Carl's Corner Lesson One Item One A Letter to the Mayor, Council, & Chier of Police of The City of Detroit
TO THE HONORABLE DENNIS ARCHER, MAYOR CITY OF DETROIT Ms. MARYANN MEHAFFEY PRESIDENT PROTEM DETROIT CITY COUNCIL ALL SITTING MEMBERS OF THE DETROIT CITY COUNCIL THE HONORABLE IKE McKINNON CHIEF OF POLICE OFFICER BENNY NAPOLEAN AID TO THE CHIEF OF POLICE OR TO WHOM IT MAY DIRECTLY CONCERN: RE: WHOLESALE GROUP DISCRIMINATE TRAFFIC STOPS OTHERWISE KNOWN AS "CHECK LANES" AND RELATED ORDINANCES AND PARTICIPATION BY DETROIT POLICE OR STATE PERSONNEL. MR. MAYOR DENIS ARCHER, Ms. MARYANN MEHAFFEY, DETROIT CITY COUNSEL, POLICE AUTHORITIES, DEAR SIRS, MADAMS, OR TO WHOM IT MAY CONCERN, We the regular citizenry, out here in DETROIT CITY, are very upset and concerned about a recent policy shift in POLICING THE NEIGHBORHOOD. It seems like history is about to repeat itself. Once again, we are traveling down this road of the "NEED ABSOLUTELY" for more "BROAD AND SWEEPING POLICE POWERS". WE NEED SOME SPECIAL ELITE POLICE GROUP PRESENCE ON THE STREETS OF DETROIT, because we can NOT seem to get a handle on ALL THIS CRIME!!!! I would have thought we would have learned our lesson years and years ago with the S.T.R.E.S.S. ORGANIZATION!!!! I believe the same hue and cry went out exactly as it is now going out. WE GOT TO GET A HANDLE ON THIS CRIME!!! IT CLEARLY WAS A BIG MISTAKE TO BE SURE!!!! We created this ELITE TEAM of S.T.R.E.S.S. OFFICERS, who clearly knew they were a cut above the best, and ergo, were some how empowered to DO WHAT EVER MAYHEM, COME WHAT MAY, under the illusion of GRANDEUR or what ever, "THE OLE MAN LOVES MY ASS!!" so to speak authority, AND WE SEE WHAT HAPPENS FROM THIS BLATANTLY ABUSIVE PROCEDURE!!! A BUNCH OF SELF-STYLED ABOVE THE LAW ELITISTS SHOT UP THEIR OWN SHERIFFS DEPARTMENT DEPUTIES, UNDER THE ILLUSION, THAT THEY MUST BE BAD GUYS ERGO BOOM AND WHAT A TRAGEDY!!! I for one do not want to see a revisiting of this kind of history!!! WE DO NOT NEED AN ELITE TEAM ON THE STREET other than the basic TEAM OF POLICE OFFICERS that are presently out there doing their day to day normally good job. I also know that this best serves the people of the communities, because ELITE TEAMS are grievously resented by the little common folk, because the little people are the ones that have to mainly put up with any abuses, and I think the people have a right not to be UNLAWFULLY stopped, searched, and basically treated like a criminal for no apparent reason. This goes a long way in injuring the POLICE -- COMMUNITY RELATIONS for no one likes to be accused of some infraction, when in fact, they have done nothing at all, and a clear resentment builds and builds until we have a scenario like the 1967 RIOTS. I do NOT think we need to revisit those times wherein POLICE COMMUNITY RELATIONS WERE AT AN ALL-TIME LOW. I personally feel that this will indeed be the end result of this NEW POLICE POLICY, where instead of building on relations already established going forward we will destroy relations directly proportionate to the amount of the citizenry who are UNJUSTLY AND UNLAWFULLY VIOLATED BY THIS NEW POLICING POLICY, and the resentment, and damage, which will clearly result will reek an IRREPARABLE HARM on the Citizenry, THE CITY AND THE POLICE AND POLICE RELATED MORAL AS WELL AS THE COOPERATION BETWEEN THE POLICE AND THE COMMUNITY CITIZENRY AT LARGE, that ALL PARTIES become effectively LOSERS, and I truly believe that this NEW POLICE POLICY OF "CHECKLANES" which has clearly been ruled by the UNITED STATES SUPREME COURT TO BE TOTALLY UNLAWFUL, and ANY EVIDENCE WHICH COULD BE GLEANED WOULD BE INADMISSIBLE IN ANY COURT AS FRUIT OF THE POISON TREE DOCTRINE. I further feel this POLICE POLICY IS RECKLESS AND ABANDONS GOOD JUDGEMENT, AND RISKS ADDED INJURY TO BOTH CITIZENRY AND POLICE ALIKE AND IS GROSSLY ILL-ADVISED!!!! As a member of the legal community in Courts of LAW EVERY DAY I fully realize who proportionally this NEW POLICE POLICY will affect, and IT WILL BE MAINLY THE BLACK COMMUNITY, because they are poor and without the means to nancially resist such abuses, ergo the elite Ofcer will target those who are least

able to defend themselves resulting in gross INJUSTICES and who knows maybe another MALICE GREEN INCIDENT! THIS IS OBVIOUSLY ILL-ADVISED!!! The last such incident conservatively cost the City of Detroit over FIFTEEN MILLION DOLLARS ($15,000,000.00) not even counting the loss of two career Police Ofcers and the moral problem to the department and not including the bad publicity to Detroit making market place desirability decisions, which could have costs the City of Detroit GOD ONLY KNOWS REVENUES!!!! Really, Mr. Mayor, LADIES AND GENTLEMAN OF THE CITY COUNSEL, OFFICIALS OF THE POLICE AGENCIES, SERIOUS THOUGHT MUST BE GIVEN HERE AND REASON MUST PREVAIL!!! I did NOT even go into the number of Citizenry who being aggrieved may le massive litigation against the City and or Police agencies thereby costing millions of dollars in legal defense and judgements against the City and or Police Ofcers!!! I mean this whole package has got TROUBLE AND COSTS written all over it, and at a time when we in the City are hopeful for a NEW REVITALIZATION, and come down to the City and do business and spend the day and look around and spend some money and lets make Detroit something to be proud of once again the way it used to be. Well you can forget that, because the suburbanites are NOT going to come down to the City just to get abused by the Police so that policy is totally a negative result from the get go!!!! Remember, every action has an opposite reaction and we are trying to get positive reaction not NEGATIVE reaction!!! YOUR NEW POLICE POLICY WILL ONLY BRING NEGATIVE REACTION ALL THE WAY AROUND AND IS TOTALLY ILL-ADVISED BY RATIONALLY THINKING PEOPLE. IT IS SHOOTING ONESELF IN THE FOOT TO SEE IF IT WILL HURT!!! I THINK ALL CAN SEE THE END RESULT HERE AND IT IS A TOTALLY NEGATIVE RESULTS, MORE OUT OF POCKET EXPENSE, LESS DESIRABLE APPEAL, AND MORE AND MORE BAD PUBLICITY AND LEGAL TROUBLES WE AS A CITY DO NOT NEED!!!! IN PLAIN FACT IT IS DUMBER THAN DIRT!!!! Anyway, I felt compelled as a caring individual and proud Detroiter who wishes the City to come back to its greatness and prominence in the World Class Arena as a denite place to come and visit and maybe do some business and make it happen here in Detroit, that I had to come forward and speak up and say HEY!! WE BEEN HERE!!! WE DID THIS BEFORE, AND IT DID NOT WORK BEFORE, AND IT AIN'T GOING TO WORK NOW!!! FACT!!! LET'S TRY AND GET REAL PEOPLE!!!! THE PEOPLE ARE NOT BUYING ANY APPLES OFF THAT CART!!!! YOU MUST BE MORE CLEVER, AND GET THE SAME JOB DONE, AND KEEP ALL THE POSITIVE RESULTS ALREADY ACHIEVED TO DATE, AND NOT MESS OUR OWN BEDS JUST TO SEE IF WE CAN STAND THE SMELL!!! IT IS DUMBER THAN DIRT!!! WAKE UP AND SMELL THE COFFEE!!!! IT IS LIKE DEALING WITH A BEAUTIFUL WOMAN, YOU MUST BE SWEAT AND SUGAR CANDY AND LOVING AND CARING AND YOU MUST USE FINESSE AND DANCE GENTILE AND THE BULL IN THE CHINA SHOP APPROACH NEVER WORKS HERE!!! WHAT MAKES YOU THINK IT WILL BE ANY DIFFERENT WITH THIS GREAT CITY????? PLEASE, USE YOUR HEADS, While you may enhance revenues you will spend more than you make defending it!!! YOU WILL EAT UP PRIME RESOURCES, which are better diverted to required necessary things which will suffer from the loss, ergo a forever downward spiral and down and down to nothingness!!! This is about SURVIVAL!!!! WE MUST CHOOSE WISELY!!!!! This NEW POLICE POLICY IS NOT EVEN PRACTICAL!!!! I HAVE TO REMOVE MY BEST OFFICERS FROM SOMEWHERE!!!! WHERE???? WHO GETS TO ABSORB THE LOSS???? YOU MR. MAYOR, OR YOU Ms. MEHAFFEY!!! DO YOU GET YOUR HEAD BEAT IN BECAUSE I CUT TOP OFFICERS JUST FOR THIS PUBLICITY STUNT!!!! Hey, let's get REAL and make a WISE DECISION!!! LET'S LET HISTORY WORK FOR A CHANGE AND SAY HEY WE TRIED THIS BACK IN THE SIXTIES AND EARLY SEVENTIES AND IT DID NOT WORK THEN AND NOTHING HAS CHANGED TO IT WORK NOW!!!! FACT!!! WE DO NOT WANT ANOTHER RIOT TORN CITY, BECAUSE WE HAVE NO PEOPLE SKILLS!!!! LETS BE SMARTER THIS TIME!!!! LET'S JUST SAY NO!!!!! NOT ON MY WATCH!!!! LET'S USE OUR HEADS FOR SOMETHING OTHER THAN A HAT RACK AND JUST SAY NO WAY JOSE I DO NOT WISH TO PLAY THAT GAME NO MORE!!!! I want TO FLY WITH EAGLES AND SOAR WITH THE WIND!!! I DO NOT WISH TO HANG WITH TURKEYS RIPE FOR THE SLAUGHTER!!! I want to have a good Police/COMMUNITY RELATIONSHIP and not some GESTAPO, YOU'RE PAPERS PLEASE ACHTUNG!!! DICTATORSHIP!!! NOBODY SHOULD BE AFRAID TO COME SEE DETROIT!!!! STUFF THIS BULL DURAM IDEA RIGHT BACK IN THE COCKED HAT OF THE IMBECILES WHO THOUGHT OF IT AND TELL THEM WE AINT BUYING ANY APPLES OFF THAT CART PAL CAUSE THEY'RE ALL ROTTEN AND WE'VE BEEN DOWN THAT ROAD BEFORE!!!! IT IS A DEAD END TO BE SURE!!!! Now this does not mean I am getting soft on crime! I AM NOT!!! IT MEANS I AM NOT WILLING TO SACRIFICE ALL THE GOOD THAT HAS BEEN DONE OR HOLD THE GOOD HOSTAGE TO THE BAD, BECAUSE THE END JUSTIFIES THE MEANS!!! YOU CRIMINALS BE WARNED WE THE PEOPLE WILL PREVAIL, BUT WE ARE NOT GOING TO RUIN THE GOOD OR HOLD THE GOOD HOSTAGE JUST TO GET SOME TEMPORARY RELIEF FROM THE BUMS AND JERKS WHO CHOSE A LIFE OF CRIME. EVENTUALLY WE THE PEOPLE WILL WIN, BUT WE ARE NOT THROWING THE BABY OUT WITH THE BATH WATER!!!! I hope you in responsible positions THINK carefully before you choose to walk down this road, which we have already traveled, and THINK WITH LOVE IN YOUR HEART, BECAUSE IT IS HARDER TO DO THE WRONG THING WHEN YOU HAVE LOVE IN YOUR HEART!!! BE SMART AND STAY THE COURSE AND STAY ON TRACK!!! DETROIT IS BEAUTIFUL AND WILL RISE AGAIN!!! If however you are still in doubt please see the attached addendum or memorandum of considerations and study well the peril the City and it's GREAT PEOPLE are being placed in, maybe then you can choose wisely!!!
