow their economies and employment through 'quantitative easing', that is, easy liquidity and low interest rates. This resulted in huge surplus and footloose funds looking for better returns. An obvious destination was the emerging countries. India figured prominently. Indian companies took advantage of the funds availability at low cost, to borrow heavily. Indian external commercial borrowings crossed $250 billion, (about the size of India's foreign exchange reserves), mostly repayable in 2014 unless rolled over. With the rupee-dollar exchange rate declining over 20 per cent in the last two months, these borrowings have made a big hole in Indian corporate balance sheets, except for companies with substantial export earnings. Now that Western countries are on the recovery path, easy and cheap money will be history. Cheap foreign borrowings by Indian companies will gradually vanish. If the Indian economy and Indian companies are seen as risks (because of slow growth, weaker balance sheets and the declining rupee) the funds will not be available. The high balance of payments deficits will put pressure on the rupee. In this situation, companies should not be raising borrowings abroad because the rupee liability will rise. With domestic liquidity not easing by much because of continuing inflation, Indian companies could become starved for funds. Capital investments will also be hurt since the ordinary investor will prefer to keep his money in tax-free bonds, bank deposits, and safe company deposits. Public investments will also be on a low keel since the government must make every effort to cut its deficit. It can do so by suspending or sharply reducing expenditures on the lavish social welfare schemes introduced by the Congress president. After the elections in 2014, the party or parties running the government will have to follow this course. For economic and employment growth, there has to be a spurt in public and private investment, a curtailment of the government deficit, some improvement in liquidity, and the rupee must remain stable. Exports must be stimulated, for example, of iron ore and imports curtailed because of the high prices. Government seems to be applying itself to these. Bureaucratic and labour law hurdles to industry must go. Interest rates will remain high and rise for foreign funds. Liquidity will ease. Rupee values may stay at present levels. Some issues require contradictory actions. The RBI and government must be proactive, quick in action, and unafraid to reverse course when changing conditions need it.

COUNTRY BANK

Some unkind persons have made it a sport to find fault with the government. They will be silenced by the flood of measures it has taken towards what it calls financial inclusion. It has set up the financial security and development council with a mandate for financial literacy and inclusion. Since making common people financially literate is a specialized task, this council has created a technical group on financial inclusion and literacy. Its strenuous efforts have led to the finalization of a national strategy for financial education. Just in case all this action spearheaded by Delhi shows it to be lagging behind, the Reserve Bank of India has created a financial inclusion advisory committee of its own. Just in case it is seen to be parochial, it has sprinkled this committee with some acceptable personalities from non-government organizations. This is only the sugaring at the top; further down, there are state level bankers' committees, under which there are lead district managers in all the 659 districts. Just in case this is taken as a mere creation of bureaucracy, the banks have set up 700 financial literacy centres, not to mention rural self-employment training institutes. If a banker in a seminar starts talking about R-SETIs, people will now know what he is talking about. He may well admit in an unguarded moment that bank employees do not like working in villages where their women cannot find a hairdresser. The RBI has foreseen this reluctance and authorized banks to appoint banking correspondents who would give villagers ample banking services without asking for a job in a bank. Recognizing that it is difficult for a banking correspondent to open his bag on a village road and hand over money to a villager who wants to cash a cheque, the RBI has asked banks to construct a brick-and-mortar structure where a dozen banking correspondents can take shelter and unlock their bags. All this careful action did not lead to many villagers getting access to a bank, so more recently, the RBI has asked banks to open brick-and-mortar structures called branches in as many villages as possible. Such structures are supposed to have come up by 2010 in all the 74398 villages which had a population of 2000 people or more; since then, banks have invaded even smaller villages and set up branches. Any villager can walk into any of these branches and tell the teller that he is Banke Lall the villager; on this self-certification, the teller will open an account for him. If the villager has any money, he can open a savings account and create a variable recurring deposit, or ask the teller to make an electronic bank transfer to his girl friend; otherwise he can use the same account to take an overdraft. The Indian villager is a lucky man - at least in the view of the RBI.

INDIA CAN STILL OVERCOME THIS MESS

The coming general election is not just about who will win, which party will rule the country and who will be the Prime Minister. It's an occasion for us to decide whether we want a new India, writes Neha Khator Something is badly going wrong in this country and we don't need any sixth sense to figure this out. There is just too much bad news all around. From rupee to economy, crime to corruption, everything is at its worst. Not to mention, we have politicians who are always on the stage giving performances more theatrical than Bollywood, aided to the maximum effect by a mainstream media which has turned into a noise machine. Murder, rape and molestation cases continue to rise and shame India. Corruption today has brutally invaded almost every aspect of our lives. It is deeply entrenched, like a termite, eating our society and our conscience. What does it tell you about a country where a few men would readily allow faulty air traffic controllers to be built in exchange for a few extra bucks, not flinching even for a second at the thought of risking thousands of lives. Add to this, we have an economy that is free falling on the global ratings chart. The sense of frustration and helplessness is rising in the public when almost everything stinks of scam and corruption, when the corrupt have a free ride with no fear of law or punishment, when those guilty get clean chit and when the Government slaps right at your face and tells you it doesn't care and threatens the honest with dire consequences. To put it plainly: The country is in deep mess. Everything seems to be out of control. There couldn't be a worse time than this to live in India but there also couldn't be a better time to rebrand this country. And the first step towards rebranding the Indian story will be to rebrand the face that will represent it. For this, we will need to carefully decide whom we choose as our next leader because, as Mr Ratan Tata said recently, what this country most urgently needs is command, leadership and direction; and because we all know that things will only go down further if we don't introspect now. The parties have started readying their soldiers for 'mission 2014', and I think we too should be ready to make sense of the propaganda. Hence, I will be sharing with you my selection criteria that I will use to decide which person deserves to sit in the top chair. And no, it's not based on which politician covers more area in rallies or how much he can shout on television mikes but rather on considerations that this country needs much more than that. Where we are today has partly been blamed on the uninspiring Government that we have. Team Manmohan is a mix of highlyeducated brains. An eminent economist and OxfordCambridge scholar himself, the Prime Minister has Harvard MBA Mr P Chidambaram, IITMIT alumnus Jairam Ramesh, Oxford alumnus Montek Singh Ahluwalia and an IIT-IIM(A)MIT mix Raghuram Rajan as the new RBI Governor. Yet, watching this team in action has eroded the belief that an educated politician will do things differently and that electing a learned leader guarantees success and reform. So, the first criterion is to get past the degrees and focus on what vision he/she has. As a guideline, look for qualities that those who fought for our freedom had. Look for someone who acknowledges that there are real problems and offers real solutions and not just a fancy makeup. Someone who has the plan and is willing to root out corruption, establish law and order and get the economy back on track. Dismiss the one who just criticises his opponents because he obviously has got no answers himself. We need vision not derision. Second, look for someone who aims for nation-building and not just finishing five years in office. Don't fall for sops but go for one who plans to give you sound infrastructure, education and healthcare. We need the right environment for a healthy, educated workforce to grow. A strengthened economy will follow as a collateral advantage. Distributing free laptops or ration is not development, but it's about making us dependent. So choose someone who offers a conclusive plan on how he/she aims to achieve it. How he/she plans to exploit our mass educated young population and use it with our vast natural resources to generate growth and employment. We need to think through the non-stop shrillness, stop cheering at the petty pointscoring and get to the real issues. Have you ever looked closely at a group photo in world summits? Do you know how the placement of leaders is decided? It depends on the host nation, which pulls its friends to the center and keeps the rest outside. So while the US and Chinese leaders always stand in the front row and in the center, India's Prime Minister always stands in the second row, often on the outer right. This is our true measure. Before the 2014 election comes, we have to answer a simple question: 10 years down the line, where do we want to see India stand in the world? Are we okay with the status quo and mediocre status or do we want more? If you and I don't think and vote, it will mean that a few people will again gain a lot more, but billions of us will have to settle for far less. We need to make sure that 'Mission 2014' is not about grabbing power but about raising India's head. It's time we rebrand India.

The violence in Muzaffarnagar has evoked sharp reactions from various quarters. There have been allegations that the violence was instigated and backed by political parties and leaders. The home secretary, Kamal Saxena, said the police had a video clip of a public address by the leaders of various political parties in Muzaffarnagar on August 30, which stoked communal tensions. It is clear that some political parties, with an eye on the upcoming general elections, want to create unrest and benefit from it. The police and the local administration failed miserably in protecting innocent lives. It pains me that our leaders only spread communal hatred in a bid to grab power, as was seen in Gujarat in 2002, and more recently in Muzaffarnagar. Communal harmony should be encouraged. NEW DELHI, SEP 16: The Supreme Court on Monday allowed CBI to lodge criminal cases without taking consent of Karnataka government in connection with illegal export of iron and ore, the investigation into which was carried out under the direction of the apex court. We make it clear that restriction imposed by section 6 of the Delhi Special Police

Establishment (DSPE) Act will not apply on the investigation directed by this court, a special forest bench headed by Justice A.K. Patnaik said. The bench also gave a goahead to CBI to register criminal cases against those exporters who were subjected to preliminary enquiry (PE) as per the September 5, 2012 report and recommendation of the apex court-appointed

Central Empowered Committee (CEC) and had exported iron ore of more than 50,000 metric tonnes. The bench also permitted the agency to refer the matter with respect to exporters, who had exported a total quantity of less than 50,000 tonnes and were not under the umbrella of CBIs PE, to Karnataka government for taking further action under relevant laws as recommended by the CEC. The bench, also comprising justices S.S. Nijjar and Ranjan Gogoi, said the state government will also be handed over the cases in which PE was carried out by CBI and the quantity of export was less than 50,000 tonnes. The apex court said both CBI and Karnataka government would file the compliance report within four months and its order be supplied to the CBI Director and the Chief Secretary of the state govern-

ment. The apex court had on September 7, 2012, directed CBI to lodge FIR and investigate thoroughly and comprehensively the illegality involved in the extraction of iron ore from Karnataka forest and their transportation to Belekeri Port from where it was exported to foreign companies during the period of January 1, 2009 to May 31, 2010. The CBI probe was ordered on the basis of the CEC report of September 5, 2012 after a PIL filed by an NGO, Samaj Parivartana Samudaya, alleged that during that period 88 lakhs tonnes of iron ore was exported by 73 exporters from Belekeri Port. It had alleged data revealed that 50 lakh tonnes of iron ore exported from the port was without the permit issued by the Department of Mines and Geology.

Amma unavagam: a way of anti-poverty measure


CHENNAI, SEP 16: The Amma Unavagam has evoked several questions, among experts as well as the people. Many ask if they can be sustained, leave alone scaled up. They ask: How long can the municipal corporations run the show? Are they doing this at the cost of any of their regular schemes? Should a municipal corporation enter the business of hospitality? Officials say that if municipal corporations can run hospitals and nurture plants, why not restaurants, they ask? They contend that the initiative should be seen as an anti-poverty measure. For them, the Unavagam is yet another welfare measure. On the financial implication of the Unavagam programme, officials point out that this factor is not a major constraint. The Chennai Corporation, which has a budget of around Rs. 3,000 crore, is in a position to absorb should be manageable, says a senior official. Government representatives point to the lateral benefits. Apart from the price stabilisation factor, the Unavagam programme has compelled some private restaurants to begin offering a variety of menu, free of cost, to retain their customers. For instance, if these eateries earlier provided two varieties of chutney for idli or dosa, they are giving four. Amma Unavagams promote hand washing before food consumption. Providing hygienic food is one of the essential elements of the programme, the officials emphasise. This is evident from the way two women-staff of the Velachery Unavagam tell the customers to leave their footwear outside the restaurant as wearing footwear inside is not allowed an advisory printed in bold at the notice board of the Velachery centre.

SC order on KSRTC subsidy cut puts Kerala govt. in a fix


THIRUVANANTHAPURAM, SEPTEMBER 16: The Kerala government will examine what can be done after the apex court Monday set aside a state high court ruling for maintaining subsidy to the state road transport corporation, a minister said. The Supreme Court ruled that no subsidy be provided to the Kerala State Road Transport Corporation (KSRTC) from Monday onwards. Kerala Transport Minister Aryadan Mohammed said he will speak to the central government and the state cabinet. I will take up this issue with the cabinet in its next meeting in the wake of the ruling that came from the apex court today as we are committed to the people. As a result of withdrawing the subsidy, the KSRTC will incur an additional expense of Rs.22.60 crore every month, he said. In March 2013, the Oommen Chandy government approached the high court seeking a directive to all oil companies in the state that they should supply diesel to the KSRTC at subsidised rates taking into account that it is a public utility. The court then ruled in favour of the state government and oil companies continued to supply fuel at subsidised rates, but approached the apex court against the ruling. In its judgment, the apex court pointed out that there is no need for providing fuel at subsidised rates to the KSRTC and attributed the transport undertakings losses to mismanagement. It asked what was the need for providing free travel to MLAs and journalists by the state-owned transport corporation. It also pointed out that the KSRTC should look into ways of increasing its revenues by hiking the fares if necessary as one cannot turn a blind eye to the huge losses incurred by the oil companies on account of importing fuel to meet the countrys needs. The ruling has come as a shock to the corporation as its gross operating loss has crossed Rs. 350 crore in the current fiscal. At times, the state government pumps in money to keep the corporation afloat.

NEW DELHI, SEP 16: Holding that the boundary dispute between India and China is not an insurmountable issue, External Affairs Minister Salman Khurshid on Monday said the two countries are committed for the eradication of such irritants from their relationship. But he was not called in even during the 100-day extension given to the JPC in the summer of 2013. Therefore, in May, claiming he was being prosecuted without being heard, Mr. Raja had submitted the detailed 106-page note, in which he made startling revelations about meetings with the Prime Minister and the Finance Minister between December 2007 and January 2008 in the run-up to the 2G spectrum scam. It is learnt that while he did not allow the JPC members to cross-examine Mr. Raja, Mr. Chacko himself spoke to former Telecom Minister individually. JPC members strongly believe that a cross examination would reveal collusion of top politicians and government officials in the scandal.

The state government, in its fresh affidavit, however, has said, The policy with regard to payment of ex-gratia relief to the paramilitary/security forces, defence personnel and J&K police personnel is being reviewed by the state government with the objective of providing an updated and comprehensive policy in this regard. An endeavour is is being made to complete this exercise within the shortest possible time. The state, at the same time, also justified its stand of differential compensation policy by invoking the Instrument of Accession and the Special Status granted to it by Article 370 of the Constitution. It is most respectfully submitted that where ex-gratia payments are made by way of discretionary relief, no legally enforceable right is vested in any beneficiary to claim equally or identical treatment with another beneficiary of ex-gratia reliefs under the same policy, the affidavit said. Earlier, the state government had sought two weeks time to file the affidavit but the bench directed it to do so within a week and posted the matter for hearing on Monday. Senior advocate Bhim Singh, appearing for Sudesh Dogra of J&K National Panthers Party who has filed the PIL, had cited a government order of 1990. He said the order was discriminatory as the next of kin of personnel of paramilitary forces, if he is a permanent resident of J&K, is sanctioned Rs five lakh (in case of death), whereas for other personnel of paramilitary forces only Rs 2 lakh is sanctioned if they are Indian citizens.

Stormy conditions led some communities in affected states to cancel Independence Day celebrations planned for Sunday and Monday. RIYADH: Nearly 6,000 Indian workers have secured full-time employment in Saudi Arabia since an amnesty was announced on April 6 this year to enable workers staying illegally in the country regularise their residency. Faiz Ahmed Kidwai, Indian consul general in Jeddah, said the diplomatic mission helped 10,000 Indians to correct their status, either by transferring sponsorship, renewing residence permits or changing professions, reported the Arab News. "When we saw the large number of people who came to the consulate asking for work, we invited companies to come and hire regular employees who had corrected their status. We organised three job fairs and more than 200 Saudi and Indian companies participated in these fairs, and around 6,000 Indians got full-time jobs as a result," the Arab News quoted Kidwai as saying. The Saudi government on July 1 extended an amnesty for foreign workers to obtain legal status in the country till Nov 3, from the previous deadline of July 3. The consul general said 95 percent of the workers got hired in contracting and technological sectors, while around five percent were absorbed by engineering, accounting and hotel sectors. Kidwai expressed his gratitude and appreciation to Saudi Arabia's King Abdullah bin Andulaziz AlSaud for extending the status correction period. The consul general said some of the Indian nationals were facing problems because they lost their passports and did not even have photocopies.

MUMBAI: The rupee rallied to a near one-month high on Monday, as hopes for a prolonged easy monetary policy in the US boosted emerging markets, but surging headline inflation put domestic policy challenges back in focus. Headline inflation shot to a six-month high in August, driven by a 245 per cent annual jump in onion prices, data earlier in the day showed, pulling the rupee off the day's highs. Inflation rising at a time when growth in Asia's third largest economy is languishing at a decade low would complicate policy making for the central bank, already struggling to boost the rupee. After hitting a series of record lows in August, the rupee has stabilised since Raghuram Rajan, the new Reserve Bank of India governor, assumed office on September 4 and announced a series of measures to boost the currency. Ranbaxy shares slump over 30% after US alert on import


MUMBAI: Shares of Ranbaxy Laboratories on Monday nosedived by over 30 per cent, making investors poorer by Rs 5,855 crore, after the US Food and Drug Administration issued an import alert on drugs produced by the company at its Mohali plant in Punjab. Reacting to the news, shares of the drug major slumped 35 per cent to Rs 297.25 in intra-day trade at the BSE. They finally ended at Rs 318.85, down 30.27 per cent from previous close. At the NSE, the stock plunged 30.03 per cent to settle at Rs 319.90. A massive sell-off in the stock sent the company's market value down by Rs 5,855 crore to Rs 13,491 crore. "Ranbaxy has seen volatility over the past few weeks. Monday's fall may generate fresh buying interest from value buyers in the stock," said Milan Bavishi, Head Research, Inventure Growth and Securities. Karvy Stock broking Analyst Rahul Sharma feels that the import alert for the Mohali plant is a major negative for the company. "The company has had around 18 filings While the US health regulator did not specify details for issuing the alert, it said "detention without physical examination may be appropriate when an FDA inspection has revealed that a firm is not operating in conformity with current good manufacturing practices (GMP's)". In a clarification to the BSE, Ranbaxy said, "In response to media reports pointing to USFDA website that Ranbaxy has received an import alert for its Mohali facility in India, we would like to inform you that the company has so far not received any communication from the USFDA on this subject. We are seeking information from the USFDA in this regard." In May this year, Ranbaxy had pleaded guilty to "felony charges" relating to manufacture and distribution of certain 'adulterated' drugs made at two units in India and agreed to pay 500 million dollars to US authorities as penalty.

NEW DELHI: Business confidence of India Inc. is the worst in more than four years and majority of the firms don't plan fresh hiring and investments, an industry survey revealed. According to the Business Confidence Survey conducted by the Federation of Indian Chambers of Commerce and Industry (FICCI), expectations with regard to major operational parameters, including sales, profits, investments, exports and employment, have taken a beating. The outlook with regard to sales, profits, exports remained subdued, with a majority of respondents anticipating no change from the current levels in the coming six months. majority 67 per cent of the participating companies indicated that they don't intend any fresh hiring in near term and their workforce is expected to remain at the current levels," FICCI said in the survey report. The survey, conducted in July and August, showed significant decline in performance of companies and most of them are not optimistic about the near term performance either. "The slide in the confidence level of corporate India continued for the fourth successive quarter and this value is the lowest seen in almost seventeen quarters and reminds one of the difficult situation that was faced during 200809," FICCI said. The investment sentiment has been knocked down considerably as a sense of apprehension continues to grip members of India Inc. The proportion of respondents citing an increase in investment levels over the next two quarters declined to 21 per cent in the latest survey, from 37 per cent reported in the previous survey. The participating companies reported that both cost and availability of credit have again emerged as issues constraining growth. A substantial increase was noted in the per centage of respondents stating the same between the present and the last survey. High cost of credit was reported to be a concern by 72 per cent of the participating companies. The corresponding number in the previous survey was 57 per cent. On other factors affecting the performance of the companies, a majority of respondents indicated weak demand and cost of manpower to be areas of concern. Respondents also said that sharp fall in the rupee value has affected their input costs, which in turn has lowered their profitability.

NEW DELHI: Gold futures prices on Monday fell by 1.52 per cent to Rs 29,669 per 10 grams as speculators offloaded their positions, taking weak cues from the global market amid rising rupee. Besides, subdued spot demand and profit-booking by speculators also put pressure on gold futures. At the Multi Commodity Exchange, gold prices for delivery in October fell by Rs 459, or 1.52 per cent, to Rs 29,669 per 10 grams in business turnover of 2,853 lots. Similarly, metal prices for delivery in far-month

Analysts said the fall in gold futures was mostly attributed to a weak trend in the Asian region and a rising rupee, which made dollar-quoted precious metal cheaper. 1985 World Championship bat fetches Rs 4.5 lakh at auction


MUMBAI: A bat signed by players of all teams that took part in the 1985 World Championship of Cricket in Australia and belonging to the collection of former off spin great Erapalli Prasanna, fetched the highest price in an auction. The highest successful bid for this bat at the Osian's auction of sporting memorabilia on September 13, was Rs 4.5 lakh, said a media release on Monday. Legendary cricketer Ranjit Sinhji's autographed first edition "Jubilee Book of Cricket" achieved the highest price for a book at Rs 1.08 lakh. A photograph of India's first Test XI that played at Lord's in June 1932 and autographed by the country's first tioned were Anshuman Gaekwad's autographed bat with which he scored his unbeaten 201 against Pakistan at Jalandhar in September 1983, an autographed willow of former India skipper GS Ramchand, and the promotional bat signed by the West Indian and Indian teams during the 1974-75 Test series.
