CCTV STANDARDS FOR SSWG PARTNERS INTRODUCTION Closed Circuit Television (CCTV) systems are often deployed to support or enhance the overall management of a buildings security. CCTV facilities are an aid to security monitoring, especially of vulnerable or sensitive areas. 2 Singapore Police Force (SPF) had developed some guidelines on CCTV standards to provide for a uniform and consistent approach to the recommended specification, installation, operation and performance of CCTV systems across buildings in Singapore. 3 Moving forward, SPF will work with the Safety and Security Work Groups (SSWG) partners to encourage the use of CCTV systems according to the recommended standards. AIM 4 The aim of this paper is to recommend the minimal standard for CCTV systems deployment at SSWG partners buildings or premises.

^ If recorded images were stored at 6 fps for the first 28 days (or 1st month), the images should be archived for the 2nd month at 3 fps, for the 3rd month at 3 frames per 2 seconds, for the 4th month at 3 frames per 4 seconds and so on, till the end of the 6th month.

DEFINING AND MEASURING FIELDS OF VIEW FOR CCTV SYSTEM

Categories of View Fields of view required for CCTV systems are described by four categories of view as follows:a) Detection Following an alert an observer can, after a search, ascertain with a high degree of certainty whether or not a person is visible in the pictures displayed to him. b) Enhanced Detection Following an alert an observer can, after a search, ascertain with higher degree of certainty whether or not a person is visible in the pictures displayed to him. c) Recognition Viewers can say with a high degree certainty whether or not the individual shown is the same as someone they have seen before. d) Identification The picture quality and detail is sufficient to enable the identity of a subject to be established beyond reasonable doubt. The categories are measured by relating the views to the image height of a standard test target 1.6m high. When the image of the target fills the screen vertically the image height is said to be 100%R, where R is the abbreviation of Rotakin.
