Dear fellow student leader/s: Warm greetings of solidarity! The National Union of Students of the Philippines (NUSP) is the oldest, broadest and widest alliance of student councils in the country. NUSP has more than 650 member-councils and is recognized as the premiere national student center. We are happy to invite you to attend and participate in our 39th NUSP NATIONAL STUDENT LEADERS CONGRESS on December 7 to 11, 2013 at Talisay, Cebu City. With the theme Padayon: Upholding Genuine Student Leadership and Forwarding the Youth and Peoples Agenda for Truth and Accountability, the NUSP National Congress aims to gather incumbent and/or newly elected officers of student councils and organizations all over the country. It will provide forum and classroom discussions on contemporary issues in the education and youth sector and society, leadership and skills training workshops, resolution building, and community development integration. Registration fee for the five-day national congress is 3,500 pesos per participant inclusive of meals, accommodation, kit and t-shirt. Early bird registration is until November 16, 2013, with a discounted registration fee pegged at 3,200 pesos. Padayon: Upholding Genuine Student Leadership and Forwarding the Youth and Peoples Agenda for Truth and Accountability

BACKGROUND INFORMATION AND PROJECT RATIONALE


The NUSP National Student Leaders Congress is a national student leaders general assembly held every two years. The 39th NUSP National Student Leaders Congress aims to gather incumbent and/or newly elected officers of student councils, governments, federations and organizations for the promotion and advancement of student and youth rights and welfare. This project also aims to build unity among student representatives from private and public Philippine higher educational institutions (PHEIs). The congress will provide five (5) days of forum and classroom discussions, leadership and skills trainings, arts and culture workshops, resolution buildings, and community development to imbue principled leadership to student leaders and participants.

PROJECT CONTEXT
Historically, the Filipino students and youth play a very crucial role in our universities and society. Touted as the hope of the nation, students and youth are encouraged to participate and be involved in both academic and non-academic matters. Young men and women in their late teens, twenties and thirties serve as officers and members of organizations that promote the rights and welfare not only of the students and youth but also of the people. It is very important to unite student and youth leaders in the Philippines to promote and advance the rights and welfare of the students, the youth and the people. NUSP has been consistent in its advocacy to aid in policy recommendations, and has been actively sitting in education and youth reforms in the Commission on Higher Education (CHED), House of Representatives or Congress, and the Senate. Position papers and policy recommendations by NUSP are products of its regional and national congresses, among others.

OBJECTIVES 1. GENUINE STUDENT LEADERSHIP (a) Gather and unite student leaders from various colleges and universities; (b)
Promote principled leadership among student councils; (c) undergo leadership workshops and trainings; (d) tackle current students and peoples concerns, and (e) propose recommendations and solutions. 2. YOUTH AND PEOPLES AGENDA (a) Unleash individual potentials; (b) promote holistic development; (c) coordinate with different sectors in the community in the struggle for genuine social change; and (d) generate projects that will extend service to the community and the country. 3. TRUTH AND ACCOUNTABILITY (a) Uphold the task of the students and the youth to protect and promote the truth; (b) imbue a nationalist and pro-people perspective in the discourse of nation building; and (c) promote transparency and accountability.

BENEFICIARIES
The discussions, trainings and workshops, community development plus contact expansion during the event, will benefit student council officers with a deeper and broader knowledge of leadership and student council management. The said trainings will also extend to their constituents and their nearby communities.
