Welcome Chairman & Chief Organizer Speech of

Dr Milind Jiwane
Civil Rights Protection Cell
First of all I am paying my homage to the Lord Buddha and Bodhisatva Dr. Babasaheb Ambedkar. Respected chairperson, Chief Guests and Dhamma brothers & sisters , delegates, those who are participated in this two days Spreading Buddhism Conference here in Nagpur , a Dhamma land where 5 th lacks people accepted Buddhism at a time under leadership of Bodhisatva dr Ambedkar on 14 October 1956. This year is very important for me that under my leadership, civil Rights Protection cell has organized Spreading Buddhism Conference 2013 in this historical place of Nagpur and has given another responsibility of Chief Organizer ship. This day is the immemorial day for me that for the second time in my life, I got an opportunity to conduct Spreading Buddhism Conference 2013, an international conference. In the first time in my life, I got an opportunity to preside over the World Buddhist Conference in 2006 at Nagpur (India). I was thinking that I should do something for cordial and fraternal relations among the people of the Buddhists Countries and maintain peace in the world by spreading message of Lord Buddha and Bodhisatva Dr. Ambedkar by organizing Spreading Buddhism Conference, I did the same, hence this is the most auspicious day for me to have a dialogue with the World Buddhist scholars so that we all may be able to implement an action plan , which was prepared in World Buddhist Conference 2006 under my chairmanship to maintain cordial relations among the Buddhist countries as well as other nom Buddhist countries of world too. Buddhism teaches Pradhnya , Sheel, Karuna as well as Liberty, Equality and justice to all human being. Neither god nor soul can save our universe. Due to not following the principles of Buddha, you will find that opportunism; terrorism imperialism, communalism and inhumanity are increasing in the world. China, Japan, South Korea, North Korea , Taiwan, Srilanka, Thailand, Cambodia, Mongolia, Laos, Myanmar , Vietnam etc are the major Buddhist countries in the world. They are trying to maintain peace and overall development of the people of these countries. Not only this they trying to give full cooperation for maintaining the peace on world level. No doubt that some plus point are in the people of Buddhist countries, but it will be helpful to remove miseries of human being if we discuss some points of the people of the Buddhists countries. I think, there should be find out the ways and means arises between China and Tibet. Another important issue is not solved of Chakma Buddhist of Bangla Desh and converted Buddhist of India till today. Situation of Buddhist people in India are worse since years together. Majority of the Hindu community are suppressing and depressing to the Buddhists and they are treating them as an untouchables. Yes, after a rigorous struggle of Bodhisatva Dr Ambedkar, fat her of Indian Constitution and his sincere efforts, he made number of provisions in the Indian Constitution for the protection and safeguards our rights. Even lot of efforts of Dr Ambedkar, Buddhism is spreading in India on large scale. But it is regret to say that, due to selfish politics and corruption of our Buddhist leaders, we again facing difficult problems as well as other politics of different parties. The people of India will become Buddhist in near future was a dream of Bodhisatva Dr. Ambedkar . Due to sad demise of him, it could not be fulfilled. Now we should take initiative to fulfill the mission of Dr Ambedkar, we are expecting your cooperation from all the Buddhist countries and through this conference we have to maintain rapport and convey the message of friendship to the people those who are living in Buddhist countries. Really I am very thankful to the people of all Buddhist countries that they are trying to protect the culture of Buddhism in India. Now I am requesting to all the Buddhist Governments to assist the Buddhist people of India by making collaboration in Industries, business with only Buddhist and not with Hindu community as well as to establish Financial Aid Fund for Education for poor Buddhist people in India. I am also point out another issue of the world populations that Buddhists are in third position. It is miserable thing for us that the population of Buddhists is decreasing day to day. The reason is that the attitude of Buddhist people is non- violence. They did not believe on violence. Killing to the innocent people by way of religious terrorism is against the policy of Buddhism. The other religious people living in Buddhist countries are taking to put pressure by arms and ammunitions on Buddhist people causing the percentage of Buddhist population is decreasing. Any how it should be stopped and to make plan of spreading Buddhism on large scale.

The present era is a scientific era. Science is sector of human life and the system of human being life has tremendously changed. TV, telecommunication, computer, modern weapons, advanced mechanism etc. has invented by the man. Science has denied god, soul and superstations thinking. According to the Buddha's opinion universe not created by god. It is the process of events. Hence he denied concept of god, soul, rebirth, heaven etc. The Buddha has given more importance to moral values. At the end, I appeal to maintain world peace by making the Buddhist unity. In this regards, we should implement the prepared action plan of World Buddhist Conference 2006 of Nagpur (India) which was organized under my chairmanship. My conclusion is that there should be formed one strong organization of Buddhist countries on world level on the pattern of SARC and to follow mutual cooperation & cordial relations among the Buddhists countries. Let us think & discuss on the same issue in this conference. At last but not the list, I am very thankful to my team members, who are giving full support to me for its success and my sincere gratitude to all of you have listened my views and opinions very calmly and quietly.
