Barangay residents of Jaro appeal for a better road

JARO, Leyte- Residents of Barangay Robas, this town, reiterates their appeal to their municipal government to improve their access roads. With a better and improved road condition, their farm products could easily be transported to the public market on top of having a convenient travel, they said. Ab u n d i o P a l a c i o, chairman of said village, said that they have submitted several resolutions addressed to Mayor Rolando Celebre without success. The local government for so long a time has neglected their road, Palacio said. Robas 15 kms away from the town proper has a population of more than 1,000 people. Should it be repair, according to him, it will be a major improvement for the barangay and its residents. The issue has been raised to the municipal local officials of Jaro thru barangay resolutions but seemingly, none bothered to take an action on their concern, Palacio said. The public complain that traversing the withered roads is an ordeal. The crossroads going to Robas are in a dire state. `We have taken the issue to our councilor and to the Office of the Mayor. However, no action has been taken so far. It is very hard for us to negotiate the battered roads. All was in vain, Palacio said. Barangay residents said that the bad condition of their road is an added costs and burdens for them in delivering goods and services. Meanwhile, Mayor Celebre has vowed to carry out road repair in Robas before his term ends. We have plans to improve the road condition there but lack of funds hamper us to do it, Mayor Celebre said in an interview. Romualdez and Raissa Villasin attended the launching of Basura Mo, Pakabuhi hit Preso an offshoot of the Basura Mo, Pakabuhi Ko Program of the city government at the BJMP Female Dorm of the Tacloban City Jail. Ruena Mate, City Cooperatives Development and Livelihood Assistance Office (CCDLAO) head, said the BJMP has launched the program to augment efforts of the city government.

Comelec on Elections (Comelec) Regional Director Jose Nick Mendros, main guest of the occasion, were asked on the fund augmentation of the barangays for the forthcoming village elections as well as the possible cancellation of the Sangguniang Kabataan polls. Students urge to do their part to fight global warming

TACLOBAN CITY In order to reduce the effect of global warming in our mother nature, the Department of Environment and Natural Resources encourages different schools in all levels to have more time in conducting various environmental activities. Matin proposes pork given to LGUs

TACLOBAN CITY Palo Mayor Remedios Matin Petilla says she favors the allocation of the much-pilloried Priority Development Assistance Fund (PDAF) to the local government units. This would be a big help to the LGUs as most local government units are not able to sustain their local projects and programs using on their respective IRA (internal revenue allotment) share, Mayor Petilla said. In fact, she added, she has made a similar resolution with the League of Municipalities pushing for the allocation of PDAF to LGUs. Should that happen, our proposal is to have the PDAF allocated to LGUs on top of the IRA and not part of it. It would be as an add-on in the share of the municipality from the national budget, Petilla said. However, Petilla, who also once served as a congressional representative of Leytes first district, said that here should be certain conditions and other measures to be imposed to ensure that the flow of funds from PDAF to local government units (LGUs) will work. She added that giving LGUs direct access to the PDAF would give the LGUs additional fund for the utilization of actual projects and programs such as infrastructure, social welfare, health services, classrooms and other priorities. Promoting workers health and safety

he Department of Labor and Employment (DOLE) in Eastern Visayas underscored the signicance of promoting health and safety in the workplace as it continues to advocate for the program. It is about time DOLE put the workers back into the spotlight especially with particular emphasis on health and safety at the workplace instead of the usual focus on economic growth percentages and ination gures. Since economic growth is a product of labor, it is only fair that workers are recognised as the goose that lays the golden egg and hence work in safe environments where they are motivated to drive economic growth. Occupational safety and health standards aims to provide at least the minimum accept-

able degree of protection that must be afforded to every worker in relation to the working conditions and dangers of injury, sickness or death that may arise by reason of the workers occupation. While there is no exact gure available, many workers die on the job every year, and may more injured, and many will die from illnesses and accidents at work. Every Filipino worker has the right to a safe and healthy workplace. There is a common statement that goes accidents do not just happen, they are caused. The provision of occupational health and safety standards by the government is an exercise of police power, with the intention of promoting the welfare and well-being of the workers.

THIS is the ideal situation in our life. Its when we manage to shape our life according to the behest of our faith that we attain this ideal. Faith is a gift from God that enables us to start living our life with God which is how our life should be. We actually have been made for a life of faith. If we look more closely at how we are, we will see that are made for believing, more than just for reasoning or, much less, for feeling. We are in need to make acts of faith, because no matter how much we reason out and feel, we will still realize that the reality goes beyond what reason and feelings can discern. Of course, faith always goes together with hope and charity, all of which assure us that while we still are journeying toward our final destination in this present life of ours, we somehow are already there in that destination. Thats the mysterious beauty of these three theological virtues. They make us be both here and there, in time and in eternity, on earth and in heaven. They make us realize we are never alone, since with them we will feel we are with God and also with everybody else. They connect us with God and others. How important therefore to take good care of these divine gifts! And among them, the first one to get our attention should be our faith, since our life with God and others begins with it. This recent week, I came across a problem, not mine, but of a couple who bought 31,007 square meters of land. They have already paid one million pesos out of the one and half million pesos price. The Canadian husband and the Filipina wife distressed over the unsettled matter requiring legal assistance consulted Tugonon & Tugonon Law Office. Unfortunately, that day, Atty. Demosthenes Fiel Tugonon was in a court hearing; hence, I entertained them. The wife Melissa Aasco Lofranco and husband John Lonson Demera explained the owner of the lot Spouses Rosita and Jaime Pimentel of Barangay Matabungkay, Lian, Batangas, executed a Special Power Attorney in favor of Bernardita Barte Fernandez of Albuera, Leyte. They entered into a Contract to Sell on May 30, 2011, with provisions of payment by installment for a three-year period. They were alarmed when they learned Atty. Ari Larrazabal bought a thousand square meters out of the piece of land they believed part of the parcel they agreed to buy. Moreover, when they contacted by phone Rosita told them she only received P330 Thousands from Bernardita, their attorney-in-fact. Worst when they contacted a child of Florencio Burca, the named owner in the Transfer Certificate of Title No. 696, the information given was the signature of her father is forged. With the information relayed to me by the couple, I surmised the case is swindling (estafa), falsification and perjury. When I told them my suspicion, John the Canadian, merely shrugged his shoulder saying: I have to go back to work. He retired with his savings that he invested on the three hectares of land. I felt sorry for a person whose seventy percent of his life used for

an honest earning only becoming a swindling victim. There is pained that crosses within my inner self. It is a pity and hate. However, when the wife Melissa told me Rosita scheduled to come the next day, Wednesday, I felt gladness. If Rosita is a party to the swindling will not be difficult to solve the problem once we could talk to her. Therefore, I advised John and Melissa not to say anything about our suspicion. They met Rosita at Romualdez Airport in the afternoon of Wednesday. Early morning of Thursday, the couple came and conferred with Atty. Tugonon and me. We discussed our plan. Albeit, before that day, Atty. Tugonon was able to contact Teofilo Granada, head of the Municipal Environment and Natural Resources Office of Albuera. Atty. Tugonon solicited his assistance to contact Bernardita. The latter, according to Granada is partially paralyzed, but he will do all he can. When Rosita came with the Demera couple, we saw in her face the innocence. He came because the Demeras informed her they were able to give Bernardita one million pesos. Rosita said she only received the three hundred thirty thousand pesos. In addition, when the Demeras informed Rosita of the problem, she felt shame; hence, her immediate travel from Lian, Batangas. Rosita confided me that her husband told her whether she receives the payment, foremost she must maintain goodwill. Indeed, while telling her side of the story tears flow her eyes. Her uncontrolled emotion manifested her innocence. Atty. Tugonon and I wondered if the case is swindling, until we received the information from Granada the owners copy of the Transfer Certificate of Title was with Bernardita. The doubts in my mind suddenly perished. No swindling, but merely misunderstand-

Its not so much the outright rejection of faith, like when one falls into formal atheism or agnosticism, as the subtle but continuing neglect of our faith that constitutes its gravest danger. We have to be wary therefore when we just allow ourselves to be led mainly by our feelings, moods and passions, by social trends, cultural and historical conditionings, or even by mere ideological factors, since these do not bring us to our ideal way of life. Yes, we have to use themand, in fact, we cannot avoid thembut we have to make sure that they are always infused by faith. Otherwise, they can lead us to some exciting adventures or drift us aimlessly in life, but they, alone without faith, can never bring us to where we should be. Especially in the beginning, we have to make deliberate acts of faith, much

like a child learning how to eat and write properly. We should not make a big fuss about this awkwardness or even difficulty. Its all worth it. The important thing to keep in mind is that these acts of faith will hopefully become second nature to us. We need to trust God, his wisdom and his ways. Especially when things look like impossible to do or accomplish, the more we should trust him. We have to be convinced that with God, nothing is impossible. How many episodes in the life of Christ as narrated in the gospel attest to this fact! Its God, its Christ, its his Church and the many instrumentalities the Church has made available to us where we can have what is essential, what is ultimate in our life. Lets go beyond but not discard our tendency to rely on some human and natural sciences and arts alone as means to achieve our ultimate goal in life. We need to use our faith! Look at the lives of saints. In spite of their human shortcomings, its their faith that made them do impossible things, even to accept martyrdom. Besides, as St. Paul said, the foolish things of the world has God chosen, that he may confound the wise. And the weak things of the world has God chosen, that he may confound the strong. (1 Cor 1,27) Lets make our faith burn, making many acts of faith, studying the doctrine, and doing things with magnanimity.

DA spearheads community planning for farmers

TACLOBAN CITY The Department of Agriculture Regional Rice Program, in partnership with the National Irrigation Administration, Department of Trade and Industry and local government units, spearheads the on-field activity on community planning specially designed for the farmers of Katusaka Association in Kananga, Leyte and the Association of Mantangdakul in Taft, Eastern Samar. The program on irrigation system-based development performs a focus group discussion (FGD) for farmer participants by administering open-ended questions on farming needs and concerns relative to community planning and involvement. Community planning helps us determine our farmers strengths and weaknesses, which would also give us the knowledge on what our farmers need and how their associations could be served best, program coordinator Engr. Jecela Demegillo, said. With the Regional Rice Programs attempt to determine the loophole and strength of the farmer participants during the irrigation system-based development, the assessment on training needs was conducted to identify the needed equipment and materials and provide immediate action. The irrigation system-based development program aims to develop pilot cites to become institutionalized so that all government projects could be realized. On the occasion of the 3rd OFS Clergy gathering held on Sept. 16-19, 2013 at Saranggani Highlands and Resort in General Santos City, South Cotabato with the theme: Starting afresh from the perspective of Faith and Gospel towards a faithful Creativity: listening to the Call and living the gift of fraternity as OFS Clergy, imbued by the gratuitous love of God, we came together to reflect on our lives, our mission and our accountability as OFS Clergy to the people we serve, in the context of our present Philippine and International realities, namely: flooding, mining, illegal logging, the pork barrel scam and the betrayal of public trust, war and conflict, particularly Basilan, Zamboanga, Syria and the rest of the world. Inspired by the Franciscan tradition, teachings and examples of St. Francis, we realize our connectedness with Creation, as brothers and sisters under the Fatherhood of God, we uphold the honest and upright service for the common interest of people, we recognize the challenge of being harbingers and bearers of peace through active non violence. Thus, motivated by St. Francis as a man of Peace and Patron of Ecology, we strongly resolve to: 1) Uphold the integrity of Gods Creation and desire its healthy balance, thus we beg all the agencies of the government responsible to truly care and respect Gods creation for this will provide us our material needs and the generations to come; 2) Put into practice the preferential option for the poor and live a consistent Franciscan lifestyle as OFS clergy, thus with pork barrel scam pestering our society, we appeal to those responsible for the investigation to bring this to its morally upright, immediate and just solutions; 3) Work, as OFS clergy, both personally and communally, for peace in the war torn Basilan, Zamboanga, Syria and the rest of the world, we pray for peace and harmony based on sincere and peaceful dialogue, we urge all parties involved to recognize and respect our cultural differences and uniqueness so as to create harmonious relations and live as one Filipino people. We recommend also, that local fraternities engage in the planning of concrete activities and projects relative to the resolutions above made by the same forum which shall be spearheaded by the prudent judgments of OFS clergy themselves. We formulate these resolutions in view of an individual and social transformation. Such envisioned change shall start from every OFS clergy together with the individual members of the local fraternities. Hence, they shall be the leaven of the society. They shall be true witnesses of the Franciscan spirituality- epitome of the gospel to life and from life to the gospel. Thereby, we shall be the face of Jesus for the world to see. Tomeco chief proposes night market in Tacloban
