TACLOBAN CITY - The Department of Social Welfare and Development (DSWD) will implement the Bawal ang Epal Dito (BAED) campaign in the forthcoming barangay elections in October, according to Michele Calzado, information ocer/social marketing ocer of Pantawid Pamilyang Pilipino Program (4Ps) of DSWD. She said that DSWD will work with the Commission on Election (Comelec) and the Department of the Interior
and Local Government (DILG) to implement BAED. The barangay elections will be on October 28, 2013. TACLOBAN CITY Kalanggaman Island in Palompon, Leyte remains the provincial governments top priority in its tourism promotion effort under the administration of Leyte Gov. Leopoldo Dominico Petilla. The governor recently toured the island of Kalanggaman to personally see its tourism potential as a prime island destination in the province. Gov. Petilla said the province will continue to support promotional efforts of the local government unit of Palompon, led by Mayor Ramon Oate, to attract more local and foreign tourists to the area. The governor, however, warned the Palompon LGU to maintain Kalanggamans environmental richness and not to disturb its natural surroundings. Increased tourist arrivals to the island had been noticed during the past two years after concerted efforts from the LGU and the provincial government to promote the island. In 2012, the destination was reportedly toured by 1,239 foreigners and 10,751 domestic visitors, according to the Department of Tourism. Last April, around

TACLOBAN CITY - The new leadership of Tacloban City Police District was commended by city Vice Mayor Jerry Yaokasin. In an interview, Yaokasin commended PSSupt. Domingo Cabillan for his eorts in curbing criminalities in the city. One of the first eorts he saw, according to Yaoksain, was the presence of policemen in every corner of the streets in the downtown and market areas. He was informed, according to Yaokasin, that The major work (of the PESO) is to facilitate employment and serve our seafarers. They dont need to go to Manila to seek for work, Puguon said. At present, the NMP has about 300 trainees who are all eligible to work as seafarers. The region has about 50,000 seafarers whose contribution to economy is undeniable, says Ricardo Mionda, PESO ocer of the NMP. Everyone thought it to have been plotted by a syndicate involved in car napping yet it would turn out to have been authored by petty and amateur crooks, some of whom are barely out of their teens. The rst to be sacked of the ve that were allegedly involved squealed that it was not premeditated for the victim to be Devantes; neither was it part of the plan to butcher her to death. The plan was to rob her of her belongings pure and simple only that robbing someone of her hard-earned money isnt pure and simple at all. Things got out of hand when Devantes saw her tormentors faces, which got the gang deciding to take her life just like that to do away with any witnesses. That Kae wasnt subjected to the debilitat-
ing ordeal of rape or other sexual abuse before she was killed doesnt make her gory death easier. Her death alone is hard as she was too young to depart from this cruel plain. That she had to be stabbed in the neck and not in the abdomen or any other conventional body part makes her death even harder. That her honor and womanhood were spared from being vilied does not make her death easier though; it only does not make it hardest. The grief of those whom Kae left behind is surely unexplainable to those lucky enough not to have experienced the sorrow of losing a loved one to the hands of a heartless criminal. That grief is, to be sure, not lessened just because those responsible are slowly being brought to justice. While so, it nevertheless forties our faith that no matter how seemingly elusive it has become, justice is still a force to reckon with.

To write a short story, a writer should first have a clear grasp of the material he intends to write, particularly its flow of events. He should also be able to vividly imagine the characters how they look, talk, act, behave, feel, and relate to one another. Their roles in the story should be clearly defined and figured out. The writer should have a clear plan on how to introduce these characters as suggested above. From among these characters, too, he should choose one whom he can use for his point of view. This character should be highly qualified for the purpose, like one who is so attached to the story, so knowledgeable about it, and lives on up to the end. After deciding what point of view to use, the writer may proceed to writing the story, making sure that the elements above are fully developed, arranged and interwoven to create a beautiful tale.

The theme is the central idea, truth, or principle embedded in a narrative. This is oftentimes regarded as lesson or moral of the story. Seasoned readers can easily identify it based on how the author intended it to be. To develop the theme, the writer simply needs to have a theme figured out clearly in mind, and then build the story around it. For example, a writer may have this theme in mind: Drunkenness can devastate a persons life. Out of this, he can write a story about a man who, in his drunken state, stabbed his friend to death. In his way home, he was bumped by a car and was left for dead on the road. In whatever literary form there is, the theme is always present. This, however, should not be confused with the title, or name of the piece, because they are two different things. Dont expect as well that this theme is expressed by the title as its not always the case though, sometimes, it is. As a matter of fact, writing gets easier when
you are guided by a definite theme in mind. You dont go out of topic; you dont get lost along the way but gains control of your work necessary for its completion. Conflict. This is the element that provides the story with thrill, suspense, and excitement, which are essential ingredients to make a story interesting. Without this, a story would be so boring and inappropriate to read. Conflict could external or internal, external when the opposition is between man against another man, against nature, against supernatural calamities, or against paranormal beings; internal when its between man against himself represented by a weakness, a tendency, or self-hatred. Developing the conflict requires a careful consideration of the reading audience. You see, conflict could vary in intensity. Conflict in stories for children should be suited to the childrens grasp, level, and acceptance. Brutal conflicts resulting in traumatic deaths should not be used so as not to shock them. See

It is more blessed to give than to receive, because we make a living by what we give, but we make a life by what we give; I mean, life in God. There are a lot of people who give to God and give his people generously. But there are also people who are very stingy. They may give the Lord credit, but are reluctant to give him cash! Prophet Haggai found his people to be so. He found that those who had material means refused to contribute to the building of the temple. He felt that they were more concerned with their own comfort than providing a suitable place for the worship of the Lord. So he told them: Consider how you fared (Hag 1:5). It raises a question for us: How willing are we to give to the church, which is body of Christ who has replaced the temple for us today? Have we got into a mindset that normally tells us: There is not enough money and food for everyone; so better make sure that I save enough for myself, for emergency! This is a scarcity mentality. It involves hoarding whatever we have, fearful that we wont have enough to survive. The tragedy, however, is that what we cling to, ends up rotting in our hands. I said, I dont know, LMWD had not cared even for once to inform me about the state of water and LMWDs pipelines since complaints had been renting the air for a long period of time last year. *** The latest in the Senate public hearing on the pork barrel or priority development assistance fund (PDAF) scam which pinpoints Janet Lim Napoles as mastermind took troubling twists: Senator Teofisto Guingona expressed his disappointment over the official stand taken by resource person Department of Justice secretary Leila de Lima (who said she could not produce her whistleblower witnesses to the Senate hearing because the Ombudsman law prevents that, but would perhaps yield if the Senate sends her a subpoena and not just an invitation, but after the hearing apologized personally to Guingona, which apology the latter accepted smilingly); Senate president Franklin Drilon next said he would formally seek the Ombudsmans advice on the Senates need to hear the whistleblowers and Naples; and Guingona once again said he was disappointed with Drilons position, insisting that the Senate still wields its own power and authority whereas the Ombudsman is not a branch of government (QN says: the 3 branches being only the Executive, Legislature, and Judiciary, with the constitutional commissions not being branches and therefore whose authority must always yield to those of the only 3 branches of government) and saying also that the Ombudsman is not in itself a court. Well, with these developments, Sen. Chiz Escudero (who filed the first measure, Senate Resolution No. 193, asking for the total abolition of the PDAF), yielded to an interview last September 24, telling the media his own views. Part of his thoughts for the media were: Hindi ako sang-ayon, marahil ay pag-uusapan namin yan sa isang caucus. Una sa kasaysayan ng senado hindi naging hadlang ang pagkakaroon ng kaso sa Sandiganbayan man, lalo pa siguro sa Ombudsman, na magpatawag ng testigo. Pangalawa yung sina-cite na batas ni Ombudsman Morales, applicable yon sa Office of the Ombudsman na hindi sila pwedeng magdisclose, hindi naman Office of the Ombudsman ang pinapa-subpoena namin. Pangalawa yung prohibition on disclosure sa Office of the Ombudsman, applicable lamang kapagka meron na silang preliminary investigation at hindi kapagka fact-finding pa lang tulad ng sitwasyon ngayon. Pangatlo walang jurisdiction ang Office of the Ombudsman kay Napoles sa ngayon, ang may jurisdiction sa kanya ay ang husgado at korte dahil nakapiit siya base sa ibang krimen at hindi pa itong pinaka-fact-finding nila sa ngayon.
