Interestingly, Lalu will cool his heals in the jail, after being charged with gulping down vast sums of money by creating fictitious animal farms, for which fodder and medicines were falsely procured. Actually neither medicines nor fodder was ever purchased and the money was shared by many including the Chief Ministers Jagan Nath Mishra and Lalu Prasad Yadav. India has seen many leaders who in the garb of social justice rose like the legendary phoenix, eclipsing the subdued political climate with their wayward theories and social experiments. Laluy Yaday, Mulayim Singh Yadav, in the so called cow belt arose as being true Lohaites. Indian nation is still confused what Lohaite term indicates. If it indicated antiCongress then these two Lohaites, today are in league with the same party they choose to oppose all their life. If it meant something different, then the Lalu, Mulayam brand has emerged as a discordant factor in the political system of the country. Lalu Yadav is symbol of India's political disease as well as its reality. The Lalu brand based on support from MY combination in which M reflected Muslim and Y the Yadavs, ruled the roost in Bihar for 15 years. The MY combination made a turnaround without any governance; it started crumbling on its very edifice. Since January 27, 1996 when the first reports of the Fodder scam started pouring in, all efforts were made by the Lalu government to ditch the probe. Eventually he had to surrender and his wife Rabri Devi took the reins of the Chief Minister ship. A bizarre combination, I go to jail and you, my wife come out of the Dal Roti domestics and run Bihar! Such a putrid state of affairs in the political climate of one of the most impoverished state of the country, puts question mark on those who support such political clowns time and again. Congress has to explain a lot why the party, despite priding high on its commitment to make India a better nation, gave tacit support to him and sought his support in return whenever needed. Political opportunism of such kind has cost the country dearly. Mercifully, the President first set the tone of opposition to the Ordinance after wards like a opportunistic wolf, was taken by the Rahul mentors and turned into a Nonsense, Tear apart drama. The Fodder scam from Chaibasa treasury in 1996 to Dumka in 2012 when the maverick Lalu was again charged by CBI, it is long story of cold and haughty corruption. Lalu bravado and rustic wit, notwithstanding, the maverick has finally been shown his due place. He and the others accused deserved jail way back but when political calculations count more than propriety and fair play, the ordinance on the convicted law makers is pushed through by the Congress led UPA. Sadly indicative of the fact that had the Party of Rajiv and Sonia Gandhi resisted from the very beginning, the nation would have not suffered crass ignominy of suffering leaders like Lalu or a Mulayam or others like them who have divide India into Muslims, Yadavs, Jats, Dalits and others. Now political drama has unfolded and Lalu getting the cow kick on his bottom, the other MY protagonist Mulayam is running strong in UP with tacit Congress support, as it needs the UP 'Neta Ji' for his crucial support to UPA. SRINAGAR, SEPT 28 Chief Minister, Omar Abdullah on Saturday impressed upon the people to wholeheartedly help Red Cross Society and contribute towards a noble cause. He said whenever there are, nature or human caused, challenges confronting the society all look towards Red Cross and find this Society always helping the humanity. He said and called for extending support and monitory help to Red Cross Society. Addressing a function at the Lucky Draw event organized by J&K Red Cross Society here, the Chief Minister said that by purchasing a five rupee ticket of Red Cross 'we contribute in a big way to help poor, needy, orphan, The Chief Minister referred to his childhood days when he used to visit Red Cross Melas with his grandmother Begum Sheikh Mohammad Abdullah who was the Founder President of J&K Red Cross Society. He said that such Melas were organized to collect money for Red Cross Society for its noble activities aimed at helping the humanity. Speaking on the occasion, General Secretary, J&K Indian Red Cross Society, Roma Wani said that Chief Minister, Omar Abdullah who is also Vice President of the Society has granted Rs. 2 crore for construction of a Red Cross Building at the present location of Red Cross office. She said the building would be completed within two years. Roma Wani said that an amount of Rs. one lakh will be given as prizes to the winners in lucky draw. Present on the occasion were Minister for Planning and Development, Ajay Sadhotra and Advisor to the Chief Minister, Qamar Ali Akhoon. The Chief Minister in a Lucky Draw picked up first three tickets for first three winners who received Rs. 20,000, Rs. 15,000 and Rs. 10,000 respectively. Direction in this regard was given by the Minister of State for Health, Mr. Shabir Ahmad Khan to the concerned authorities during his visit to the hospital on Saturday. The Minister made an extensive tour of North Kashmir and took stock of the functioning of various hospitals in the district. He said the required staff has already been provided to the 20 bedded PHC which is equipped with necessary diagnostic equipment's to provide the hassle free medicare facilities to the people of the area on 24x7 basis. He said medical facilities in the hospital would be augmented to bring it at par with other 24x7 PHCs. During his visit to Sub Health Centre, Singpora Mr. Shabir expressed dismay over the poor sanitation and absence of some staff members. He directed Director Health Services for imposing of fine against negligent staff of the hospital besides seeking explanations from them. He

SRINAGAR, SEPT 28: Affirming that local self-governance is the antidote to all development issues, Minister for Tourism Minister, Mr. Ghulam Ahmad Mir said powerful panchayats are now acting as agents of socio-economic change in the state. "Government is committed to empower panchayats and make these effective democratic institutions to address development issues on a broader spectrum and give rise to a befitting local selfgovernment module," Mr. Mir said while speaking to panches and sarpanches today at Hangipora, Kapran, Mir asked them to shoulder the responsibility of public service with a missionary fervour. Tourism Minister said

that administration at all levels has been sensitized about the role and authority of panchayats in the socio-economic development process. The minister said the decision of holding panchayat elections after a long gap of 33 years was a challenge before the Government and its successful completion is the joint success of the people and the administration. The Minister said that after halqa panchayats, block and district panchayat committees would be elected and in each district development board, a representative of panchayats would be vicechairman of the Board. "This would give the panchayats powers to be part of decision making at the district level

Superintending engineer Power Development Department (PDD) S Gurbachan Singh, besides other senior officers of Power Development Department warned them against illegal hooking, adding that 'power theft is crime, and people should avoid it. Earlier, Mr. Bhalla also conducted an extensive tour of Lower Gaddigarh, Shanti Nagar, Apna Vihar, Hari Vihar, Chuwadi in Sainik Colony and assessed drainage problem of the localities. He issued instructions to the Town Drainage Department (TDD) to start the work for construction of surface drains, for which he announced Rs. 80 lakh. Responding to demands of Lower Gaddigarh residents, the Minister asked the TDD to also construct the slab on deep local drain to provide approach lane to the people. He called upon the people to cooperate with the executing agency in completing the construction works within stipulated time frame. REASI, SEPT 28: District Development Commissioner Reasi, Dr Shahid Iqbal Choudhary has directed BSNL to provide telephone connectivity at Cave Shrine of Shri Shiv Khori to facilitate more than 6000 pilgrims visiting the shrine every day. Taking serious note of lack of basic connectivity at such an important religious place and also from security point of view, the BSNL has been asked to provide a PCO with 4 connections for use by visiting pilgrims and also one WLL Connection for Management office near the cave. Telecom District Manager and District Engineer have also been instructed to improve mobile connectivity in Katra, Reasi, Arnas and Mahore areas where signals have been reported to be weak in many pockets. The DC has asked for carrying out a fresh survey for subscriber base in remote areas for installation of more mobile towers for providing better communication facilities to general public and also ensuring efficient preparedness for disaster management. Additional Deputy Commissioner, Rajinder Singh Tara will monitor the performance of BSNL and obtain feedback from public based on which the district administration contemplates to initiate further action in the matter for ensuring improved connectivity and universal coverage. Stressing on adhering to Universal Service Obligation by BSNL, the DC has directed the agency to ensure hassle free connectivity failing which action will be initiated. The TDM and TDE of BSNL have assured the district administration for improved connectivity. TDE Udhampur-Reasi Panju Ram submitted that new cable has been laid and further improvement is under process to improve connectivity in Reasi, Pouni, Arnas and Mahore. CHENNAI: Unruffled by criticism and adverse observations of the Supreme Court, a defiant N Srinivasan is all set to be elected unopposed as BCCI president for a third year even as two vice-presidents were on Saturday unceremoniously dumped ahead of the Board's AGM on Sunday. Srinivasan was the lone presidential candidate put forward by the South Zone, from where he got the proposer and the seconder. While Srinivasan's nomination was on expected lines, there was some interesting drama which unfolded during the nominations for the other posts. Sudhir Dabir, vice-president from the central zone and his west zone colleague Niranjan Shah were removed from their positions even though both were eligible for extension. MCA president Ravi Savant replaced Shah from west zone, while senior Congress leader and union minister Rajeev Shukla took Dabir's position from the central zone. Another political heavyweight, Arun Jaitley, relinquished the vice-president's position due to his political commitments and was replaced by his Delhi and Districts Cricket Association (DDCA) colleague Sneh Bansal. breaking news on the humongous scandal and betrayal. By the following day, it would have gone viral, ripping apart Indias nuclear prostration. Nuclear kleptocrats panicked, because this could expose the non-starting of Russias Kudankulam nuclear power plant, reportedly built with sub-standard materials due to the absence of a clause on supplier liability in the agreement. So, early September 20 morning, the defence-nuclear combine struck, with a national daily publishing the concocted story: Unit set up by VK Singh used secret funds to try and topple J&K govt, block Bikram Singh: Army probe. Cleverly orchestrated by spin doctors, this nonsense went viral, blocking out the truth behind the nuclear prostration. Be that as it may, it looks as if some well-entrenched vested interests are out to destroy the institutional integrity of the Army and sections of the Government appear to be in collusion with these element. The way the Prime Minister and the Defence Minister have totally ignored the letter written by now-retired Admiral L Ramdas one of the countrys eminent Navy chiefs on June 19, 2012, which raises serious military and national security issues seeking a high-level inquiry and remedial action, we cannot expect much action. The letter includes allegations of bribes offered to serving Army officers; corruption in the purchase of defence equipment namely the Tatra truck deal and direct threat from the CMD of Bharat Heavy Electricals Ltd, himself under the CBI scanner, to the then Army chief who exposed the corruption; leakage of a top secret letter from the Army chief to the Prime Minister regarding defence unpreparedness; perpetuating an obnoxious line of succession in the Army; suggestion that the Army chief was spying on the Defence Ministers office and worst of all, accusing him of plotting a coup to over-throw the Government of India!

Minus poll reform, right to reject is meaningless
The Supreme Court's ruling on Friday that voters must be given the right to reject candidates contesting an election, is welcome to the extent that the electorate can now, on record, discard candidates just as it has been electing them since independence. In allowing the voters the right to reject through a none of the above' option, the apex court has dismissed the Government's argument that elections in a democracy are meant to elect', and not reject', a candidate. That had always been a specious stand, because elections are primarily about the right of voters to choose or reject. If they decide not to choose any of the candidates listed on the ballot paper or the electronic voting machine and want to reject them all, they must have the option to do so. The Election Commission of India too had endorsed the opinion. With this order, the voters can now expect to exercise the new right in the coming elections to the State Assemblies and Parliament. The Supreme Court believes that its decision will bring purity and vibrancy in the electoral process, and there is no reason to contest the optimism. After all, the more options voters have the better it is for a flourishing parliamentary democracy such as ours. The court's directive will have warmed the hearts of the activists who have been waiting for the day when they could get back at the politicians by rejecting' them. Those like the veteran Anna Hazare had gone a step further, demanding that the right to recall' an elected candidate must also be incorporated in the electoral laws. That idea has been a non-starter due to wide differences in opinion not just among political parties but also among poll-reform activists on the legal and practical merits of the suggestion. Just as there are differences over another demand one that the People's Union for Civil Liberties, which had petitioned the apex court on the issue, has made that fresh elections should be held in constituencies where 50 per cent of the voters reject the candidates through the none of the above' option. While the chattering class now has another stick to beat the politicians with the Union Government had resisted the demand for the right to reject' because, it claimed, the option would confuse' the voters the ruling will barely make a difference to the end result. The number of none of the above' votes will not be counted. In other words, the rejection of all candidates will remain on paper, while the first-past-the-post person will still win, as has always been the case. In the absence of a provision that makes the rejected' votes matter, all that the new apex court order does is to offer a medium for the frustrated voters to vent their ire against the candidates in the polling booths, nothing beyond. Also, since the none of the above' votes will not be counted at least there is no provision to do so as of now the number of valid votes will fall. As it is, the average voting percentage across the country barely crosses 70 per cent, and many candidates have won with less than 25 per cent of votes cast in their favour. With the apex court's order, the number of valid votes will drop and the percentage of votes that a candidate needs to be first past the post will further dip. That's not a comforting thought. The solution is comprehensive electoral reforms.

A major controversy has broken out over a leaked report in The Indian Express which, quoting a secret Army finding, has said that the former Army chief, General VK Singh, had set up the Technical Support Division a secret intelligence unit and misused funds to try and topple the Omar Abdullah Government in Jammu & Kashmir. The report also claimed that he had used the money to try and change the line of succession in the Armys top brass. This has led to a political slugfest between the Congress and BJP, with the latter questioning the timing of the report and alleging that the General was being hounded for sharing the platform with its prime ministerial candidate Narendra Modi at a recent rally of ex-servicemen in Haryana. The Congress has strongly refuted the charge and Union Minister for Information & Broadcasting Manish Tewari went rhetoric: Nothing can be more baseless and laughable than this allegation. The UPA Government never engages in politics on the sensitive issue of security... In such sensitive matters, the Government has a responsibility to discharge its duty, which it will do with full responsibility. The report was prepared by DirectorGeneral (Military Operations), Lt Gen Vinod Bhatia, as part of a Board of Officers inquiry formed by Army Chief General Bikram Singh to review the functioning of the top-secret unit set up during the tenure of his predecessor. The report, submitted to the Union Ministry of Defence in March this year, is learnt to have recommended a CBI probe. Being a top secret document, this report has no business to be in the public domain. Gen VK Singh sees a nexus between arms dealers and those behind the leaking of the report. He has dubbed the allegations against him laughable and

He went on to say: The reports on the whole issue are motivated and there are a number of reasons behind them, including my sharing the dais with BJP leader Narendra Modi. After the Government decided to close the issue by sending it to the National Security Adviser, it was leaked by a Joint Secretary of the Defence Ministry, who has since moved out from there. Incidentally, this Joint Secretary has worked very closely with the Defence Secretary-turned-CAG. This was followed by television and Press interviews and stories going into great details on the working of the TSD. Little has anyone realised that the TSD is a covert operation agency, activities of which are directly related to the safety of the soldiers fighting on the borders, retribution on the enemy and the security of the citizens. By its very nature, the TSD operation was top secret. In that event, even the existence of the TSD should never have been publicised. Further, if there is exposure of the actual working of the top-secret unit, leaking information about it could be seditious, regardless of whether the information is true or false. Even the knowledge of the existence of the TSD can help the nations enemies and subvert the interests of the country. Assuming there was some irregularity in the functioning of the TSD, it should have been discussed and resolved within. Putting it out in the open and making it an object of derisive public debate severely compromises and demoralises the Armed Forces. This also makes India a laughing stock in the worlds eyes. Those who have leaked the report and their collaborators are guilty of treason, and the consequences could be serious. Such treason was indulged in not just because Gen Singh was seen sharing the dais with Narendra Modi. There was something more sinister diverting media and public attention from the scandalous decision directing the Nuclear Power Corporation of India to buy 6x1000 MW reactors costing Rs 90,000 crore for the Mithivirdi (Gujarat) Nuclear Power Project from US multinational Westinghouse Electric Company, by waiving a key provision of Indias civil nuclear liability law that would hold the US company liable in the event of an accident caused by faulty or defective equipment. This could expose the Indian public to death and destruction without adequate compensation at hand. On September 18, television news channel Times Now got hold of the strictly confidential note for the Cabinet Committee on Security, written by Secretary, Department of Atomic Energy, proposing that though the viability/technical analysis of the project has not been done, agreementto-buy should be signed, by skirting the Atomic Energy Commission. This was prior to Prime Ministers meeting with the US President on September 27. Doing so would open up the floodgate of imported nuclear deals running up to several lakh crore rupees from the US, France and Russia ,without any supplier liability. Dollar kickbacks could be mind-boggling! On September 19, The Hindu newspaper carried the story on its front page and Times Now went live with the

Snoopers feed easily on computer documents
Long after its obituary had been written, the humble typewriter is making a comeback for the unlikeliest reasons and in the unlikeliest places. There are reports that the Indian High Commission in the UK and certain offices of the Russian Government have switched over to typewriters for producing ultra-secret documents. The move comes in the wake of reports that America's National Security Agency has been snooping round the world, ferreting sensitive information from computers. This is in addition to the bugging devices placed to eaves-drop on conversations in the diplomatic missions of countries, both friendly and non-friendly to the US. New Delhi had initially dismissed reports of spying, with Minister for External Affairs Salman Khurshid defending the vast US internet tracking programme as not actually snooping. But that was in July, and in the months since then, South Block seems to have concluded that unauthorised surveillance is a serious violation of national sovereignty. On the sidelines of the UN General Assembly meet last week, Mr Khurshid joined hands with his counterparts from Brazil and South Africa to label such data interception as incompatible with democratic coexistence between friendly countries. The Ministers also called for tougher international norms. But it will be a while before any significant change in the law comes. And, by the time the laws are updated, technology will have moved ahead by leaps and bounds. It is a tedious circle and our diplomats in London have seemingly decided to just opt out of it altogether. And so the archaic typewriters have been dusted clean and all classified conversations are now taking place in the gardens of the India House in Aldywch. Now, before you laugh this off, keep in mind that even the ever-sosecretive Russians agree that the more primitive a mode of communication is, the more secure it is. In fact, the Russian Defence Ministry, the Emergencies Ministry and the Special Services no longer produce electronic documents; all communication with the President happens on paper. But, while rehabilitating the typewriter may be a clever act, the move is not without problems. For one, there is the immediate logistical issue of typewriters being scarcely produced. Back in 2011, Godrej and Boyce, India's last manufacturer of office-typewriters, had said that it had only 200 pieces left. Perhaps, it will now bounce back into business, with the Kremlin having earmarked 480,000 roubles for the purchase of new typewriters. On a more serious note though, Indian missions abroad and also the Government in New Delhi (where bureaucrats routinely use Yahoo! and gmail accounts for official communication) should focus on strengthening their online security systems. There was espionage before the NSA scandal and there will be espionage even if Indian diplomats go offline. Besides, New Delhi has a worrying history of losing and burning files anyway.

Decay and death of our heritage sites

heritage conservation in India faces monumental neglect. At least that is what the recent Comptroller and Auditor-Generals Audit of Preservation and Conservation of Monuments and Antiquities has revealed. It is indeed deeply disconcerting to know that in a country like India, where the expressions of an uninterrupted civilisational continuity are palpably manifest, aspects of our culture and civilisation are allowed to decay and disappear. While much is being made out of the successful conservation of one Humayun's Tomb, a large number of our heritage structures continue to remain in a state of disrepair and neglect. The CAG audit report is alarming. Its findings starkly depict the absence of a national commitment towards the preservation and perpetuation of the symbols and expressions of our culture.

These require serious consideration and urgently call for a wider debate. The nodal Archaeological Survey of India, which has completed 150 years of its existence, has been, for years, unable to complete a number of its major excavation projects and is faced with serious funds and manpower shortages', especially for conservationrelated activities which is supposed to be its main area of focus. Incidents of antiquity theft and smuggling of artefacts from the country are on the rise, while the country's premier museums continue to lack resources and planning for proper upkeep, security and display of collected art objects. Out of the 3,678 Centrally-protected monuments and sites spread nationmedical practice and fleece innocent villagers to the hilt and disappear from the scene and set up a new shop in some other village. This scenario continues in village after village with no accountability of such unscrupulous people. The medical regulatory authorities have also failed in checking the malpractices of such elements. The government needs to make these services accountable and regulate them for the larger benefit of the people.

Acute Shortage of Para-medicos and doctors

Dear Editor,

The recent reports, if they are to be believed, there is acute shortage of para-medicos and doctors as a result of which sufferings of the people have been increasing day by day. The people from the remote and far flung areas, who make a beeline to the urban centres for getting medical treatment after trekking long distances have to go back disappointed and are left to fend for themselves for no fault of theirs. It is ironical that the National Rural Health Mission programme launched by the central government for assisting the state government in reaching the door-steps of the people with medical facilities has also failed miserably in coming up to the aspirations of the people in rural areas. The programme loses its sanctity when it fails to reach the targeted population in the hinterland of the country for which every tax payer has made a contribution for the general welfare of the citizens of this country. Unfortunately, these schemes have been devised keeping in view the miseries of the people in rural and far flung areas, but they have failed to reduce their difficulties. This is the main reason that in certain areas, the quacks have flourishing

Leading museums in the country among them the National Museum, New Delhi; Indian Museum, Kolkata; Asiatic Society, Kolkata and Mumbai; Salar Jung Museum, Hyderabad and Allahabad Museum were also inspected in the course of the survey. The results have been bouleversant. A look at some of the findings unravels the magnitude of cultural bungling in the country. A comprehensive identification of monuments of national importance which could be included in the list of Centrally-protected monuments has never been undertaken. The ASI, it emerged, does not have a reliable database of the exact number of protected monuments under its jurisdiction. Of the sample 1,655 monuments selected for inspection, six per cent 92 monuments were not traceable'. The World Heritage Sites have not escaped the onslaught of an overwhelmingly callous attitude either, and are faced with inadequate care and protection while being plagued with encroachments and unauthorised con-

structions. Elementary requirements such as inspection notes on the condition of monuments, basic records, log books, site registers have not been properly maintained.' The ASI, the audit revealed, spends less than one per cent of its total expenditure' to further its primary activity exploration and excavation.' The museums fare no better. Most museums, the report reveals, have no system in place to assess the genuineness of objects acquired; even as basic an exercise as the maintenance of an accession register is not being adhered to and a database of the total number of antiquities in the possession of the ASI has never been developed. This absence of a centralised information database has only facilitated the theft or loss of antiquities over the years. Betraying a mindset which is deficient in its understanding of the role of heritage in national life, our museums have not evolved a rotation policy for displaying artifacts in galleries. As a result more than 95 per cent' of the objects collected keep lying in reserve without ever seeing the light of eager eyes. The government's move to bring an ordinance that allows convicted MPs and MLAs to remain in Parliament shows that all politicians are hand-in-glove when it comes to protecting their own interests. It is a fact that almost all political parties comprise some leaders who have, at some point in their careers, been convicted. This ordinance gives all of them a carte blanche to bypass the Supreme Court's ruling against them. It is clear that no matter how hard some people may try, it is impossible to cleanse the political system in our country.

Appraising the Home Ministry of the concerns expressed by various Muslim bodies that the draconian provisions of the Unlawful Activities Prevention Act can be misused against minorities, Mr. Khan had proposed setting up of special courts to ensure speedy trial of all terror cases. Fully backing the Minority Affairs Ministers suggestion of setting up of special courts, Mr. Shinde wrote back to him saying, You have my assurance that this will happen.

Police had claimed that Ms. Sori was also associated with Mr. Kodopi, but she managed to flee the spot. NEW DELHI, SEPTEMBER 30: The Supreme Court issued notice on Monday to the Centre, Reliance Industries Ltd (RIL) and others on a PIL seeking to cancel contracts for oil and gas exploration in the KG block and to impose penalty for failure to adhere to commitments. A bench headed by Chief Justice P Sathasivam sought a response from CBI on the petition filed by Civil society members including former Cabinet Secretary T S R Subramanian and ex-Naval chief Admiral L Ramdas seeking an Agency probe into the alleged collusion between RIL and the political establishment.The bench, which had earlier also issued notice to the Centre on a PIL filed by CPI MP Gurudas Dasgupta, asked the parties to file their response within four weeks and tagged the case with Mr. Dasguptas petition.The petitioners, also including former Secretary Ramaswamy Iyer and NGO Common Cause, challenged the Centres decision to raise the price of natural gas. JAIPUR, SEPTEMBER 30: The Rajasthan Government has argued for greater involvement of State Governments in the drug trial process along with online monitoring of trial subjects and provision of immediate medical care in cases of Serious Adverse Events (SAEs). The State made these and other recommendations during a meeting of Chief Secretaries/Health Secretaries of State Governments and Administrators of the Union Territories, held in New Delhi on August 13, 2013, a copy of which was accessed by The Hindu recently. The meeting was convened by the Union Ministry of Health and Family Welfare in order to discuss all aspects concerning the legal framework for strengthening the regulation of clinical trials in India. The Supreme Court (SC) had directed the Union Government to hold such a meeting in response to a Public Interest Litigation filed before it by a group of Indore-based medical rights activists. According to the State Government's deposition before the SC in the PIL, drug trials claimed 95 lives during the last eight years in the state, along with 291 cases of serious adverse events. One of the most important suggestions made by the State Government pertains to medical care to victims of Serious Adverse Events. SAEs comprise undesirable, even life threatening, experiences for trial subjects as a result of a drug trial, including death, disability or permanent damage and hospitalization, among others. In this regard, the Rajasthan Government has argued that immediate medical care for persons suffering from SAE should be provided by the Principal Investigator (PI) and it shall be his sole responsibility. This information should be available on line. The suggestions made by the Rajasthan Government are the most comprehensive among all State Governments and some of them, such as the one making the PI solely responsible for providing medical care to SAE victims will go a long way in protecting the rights of trial subjects, says Indore-based medical rights activist Anand Rai. Among other suggestions made was the presence of a State Government representative on the Ethics Committee and detaching of the Ethics Committees from the hospital/institute where trials were being conducted. Ethics Committees are tasked with regular review and monitoring of clinical trials and with ensuring that the rights of trial subjects are not violated. NEW DELHI, SEPTEMBER 30: The DoT panel, which reviewed sectoral regulator TRAIs recommendations on the third round of spectrum auction, is likely to submit its report tomorrow to the Telecom Secretary, official sources said. The report is likely to be completed by today evening and then it will be submitted to the Telecom Secretary tomorrow. It will also be circulated to the members of Telecom Commission, said sources. The Telecom Regulatory Authority of India (TRAI) came out with recommendations on spectrum pricing and trading on September 9. The Department of Telecom (DoT) had formed an internal committee, headed by a Member (Technology), on the same day to study TRAI recommendations. The regulator in its recommendations had suggested up to 60 per cent cut from the last auctions reserve price in the floor price of mobile phone spectrum for the upcoming auction. The two previous sales had drawn lukewarm response due to high reserve price. TRAI had suggested a panIndia reserve price of Rs. 1,496 crore per MHz in the 1800 band, down 37 per cent from the base price set in the previous auction. In the 900 MHz band, it recommended a reserve price of Rs. 288 crore per MHz for Delhi, Rs. 262 crore for Mumbai and Rs. 100 crore for Kolkata. These rates are about 60 per cent lower than the reserve price set in the previous auction. The committees findings would be reviewed and placed before the inter-ministerial body Telecom Commission, sources said, adding that the Department may seek additional clarification, if any needed, from TRAI after the panels report.

Bangladesh war crimes court to deliver verdict on BNP leader
DHAKA, SEPTEMBER 30: A special Bangladeshi tribunal will give its verdict on Tuesday on senior BNP leader Salahuddin Quader Chowdhurys alleged involvement in war crimes, prompting authorities to intensify security across the nation. The verdict will come 16 months after the high-powered International Crimes Tribunal indicted 64-year-old Chowdhury on 23 specific charges of crimes against humanity committed along with Pakistani troops during the 1971 liberation war. He is the second accused to be indicted since the war crimes trials began three years ago.He was particularly suspected for masterminding the 1971 killing of Nutun Chandra Singha, a respected philanthropist and industrialist, in the south-eastern port city of Chittagong, also the hometown of the high-profile accused, who is widely castigated for running a torture cell at his paternal house during the war. Domestically, the market expected a widened Current Account Deficit (CAD) for the April-June quarter that might put more pressure on the rupee and invite a ratings cut by international agencies. Eurozone inflation falls to lowest since Feb 2010

LONDON, SEPTEMBER 30: Inflation across the 17 countries that use the euro fell further below target in September 2013, official figures showed on Monday, news that could encourage the European Central Bank to cut interest rates again if the recovery across the Eurozone stalls. Eurostat, the EUs statistics office, said consumer prices were up 1.1 percent in the year to September, down from the 1.3 per cent rate recorded the previous month. Septembers rate was also the lowest since February 2010 and below expectations the consensus in the markets was for a more modest decline to 1.2 percent. The statistics agency said energy and food prices drove the fall in September. However, the core rate which excludes food, alcohol and tobacco also fell, to 1 percent from 1.1 percent, further proof that underlying price pressures are benign. This is welcome news for Eurozone consumers as it helps their purchasing power and it also means that the ECB can at the very least maintain its extremely accommodative policy for an extended period and actually has ample scope to take further stimulative action if it feels the need, said Howard Archer, Chief European Economist at IHS Global Insight. Though the inflation figures will likely be discussed this week when the ECB holds its monthly meeting, they are unlikely to prompt any immediate action. The ECB is tasked with setting monetary policy to keep inflation at just below 2 per cent, but few economists think the Central Banks governing council will reduce its benchmark rate further from the record low of 0.5 percent amid signs that the economy is recovering. MUMBAI, SEPTEMBER 30: High imports of gold and oil pushed Current Account Deficit (CAD) to 4.9 per cent of GDP to $21.8 billion in the April-June quarter of the current fiscal, RBI said in its balance of payments statement on Monday. CAD, the difference between inflow and outflow of foreign exchange, was 4.4 per cent or $16.9 billion in the same quarter of last fiscal, 2012-13. CAD had declined to 3.6 per cent in the January-March quarter after touching a record high of 6.5 per cent in the October-December quarter. The government plans to bring down CAD to 3.7 per cent or $70 billion in the 2013-14 fiscal, from 4.8 per cent or $88.2 billion in 201213. Gold imports increased by $7.3 billion in the first quarter of current fiscal. The imports stood at about 335 tonnes in the April-June quarter.

Excluding the increase in gold imports of $7.3 billion in Q1 of 2013-14 over the corresponding quarter of the preceding year, CAD would work out to $14.5 billion, which translates into 3.2 per cent of GDP, the Reserve Bank said. RBI said there was a small draw down on countrys foreign exchange reserves to finance the CAD. On BoP basis, there was a

slight draw down in foreign exchange reserves of $0.3 billion in Q1 of 2013-14 as against an accretion of $0.5 billion in Q1 of 2012-13, it said. During the quarter, while exports declined by 1.5 per cent, imports recorded an increase of 4.7 per cent. The trade deficit widened further to $50.5 billion in Q1 of 2013-14, from $43.8 billion a year ago, it said.

NEW DELHI, SEPTEMBER 30: The wage gap between developed countries and emerging market economies like India, China, and the Philippines, are likely to shrink significantly by 2030, and the average Indian wage could more than quadruple over the said period, says a PwC report. According to the report, emerging markets like India and Indonesia, which are at the lower end of wage projection in relative terms, are expected to witness spike in average wages levels, and this would in turn re-shape the global businesses. India and the Philippines remain at the lower end of wage projection in relative terms, but average wages in India could more than quadruple over the period (by 2030) in real dollar terms, the PwC report said adding that real wages in the U.K. and U.S. are projected to rise by only around a third over the same period. Indias current average monthly wage is around 25 times smaller than that of the U.K. By 2030, it is likely to be only 7.5 times smaller, the report stated.According to the report, emerging markets like India and Indonesia, which are at the lower end of wage projection in relative terms, are expected to witness spike in average wages levels, and this would in turn re-shape the global businesses. Similarly, at present the average wage in U.S. is 7.5 times more than in Mexico, but the gap could be less than 4 times by 2030. Over the same period, the average monthly Chinese wages could rise to around half of that of Spain. As an increasing population moves into middle income brackets, aspirations and expectations from both governments and private enterprise will change, with greater demands for meritocracy, use of technology in all spheres, transparency and society building, Padmaja Alaganandan, Leader - People and Change Practice, PwC India, said. With an increasing base of young workforce, India will continue to enjoy wage arbitrage. Coupled with relative high growth rate of incomes, companies will continue to reap the benefit of the demographic dividend fuelling the demand side growth over the next few decades, she further said. Places like Turkey, Poland, China and Mexico will become more valuable as consumer markets, while lowcost production could shift to other locations such as the Philippines. India could also gain from this shift, but only if it improves its infrastructure and female education levels and cuts red tape, PwC Chief Economist John Hawksworth said. CHENNAI, SEPTEMBER 30: Finance Minister P. Chidambaram on Monday slammed unregulated players in the financial market saying their activities have adversely impacted large number of consumers. The financial sector operates with speed and dynamism and generates new space, sometimes undefined areas, which provide opportunities for unregulated players in the market, he said at a seminar in Chennai. The existence of such [unregulated] players who operate in the twilight zone endanger the discipline of the markets leading to systemic instability. Invariably, such activities adversely impact a large number of consumers. This reduces their confidence in the system, said Mr. Chidambaram. He was speaking at a national seminar on Indian Financial Code recommended by the Financial Sector Legislative Reforms Commission, organised by the Institute of Company Secretaries of India.

Our endeavour is to eliminate unregulated space, he said adding that the Indian government was focused on protection of financial consumers.

Silver also declined by Rs. 100 to Rs. 49,580 per kg on reduced offtake by industrial units.Traders said profit-selling by stockists at prevailing higher levels amid sluggish demand due to ongoing Shradhs mainly led to the fall in precious metals. On the domestic front, gold of 99.5 per cent purity plunged to Rs. 30,685 per ten grams. It had climbed to a three-week high of Rs. 31,200 in the previous session. Sovereign also lacked necessary follow up support and declined by Rs. 100 to Rs. 25,000 per piece of eight grams.

ANATOMY OF FODDER SCAM

The Fodder Scam is a scandal that involved the embezzlement of about 9.5 billion (equivalent to 20 billion or US$310 million in 2013) from the government treasury of the eastern Indian state of Bihar.Among those implicated in the theft and arrested was then Chief Minister of Bihar, Lalu Prasad Yadav, as well as former Chief Minister, Jagannath Mishra. The scandal led to the end of Lalu's reign as Chief Minister. There is also allegation on Nitish Kumar and Shivanand Tiwari of receiving 1 crore and 60 lakh Rupees respectively from S.B. Sinha. The theft spanned many years, and allegedly involved numerous Bihar state's administrative and elected officials across multiple administrations of the Indian National Congress and the Janata Dal parties. The corruption scheme involved the fabrication of "vast herds of fictitious livestock" for which fodder, medicines and animal husbandry equipment was supposedly procured. Although the scandal broke in 1996, the theft had been in progress, and increased in size, for over two decades. Besides the magnitude and duration of the theft, the scam was and continues to be covered in Indian media due to the extensive nexus between tenured bureaucrats, elected politicians and businesspeople that it revealed, and as an example of the mafia raj that has penetrated several state-run economic sectors in the country. As of May 2013, the trial has completed in 44 cases out of a total of 53 cases. More than 500 accused have been convicted and awarded punishments by various courts.

8Origin of the scam

he scam had its origins in smallscale embezzlement by some government employees submitting false expense reports, which grew in magnitude and drew additional elements, such as politicians and businesses, over time, until a full-fledged mafia had formed. Jagannath Mishra, who served his first stint as the chief minister of Bihar in the mid-1970s, was the earliest chief minister to be accused of knowing involvement in the scam In February 1985, the then Comptroller and Auditor General of India, T.N. Chaturvedi, took notice of delayed monthly account submissions by the Bihar state treasury and departments and wrote to the then Bihar chief minister, Chandrashekhar Singh, warning him that this could be indicative of temporary embezzlement.This initiated a continuous chain of closer scrutiny and warnings by Principal Accountant Generals (PAGs) and CAGs to the Bihar government across the tenures of multiple chief ministers (cutting across party affiliations), but the warnings were ignored in a manner that was suggestive of a pattern by extremely senior political and bureaucratic officials in the Bihar government.In 1992, BidhuBhushanDvivedi, a police inspector with the state's anti-corruption vigilance unit submitted a report outlining the fodder scam and likely involvement at the chief ministerial level to the director general of the same vigilance unit, G. Narayan. In alleged reprisal, Dvivedi was transferred out of the vigilance unit to a different branch of the administration, and then suspended from his position. He was later to be a witness as corruption cases relating to the scam went to trial, and reinstated by order of the Jharkhand High Court. On 27 January 1996, the deputy commissioner of West Singhbhum district, AmitKhare, acted on information to conduct a raid on the offices of the animal husbandry department in the town of Chaibasa in the district under his authority. The documents his team seized, and went public with, conclusively indicated largescale embezzlement by an organised mafia of officials and businesspeople. Lalu ordered the constitution of a committee to probe the irregularities.There were fears that state police, which is accountable to the state administration, and the probe committee would not investigate the case vigorously, and demands were raised to transfer the case to the Central Bureau of Investigation (CBI), which is under federal rather than state jurisdiction. Allegations were also made that several of the probe committee members were themselves complicit in the scam. A public interest litigation was filed with the Supreme Court of India, which led to the court's involvement, and based on the ultimate directions issued by the supreme court, on March 1996, the Bihar High Court ordered that the case be handed over to the CBI. An inquiry by the CBI began and, within days, the CBI filed a submission to the High Court that Bihar officials and legislators were blocking access to documents that could reveal the existence of a politician-official-business mafia nexus at work. Some legislators of the Bihar Legislative Council responded by claiming the court had been misinformed by the CBI and initiating a privilege motion to discuss possible action against senior figures in the regional headquarters of the CBI, which could proceed similar to a contempt of court proceeding and result in stalling the investigation or even prosecution of the named CBI officials.

However, U. N. Biswas, the regional CBI director, and the other officials tendered an unqualified apology to the Legislative Council, the privilege motion was dropped, and the CBI probe continued.[16] As the investigation proceeded, the CBI unearthed linkages to the serving chief minister of Bihar, Lalu Prasad Yadav and, on 10 May 1997, made a formal request to the federally-appointed Governor of Bihar to prosecute Lalu .On the same day, a businessman, Harish Khandelwal, who was one of the accused was found dead on train tracks with a note that stated that he was being coerced by the CBI to turn witness for the prosecution.The CBI rejected the charge and its local director, U. N. Biswas, kept the appeal to the governor in place

8Path to prosecution

few days of uncertainty followed the CBI's request to the state governor to prosecute the chief minister. The governor, A. R. Kidwai, was accountable to the federal government, and had already stated that he would need to be satisfied that strong evidence against Lalu existed before he would permit a formal indictment to proceed.The federal government, led by newly appointed prime minister Inder Kumar Gujral who had just succeeded the short-lived government of the previous prime minister HD DeveGowda, consisted of a coalition that depended on support from federal legislators affiliated with Lalu for its survival. It was also unclear why the CBI had sought the governor's consent in the first place and, when the High Court demanded to know why it was being sought, the CBI stated that it was a "precautionary measure."The High Court, questioning the tactic, warned that it would allow some time for the permission to transpire, but if it sensed a delay, it would force a prosecution on its own authority. On 17 June, the governor gave permission for Lalu and others to be prosecuted.Five senior Bihar government officials (Mahesh Prasad, science and technology secretary; K. Arumugam, labour secretary; Beck Julius, animal husbandry department secretary; Phoolchand Singh, former finance secretary; Ramraj Ram, former AHD director), the first 4 of whom were IAS officers, were taken into judicial custody on the same day.The CBI also began preparing a chargesheet against Lalu to be filed in a special court. Expecting to be accused and imprisoned, Lalu filed an anticipatory bail petition, which the CBI opposed in a deposition to the court, listing the evidence against Lalu. Also, on 21 June, fearing that evidence and documentation that might prove essential in further exposing the scam were being destroyed, the CBI conducted raids on Lalu's residence and those of some relatives suspected of complicity. On 23 June, the CBI filed chargesheets against Lalu and 55 other coaccused,includingChandradeo Prasad Verma (a former union minister), Jagannath Mishra (former Bihar chief minister), two members of Lalu's cabinet (Bhola Ram Toofani and VidyaSagarNishad), three Bihar state assembly legislators (RK Rana of the Janata Dal, Jagdish Sharma of the Congress party, and DhruvBhagat of the BharatiyaJanata Party) and some current and former IAS officers (including the 4 who were already in custody).Mishra was granted anticipatory bail by the Bihar state High Court.Lalu's anticipatory bail petition, however, was rejected by the same court, and he appealed to the Supreme Court, which resulted in a final denial of bail on 29 July. On the same day, Bihar state police were ordered to arrest him. The next day, he was jailed.Later, the Bihar Director General of Police, SK Saxena, justified

Jagannath Mishra had been permitted bail in June 1997, and avoided judicial remand when Lalu was first detained in July 1997. However, he was taken into custody on 16 September of the same year. He was freed on bail on 13 October but then remanded again, at the same time as Lalu, on 2 8 October 1998, when h e was kept at

plea. This verdict of Patna High Court was challenged by Lalu and the CBI in SC. The SC in April 2010 declared that the Government of Bihar has no right to file appeal against acquittal of the accused even in cases where the CBI refuses to challenge the trial court or High Court's verdict favouring the accused. In yet another twist in the case, Government of Chhattisgarh in an unrelated case requested the Supreme Court to review its verdict in LaluYadav Disproportionate assets case. The Government of Chhattisgarh was aggrieved by Supreme Court verdict in DA case when it was trying to challenge the acquittal of former chief minister AjitJogi's son AmitJogi in a murder case. After the trial court in Chhattisgarh acquitted AmitJogi in May 2007, for over three-and-a-half years, the CBI again (similar to Lalu's DA case) did not file any appeal. Chhattisgarh High Court rejected Government of Chhattisgarh's appeal due to Supreme Court's order (which is binding on all) in Lalu Disproportionate assets case. On 19 March 2012, the Supreme Court agreed to review its own decision in Lalu's Disproportionate assets case. However in May 2012, Supreme Court dismissed the Review Petition holding that the earlier Judgment did not suffer from any mistake apparent on the face of the record warranting any review.

8 Convictions

t h e Janata Dal. On 5 July, Lalu formally parted ways with the Janata Dal and formed his own party, the RashtriyaJanata Dal (or RJD), taking with him virtually all the Janata Dal legislators in the Bihar state assembly, and winning a vote of confidence in the state assembly a few days later. The RJD continued to support the coalition federal government, however. With demands for his resignation continuing to mount, on 25 July, Lalu resigned from his position, but was able to install his wife, Rabri Devi as the new chief minister on the same day. On 28 July, 1997, Rabri's new government won another vote of confidence in the Bihar legislature by 194-110, thanks to the Congress and Jharkhand MuktiMorcha parties voting in alignment with the RJD. Lalu claimed he had been instrumental in helping HD DeveGowda become the prime minister. However, there was press speculation that Gowda held a grudge against Lalu for insisting that Gowda step down when Gowda's fledgling government ran into internal coalition squabbles, and this motivated him to push CBI Director Joginder Singh for Lalu's prosecution. Much later, in 2008, Lalu also claimed that DeveGowda confessed, and "wept and fainted," when Lalu confronted him on inciting the CBI to pursue the prosecution. Looking retrospectively, Lalu has said that the scam had a lasting negative impact on his political career, and may have ended his prospects to one day be prime minister of India. There were reports that Joginder Singh had violated norms in keeping the new prime minister, IK Gujral, in the dark as he pursued the prosecution. Gujral's own new government also depended on Lalu for support in parliament, and Joginder Singh later alleged that Gujral had attempted to block the scam investigation from proceeding. On 30 June, the federal government issued orders to transfer Singh out of the CBI and into the Home Ministry as a Special Secretary, which was technically a promotion but also had the effect of removing him from the

Biswas, the regional CBI director, which led to the High Court warning that it would act to disallow any such transfer. As the CBI discovered further evidence over the following years, it filed additional cases related to fraud and criminal conspiracy based on specific criminal acts of illegal withdrawals from the Bihar treasury. Most new cases filed after the division of Bihar state (into the new Bihar and Jharkhand states) in November 2000 were filed in the new Jharkhand High Court located in Ranchi, and several cases previously filed in the Bihar High Court in Patna were also transferred to Ranchi. Of the 63 cases that the agency had filed by May 2007, the majority were being litigated in the Ranchi High Court. Lalu's initial chargesheet, filed by the CBI on 27 April 1996, was against case RC 20-A/96, relating to fraudulent withdrawals of 370 million (US$5.7 million) from the Chaibasa treasury of the (then) Bihar government, and was based on statutes including Indian Penal Code sections 420 (cheating) and 120(B) (criminal conspiracy), as well as section 13(2) of the Prevention of Corruption Act, 1988. Even though he had been jailed, he was kept in relative comfort at the Bihar Military Police guest house. After 135 days in judicial custody, Lalu was released on bail on 12 December 1997. The next year, on 28 October 1998, he was rearrested on a different conspiracy case relating to the fodder scam, at first being kept in the same guest house, but then being moved to Patna's Beur jail when the Supreme Court objected. After being granted bail, he was rearrested yet again in a disproportionate assets case on 5 April 2000. His wife and then Chief Minister Rabri Devi was also asked to surrender on that date, but then immediately granted bail. This stint in prison lasted 11 days for Lalu, followed by a one-day imprisonment in

the same guest house as Lalu, and later shifted to Beur jail along with him. Mishra was freed on bail on 18 December,[49] but then rearrested in a different fodder scam case on 7 June 2000. Due to the multiplicity of cases, LaluYadav, Jagannath Mishra, and the other accused have been remanded several times in the years since 2000. In 2007, 58 former officials and suppliers were convicted, and given terms of 5 to 6 years each. As of May 2007, about 200 people had been punished with jail terms of between 2 and 7 years. A 2005 litigation of one of the cases (RC 68-A/96) in the Ranchi High Court involved over 20 truckloads of documents. On 1 March 2012, nearly 16 years after CBI was handled over the case, a special CBI court in Patna framed charges against Lalu Prasad Yadav and Jagannath Mishra along with 32 other accused. Of the total 44 accused, six have died, two have turned approvers, while two others are still evading arrest. The CBI had chargesheeted them in this case on 3 March 2003. The court said that the trial would begin soon.

8Disproportionate assets case

Some of the most prominent convicts include former Member of Parliament RK Rana and former Member of Legislative Assembly DhruvBhagat. Lalu Prasad, the maverick RashtriyaJanata Dal (RJD) supremo and former Bihar chief minister, and 44 others has been convicted by a special Central Bureau of India (CBI) court in Ranchi in one of the cases - RC 20 A/96 - of the multi-crore fodder scam .Lalu has been convicted of corruption, criminal conspiracy and cheating and the sentencing will take place on October 3, 2013. The 44 convicts include former Bihar chief minister and Congress leader Jagannath Mishra, six politicians and four Indian Administrative Service (IAS) officers. Lalu's conviction is a massive blow to him as it disqualifies him from Parliament and renders him ineligible for contesting elections for at least six years as per a recent Supreme Court order. Lalu was arrested and sent to BirsaMunda Central Jail in Ranchi a few minutes after the verdict. While seven of those convicted have got less than three years in jail and have been granted bail, Lalu Prasad along with Jagannath Mishra and 36 others were sent to jail. The sentencing on October 3,2013 will be delivered through video conferencing. Since it broke into public light, the fodder scam has become symbolic of bureaucratic corruption and the criminalisation of politics in India generally, and in Bihar in particular. It has been called a symptom of the "deep and chronic malady afflicting the Bihar government and quite a few other state governments as well." In the Indian parliament, it was cited as an important indicator of the deep inroads made by mafia raj in the politics and economics of the country. Reference has also been made to the anarchic nature of governance that occurs when a mafia develops in a state-controlled sector of the economy. Lalu Prasad Yadav is the only person on whom the LokSabha debated for a complete session as the official agenda

disproportionate assets (DA) case was filed against Lalu in August 1998. The Income Tax claimed that Lalu had amassed wealth of Rs.4.6 million out of the government treasury. Lalu and Rabri were chargesheeted in April 2000 and charges were framed by the court on 9 June 2000. Finally, the couple was acquitted on 18 December 2006 by a special CBI court. CBI didn't appeal against this verdict in high court. However, Government of Bihar challenged the verdict (of CBI court) in Patna High Court and the high court accepted the

8 The multi-million animal hus bandry department scam in Bihar, popularly known as the fodder scam, surfaced in early 1996. 8 The Patna High Court, while hearing a public interest litiga tion (PIL), ordered a CBI probe in 1996. 8 Lalu Prasad quit chief minis tership in 1997 when his name figured in the CBI investiga tion as one of those involved in a fodder scam case. 8 The CBI filed total 61 cases. Of these, 54 were transferred to Jharkhand after it was carved out from Bihar in 2000. 8 Lalu Prasad stood as an accused in five cases, includ

ing the RC 20 A/96 that relat ed to fraudulent withdrawal of Rs.37.70 crore from Chaibasa district treasury. 8 The RC 20 A/96 case surfaced in January 1996 when AmitKhare, now on deputa tion to the central government, was then West Singhbhum deputy commissioner. Lalu Prasad was the chief minister of the state and the case was handed over to the state vigilance. 8 Lalu Prasad moved the Supreme Court against the order and the apex court asked the Patna High Court to monitor it. 8 The CBI lodged the case against 56 people, including Lalu Prasad, former Bihar chief minister Jagannath

Mishra, and 43 others for fraudulent withdrawal of cash from the Chaibasa treasury. The CBI filed charge sheet in this case in 2000 and the trial of the case began. After 13 years, the judgment date was fixed July 15 by the Special CBI court of Judge P.K. Singh. Lalu Prasad moved the Jharkhand High Court and later the Supreme Court seeking change of judge of the case. Both courts dismissed his petition and directed him to complete arguments in the case before the Special CBI court. Lalu Prasad's lawyer completed arguments in the case Sep 17 and the court fixed

Sep 30 as the date for the verdict. 8 On Monday, the Special CBI court held Lalu Prasad guilty

in fodder scam. 8 The quantum of punishment would be pronounced Oct 3, the court ruled.
