INTRODUCTION

Year in and year out, the CWAs water reserve is remaining below average. Rainfall is both inadequate and not falling within the catchment areas. Meanwhile much of the distributed treated water is being lost as Real Losses. Efforts are required to stop NRW and protect our limited water supply. The CWA can no longer afford further water lost or unaccounted water and in fact should consider NRW as a water resource. Old pipelines (AC, CI, and GI) coupled with high pressure result in heavy leakages. These explosive ingredients are both found in the existing pipeline running from Riche En Eau, Grand Bel Air and Ville Noire. Apart from pipe bursts, these regions are becoming the favorite locations for residential housing and VRS projects. Consequently, upon Ops. Souths request, the P& D has been assigned the task to investigate and report on renewing and upgrading the pipelines from Riche En Eau, Grand Bel Air and Ville Noire as well as adjoining areas.

2.0

THE PROJECT AREA.

Riche en Eau is characterized by extensive plains under sugar plantation, rivulets and canal crossings. Grand Bel Air , Ville Noire are mainly residential areas. The land surface elevation ranges from 125m at Riche en Eau (Reservoir Site) to 80m-60m in Grand Bel Air and ends up to 20m-5m in Ville Noire which is fairly sloping. The B7 main road is bordered by indigenous trees under which runs the CWA service main.

Note the population of Ville Noire is unavailable as per the census report 2011 since it forms part of Mahebourg Village. It is estimated to be around 3000 inhabitants. 2.2 POPULATION MIGRATION

It should be highlighted that the region of Grand Bel Air, Ville Noire and Riviere Des Creoles are recently being taken over by a series of Morcellements, NHDC Housing Schemes and VRS projects. Hence, pipe sizing and water distribution should take care of these imminent additional populations

Note: Previously, Grand Bel Air and Ville Noire, were supplied though a 150mm AC from Riche En Eau Reservoir. However due to numerous leaks on portion A-B, the corresponding AC 150mm was scrapped and henceforth it is connected on the 300mm DI at point B. Therefore there is a single 300mm DI outlet for Grand Bel Air, Ville Noire, Petit Bel Air and Riv. Des Creoles.

THE INVESTIGATION / SURVEY.

The assignment consists of a detailed survey of the pipes that need to be replaced from Riche En Eau to Ville Noire. The following exercises were required to complete the report. 1.0 2.0 3.0 4.0 Desk Study Several meetings with Ops South/ Meter Reading Unit Collecting Data from IT section - Consumption. Walk Over Surveys.

Note: Walk over survey has not been done for Riv Des Creoles since it was not part of the assignment. The respective data has been collected from Ops and CWA maps.

AVAILABLE WATER RESOURCES.

The Main source of Water is Cluny Bore Hole (275m). Until recently, (End 2012), before the commissioning of Contract C2010-09: Water Supply to the South East Coast, Grand Bel Air, Ville Noire, Petit Bel Air and Riv. Des Creoles were fed directly from Cluny Bore Hole, bypassing Riche En Eau Reservoir (125m). However, with the improvement in the network brought about under Contract C2010-09, the old AC service Main from Grand Bel Air to Ville Noire and some HDPE pipes at Morc. Ferney, Riv. Des Creoles could not sustain increasing pressure and underwent repetitive bursts. Therefore it was decided that the water supply transits via Riche En Eau Reservoir hence bringing the pressure to atmospheric value before being distributed. Riche En Eau Reservoir has a capacity of 680m3 which is

HOURS AND PATTERN OF SUPPLY.

Water is actually being supplied on a 24 hour basis to Grand Bel Air, Ville Noire, Petit Bel Air and Riv. Des Creoles. In fact Ops. balances the inlet and outlet via valve operations with respect to hourly demands as well as checking for reservoir overflow.

Presently the amount of water supplied to Grand Bel Air, Ville Noire, Petit Bel Air and Riv. Des Creoles is metered through a 150mm meter fixed on the 300 DI Riche en Eau Outlet. Current Daily Water metered Actual Consumption Non-Revenue Water = = = 3200m3/d 1781m3/d (100% -56%) = 44%

The majority of the existing pipelines are made up of AC material as follows and they need to be replaced to accommodate further population and minimize leakages.

FURTHER WORKS

Survey works to confirm the exact pipe route and ground profile; NOTE To consider laying the mains from Riche En Eau to the start of Ville Noire in the adjacent cane tracks.

Hydraulic design Identify PRV location point. Ferney Plaisance Link Road ( Highway ) crossing. Wayleave from private land owners/Sugar Estates/Local Authorities/RDA;; Taking off for Supply Contract for pipes, fittings and accessories; To decide whether to include Riv Des Creoles in the same package.

PROJECT ESTIMATED COST.

An early estimate of the project has been prepared and amounts to Rs 85 M (exclude Vat) considering RDA reinstatement conditions. It consists of the usual civil works and Cost to supply the pipes and appurtenances. The rates inserted are based on Contract C2010-09 Improvement of water supply to the south East Coast plus 25%. ANNEX 3

CONCLUSION.

Following the surveys and data collected, it is found that all the pipelines in this area need to be replaced because: They are all made up of Asbestos Cement. (AC) They can no more sustain the available pressure. Their carrying capacity need to be increased to meet further demands. They leak heavily.

Therefore it is proposed to lay about: 4500m of DI 200 as service Main 1600m of DI 100 and 5600m of DI 80 as Laterals.

The project should also take care of some 1000 House hold connections and a PRV arrangement.

The works are estimated at Rs 88 M (excluding Vat) considering full width reinstatement of RDA Road. However, the estimate can go down to Rs 68 M if pipes from Rich en Eau to Ville Noire are laid off road in cane tracks.
